LEGISLATIVE CHAMPIONS State Sen. René Garcia (FL) Senator René Garcia has been a champion and leader to modernize Florida’s HIV specific statute since 2016. He introduced a modernization bill in 2017 and 2018. While the bill did not get passed, Senator Garcia provided great educational opportunities and outreach to his fellow legislators.
