Special Facilities Division Directive System

1. Purpose. This memorandum states the policies and standards for


the preparation of SFD directives.

2. Policy. All directives except those with a security classification


higher than SECRET will be issued in accordance with the policies and
standards contained in the attachment to this document.

3. Transition. Existing SFD General Memorandums remain in effect


until incorporated into this SFD Directive System or until declared
obsolete.

4. Effective Date. This memorandum is effective on date of issuance.

PART I
Scope and Applicability

1. Scope. D~rectives are defined as published documents by which policies,


procedures, program requirements, and other general infor~ation are
disseminated to selected addressees.

2. Types oi Directives. The Special Facilities Division. Directive System


uses two types of directives, as follows:

a. SFD Memorandums are permanent directives that cover program


objectives, requirements and procedures, and administrative details necessary
to the administration of the Special Facility. Each memorandum is confined
to a single principal topic and remains in effect ,until rescinded.

b. SFD Bulletins are temporary directives used to convey one-time


information or instructions which are not continuing in nature~ for example,
notice of meetings, fund appeals, announcements of staff assignments, and
similar topics. Bulletins have the same force and effect as memorandums
but do not have permanent reference value.

PART II
Standards

1. Format.

a . Memorandums and Bulletins shall be printed head to head on 8 "x 10-1/2"


paper and shall be punched for loose leaf filing in standard three-ring C1r.three-post
bi nders.

b. Each memprandum and bulletin will indicate the appropriate security


classification and distribution as listed below:

EMERGENCY ALERTING PROCEDURES

1. Alerting systems and procedures play an important part in our total


preparedness program. The Alert Notification Cascade System is a means
by which site personnel are alerted during certain defense conditions,
exercises, or telephone tests.

2. The Cascade System will be used to alert personnel, other thai:J, guard
and fire-force personnel, during non-normal duty hours. During normal
duty hours, each agency is responsible for alerting its own personnel.

3 .. TYPE OF ALERTS.

( a. AT LAS Alert - An alert stage implemented when advanced


prepar e- dness of the site is desired. This is in response to an actual
emergency.

b. ABLE Alert - The exercise equivalent of an "ATLAS" Alert.


This is used for exercises only.

c. Telephone Test - A test of cascade procedures and ass.ociated


communications .

4. PROCEDURES.

a. Alert notification is provided all personnel by one of two means,


either the normal telephone system or a radio receiver.

b. Area Principals normally receive alert informat ~ on by radio


receiver and immediately call the site operator to confirm 1t 'e ceipt of the
information . This insures that the alert information is di ·s·~eminated by
other means in the event a receiver is inoperative or the Area Principal
is not horne .

5. RESPONSIBILITIES.

a. The Chief, Special Facilities Division, · or his authorized


representative, will declare alerts and tests as r.equired.

b. The Commanding Officer, United States Army Interagency


Communications Agency, will:

(1) · Prepare and maintain a Cascade System for alerting all


site personnel other than guard and fire-force personnel.

(2) Install and maintain alert radio receivers.

(3) Implement alerts and telephone tests upon direction of the


Chief, Special Facilities Division, or his authorized repreeentative.

c. T·he Area Engineer, Western Virginia Area Office, Cor.p il of


Engineers, will:

( 1) Assure that guard and fire-force personnel a-re alerted for


alerts and tests.

(2) Provide Class A transportation (busses) for personnel to


report during ATLAS and ABLE Alerts .. (
d. During AT LAS and ABLE Alerts, all personnel will:

( 1) Complete calls ·as indicated on their cascade charts.

(2) Report immediately to this installation: Class A transportation


or private transportation may be used at the discretion of the individual.

(3) Upon arrival at this installation report directly to emergency


duty stations.

(4) Complete and forward Alert Report Forms .

(5) Report all toll calls.

(6) Familiarize themselves with the instructions as contained on


the reverse sides of the Alert Report Form and the Cascade Chart.

