Memorandum of Understanding (MoU)

Between
NATIONAL VOCATIONAL AND TECHNICAL TRAINING COMMISSION

[Hereinafter referred to as “National Vocational & Technical Training Commission (NAVTTC)”]
And

(Jinnah Polytechnic Institute, Behind Housing Colony Jhang Road, Shorkot City
3216603496)
(Hereinafter referred to as “Partner Institute- - NAVTTC” or collectively as “Parties”)

For

Prime Minister’s Youth Skill Development Program (Phase-IV) Batch-02

PURPOSE

This Memorandum of Understanding is made on this , 2018 between NAVTTC and, partner Institute (Jinnah
Polytechnic Institute, Behind Housing Colony Jhang Road, Shorkot City

3216603496). Both are desirous of forging mutual support to achieve their goals and objectives to promote
Technical and Vocational Education and Training (TVET) system in Pakistan. It is the intent and purpose of the
Parties hereto that this MoU constitutes an implementation frame-work for a (Prime Minister’s Youth Skill
Development Program (Phase-IV) Batch-02) will be financed as per parameters mentioned below:-

GENERAL PARAMETERS

1.1 The Programme will be titled “(Prime Minister’s Youth Skill Development Program (Phase-IV) Batch-02)”
with an estimated cost of Rs.3828000. The same will be executed by, partner Institute and its institutions
whatever the case may be.
1.2 The Parties will join hands for vocational training of (100) persons for (03-06 months) in (Nos.) batches in
the fields(s) of: (Motor Winder,Mason & Tile fixer,Plumber / Pipe Fitter,Industrial Electrician).
1.3 The Parties will make efforts towards achieving gender balance, where applicable, in the implementation of
this Programme. In case of weak response in any particular gender the partner institute in consultation with
NAVTTC Regional Office may subject to response from prospective trainees may fill training seats as per
training requirements within the sanctioned seats in the PC-I.
1.4 In case of an encouraging response and higher demand for a particular course(s), the Parties may,
through mutual agreement increase enrollment by adding additional sections subject to availability of
capacity (in lieu of any other approved course/trade having lower response) within approved cost and
approved trades in the PC-I.
1.5 In case of low response from the applicants not reaching 70% of the agreed strength, in any particular
trade, the training in that particular trade will not be started without the prior approval/authorization of
concerned Director General, NAVTTC Regional Office, which will forward copy of decision to PD&A / M&E
NAVTTC HQs. No funds will be released to partner Institutes having less than 70% of the agreed strength
as per clause 1.2 of MoU in the absence of approval of concerned Regional Office.
1.6 The prospective applications possessing minimum proscribed qualifications as given in the PC-I with
minimum age limit of 16 to 36 years eligible to apply for the course(s)
1.7 In granting admissions, the Parties (Sponsoring Agency and partner institute) will keep in view the stated
objective of providing training to unskilled and unemployed persons. Partner Institute will submit the list(s)
of applicants and merit list along with recommendations of the Selection Committee comprising of one
representative from Regional Office NAVTTC/ NAVTTC HQs and two from the partner Institutes on
prescribed proforma to RO, NAVTTC for approval and after approval of the same, admissions will be
finalized.

1.8 Time table(s), nominal roll(s), course outline(s) and detail(s) of faculty including their bio-data / C.Vs in
agreed course(s)/trade(s) shall be part of MoU(s).
1.9 As a result of Monitoring and Evaluation/Audit, the Parties (Sponsoring Agency and partner institute) may
alter (drop or add) any course outline, trade, facility or institute by mutual agreement within the approved
trades/courses of PC-I without change in project cost.
1.10 Partner Institutes shall be responsible for class entry of all the applicants their selection status and
Assessment results on Project Management & Monitoring System (PMMS) of NAVTTC.
1.11 Partner Institute shall be responsible to provide / make available consumables for trainees in connection all
training activities since the day of inception of training besides Assessment (monthly, Mid & Final) and
Zonal, Regional & National Skill Competitions.
1.12 Partner Institute will ensure adherence to NAVTTC SOPs of Maintenance of Accounts, Monitoring &
Evaluation and Audit
1.13 Partner Institute shall ensure that copies of MoU and PC-1 are passed on to the each training providing
institute(s) (in case the partner institute is dealing with more than one institution).

