Settlements Programme and the government-run Social

Sometimes, the things students nag about can actually save their lives. Fire drills, for instance. Never mind the scorching
heat of the sun or the mushy school grounds, class interruptions or the after-drills lectures they believe are boring, because
all of these are for everyone's safety. Thanks to Department of Education for issuing the Guidelines on Strengthening the Fire
Safety and Awareness Program (FSAP), there will be more to nag or more likely, there will be more resilient, fully aware and
much responsible beings at school. The DepEd teaching and non-teaching personnel’s are of no exemption to this too. If
guidelines are met, it should at least minimize fire threats.
The Order aims to establish specific roles, responsibilities, monitoring and evaluation mechanisms for the Fire Safety
and Awareness Program (FSAP) effective through the DepEd order nos. 72, s. 2017 and 13, s. 2013. This further emphasizes
the strict compliance in facilitating the Fire Code to schools. With Fire Code, as stated in the Order, means the standard fire

It can be recalled that Talisayan Fish Landing and Brokers Association,

THE Department of Trade and Indus-
try, the city council’s trade committee,
and the Cagayan de
Oro Price Coordi-
nating Council may
want to review what
looks to me like an
unwritten policy of
non-disclosure when
it comes to establish-
ments under question
Herbie for non-compliance to the
Gomez Consumer Act. This law
provides: “It shall be unlawful to offer
any consumer product for retail sale to
the public without an appropriate price
tag, label or marking publicly displayed
to indicate the price of each article, and
said products shall not be sold at a price
higher than that stated therein and with-
out discrimination to all buyers.”
This policy of silence just doesn’t
seem right. If it is not a policy, then
what is this omerta-like animal?
I brought this concern to the attention
of Councilor George Goking, the chair-
man of the city council’s trade commit-
tee, and lawyer Egay Uy, co-chairman
of the local price coordinating council.
Beyond the political tsunami
DAVAO City -- The stunning victory
of the opposition in Malaysia’s recent
parliamentary elections led by former
strongman Dr. Ma-
Gus Miclat hatir Mohamad has
left people ecstatic,
bewildered or anxious.
While it was generally welcomed by
the Malaysian population which gave
Mahatir’s Pakatan Harapan (Alliance of
Hope) coalition more than a simple ma-
jority in parliament, there are those who
are crossing their fingers that indeed
something was going to dramatically
change for the better after the scandal
and corruption-wracked government
of Najib Razak slithers away. And with
it-- euphoric citizens believe-- a trouble-
some era.
Indeed, citizens were exultant with
the political tsunami that transpired even
if it appears to be surreal.
Ironically, for 22 years, Mahatir him-
self led Razak’s Barisan Nasional (BN)
alliance that had controlled Malaysian
politics since its independence from
British colonial rule in 1957. Razak
was a Mahatir protégé along with the
jailed opposition stalwart Anwar Ibra-
him who was then Mahatir’s Deputy
Prime Minister before their falling out in

stores in the city. The
focus this time was on
the compliance with
the price tag law and

Of the seven grocery
outlets that were inspected in the three-
hour monitoring activity, a show-cause
order was issued to one outlet for having
found to have violated the law, and
another notice of violation was issued to
another outlet for its failure to comply
despite earlier warnings.

They said they would bring this matter
to the attention of DTI and take this up
during their meeting.
I think the two officials saw my
point, pondered on it, and gave it some
weight. My opinion is that this policy of
secrecy, whether official or unofficial, is
not pro-consumer in that it hides from
the consuming public -- the great majori-
ty -- what erring stores want to remain
hidden or kept in the dark. That defeats
the very purpose of the Consumer Act
that is there to protect the interests of
consumers, and not the interests or pub-
lic image of malls or grocery stores.
One of the reasons why the violations
continue is because the DTI has long
been handling this problem on viola-
tions with kid gloves. Take, for instance,
the case of Gaisano. It’s management
got a reprimand or a notice from DTI
a few months ago. When Gaisano was
identified in the news, its executives
complained and DTI became really un-
comfortable because the establishment’s
name was not supposed to be leaked. So
now, it’s the inspectors’ fault because
Gaisano was identified? Why is that?