COMMERCIAL TO COMMERCIAL TELEPHONE SERVICE -

1. Use of government leased telephone circuits for commercial to


commercial service (e.g., call placed from Winchester, Virginia, ·
via the Site Switchboard to Washington, D.C.) for site erpployees is
limited to individuals designated by the head of their respective agency -
to the Commanding Officer, USAICA. The Site Switchboard will deny
this service to all other personnel.

2. Request your agency furnish the Commanding Officer, USAICA,


a list of personnel authorized the use of government telephone facilities
in this manner no later than July 22. Changes to this list will be forwarded
to CO, USAICA, as they occur .

AIR CONDITIONING IN AREA B

· 1. It has been observed that both the inner and outer door" of the buildings,
as well as the doors at the end of the corridors, are being left open. This is
in complete disregard of signs on the doors directing that they be kept closed,
except during normal usage.

2. The air conditioning system in Area B is designed to supply fresh, cleari,


cool air to the buildings, but the system cannot function effectively if the doors ,
are kept open.

3. All organizational elements will take steps to insure that existing regulations
are followed:

a. Keep all doors which will cause a loss of cool air close.d, except during
normal u~ge.

b. Turn off lights when not required.

c. Turn off all heat producing devices when not in use.

ALERT REPORT FORMS

1. The Alert Report Form, SCCI Form 59 (Rev.), is used by all


site personnel for reporting alert and telephone test information.
The information derived from this form enables us to determine
the effectiveness of the alerting system; therefore, each employee
should submit a report promptly and accurately within 24 hours
following each alert or telephone test. Each agency at this location
has been provided with a supply of revised forms; i.e .• seer
Form 59 (Rev.), dated September 28, 1966. The superseded form
dated June 9, 1966, is obsolete and will not be used.

FIRE GUARD RADIO NET OPERATI.NG PROCEDURES

To insure that mobile radio equipment is operational, a short

communications check may be made with the Site Net Control

Station. This transmission shall consist of, "Net Control,

this is Car How do you hear this station, over. " Net

Control will answer, "Car _ _, this is Net Control, I hear

you loud and clear, £!: I hear you loud and garbled, or I

hear you weak and clear, or I hear you weak and garbled,

or I am unable to understand your transmission, out."

PROCEDURES FOR REQUESTING AND PROCESSING


REPAIR AND UTILITIES SERVICES

1. PURPOSE

The purpose of this memorandum is to outline the procedures to be


followed in processing repairs and utilities request, DA Form 2701, and to
provide an efficient method of requesting these services.

2. PROCEOORES

a. All Agencies and/or other organizational elements requesting major


repairs, modifications , deletions, or new work will forward their Job Order
Requests , DA Form 2701, in quadruplicate to the Production Control Center,
Western Virginia Area Engineer's Office, Room 201, Building 2, Area B, for
engineering review and estimating prior to submission of the Job Order Request
to the Area Engineer for necessary action and signature. If the estimated
monetary amount exceeds that of the Area Engineer's approval authority, he
will make recommendations and forward to OEP/SFD for necessary action.

b. Requests for minor maintenance and repair may be made by telephone


to the Production Control Center, ext. 5215, and will not require a DA Form 2701.
Examples of such requests may include exchange of electric light bulbs and tubes,
regulating temperature controls , plumbing troubles, etc.

c. Instructions for the preparation of the Job Order Request may be found
on the back of the DA Form 2701 and are self-explanatory. Delete words "Post
Engineer" and insert "Area Engineer." Agencies and/or other organizational
elements will complete Section I, Items 2 through 8, on the form. All other
sections on the form will be completed by the Area Engineer's Office. One copy
will be returned to the requesting Agency by the Area Engineer, indicating the
action to be taken in Section III on the form.

d. One copy of DA Form 2701 is attached for reference purposes.


Additional forms may be requisitioned through the Supply Branch of the Western
Virginia Area Office.

INSTRUCTIONS
1. REQUESTING OFFICIAL- Prepare in quadruplicate, accomplishing Section I in accordance with
the following, and forward original, duplicate and triplicate to the Post Engineer:

Item 2 - Self expla~atory.

