1.0 INTRODUCTION
For the development of housing area, it is the utmost importance to ensure that the drainage of
the area is well calculated and the drainage system well designed. If the drainage system of
the housing area is not properly designed, the chances of flood hazard due to storm events
increase significantly, affecting the safety of the future residence and the integrity of the
buildings. Urban Stormwater Management Manual (MSMA) 2012 is used in this report as the
guideline for estimating runoffs and designing criteria. This report is submitted as part of the
requirements to ensure that the retention pond of the Section 12, Kota Puteri is adequate and
able to contain excess runoffs and control excess runoffs during a storm event.
The objective of this Report is to present the maximum Permissible Site Discharge (PSD),
minimum Site Storage Requirement (SSR) and size of On-site Detention (OSD) based on the
calculation of parameters of the project site, including region, terrain/slope condition, nearest
major town in Peninsular Malaysia and percentage of impervious area of the project site. The
report highlights the hydrological aspects for general guidelines on detention pond design and
a calculation of the size of retention pond as reference for more detailed drainage design later
in the project.
Computations specified in previous edition of MSMA 2000 using the rational method to
calculate the peak flow and intensity of the catchment area based on the time of
concentration, design storm ARI, terrain and other parameters which needed in the equations.
For this report, instead of the computations specified in the previous edition of MSMA 2000,
the simplified procedure provided by the current edition of MSMA 2012 only involves the use
of tables, figure and simple computations. Tables and figure that used in OSD sizing
computations are as follows:
These are the elements in the design consideration of the pond, along with their definitions
and values taken into consideration for this report. The elements are as follows:
The design storm shall be 10 year ARI in accordance with the minor drainage system
ARI provided in Table 1.1 of MSMA 2012.
The PSD is the maximum allowable post-development discharge from a site for the
selected design storm and is estimated on the basis that flows within the downstream
stormwater drainage system will not be increased.
The SSR is the total amount of storage required to ensure that the required PSD is not
exceeded and the OSD facility does not overflow based on the storage design storm
ARI.
Developers should involve their OSD designer in developing the initial site layout.
There are issues to be addressed at the conceptual stage, these include:
The main objective in the design of OSD facilities is to determine the required storage (SSR)
to reduce the post development discharge to that of the pre-development level (PSD). In order
to achieve this, the outlet structure needs to be sized appropriately. The OSD Design Manual
simplifies most of the processes involved in the design of OSD facilities required for a
proposed site, taking into consideration the design storm for short duration rainfall less than 1
hour, the critical time of concentration for various slopes and catchment areas, the PSD and
the SSR for the site. The determination of each parameter was based on the assumptions that
Peninsular Malaysia is divided into five design regions having different uniform design
storms, as shown in Figure 5.A1.
Table 5.A3 can be used to determine the size of the OSD storage, and its inlet and
outlet structures for different types of development projects in Malaysia when the
project area, terrain slope and percentage of impervious area are known.
To reduce the likelihood of the DCP outlet being blocked by debris, the outlet
opening shall have a minimum internal diameter of width of at least 30 mm and shall
be protected by an approved screen. Stainless steel well screen fabric is more
preferable instead of mesh screen in controlling trash entering the office due to the
nature of easier cleaning after accumulating trash. Table 5.A3 provides the pipe
diameter for the outlet in respect to the PSD requirements in different regions in
Peninsular Malaysia.
Design limitations are present in the simplified OSD calculation of MSMA 2012, due to the
limited value range of certain parameter provided by the reference tables. These limitations
are:
I. Catchment Area cannot be more than 5 ha, the maximum area of reference provided
by Table 5.A3.
II. Calculated Inlet Flow and PSD from Table 5.A2 cannot exceed 0.82 m 3 / sec, the
maximum flow of reference provided by Table 5.A4.
If one or more of the limitations are reached, the value of the Inlet Pipe Diameter and Outlet
Pipe Diameter are omitted and consider larger than the maximum size provided by Table 5.A3
and Table 5.A4. A more detailed design report will include the Inlet Pipe Dia. and Outlet Pipe
Dia. using calculation from Equation 2.6 from MSMA 2012, where Q=C oAo(2gHo)0.5.
A. The PSD and SSR obtained from the reference tables and calculations are 3.839 m 3/s
and 26395 m3 respectively.
B. The dimension of the OSD storage pond of Section 12, Kota Puteri are 13300 m 3 in
area and 2.00 m in depth, with 300mm freeboard, 900mm x 900mm DCP and side
slope of 1V : 4H.
C. Inlet Flow Diameter and Outlet Flow Diameter are omitted and consider larger than
the maximum size provided by MSMA 2012 due to the limitations reached.
Alternative calculation using Equation 2.6 yields 2000 mm Inlet Pipe Dia. and 1100
mm Outlet Pipe Dia. .