2.1 A full fledged Instructor will be made available for 01 section of a specific trade by the partner institute. The
details of the Instructor as already shared with NAVTTC before commencement of training classes will not
be changed without prior approval of NAVTTC, Regional Office.
2.2 Principal(s)/Head(s) of partner institute shall take all necessary steps for smooth conduct of training
activities and make available the Instructors, Junior Instructor(s)/Workshop Assistant(s), Non-Instructional
Staff, Tools & equipments, Conducive working / learning environment and consumables.
2.3 Partner Institutes will ensure maintenance of Attendance of trainees and trainers/instructors on attendance
register, PMMS and Biometric Attendance.
2.4 Partner Institute will make available the lecture record of instructors for presentation to NAVTTC Monitoring
Teams as and when required. Moreover, partner institute and its relevant institutes will also ensure in-time
supply of consumables to trainees; conducting of courses according to the lesson plans; delivery of course
contents to trainees and availability of training equipment/tools as per course requirements.
2.5 Partner institutes will also provide information on NAVTTC prescribed Monitoring Proforma and cooperate
with Monitoring & Evaluation Team(s) and Audit Team(s) to be sent by NAVTTC as and when required.
2.6 Before passing out, partner institute or its relevant institute(s) will provide guidance to the trainees on
possible jobs/employment placement; resume writing and dress code relevant to their profession.
2.7 Partner institute(s) will make entries into NAVTTC Online PMMS at the time of receipt of applications and
the entries of admissions, attendance, results, etc.
2.8 Curricula of courses notified by NAVTTC shall be adopted by the partner institute. Courses for which
NAVTTC notified curricula are not available shall be shared by the partner institute with Regional Office
NAVTTC before adoption.
2.9 Partner Institute shall make replacement in case of trainee(s) drop-out from the waiting list immediately.
2.10 Partner Institutes will ensure / make arrangements for such essential NAVTTC activities as Monthly & Final
Assessment, Skill Competitions (Mid Term & Final) as per requirements / guidelines of NAVTTC.

2.11 Assessment of all trainees will be carried out by NAVTTC and certificate to qualifying Trainees / Pass-outs
will also be issued by NAVTTC.
3.0 FINANCIAL PARAMETERS
3.1 Sponsoring Agency will finance the training in the agreed areas of skills while adhering to parameters
contained in the Annex-C of the approved PC-1.
3.2 Partner institute(s) will be overall responsible for internal administrative and financial control of the Program
strictly in accordance with the provisions contained in the PC-I and MoU/Agreement of the Project. They
will ensure the amounts transferred from NAVTTC Institutes/Centers projects accounts as per allocation
and will not retain any funds with them. This transfer of allocation will be ensured by the partner institute
into the institutes/centers account in one week time as per allocations in the PC-I. Any delay/reason will be
brought to the notice of respective, NAVTTC Regional Office within 01 week.
3.3 Partner institute or its relevant institute(s) will act as a training provider and will bear the responsibility for
internal administrative and financial management of Program. In this regard, Partner Institute or its relevant
institute(s) will follow the guidelines/directions issued by NAVTTC from time to time.
3.4 The stipend to the trainees enrolled in short courses will be paid by NAVTTC through National Bank of
Pakistan (NBP) at the end of each training month subject to maintenance of minimum 80% attendance
(manual or biometric) in that month. At the end of each month, the partner Institute(s) will recommend the
trainees for monthly stipend alongwith provision of attendance record to concerned Regional Office with in
02 two days.
3.5 The partner Institute will make arrangements fort industrial linkages of the trainees and ensure a minimum
of 02 weeks On the Job Training (OJT) as part of the overall training program. The list of such industries
will be shared with the concerned Regional Office.
3.6 Partner institutes will open / maintain their accounts for NAVTTC provided funds with National Bank of
Pakistan (NBP) located in their local vicinity, as per NAVTTC’s “Standard Operating Procedure (SOP)” for
Maintenance of Accounts duly provided by concerned RO, NAVTTC/Partner Institutes. The Accounts of
(Partner Institute) pertaining to the funds released by NAVTTC shall be subject to audit by Internal Audit
NAVTTC or Third Party if required and approved by NAVTTC. Conclusive audit shall be carried out by the
Auditor General of Pakistan in compliance of Statutory Regulations.
3.7 Sponsoring Agency shall have right to conduct Audit of its funds at any stage during or after execution of
the Project/program and the partner Institute will have no objection to the method and manner of such
Audit.
3.8 In case of any financial discrepancy/fraudulent practices or non following of prescribed rates, the funds will
be recovered and the training will be stopped / terminated besides the institute concerned will be black
listed and the case for its cancellation of registration / affiliation will be initiated after completing the
requisite formalities (warnings/show cause notices) in addition to any other action liable under any other
law for the time being in-force.