Item 3 - Room and build~ ng number and, if outside, the geographical location.

Item 4 - Describe the requested work in sufficient detail that the scope and nature
can be fully r~cognized. Include sketch if appropriate.

Item 5- Specifically· state why the work is required, including the precise effects
if the work is not accomplished.
Item 6 - Name and rank, if appropriate, organizational element, and telephone number
of the individual directly interested in and familiar with the requested work.

Item 7 - Signature of requesting official.


Item 8 - Typed name, organization and telephone number of requesting offici•l authorized
by the installation commander to sign requests.

2. POST ENGINEER - Assign serial number (Item 1) and process in accordance with prescribed
procedures (AR 420-17).

3. INSTALLATION COMMANDER- Appro..e or disapprove the request for services in Section III,
and return to the Post Engineer.

4. POST ENGINEER - Forward triplicate to the requesting official, indicating the installation
commander's action in Section IU, and if the request is approved, accomplish Items 13 and 14.

MESSAGE RELEASING OFFICERS

1. At ll a.m. EDT on June 30, 1967, the ST AFCOM functions formerly


performed by USAICA will be assumed by OEP/SFD. This Section will
be known as the OEP/SFD Message Center. The basic procedures
pertaining to message releasing officers will remain fhe same.

2. Releaeing officers are responsible that all messages are prepared


in accordance with ICS Manual 204A or AR 105-31.

3. T.o as~ure that a releasing offic.er is designated and approved to


release me!ilsages, each activity served will provide the OEP/SFD .
Message. Center, Building 9, with a sample signature of the releasing
officer • . Department of Defense Form 577 will be completed by each
activity and forwarded to the Chief, Operations Branch, OEP/SFD.
The 11 Signature of Commanding Officer'' block on this form may be
signed by the S4,'nior official or Federal Agency Representatives of
each separate site activity, as appropriate. Forms may be obtained
from the OEP/SFb Message Center upon request.

4, It is the responsibility of each activity releasing messages to


insure that the Message Center has up-to-date and complete sample

their respective activity. It will not be necessary to reaccomplish

5. Copies of Form 577 will be included in the kit being assembled


for those agencies not now permanently represented at the SFD. The

MESSAGE TRAFFIC PROCEDURES

The guidelines described herein will be used by all personnel at this


site for the or i gination and receipt of electrically transmitted messages.
This i nformation supplements procedures contained in ICS manuals
published and dis tribute d by the U . S. Army Interagency Communications
Agency (USAICA} , and is applicable t o all si t uati ons, including normal
operations, exercises and emergencies.

I. GENERAL

a. During the Operational Readiness Phase (day-to-day operation},


messenger service is provided by t he Corps of Engineers on a scheduled
has is. This messenger ser vi ce may be used for outgoing message
distribut ion during the operational readiness phase or messages may be
hand carried ·o t he OEP/SFD Message Center in Building 9, 1st Floor,
West end. Incoming classified or high precedence electrically transmitted
messages will b e delivered by OEP/SFD Message Center.

b. D uring exerc i ses and emergencies no pi c kup and de-livery


service will be provi ded for e lectrically transmitted messages. Located
in Building 9, 1st Floor , West end, are mailroom type pigeon holes.
Each activ ity here will be responsible for pickup and delivery of its own
message traffic. An at empt will be made by OEP/SFD Message Center
to contact by te lephone the addressee of an incoming message of high
precedence.

c. OEP/SFD Message Center maintains up-to-date and complete


sample signatur e s of all individuals authorized to release messages for
each activity loca t ed at this site. Department of Defense Form 577 will
be completed b y each activity and forwarded to the Chief, Operations
Branch, OEP/SFD, if no sample signature is currently on file in
OEP/SFD Message Cente r . Senior officials or Federal Agency

the Systems Controller decide that incoming messages, received after duty hours,
require action prior to the resumption of duty, he will attempt to advise the
addressee by telephone. If he is unable to contact the addressee, he will forward
his recommendations to the OEP/SFD Duty Officer.

