Further Clarification from Buncombe County Government Employees regarding the insurance

policies referenced in the 6-5-18 indictments:

 The County Manager individually advised each employee the policies were a benefit
approved by the Board of Commissioners for key leadership staff.
 The County Manager selectively advised some employees an incorrect cost of the
policies that was less than $15,000 total.
 The County Manager selectively advised some employees that they should not share
the fact they received this benefit with other senior staff.
 The County Manager individually advised employees that the policies were allowed
under NC General Statues §153A-92.
 The County Manager and carrier individually advised employees the policies were a
benefit offered in other County governments in NC.
 At least one employee asked the former Chair and was advised that the Board
supported the County Manager’s action specific to these policies.
 There was no master list of employees, policies, or accounts.
 No County employee outside budget and finance was aware of the actual cost of the
polices.
 Michael Frue and Mandy Stone in initial interviews shared the receipt of the policies
with the State and Federal Investigators when asked if they ever received a benefit
from the County Manager that they questioned.
 This began a year long internal investigation beginning the middle of July 2017 to trace
the amounts and recipients as there was no master list.
 As early as July 2017 the County administration entered a contract with outside legal
counsel to determine the facts and pursue any available options to recoup any funds
inappropriately expended.
 As a part of the internal and external investigation all identified recipients were
interviewed and individually described the facts outlined above.
 When the facts were traced it was apparent the County Manager intentionally used an
unrelated budget amendment to support these transactions and the Board of
Commissioners were neither aware nor approved the benefit. In addition it was clear
the cost of the polices far exceeded the cost Dr. Greene stated.
 Upon learning these facts all recipients except Dr. Greene and Michael Greene assigned
the rights of the policies back to the County in the Fall of 2017.
 Dr. Greene and Michael Greene benefited financially.
 No other County employee received any financial benefit.
 The County was unable to share this information prior to the indictment.
 This was an intentional act by Dr. Greene to mislead employees, the public and Board
for her financial gain.

Dr. Greene directed the Budget Director, Diane Price and the Finance Director, Tim Flora to
make the wire transfers to pay for the policies.