4.0 M&E PARAMETERS


4.1 Total cost of the Project is Rs._3828000_____, and after signing of MoU/Agreement, Sponsoring Agency
may release the amounts in the following manner:
 40% at the time of the inception of Project.
 30% on recommendations of NAVTTC/Sponsoring Agency’s Monitoring Team(s).
 20% based on satisfactory performance report by NAVTTC (HQ/RO) and after verification by
Sponsoring Agency Monitoring Teams about utilization of the funds already released to the training
provider.
 10% near completion of the Project on final recommendation of Sponsoring Agency’s
Monitors/Regional Office.
4.2 On completion of training program, the final calculations will be made on the basis of agreed criteria of
costing of the training. In case of variation (+/-) in output of trainees, the Variation Statement will be
prepared and cost will be adjusted as follows:-

i) In case of dropouts (- variation) deductions against two heads (i.e. Consumables and overheads) @
50% on the basis of per trainee per course will be made.
ii) If training in any agreed trade is adjourned due to low response deductions will be made under heads
“stipends to the trainees” “registration”, “remuneration of instructional”, “non-instructional staff”,
“testing & certification” and “consumables” as per given costing of adjourned trade in the PC-I.
iii) In case of dropout(s) after commencement of two (02) weeks of training no replacement will be
adjusted.
4.3 The amount of advance (40%) and the amounts subsequently released to, Partner Institute or its relevant
institute will be transferred to a joint account titled “Sponsoring Agency, Partner Institute” with National
Bank of Pakistan (NBP) located in their local vicinity and to be operated by the authorized representative(s)
of, Partner Institute or its relevant institute.
4.4 After the first release, the partner institute will submit two statements of expenditure/disbursement from
account: one in middle of each course and other at the end of each course. Moreover, the organization will
also submit monthly Expenditure Statement by 2nd of every month and progress report to NAVTTC as per
SoP (Maintenance of Accounts) which in turn will forward to RD NAVTTC the same within a week time to
both M&E and Finance Wings, NAVTTC HQs.
4.5 Any expenditure in excess of the allocated budget, against any head will be met by Partner Institute from its
own sources. The savings under any head will be refunded to Government Treasury within three months of
completion of the Program. The same shall be ensured by RO, NAVTTC and will be reported to M&E,
Finance and Audit Sections of NAVTTC HQs as early as possible.
4.6 Partner Institute or its relevant institute(s) shall submit funds utilization statement on the prescribed format
at the end of each month and course/batch/session or whenever required by Sponsoring Agency/M&E and
Finance Sections, NAVTTC HQs.
4.7 (a) Partner Institute or its relevant institute(s) will forward list of the enrolled trainees when selection
process is completed, followed by a second list after seven days of commencement of the
program/course that must indicate variation, alongwith reasons (if any) finally a 3rd list within a
week time before the date of completion of course/program. Partner Institute or its relevant
institute will also share the result of the pass out trainees with Sponsoring Agency.
(b) Partner Institute or its relevant institute shall ensure that all payments are made through cheques.
(c) Monitoring of funds and the training activities will be carried out by the concerned designated team
of NAVTTC Regional Office/HQs (or representative(s) of 3 rd party selected for the purpose) on the
following stages or whenever deemed required:
i) Beginning of the courses ii) Midway of course iii) End of course

(d) Partner Institute or its relevant institute(s) shall ensure that all reports/information are routed through
concerned Regional Office NAVTTC.
4.8 In case of recoveries pointed out during audit/monitoring as a result of discrepancies/violation of
rules/parameters set out in the PC-I and MoU, the partner training institution shall be bound to comply with
the target date as specified in the Audit/ Monitoring Report(s).
4.9 While making payments to suppliers, service providers, instructional and non-instructional staff, the partner
institute shall deduct the Income Tax and Sales Tax according to the Government Rules and deposit the
deducted amount in the Federal Treasury {deposit receipts (in original) will be duly forwarded with one
week time to RD Office}.
5.0 PROCUREMENT/DISPOSAL PARAMETERS

5.1 Partner Institute or its relevant institute(s) will strictly observe the Public Procurement Regulatory Authority
(PPRA) Rules while procuring goods, works and services of the Program.
5.2 The partner organization/ institute will install NAVTTC prescribed Sign Board at the main gate of the Center
and a complaint box inside the Centre, the contents of which would be randomly checked by NAVTTC.
5.3 NAVTTC representative shall be present for toolkit(s) distribution, for which institute(s) shall arrange the
event at successful completion of a training programme.
5.4 The goods prepared by NAVTTC trainees will be disposed-off, if marketable. The proceeds accruing from
the sales would be utilized by training institute(s) for purchase of equipment, training material or furniture
and fixture. Proper record shall be maintained and submitted to RO, NAVTTC at the end of course.

6.0 MISCELLANEOUS PARAMETERS
6.1 All disputes and dis-agreements will be mutually settled by a Committee comprising one representative
each of NAVTTC, Regional Office and partner Institutes. In case the dispute still remains unsettled, the
matter will be referred to NAVTTC HQs and the decision of NAVTTC HQs will be final and binding on the
Parties.
6.2 This MoU may be modified or amended at any time with mutual consent of the Parties with the approval of
ED, NAVTTC
6.3 Nothing in this MoU will affect the obligations of the parties with respect to any other law for the time being
in-force.
6.4 All provisions contained in the PC-I and MoU/Agreement shall be adhered to strictly. In case of any conflict
between the provisions of MoU/Agreement and the PC-I, provisions contained in the PC-I shall prevail.