III. OUTGOING MESSAGES

a. Preparation

1. Messages should be prepared on Joint Messageform, DD Form 173,


with Continuation Sheet, DD Form 173-1. Format should be in accordance with
current ICS Manual 204. During periods of MINIMIZE, originators of message
traffic should insure the essentiality of each message and include the phrase
"MINIMIZE considered" in the "Special Instructions" column of the DD-173
message form.

2. An original and two copies of all .messages except Top Secret are
required by OEP/SFD Message Center. For Top Secret, an original and one copy
are required. The originator must prepare sufficient additional copies for the
internal distribution he indicates on the message, except for ICS ALSTA message
(see Section N, Par. c below). OEP/SFD Message Center will return one copy
of each message to the originator, indicating the control number and date-time-group
assigned to the message.

b. Delivery

1. Priority and routine messages will be picked up for transmission


by messengers on their normal scheduled service.

2. High Precedence (FLASH or IMMEDIATE) messages should be


delivered by the originating agency to OEP/SFD Message Center.

c. Nonduty Hours

During day-to-day operations, OEP/SFD Message Center will operate


from 8 a.m. to 4:30p.m. Any authorized activity desiring outgoing message
transmission during nonduty hours will contact by telephone the OEP/SFD Duty
Officer (ask site operator for OEP/SFD Duty Officer) who will make necessary
arrangements with USAICA.

IV. ICS ALST A MESSAGES

a. A message which is to receive a general distribution is


addressed to: ICS ALSTA. ICS ALSTA includes all Federal Agency
Emergency Operating Facilities.

b. Local distribution will be made as specified in Section I,


paragraphs a and b, to all Federal agencies at the Special Facilities
Division on messages addressed to ICS ALSTA, provided such
distribution is stipulated in the "Special Instructions" section of
the message form .

c. OEP /SFD Message Center will prepare the additional


copies for local distribution of all ICS ALSTA messages.

INSTALLATION TRAFFIC REGULATIONS

1. PURPOSE: To establish traffic regulations for the information


and guidance of all concerned so as to insure safe and orderly traffic
conditions at this installation.

2. APPLICATION: These regulations apply to all operators of


self-propelled vehicles using the roadways of this installation.

3. DEFINITIONS: The following words and phrases are defined for


use in these regulations:

a. Emergency .vehicles .- Ambula~ces, ·. Fire Depa·rtment vehicles


and Security Guard Force vehicles.

b. Right of Way - the privilege of immediate use of highways.

c. Stop - when required, means complete cessation of movement.

d. Stop, Stopping or Standing - when prohibited, means any standing


or stopping of a vehicle, whether occupied or not, except when necessary
to avoid conflict with other traffic or in compliance with directions of
a traffic control sign or a member of the Security Guard Force.

e. Parking - the standing of a vehicle, whether occupied or not


except when temporarily engaged in actual loading or unloading.

f. Operator - any person who operates or is in physical control


of a vehicle.

g. Pedestrian - any person on foot.

h. Roadway - that portion of the highway designed or ordinarily


used for vehicular travel.

i. Loading Zone - a space reserved for the exclusive use of


vehicles during the loading or unloading of passengers.

4. AUTHORIZED EMERGENCY VEHICLES:

a. The operator of any authorized emergency vehicle, when


responding to an emergency call, but not upon returning from such
call, may exercise certain privileges as follows, but subject to the
conditions herein stated:

(1) Park or stand, irrespective of the provisions of this


regulation.

(2) Proceed past a "STOP" sign, but only after slowing down
as may be necessary for safe operation.

(3) Exceed speed limits so long as NO life or property is


endangered.

(4) Disregard regulations governing direction of movement


or tur.ning in specified directions.

b. The foregoing provisions shall not relieve the operator of


any authorized emergency vehicle from the duty to drive with due
regard for the safety of all other persons, nor shall the provisions
heretofore listed protect the operator from the consequences of his
reckless disregard for the safety of others.

