Since independence, the country has undergone rapid changes in the educational
system. In times, education policies are constantly reviewed and improved to ensure
the effective curriculum implementation to develop work force which prepared to meet
the challenges of the 21st century.

Smart School is one of the 'flagship' of the Multimedia Super Corridor (MSC). In
1996, the Ministry of Education Malaysia has enacted the Smart School concept-
centered teaching and learning of critical thinking and creative. Technologies as
enablers become an important component of the Smart School concept when the Smart
School Project was established as one of the flagship applications of the Multimedia
Super Corridor. Smart School will lead to the democratization of education entirely.
This school is not just for smart people but it is a smart way to ensure that each student
- strong or weak, rich or poor - to achieve its full potential in the most suitable way
rates and different learning styles. Computer technology will allow diversity built into
the education system.

In line with the country to achieve the goals of Vision 2020 which requires
productive growth that can be achieved through technological expertise, manpower
capable of critical thinking, innovative and creative, and willing to participate in the
global economy. In addition, the philosophy of education focus on developing the
potential of individuals in a holistic and integrated manner, so as to produce individuals
who are intellectually, spiritually, emotionally, and physically balanced and
harmonious. Thus establishment of Smart School supported with the latest technology
will improve the country's education system as well as fulfill the National Philosophy
of Education vision. Transforming educational system in order to establish Smart
school ultimately changes the culture and practices of primary and secondary school.
Teaching and learning process change from memory based learning to an education that
stimulate thinking and creativity, considering the range of abilities and learning styles
of students to ensure that all students have the opportunity to build self-concept. There
are three important aspects should be addressed in the implementation of the Smart

First is providing a variety of media infrastructure. It is includes computer

hardware and related equipment, video conferencing equipment and audio and
communication infrastructure. The software contains a word processor, spreadsheet,
crawl software, e-mail software, Internet browser, author tools and software training.
Secondly is the training aspect. Training for teachers is very important. Rigorous
combination of intensive training and counseling is necessary to help teachers adapt to
the new environment. This is important to eliminate insecurity and useless that will
arise as a radical paradigm shift in methodology and the role of teachers. The last
aspects is of the course the material. The new course materials, updates, and be
adequately provided. Course materials need to be developed for all subjects and a wide
variety of students. Course materials should exhibit the following characteristics: Bulk
diskette complete, interactive, challenging the students' cognitive, contains self-
assessment, building inspection in preparation for teacher input for poor students

Lack of Infrastructure

As we know, there are some schools that do not have complete ICT equipment in
their schools. The problem is due to capital inadequate school to provide ICT equipment.
This problem mostly happen at school in rural area because their area is far from the
city so that, they have least facilities including limited access to the internet connection.
At the urban area, the schools have a complete ICT equipment with the computer lab
but it is limited and not enough to support all the student. Beside, sophistication of
the ICT facilities available in secondary schools at this time is not uniform. Some put
computers in the classroom, some of which put all the computers in the lab. There are
those who owns a connection to the Internet, some are not.

Lack of Skills and Teachers Training

Not many of educators who utilize the Internet as an alternative that provides
access to information that can help enhance teaching and learning materials. Basically,
problems faced by the old teachers who are not interested in the use of the technology
they are more comfortable with traditional methods that they use ever since. From
previous studies also found a teacher who has been blended with traditional methods
and difficult to adapt instructional technology (Becker & Watts, 1996). The explosion
of ICT technologies present new challenges to the teaching profession and the
education system in secondary schools who have yet to experience a drastic change in
terms of the adoption of new technologies, including computers, digital, e-Learning and
so on. The use of ICT in the Secondary School has opened a new perspective on
learning liberalization is no longer bound to the system and classroom organization.
Progress and sophistication of information and communication technology enables
learning through the window adaptation in virtual learning world by using the internet,
surf the web and so on. Therefore, it affects teachers willing to use new technology to
teach in the classroom. Onwards, students are more ready to embrace the new ICT tools
than the teachers because they are more advance than teachers on using technology.
However, the use of e-learning in schools, particularly the use of the internet is still

Inadequate Financial Resources

The school does not have sufficient financial resources to finance the cost of
various information technology usage will return to conventional learning. Weaknesses
of the school leadership is committed to the use of ICT can also cause missed school
from current premier change occurring. Schools also failed to play a positive role in
developing students to computer literacy, especially in rural areas. This change will
provide a big challenge for instructors. They should be prepared enhance the knowledge
and skills to make computers as teaching and learning technology replaces a less
conventional approach based on technological innovation.

Learners Attitude

Nowadays the students are not too active or passive in teaching and learning
process. They just listen to teachers and doing nothing unless hoping fully to the
teachers. Although teacher hold the responsibility of teaching process and in relation to
technology applications the student should also play an active role in determining the
direction of their respective learning by virtue of the participation and activities. The
software that are created and designed to facilitate the students active, creative and
critical engagement with the content which can help enhance the active construction
and reconstruction of ideas and experiences of their understanding of the content
presented. Smart Schools will prepare the students to make a successful transition to
the modern and more global environment$. The schools will nurture skills of creative
problem solving in the face of real situations and the students will learn to make a right
decisions and holding the responsibility for them. Besides that students also learn
how to process and manipulate information. They will trained to think creatively and
critically and to reflect on what they have learned as well as to transfer and apply
knowledge from one disciplines to another and also to daily life. Hence students will
need to be taught strategies to competently and selectively navigate for information. In
Malaysia the Smart Schools will also incorporate the innovative concept of the virtual
express class. The current system stretches the weak students and restricts the smartest.