1998. Anwar was then imprisoned under
contested sodomy charges instigated by
Mahatir and after his release in 2004
was again detained by Razak in 2008 of
the same charge of sodomy.
Consider, too, that Mahatir aligned
with a coterie of opposition parties
some of which were powered by former
human rights activists and democrats
whom he incarcerated and incessant-
ly quarreled with during his era. It is
perhaps their presence in the consortium
with Mahatir -- that was initially met
with raised eyebrows among human
rights denizens -- that raised the benefit
of the doubt for the former strongman
that he will indeed deliver on the re-
forms they pledged.
In a bizarre twist of events, Ma-
hatir teamed up with Anwar to lead the
opposition charge against Najib as the
92-year old politician could not stand
the blatant and massive corruption
that tainted Najib and sought to oust
him from BN. He failed and instead
resigned from the coalition he helped
cobble together led by his United Malay
National Organization (Umno) party and
said it was “no longer the party I knew
and led”. Mahatir was Prime Minister of

filed against it. On the other hand, a no-
tice of violation is issued to one that has
not rectified error or deviations from the
law despite an earlier show-cause order.
A formal charge against the erring estab-
lishment follows a notice of violation.
For the deviations found in the other
outlets, notices of inspection result were
issued and the deviations were required
to be rectified right there and then.
After the monitoring, the CPCC also
assisted the DTI-MOR destroy uncerti-
fied lights that the latter has confiscated
late last year from stores that sold these
items that either had no import commod-
ity clearance (ICC) or had not passed the
Philippine standards on safety and prod-
uct specifications, among other reasons.
The confiscated uncertified Christmas
lights were all from Gingoog City. This
means no violations were found by the
DTI-MOR in Cagayan de Oro.

lo pa more, which
must be the perfect
recipe for summer.
A political strategy
does also tend to be a
halo-halo—of pub-
licity ploys, that is, as Netnet

the negative tidbits swept under the rug,
and spin doctors alive and kicking on
top of that rug, only the dumbest candi-
date will fail.
Delicadeza still does apply to a
political wannabe. The decency not to
kiss a baby in front of the paparazzi. The
decency not to wear his campaign attire
in a wake. The decency not to eat ka-
mayan style a boodle fight set up by his
campaign team in the remotest barangay
in the city. In other words, the decency
not to flaunt his scripted generosity. He’s
better off giving away free T-shirts, tow-
els and abaniko with his name embla-
zoned all over them—at least he’s being
true to his goal to win, rather than make
pa-cute through actions he would never
do in his real world, the world that his
spin doctors are trying so hard to hide.
There’s that one politician who has
seemingly changed his lifestyle from a
superiority complex to a humble ser-
vant, and people are curious: Nagbag-o
na ba siya? Which is not exactly a good
question. It’s asked because of two
things. One, they didn’t like him be-
fore. Two, they’re convinced this is still
his fake self. His friends were hopeful
for a while, but now, they’re chanting
this oft-quoted line: “The more things
change, the more they stay the same.”
A potential voter reaches a point
where he has had enough of fake people
and will instead vote for the candidate
who gives away T-shirts, towels and
abaniko. In this age of fake news, reality
is simply letting the world know what
you want and need, and we, the madlang
pehpohl, will help you get there.
Also, vote for the candidate who has
remained loyal to his political party and
has not hopped to the next which is the
team that finally accepts him as he is,
especially the multi-million funds he can
contribute to make that party win.
The undecided Cagayanon has
to drive around Cagayan de Oro and
imagine before-and-after photos of his
city before choosing a mayor next year.
Vacant lot before; two-story school
building after. Ill-equipped city hospital
before; fully functioning city hospital
after. No road before; paved road after.
Scary Gaston Park before; hapsay Gas-
ton Park after. Even the dumpsite has
been transferred to a land far, far away.
If the traffic bothers you, focus
instead on the “spaghetti wires” that will
soon be outta there. If you’re craving for
Tivoli’s yummy burgers, there are now
many other burgers, one for each day
of the week. If you miss the good old
days, borrow “Deadpool 2” Cable’s time
machine, go back to those bygone years
and stay there. It’s time for the Cagay-
anon to accept his new reality and look
forward to the rebuilding of the Amphi-
theater.
Still, there’s the Cagayanon who con-
tinues to complain despite Mayor Oscar
Moreno’s achievements. What could be
the motivation behind the complaints.