5. APPROACH OF EMERGENCY VEHICLES:

a. Upon the immediate approach of any authorized emergency


vehicle, the operator of every other vehicle will yield the right of
way, immediately drive as close as possible to the right of the roadway
to permit the authorized emergency vehicle to pass.

b. Nothing in this section will relieve the operator of the authorized


emergency vehicle , of his duty not to endanger the safety, life and
property of other users of the highway.

6. DUTY OF PERSONS INVOLVED IN AN ACCIDENT: The operator


of any vehicle involved in an accident on this installation will:

a. Stop immediately as close to the scene as possible without


obstructing traffic.

b. Report accident to the Security Guard Office (Ext. 5310),


giving name, section or agency and location of the accident.

c. Provide first aid, if necessary.

d. Remain at scene until permitted to leave by the Security Guard.

e. The operator of a vehicle which has collided with an


unattended vehicle will immediately stop and follow the procedure
noted above. The operator will remain at the scene until released
by the Security Guard.

7. SPEED RESTRICTIONS:

a. Regardless of the speed limits imposed by these regulations,


no person will drive a vehicle at a speed greater than is reasonable
and prudent or without regard to the actual or potential hazards then
existing.

b. The operator will exercise caution and reduce speed when


any special hazards exist such as fallen rock, pedestrians, bad
weather and/ or roadway conditions.

c. When no special hazard exists, the following speed limits


are established:

(1) As posted by official signs.

(2) When no official signs are posted - 25 MPH.

(3) Tractors, truck-mounted cranes, outside fork-lifts,


etc. - 15 MPH.

(4) Electric carts - 10 MPH.

d. Any speed in excess of these limits is a violation of these


regulations.

8. TRAFFIC CONTROL:

a. Traffic signs will be observed at all times.

b. If Security Guards are directing traffic, their instructions


will be obeyed.

c. Passing a moving vehicle on hills or curves is prohibited.

d. Operators of parked vehicles will yield the right of way


before pulling into or backing into the flow of traffic.

e. Operators of all vehicles will insure the area behind them


is clear before operating in reverse.

f. Proper hand or mechanical device signals will be given at


all times before turning to the left or right, sudden slowing down or
stopping when such movement or stopping will effect other traffic.

g. Left turns will be made on signal from that portion of the


lane of traffic nearest the center line of the roadway.

h. Right turns will be made on signal from that portion of the


lane of traffic nearest the right edge of the roadway.

9. PARKING:

a. Authorized Parking: Vehicles will be parked in the authorized


parking areas containing parking spaces prominently marked in white
paint. On the East: these areas are located in the vicinity of
Buildings 105, llO, 114, 205, 2ll, 217, 230, 403, 409, 410, 413, 429,
431, 435 and opposite 405. On the West: in the vicinity of Building 400
and in front of all buildings in the 700 area. During snow removal
operations, vehicles will be parked in the vicinity of Buildings 400 and
403.

b. Unauthorized Parking:

(1) Within 15 feet of a fire hydrant.


(2) In loading zones.
(3) On lawns or grass areas.
(4) In reserved spaces.
(5) Where prohibited by official signs.

c. Reserved Parking: The reserved parking area is located on


the East side and a numbered parking permit is required for vehicles
authorized to park in this area. This permit will be placed in the
vehicle where it can be seen, preferably in the windshield, when the
vehicle is parked in this area.

d. Visitor Parking: The visitor parking area is located just


south of an adjacent to the reserved parking area. Visitors' vehicles
are issued a visitor's parking permit which should be displayed as
indicated in paragraph c, above. Vehicles parked in this area which
do not display the required permit will be cited.

e. Official Vehicles: Official vehicles will be parked in the


spaces reserved for them on the East side.

f. Parking in areas not authorized as a parking area is permissible


only in case of emergency in which case the vehicle will be removed as
soon as possible.