Spending Constraints in Syllabus

From interviews with several teachers who lack or do not use computers to aid
teaching and learning they found the main problem they face is a constraint to finish
the syllabus because according to their use of the Internet requires a long time to
navigate and accessible even in terms of their attitude ready to use the computer in
teaching. While Wiburg (1997), says that to build, develop and integrate multimedia
resources quite difficult even have the will to use technology in teaching, with
technical skills but limited time and resources will continue to be a major obstacle in
the digital world.

Technical Support or technician at computer lab

When the government has confidently provided the necessary ICT facilities in the
computer lab is certainly damage of facilities will occur. Therefore, each laboratory
will need at least a technologist if there is any problem. However, almost every school
where there are no skilled technician to solve this problem. Teachers at the school
also do not have a skilled of ICT knowledge to repair if there are any problems.
Implication of smart school.
Books and pens have been replaced with touch screen in this day age. Virtual
reality would be the new face of education and learning. Virtual reality could be used
to teach and provide a great environment for children and students of all ages taking
the school from being more than just a smart school. There are several impact of smart

Schools no longer need to maintain ledgers and cumbersome paperwork as every

smart school software now helps maintain all records for the school in one place.This
is because all the task and notes that the teachers need can be placed in Microsoft words
and others. Thus, there is no need to use papers to prepare the notes.

Schools no longer need to worry about stationary as pens and notebooks are slowly
being replaced by tablets and computers.

By using technologies in the classroom, there are no reason for teachers and
students to worry about pens and notebooks anymore. This is because, nowadays we
have seen a lot of development which has lead to technology being accessible very
easily. Books and pens have been replaced with touch screen in this day age, be it at
work or for leisure. Virtual reality would be the new face of education and learning.
Virtual reality could be used to teach and provide a great environment for children and
students of all ages taking the school from being more than just a smart school. For
example, in boarding school, students allowed to bring laptop and smartphone to school.
Thus, teachers can use them in teaching.

Can improve the understanding of the students.

Students can easily more understand about the lecture in classroom by visually. It
was very helpful for them to remember something that is taught visually rather than the
one that is read through pages after pages. Teachers can use all interactive modules like
videos and presentations and these visually attractive methods of teaching becomes
appealing to students who are already struggling with the traditional method of teaching
in a classroom. In fact, smart classes are almost like watching movies as sometimes,
animated visuals are used to teach a point. This kind of visual is both eye-catching and
young students can easily relate with them. This is because the audio-visual senses of
students are targeted and helps the students store the information fast and more
effectively. There is the advantage of utilising much of the time wasted earlier in
drawing or preparing diagrams on board. Smartboards have all these information in
memory and can be presented during the time of class lectures and thus, the time saved
can be used in more important things. Since notes will be provided to them through
these modes, they can concentrate better while the class.

Being a smart school allows the educators to reach out to students all over the
world and develop thriving online learning communities.

The internet is a treasure trove of invaluable information to students. Most suitable

for students who wish to go the extra mile to grasp information that is way ahead of
their course curricula, online resources can improve the curiosity and creativity of
students. Online sources will bring in an element of excitement to learning when
students can bank on the exhaustive information that is published on the internet.
Teachers also can monitor student progress by using blended learning. Blended learning
is an education program that combines online digital media with traditional classroom
methods. It requires the physical presence of both teacher and student, with some
element of student control over time, place, path, or pace.

Students in a smart school are exposed to students from other parts of the world
via online meetings and collaborations.

The presence of MOOC can also help by participate the students all over the world.
MOOC is a massive open online course is an online course aimed at unlimited
participation and open access via the web

The fun element to learning

In smart schools, by using technologies provided. Teachers can also use a few
games or online quiz in their teaching. This method will attract students to concentrate
more in class and feeling excited to answer the questions also but also enhance the spirit
of healthy competitiveness among the students. For example, teachers can use plickers,
kahoot and others online quiz. Usually teachers will use kahoot and plickers as the most
suitable game based learning platform in their class. Kahoot is a game-based learning
and trivia platform used in classrooms, offices and others social settings. We need to
sign up to create, play and share engaging quizzes on any topic that we want. While,
plickers is a powerfully simple tool that lets teachers collect real-time formative
assessment data without the need for student devices.


There are a few disadvantages which make the uses of smart school being quite

Higher cost

Government spend a lot of electronic facilities and new book. The fees of the
schools are increased to meet the cost of the equipment. Not all parents can afford the
expensive education for their children, thus every child cannot get access to the smart


The gadgets used in smart classrooms require proper maintenance. The rooms in
which these gadgets are installed should be free from dust particles and should not face
direct sunlight otherwise the gadgets will become faulty. Also these equipments release
a lot of heat in the surrounding so the rooms should be air conditioned. Technical staff
has to be appointed for the maintenance of devices. This further adds to the cost. The
devices also need to be updated regularly which is a very time assuming process.
Lack of infrastructure and teaching materials in rural place.

Don’t have much chance to be expose to technology. This is because usually

students in rural schools does not expose to the technology. Thus, it will burden the
teachers in teaching process. As we know, in the rural places the internet connection
not to good. Sometimes they will faced limited internet connectivity. Therefore, smart
school usually only exist in city compare to rural area.

Technical faults.

All the electronic devices are prone to faults. If the equipment do not work one day,
the day is considered as a waste. They require a lot of time to come back to their proper
functioning state. No teaching can be done on that day. In this case, the teacher should
always be ready for an alternative methodology for teaching that is, using the

teaching and learning in software courses. To ensure the effective use of software
courses in smart schools, effective courseware production is important. Effective use
of the course software will guide and shape the minds of the students' mind so that they
will be creative through a more realistic picture. In addition to the flexibility contained
in a software course, it will provide an opportunity for students to learn according to
their ability level.