It’s not that erring establish-
ments are accused of com-
mitting heinous crimes and
so, I cannot understand why
DTI should become panicky
if not, too concerned about
the relatively petty public
relations problems of malls
and grocery stores. Rather,
it should be more concerned
about the rights of consum-
ers and focus on protecting
their interests. Protecting
consumers also means in-
forming them about which
stores are strictly follow-
ing the Consumer Act and
which establishments are
lax or are not taking the law
seriously or are notorious
and shameless violators.
Ask us, the consumers,
and we will tell DTI that
we want to know the stores
that got reprimanded or
were slapped with notices
or “show cause” orders. In
fact, it would be a great idea
if DTI or city hall would
go public with a list of
erring establishments. That
is a small price for erring
establishments to pay vis-
à-vis the millions of pesos
that they have been raking
in day in and day out in the
city. If they have a sense
of shame, that should be
enough to make them shape
up, correct mistakes and
whip their supervisors into
making sure the violations
don’t happen again or else.
When a public official
is brought to court, he is
identified; he cannot say he
should not be identified be-
cause there is no verdict yet.
And let me just state mat-
ter-of-factly that “Tokhang”
has produced lists of drug
suspects, many of whom
were publicly shamed under
state sponsorship and made
to wear the equivalent of the
scarlet letter even when they
have not been charged in
court. Many citizens, espe-
cially the impoverished who
can’t fight back, and crit-
ics, including a murdered
priest, have been subjected
to witch-hunts and public
ridicule over unsubstantiat-
ed accusations by this gov-
ernment lately. Yet when
grocery stores in malls are
caught violating the Price
Tag Law in flagrante delic-
to, “Taymsa, let’s wait for
the explanation...” Yet the
public is never informed
about the explanation and
the violation is swept under
the rug like it’s meant to be
buried and forgotten forever
and ever. And so I ask, why
should Gaisano, et al., be
exempted from the very
same standards and policies
this government has been
imposing, rightly or wrong-
ly, on the poor? That, my
friends, is revolting.
Let me just point out that
since its is the consuming
public’s right and inter-
ests that are at stake here,
then the establishments
caught red-handed need to
explain to the consumers
themselves, the public that
patronizes the stores, and
not just to the members
of the local price coordi-
nating council or to the
DTI director who, it seems,
just forwards the letters of
explanation to the filing
cabinet where these are
meant to gather dust until
who-knows-when.
I hope that DTI and
members of the local price
coordinating council would
start debating on this official
or unofficial policy of secre-
cy which is unreasonably
pro-capitalist, anti-con-
sumer, and goes against the
fundamental principles of
transparency. This code of
silence, this omerta, simply
smacks of double standard
if not, cover-up. Pastilan.

amidst charges of crony-
ism, nepotism and racial
politics during his time as
Prime Minister.
Indeed there are no per-
manent friends or enemies
in politics.
Anwar’s party had al-
most snatched power in
the elections of 2013 hav-
ing won the popular vote,
but heavy gerrymandering
by the Najib government
skewed the votes to dom-
inant BN bailiwicks and
gave Najib the coveted ma-
jority parliamentary seats.