10. DRUNKEN DRIVING: Operating any type vehicle anywhere upon


this installation while under the influence of intoxicating beverages or
narcotic drugs is a violation of these regulations.

ll. RECKLESS DRIVING; Operating any type of vehicle anywhere upon


this installation in a willful and wanton disregard for the safety of others
or in a manner which endangers any person or property, is a violation
of these regulations.

12. LEAVING INJURIOUS MATERIAL ON THE ROADWAY:

a. No person will toss, throw, drop or deposit upon any roadway


of this installation any glass, bottles, nails, tacks, wire, cans or any
material, article or subst ance likely to injure or damage any person
or vehicle upon such roadway. Any person who drops or permits such
material to be dropped will immediately remove or cause it to be
removed forthwith.

b. Trucks carrying sand, gravel, coal, materials or refuse will


be loaded in such a manner as t o preclude shifting or spilling of the
load onto the surface of the road.

13. VIOLATIONS:

a. DD Form 1408 (Notice of Traffic Violation) will be issued by


Security Guard Force personnel for violation of traffic regulations
pre scribed herein.

b. Normally, all repor t s of traffic violation will be referred,


for appropriate corr e ctive action, to the installation chief of the
agency involved. Repeat e d v i olations or serious violations such as

speeding, reckless driving or fleeing the scene of an accident, will

1. This Memorandum outlines the methods for obtaining the


following telephone services:

2. RELOCATION AND/OR INSTALLATION OF TELEPHONE INSTRUMENTS

a. Requests for permanent telephone installations, moves, or


removals will be submitted to the Physical Readiness Branch, OEP/SFD,
normally 12 days prior to the time service is de sired. The . Phy~ical .
Readiness Branch will validate the requirements and submit the request
to the Commanding Officer, U. S. Army Interagency Communications
Agency, on DA Form ll-154. U. S. Army Interagency Communications
Agency is exempt from the provisions of this paragraph when its
requirements are not in conflict with work orders of higher priority
as established by OEP/SFD.

b. A limited number of portable telephones (plug-in type) are


available for temporary use in the living quarters of Buildings 205, 2ll,
217, and 230. The Physical Readiness Branch, OEP/SFD, will control
and issue portable telephones for agencies other than USAICA. The issue
and control of portable telephones within USAICA will be as determined by
the Commanding Officer, USAICA.

3. REPORTING CHANGES OF ADDRESSES AND TELEPHONE NUMBERS

All site personnel are responsible for reporting changes in their


home address, home telephone number, office room number, and office
telephone number to the Commanding Officer, USAICA, ATTN: SCCI-SC2
for use in connection with the alerting and site telephone information
services.

SCCI Form 24, dated 6 July 1967, which may be obtained at the
USAICA Mail Desk, Room 747, will be used to report the above ~ information.

4. PAGING AND SITE ANNOUNCEMENT SYSTEM

a. Paging

All requests for paging of site personnel over the site public
address system will be telephoned direct to the site switchboard operator
by dialing "Operator. 11 The request must contain the name of the
individual to be paged; the area where the individual is believed to be,
i.e., Area A, Area B, or Whereabouts Unknowp.; and the local telephone
extension the individual is to call.

b. Routine Announcements

Routine site activity announcements .- (e. g., bloodmobile


locations, dances, etc.), will not be presented more often than twice
during any one duty shift or more than six times in any twenty-four
hour period. All routine announcements will be typed in duplicate on
8" x 10" paper and contain the exact text of the announcement. The
announcements will be forwarded to the CO, USAICA, ATTN: SCCI-SC2
and must arrive no later than the day before an announcement is to be
presented. The request must contain the following information:

(1) The date the announcement is to be presented.

(2) The desired number of times the announcement is to be


presented, i.e., twice, three times, etc.

