NOTICE INVITING QUOTATION

Ref.No.HOC/ELECT/448 Date: 03/02/’09

Dear Sirs,

1. Sealed quotations in duplicate are invited by Chief Engineer (Electrical),


Hindustan Organic chemicals Ltd., Ambalamugal for the works as
detailed below. A set of tender document submitting your quotation, if
you so desire.

2. Name of Work: RELAY TESTING.


A brief description of the scope of works given separately in which is
attached herewith.

3. Last Date of Receipt of Quotations:

Tenders will be received at the office of Deputy General Manager (P & A ),


Hindustan Organic Chemicals Ltd., Ambalamugal - 682 302 on or before
25/02/’09 up to 15.00hrs. Bids received after the due date will not be
considered.

4. Earnest Money Deposit:

Quotation shall accompany an EMD of Rs. 750/- (Rupees Seven Hundred


and Fifty only) paid by crossed demand draft of State Bank of India
drawn in favour of M/s. Hindustan Organic Chemicals Ltd., payable at
Ambalamedu branch of SBI. Quotations not accompanied with EMD, are
liable to be rejected.
5. Time of Completion:

The time of completion of the work will be as per the planned intimation,
tentatively April & May 2009.

6. Cost of Tender Documents:

Bidders are requested to enclose a demand draft for


Rs.____NIL______(Rupees) (non-refundable drawn in favour of HOCL,
Ambalamugal, payable at State Bank of India, Ambalamedu branch as the
cost plus tax for the tender documents. Parties who are not interested in
quoting against enquiry may kindly send back the documents to us.

7. Submission of Quotations:

7.1 Bidders shall submit their offer in one sealed envelope and superscribe as
given in 7.2. Envelop should contain earnest money and signed in all
pages of the offer and details asked for, for pre qualification along with a
forwarding letter containing all schemes with technical details and
commercial deviations if any, and price details.

7.2 Sealed envelop shall be superscribed with Enquiry No. and Offer for ”RELAY
TESTING” DUE DATE: 25/02/’09 up to 15.00 hrs. and shall be submitted
to Deputy General Manager ( P & A ), Hindustan Organic Chemicals Ltd.,
Ambalamugal – 682 302. by post or deposited in the Tender Box kept in
our Administrative Building. Bidders shall print their addresses on all
envelopes.

7.3 Bidders shall go through all documents attached to the quotation and fill in
the blank spaces provided for and submit the same duly signed and
dated. Quotation should be complete in all respects and in accordance
with the various terms and conditions specified in the enquiry documents.
Incomplete quotations are liable to be rejected. Quotations in e-mail or fax
shall not be accepted.

8. Rates:

The rates should be firm during the period of the contract. i.e. upto
31/07/’09. Rates quoted shall be inclusive of all taxes, duties, octroi, and
other levies, ESI, PF for the workers engaged statutory obligations etc and
also KVAT on works contract applicable as per rules in force. The
remittance under and also KVAT on works contract applicable as per rules
in force.

Service Tax if any payable shall be included separately.

9. Security / Safety Regulations:

The contractor shall strictly follow all the security and safety regulations
and other relevant rules of HOC Ltd. The work in the plant and other
restricted specified areas shall be done only after obtaining necessary
safety permit/work permit from competent authority. Contractors shall
inform the concerned department, the location of work, nature of work
etc. and obtain clearance before entering into the work Contractor shall
strictly abide by the ‘SAFETY REGULATIONS’ under Article – 9 of
General Conditions of Contract.

10.a. The contractor shall strictly abide by the article 8 ‘Labour Laws’ of General
Conditions of Contract and 8.6 “Employees State Insurance Act”, in
particular.

b. A separate PF code No. under the Employees PF act 1952 and also furnish
details of CPF contribution payment made with the Regional
Commissioner.

11. Defect Liability Period:

The defect liability period of this work shall be as per Clause 5.28 of our
GCC.

12. Payment Terms:

Unless otherwise stated all clauses of Article – 6 of General Conditions of


Contract shall generally be applicable to this contract. 75% of amount
against completion of work and submission of one site test report.
Balance 25% payment will paid after submitting three sets final test report.
13. Validity of Offer:

The offer shall be valid for a period of 180 days from the date of receipt of
tenders. The successful tenders shall sign the “Form of Rate List” or
execute an agreement in non-judicial stamp paper of appropriate value (to
be born by the contract) within 15 days from the date of issue of letter of
acceptance.

14. Security Deposit:

 Total security deposit shall be 10% of contract value/actual value of


work.
 2.5% initial security deposit and balance 7.5% security deposit shall be
as per clause 3.8 and 4.4 of the standard ‘General Conditions of
Contract’ which is available in the office for reference, if required.
 2.5% of the total estimated value would be recovered from the 1 st;
Running Account Bill against initial security deposit. Balance 7.5%
will be recovered from the 1st and subsequent running bills/final bill
against security deposit at a rate of 10% of the total actual value of
work executed on completion of work is recovered.

15. The tender notice may be read in conjunction with standard General
Conditions of Contract, Special Conditions of Contract, Technical
Specification, Drawings and other documents forming part of this
enquiry.

16. Unless otherwise stated all clauses of General Conditions of Contract and
Special Conditions of Contract shall generally be applicable to this
contract..

17. Quotations from vendors in our approved list shall alone be considered
others may respond for enlistment.
18. Date, Time & Venue of Public Opening of the Tender

Date : 25/02/’09

Time : 4.00 p.m.

Venue : Tender Room in Training Centre of HOCL, Ambalamugal.

SCOPE OF WORK

Sub: Relay Testing

 The scope of work is to test all the relays in the list attached and submit the
test report. The list of testing equipments/facility available may be informed.
The work will have to be carried out while the equipment is in operation also.
All testing instruments required should be provided. The catalogues of relays
will have to carry by yourself. The relays will be given for testing as per the
Plant load condition etc.

The report has to be submitted as per standard format. A separate


report has to be submitted for faulty relays.

The following works are involved in testing or relays:

 Recording of initial settings.

 General Inspection

 Relay internal wiring checking. Defects in wiring have to be indicated in the


report.

 Cleaning of contacts, mechanism tightening, minor repairing without parts


replacement etc.

 Insulation resistance measurements.

 Continuity checks of current coil and plug bridge contacts.

 Secondary injection test as per manufacturers recommendations & IS – 3231.

 After testing of relays fix them back in position as per original settings.

 You shall provide guarantee for 12 months on workmanship.