Azizah is now poised to
become Mahatir’s Deputy
in a deal within the oppo-
sition. Call this a kind of
poetic justice.
Yet some democracy
and human rights activists
in the country and the region
cannot help but be wary of
this change. It seems that
Malaysians – like some of
their counterparts in the
region -- have resorted
to re-cycling leaders of a
bygone era. Never mind
that these leaders ruled
with some, if not, a lot of
democratic deficit during
their time, but since they
have repackaged them-
selves as either populists,
statesmen or transformed
and remorseful democrats
while in the company of
genuine ones, then they
seem to have clinched the
imagination and trust of
their public. Yet we count
our blessings.
Mahatir has a rare sec-
ond chance to make things
right. And prove that he has
transformed into a “com-
passionate” statesman. The
world may be watching but
it will only be a sustained
people power and a lot of
collective hard work that
will undo six decades of
corruption and tyranny and
ensure the promises for
comprehensive reforms.
The Malaysian people must
all firmly resolve to never
let their nation sink to such
pits again.
The recent elections
was not without its chal-
lenges.
Again, BN divided the
voting districts specially in
the rural and Malay-domi-
nated areas to slant it further
in their favor; the elec-
tions was for the first time
scheduled on a weekday
purportedly to ensure low
turnout in the cities that
favored the opposition..
But a massive turnout of
youth voters and a shift of
loyalty of the BN rural base
to Pakatan turned the tide
against Najib. One pundit
also observed the contrast-
ing campaign pledges of
the candidates.. Najib ran
on some sort of a “bribery”
type of campaign promising
to give “this and that” in-
cluding additional holidays
if he is given a third term,
while Mahatir appealed to
the electorate as a statesman
promising a return of “dig-
nity” to Malaysia.
Najib has been taint-
ed by colossal corruption
charges foremost of which
was the so-called 1Malay-
sia Development Berhad
(1MDB) project, where
more than $3.5 billion went
missing and close to $700
million from the state fund
allegedly lined his personal
pocket. He has denied the
charges claiming the mon-
ey found on his accounts
were personal gifts from
the Saudi Arabia royalty.
His appointed Attorney
General exonerated him
from the accusations.
Other issues such as
a shady French Scorpene
submarine deal also hound-
ed Najib along with the
gruesome death of a Mon-
golian woman in 2006
related to the transaction.
In July, a French judge
investigating alleged kick-
backs on the maritime ves-
sel matter indicted Abdul
Razak Baginda, who negoti-
ated the transaction and was
an advisor to Najib, then the
minister of defense.
A Mongolian woman,
Shaariibuugiin Altantuyaa,
who originally worked
as a translator and model
allegedly became Najib’s
paramour and was report-
edly killed then blasted by a
C-4 explosive allegedly by
cohorts close to Najib in the
aftermath of the Scorpene
submarine scandal when
she became privy to suspi-
cious commissions related
to the deal.. Baginda was
also linked to this crime but
was acquitted.
Mahatir however has
been wracked with contro-
versy himself.
He was a dominant po-
litical figure, winning five
consecutive general elec-
tions and fending off a
series of opponents for the
control of Umno. Howev-
er, his accretion of power
came at the price of the in-
dependence of the judiciary
and the customary powers
and rights of Malaysia’s
royalty. He used racial pol-
itics in firming up his base
among the majority Malay
population. He employed
the controversial Internal
Security Act to detain ac-
tivists, religious figures,
and political opponents
including, Anwar.
In the deal with Anwar
and the opposition in chal-
lenging Najib, Mahatir
promised to work on a roy-
al pardon for his erstwhile
rival. Once delivered, he is
supposed to give way for
Anwar to assume the Prime
Minister post—the same
job he promised him before
their falling out in 1998.
Now he is the oldest
elected Prime Minister in
the world. And as if to show
his vintage acerbic tongue
and autocrat tendencies, he
said in his first press con-
ference after his victory that
Malaysia will return the rule
of law including “arresting
journalists” if they break
them. Sounded like a return
to an olden, yet familiar era.
Whether or not that is
portending of things to
come or if he was just
naughtily waxing nostalgic
is anybody’s guess.
But the change in Ma-
laysia is also an opportu-
nity for democratic forces
to consolidate its ranks
and ensure that never again
must the people be afraid
of their government. Per-
haps Malaysians can show
the way in some kind of a
second whiff of democracy
the same way Filipinos
inspired the world in 1986
when they ousted the cor-
rupt and brutal dictator-
ship of Ferdinand Marcos
as they ushered in a new
dawn of democracy. What
the Philippines has become
after that is another story.
For indeed the region is
confronting the backslid-
ing of democracy all over.
Cambodia’s opposition has
been emasculated with the
imprisonment of its leaders
and the muzzling of its in-
dependent press. Thailand
continues to be ruled by
a military junta. Burma is
controlled by its military
despite civilian rule led by
the erstwhile democracy
icon and Nobel Peace lau-
reate Aung San Syu Kyi.
Thousands of Rohingya
have fled the country in
the face of what the United
Nations (UN) claim is a
virtual “ethnic cleansing”.