(3) The desired times the announcement is to be presented,


i.e., 1000 hours, 1400 hours, 2100 hours, and 0300 hours.

c. EMERGENCY ANNOUNCEMENTS

All requests for emergency announcements (e. g., weather


conditions, road conditions, etc.), will be telephoned direct to the
site switchboard operator by dialing ••operator. 11 The operator

must be given the following information, in addition to the text of


the announcement:

(1) The desired number of times the announcement is to be


presented, i.e., twice, three times, etc.

(2) The desired times the announcement is to be presented,


i.e., 1000 hours, 1400 hours, 2100 hours, and 0300 hours.

5. EMERGENCY TELEPHONE SYSTEM

The Emergency Telephone System is designed only for making


emergency telephone calls, i.e., Fire, Guards, First Aid or
Ambulance Services. The Red Emergency Telephone Boxes, located
in the corridors of all buildings and in other critical areas, are associated
with the system and will be operated as follows:

a. Open the box cover by using the handle on the left side.

b. Lift the receiver from the hook.

c. State the purpose of the call (e. g. , fire, etc.).

d. Replace the receiver on the hook when the call has been completed.

e. Desk telephones may be used for emergency calls by dialing


the Emergency Board, extension 5ll7.

6. OFFICIAL TELEPHONE CALLS

a. All official long-distance telephone calls must meet the


requirements of Title 31, Section 680a . USC, which states: ''No
part of any appropriation for any executive department, establishment,
or agency shall be used for the payment of long-distance telephone
tolls, except for the transaction of public business which the interests
of the government require to be so transacted; ;and, all such payments
shall be supported by a certificate by the head of the department, establish-
ment, or agency concerned or such subordinates as he may specially
designate, to the effect that the use of the telephone in such instances
was necessary in the interest of the government."

b. A " Disposition Form" (DA Form 2496) will be prepared and


forwarded to the authorizing official for certification of outgoing
long-distance and incoming collect calls. After certification, the
Disposition Form should be returned to the Commanding Officer,
USAICA, ATTN: SCCI-SC2.

c. All official outgoing long-distance calls via commercial


telephone systems, the AUTOVON system, or Federal Telecommunications
System, will be placed with the switchboard operator (Dial ''0"). Placing
long-distance calls directly with Commercial Telephone Company Operators
or by means of Commercial Direct Distance Dialing Service is forbidden.

d. (1) Subscribers having. access to an AUTOVON Telephone


Directory must provide the switchboard operator with the seven digit
telephone number of the desired party.

(2) Operator assistance may. be requested (by dialing 11 7 11 )


when the telephone number of the called party is not known; however,
once the switchboard operator has obtained the telephone number, this
number should be recorded for future use.

e. Personnel required to make official long-distance calls from


their homes in connection with Alert Notifications or other official
business will have the calls billed against the following telephone
numbers AND NOT against their home telephone numbers:

f. Details regarding calls which. are charged to the above telephone

7. PERSONAL TELEPHONE CALL SERVICE VIA GOVERNMENT


COMMUNICATIONS SYSTEMS

a. Telephone service at this installation is limited, and use of


the services for personal reasons should be kept to a minimum. Since
Public Telephone Service is not available, use of the official facilities
for personal reasons is permitted within the limits listed below.

b. Calls to the commercial system numbers at Berryville, Va.;


Bluemont, Va.; Charles Town, W. Va.; Front Roy&i, Va.; Hamilton, Va.;
Leesburg, Va.; Purcellville, Va.; Round Hill, Va.; Winchester, Va.
and Harrisburg, Pa., can be made without additional expense to the
Government; however, any charges incurred for calls to other locations
must be paid by the user. Method of billing charges is outlined below:

(1) When placing a personal long-distance call, the operator


must be advised of the fact that the call is personal and either given
the telephone number to which the charges are to billed or instructed
that t he charges should be reversed to the number called. Questions
will not be presented to the local billing offices concerning any calls
made from this site. Questions must be directed to Communications
Services Branch, USAICA, extension 5687.

c. Operator assistance may be requested (by dialing "7") when


the telephone number of the called party is not known. Frequently
c alled numbers should be recorded by the subscriber.

d. If a specific routing is desired (i.e., commercial circuits


instead of Government facilities), the operator should be advised.

