CITY ORDINANCE NO. 2016-003

AN ORDINANCE AMENDING SECTION 7 SUB-PARAGRAPH (1), (2)

AND (3) (I) AND (V) OF THE CITY ORDINANCE NO. 2012-002,
“AN ORDINANCE ENACTING THE VETERINARY CODE IN THE
CITY OF CABADBARAN”

WHEREAS, recognizing the importance of registration and vaccination of dogs

and cats for a healthy, safe and rabies free society that lies in the hand of a
responsible owner, the Sangguniang Panlungsod of Cabadbaran City hereby enact
this amendment.

BE IT ORDAINED, by the 3rd Sangguniang Panlungsod, in its 119th Regular

Session assembled, t h a t:

SECTION 1. Section 7 sub-paragraph (1) of City Ordinance No. 2012-002

which reads:

“Section 7. MANDATORY REGISTRATION OF DOGS AND CATS

(W/VACCINATION)

(1) The owner shall cause the yearly registration of his dog and or cat
and renewal of registration either at the city vet or the barangay
hall concerned whenever there is a scheduled mass registration in
barangays.

Shall be amended as:

“Section 7. MANDATORY FREE REGISTRATION OF DOGS AND

CATS (W/VACCINATION)

(1) The owner shall register his dog and or cat and shall bring it yearly
for rabies vaccination either at the City Veterinary Office or the
barangay hall concerned during scheduled barangay mass
vaccination.

Dogs vaccinated in the private clinic shall register the said animal
and shall be given animal tag provided there is a vaccination
certificate.

SECTION 2. Section 7 sub-paragraph (2) of the same ordinance which reads:

(2) After the submission of the application for registration/renewal, a

Certificate of Registration shall be issued by the city vet, stating the
following:

a) Name, address and contact nos. of the owner or person to

whom the registered animal was issued;
b) Name, breed, sex, and color of the animal
c) Registration nos. and
d) Issuance of a dog tag bearing the registration number of
the dog and or cat
e) A fee of Fifty Pesos (P50.00) shall be collected from the
owner for the registration, vaccination and tag.

Shall be amended as:

(2) A vaccination certificate and free animal tags shall be issued as

Certificate of Registration by the City Vet, stating the following:

a. Name, address and contact nos. of the owner or person to

whom the registered animal was issued;
b. Name, breed, sex, and color of the animal
c. Registration nos. and
d. Issuance of a tag bearing the registration number of the
dog and or cat.

SECTION 3. Section 7 sub-paragraph (3) (i) and (v) of the same ordinance
which reads:

(i) Dog and cat tags are non-transferable from animal to animal or
from owner to owner.
(ii) XXX

(v) For failure to register/renew registration, owners shall be fined as
follows:

First Offense : One Thousand Pesos (P 1,000.00)

Second Offense : One Thousand Five Hundred Pesos (P 1,500.00)

Third Offense : Two Thousand Pesos (P 2,000.00)

Shall be amended as:

(i) Tags and vaccination certificates are non-transferable from animal

to animal.
(ii) XXX

(v) For failure to register, owners shall be fined as follows:

First Offense : written stern warning with a grace period of

2 weeks to comply the registration
requirements

Second Offense: Confiscation of dog or cat which shall

be labeled as “stray” and subject to
impoundment procedures.

SECTION 4. SEPARABILITY CLAUSE - Provisions of City Ordinance

No. 2012-002 not affected by the amendments herein shall remain in full force and
effect.

SECTION 5. EFFECTIVITY - This Ordinance shall take effect upon

approval.