ethnic hate crimes is test-
ing Indonesia’s democratic
credentials. Just this week,
families of suicide bombers
have blasted themselves
in Christian churches in
Surabaya killing innocent
churchgoers. Laos and
Vietnam continue to be
closed societies. Brunei
and Singapore remain prac-
tically under a one-party or
one-man rule.
How can we then bring
about a strong, vibrant
democracy in the region
where human rights are
upheld with zero toler-
ance towards corruption?
How can we establish a
government and an Asean
founded on principles and
policies, not personalities?
How do we reclaim the il-
licit billions of dollars that
have been stolen by former
corrupt leaders like Marcos
and Najib and return them
rightfully to the people?
Only when we persist to
struggle and ensure that we
build an open, vibrant, mul-
ticultural, tolerant society
where truth, justice, human
rights and the rule of law
are upheld for all shall we
achieve these lofty ideals.

may be showing us again
the way to do it.

If you are in a remote forest thriving to survive, you may risk drinking on an unsure pool of water than getting the risk of
dehydration. In schools, well, it will be another story. Must be. Schools are under the protection of the Department of Education
which will seek and address problems that concern learning and the students. Health is top priority. Schools, like any other
establishments in the community, need safe water together with hygienic and sanitation facilities. DepEd hereby issues the
DepEd order no. 10 s. 2016 entitled Policy and Guidelines for the Comprehensive Water, Sanitation, and Hygiene in Schools
(WINS) Program which will further explain the need to practice hygiene and sanitation for healthier minds and environment.
A report from the memorandum states that more or less 24 million Filipinos do not practice improved sanitation
even when the Department of Health (DOH) has made significant efforts for the last 20 years. It also showed that the poor
sanitation practices among these people are directly connected to poverty. In addition, it said that an estimated 43.7 percent
and 44.7 percent of pre-school age and school-age children from the poorest Filipino families have soil-transmitted helminthes
infections. Hence, DOH is conducting semi-annual deworming and since some few years back, have combined it with daily
tooth brushing and proper hand washing practices under a single program. Initiating this program had at least educated the
students especially the young and the poor who are more observably vulnerable to diseases.
So this policy basically aims to ensure the health of the students through the access to sanitation facilities and
improved hygienic and sanitation practices as well as the dissemination of necessary information. It is designed to achieve
improvements in the academic performance of the students as well as the compliance of the State's mandate, under the 1987
Constitution, to defend the right of the children in terms of proper care and nutrition and also to protect and promote people's
right to health. This sounds so positive and professional but this would intensify its purpose if through this, the Philippines will
meet one of its 2015 Millennium Development Goals (MDGs) in the reduction of infectious diseases and improving sanitation
coverages. Yes, 720 days and counting.
For this to make sense, the policy aims to meet its basic requirements and standards such as the regular supply of
safe water for drinking and washing, access to functional toilet for sanitation, group handwash with soap and toothbrush
with flouride toothpastes for hygiene, health education for the all who's concerned in the relating institutions, and consented
semi-annual deworming for the students. In short, water, sanitation, hygiene, health education and deworming are the elements
of the said WinS Program. Usual monitoring and evaluation mechanisms are also expected. The practices better be doable so
even the students at young age can fully understand that he or she is not doing that in accordance to the policy but because,
primarily, he or she must be safe from diseases that surrounds them.
Not all people are born with golden spoons. Some people even opt to use detergent soaps than germicidal soaps
because it is cheaper. Not all children are also disciplined in terms of cleanliness or are even aware that such diseases are
exist. Not even all the students on higher grades know what pathogens are or what a DepEd memo means. But it is always the
thought that counts, they say. How there are people willing to help and advocate for the children's health regardless of the race,
age, intellectual capabilities, so on and so forth. These are the little steps in achieving big dreams. This is becoming hope for
the country. This is school becoming home and students becoming healthy.