8. LOCAL CALLS

a. To This Site

Site personnel have been furnished with Emergency Telephone


Cards (wallet size) for use when calling from surrounding localities.
When the site operator answers, give her the extension number or name
of the desired party.

b. From This Site

(1) To dial directly into the Washington, D. C., area


commerical system, precede the desired number by "91." If the
telephone number is not known, dail "4ll 11 (Information), and then
place a new call.

(2) The Interdepartmental Dial System (IDS) permits Government


telephone users to make calls to extensions in other agencies without
the help of a telephone operator. The method of usage is outlined in the
Site Telephone Directory.

c. To an Emergency Operating Facility

Give the operator the Executive Telephone Number or the


Agency switchboard number as listed in ICS Manual 206 (ICS Telephone
Directory.) .

COMMUNICATIONS CENTER LIAISON

1. There have been several instances of late whereby site


personnel have made direct contact with the USAICA Communications
Center. These calls have run the gamut from requests for information
to the attempted issuance of instructions. Those concerned are asked
to refrain from this practice.

2. The OEP Message Center, extension 5171. provides for


customer service with respect to SITE RECORD COMMUNICATIONS.
Most coordination between the customer and the communications
center can satisfactorily be handled by this activity or by the USAICA
Systems Controller, extension 5234, after normal duty hours. In case
of special requirements regarding communications center functions or
facilities, contact with the Chief, Communications Division, extension
5353, or the CO, USAICA, extension 5483, is appropriate.

3. Direct coordination with communications center personnel


is not only contrary to existing concepts and procedures; but in some
instances, actually impedes the orderly flow of message traffic.

HAZARDOUS OR SEVERE WEATHER POLICY AND PROCEDURES

Severe weather conditions resulting in hazardous driving, blocked roads or


disruption of normal services could constitute an emergency. It is necessary that
all precautions possible be taken td insure continuance of effective operations at
all times.

The Chief, Special Facilities Division, is responsible for insuring the


continuous overall effectiveness of this installation and for whatever special measures
may be required to meet the difficulties resulting from weather emergencies.

RESPONSIBILITIES

1. Commanding Officers, USAICA, WV AO, and Health Unit will prepare and
issue Standing Operating Procedures deemed necessary to insure the effective
operation of their commands under conditions of a weather emergency. SOP will
be in conformance with this memorandum and will include necessary policy for
excused absences resulting from weather emergencies.

2. Chief, Special Facilities Division (OEP), will arrange conferences with the
Commanding Officers of USAICA and WV AO and other staff members necessary
to determine the most appropriate plans of action in preparation for, or reactions
to, a weather emergency.

3. Commanding Officers , USAICA and WV AO, will, after conferring with the
Chief, Special Facilities Division, on a wea~er emergency, determine necessary
changes to routine schedules to insure continuance of operations.

4. Commanding Officers, USAICA and WVAO, will, for the duration of the weather
emergency, maintain increased surveillance of their areas of responsibility and keep
the Chief, Special Facilities Division, apprised of problems and operational limitations.

5. Commanding Officer, WV AO, will prepare and issue to all site personnel the
necessary advice and instructions concerning emergency parking procedures,
driving precautions and recommended uses of snow tires and chains.

6. The OEP Duty Officer will be responsible for monitoring weather conditions
and road conditions within the commuting area and for keeping the Chief, Special
Facilities Division, informed.

7. The Commanding Officer, WV AO, will be responsible for keeping the OEP
Duty Officer advised of adverse road and weather conditions peculiar to the site.

8. The Commanding Officer, WVAO, will be responsible for the release of


appropriate radio notifications advising site personnel of road conditions.

9. The OEP Duty Officer, during a weather emergency, will issue appropriate
messages for release over the internal public address system to advise on-duty
employees of changes in work or transportation schedules. USAICA Control
Center will implement this action on direction.

This memorandum supersedes SFD Memorandum No. 9 dated April 26,


1966.
