FOREWORD
Santos Engineering Standards apply to all Santos facilities and are based on
Australian Regulations and Standards. When applied outside of Australia, Local Regulations,
Codes of Practice and Environmental Regulations shall take precedence.
The Santos Engineering Standards are generated, implemented and reviewed in accordance
with the Santos Engineering Management Standards (EMS).
Use of this Santos Engineering Standard is MANDATORY. If any part of this Standard
appears inadequate, unsuitable or not cost effective, consult with the Custodian to agree a
suitable solution. This may result in a revision to the Standard.
Deviations from Santos Engineering Standards shall be approved in writing via the Santos
Engineering Standards Waiver process. Approval of waivers is vested in the Santos Chief
Facilities Engineer or his delegate.
1 SCOPE
This specification covers minimum requirements for design, registration, inspection and
testing of unfired pressure vessels manufactured from carbon, low alloy or stainless steels.

3 TECHNICAL CONSIDERATIONS
Note:
1. Construction tolerances for pressure vessels are given in Santos Drawing 1500-20-604 in
Appendix A. Note that these tolerances supplement the Governing Code tolerances and
also apply to other pressure vessels wherever applicable, horizontal or vertical.
2. A Pressure Vessel Work Flow Diagram is given in Appendix B as a guideline only.
3.5 Bolting
Carbon Steel Vessels use ASTM A193 grade B7 studs, ASTM A194 grade 2H nuts for
temperatures down to –29°C.
Low Temp Carbon Steel and Stainless Steel Vessels use impact- tested and certified ASTM
A320 grade L7 bolts and L7 nuts suitable for temperatures down to –101°C. Grade L7 studs
and nuts shall be marked ”L” after the “L7” and painted bright green as per requirements of
Clause 3.4 of Santos Design Practice for Bolting, Gaskets and Flanged Joints
1515-50-G004.
Alloy steel vessels shall have internal non-pressure bolting materials of equivalent
composition to the pressure envelope materials. Attention shall be given to the effect of
vibration on internal bolting and access to nuts for dismantling.
Reference is also made to Santos Design Practice for Bolting, Gaskets and Flanged Joints
1515-50-G004.
3.6 Welding
The requirements of AS 4458 – Pressure Equipment Manufacture, AS 3920.1 – Quality
Assurance and AS 3992 – Welding and Brazing Qualifications apply.
Location of weld joints closer than greater of 6 x thickness or 75 mm shall apply the
requirements of AS 4458 Clauses 8.3.3, 8.4.7 and 14.3(a)(vi).
All internal crevices formed when welding supports and fixed internals to the vessel pressure
envelope shall be seal welded to exclude process fluids.
Welding flat plates as chords inside vessel shall be avoided: use of external or internal pipes
or curved plates is acceptable.
A Santos nominated Inspector shall visually inspect and accept 100% of the welding before
vessel Post Weld Heat Treatment.
Reference is also made to Santos Specification for Welding 1515-120-SPC-0050.
3.10 Insulation
Provision of insulation and fireproofing support rings, lugs and clips on vessels where
insulation is nominated on the data sheet shall be the supplier’s responsibility and shall be
included in the vessel design.
Fireproofing of skirts shall be such that ingress of water at the vessel/skirt interface is
prevented and allowance made for drainage at 120° intervals at the base.
Water fill temperature shall be warmer than 10°C. Test reports shall record at 15 minute
intervals the water temperature during filling and the metal temperature during the test.
Vessels constructed in austenitic stainless steel shall be tested with water having a chloride
content of less than 100ppm.
3.16 Nameplates
All pressure vessels shall have one AISI 316 stainless steel nameplate that shall be securely
attached via brackets welded to the vessel wall or skirt. The nameplate shall be affixed by
such means as to prevent corrosion between the vessel and nameplate.
All insulated vessels where nameplates interface with insulation, appropriate sealing
procedure shall be followed to avoid moisture ingress and corrosion.
The nameplate shall be positioned as to be readily accessible after vessel installation and
shall have a bracket stand-out to clear any installed insulation by 25 mm. Nameplate
information layout shall comply with Appendix A - Drawing 1500-20-601.
In addition to the nameplate, identification data as per AS/NZS 1210 including the
registration number and tag number shall be permanently stamped on the lowermost
manway compensating plate or outer edge of that flange and within the top quadrant.
4.2 Registration
In general, Occupational Health, Safety & Welfare (OHSW) Act and Regulations require, for
pressure vessels, Registration of Plant Design and Registration of Plant. A qualified designer
shall establish the vessel’s hazard level from AS 4343 Pressure Equipment – Hazard Levels.
Calculations performed when establishing hazard level are subject to modification for special
conditions. A number of conditions receive further definition—Santos nominates these as
follows—refer AS 4343 Table 1 Notes 4(a)(iii), 4(c)(i):
Processing plants are considered major hazard facilities for purpose of applying AS
4343 hazard level classification to Pressure Vessel Plant Design, Manufacture,
Inspection and Maintenance.
Major hazard facility factor is not used when determining hazard level classification for
pressure vessels located outside the processing plant perimeter fence.
Unattended equipment such as well sites, nodal compressors, beam pumps, jet
pumps and the like, are considered remote for the purpose of pressure vessel hazard
level classification.
A facility that contains an amenities/control room where an operator makes periodic
and regular site visits during the day is not considered a remote site.
