Winter Season
MSI anticipates a more limited use of the site during winter months. There will be some
weekends with similar game play scheduled, but for shorter hours. Weeknight activity is
also anticipated to be more limited, both in terms of frequency, number of hours per night,
and number of teams involved.
Summer Season
It is anticipated that summer camps will be held during the day on weekdays. There will be
some evening programs, likely with up to 6-8 teams playing at a time. Weekend use during
the summer will be minimal.
Staff is recommending a condition of approval (see condition No. 4) that a parking and traffic
study be conducted and submitted to the City prior to issuance of building and / or electrical
permits. There is expressed concern from surrounding neighbors that the new fields and
artificial surface, as well as the addition of lighting, will lead to an increased utilization of the
fields. The concern is that the proposed improvements will significantly increase activity beyond
current usage, thus negatively impacting surrounding residents. The purpose of the study is to
demonstrate that existing parking and circulation (vehicular and pedestrian) is adequate to
support the future use of the facility, and if not, that additional parking spaces and
transportation measures must be added to avoid negative impacts.

The application is being processed as a Mandatory Referral in accordance with applicable state
law governing the construction of public buildings and structures. As such, the Planning
Commission’s review of the proposal is to determine consistency with the “Plan” as defined
under the Section 3-205 of the Land Use Article of the Annotated Code of Maryland, specifically
as it relates to location, character, and extent as it pertains to the proposed site development.
As per the referenced state code, “Plan” means the policies, statements, goals, and interrelated
plans, including the City’s Comprehensive Master Plan (CMP) for private and public land use,
transportation, and community facilities documented in texts and maps which constitute the
guide for the area’s future development.
The middle school is referenced in the City’s Master Plan with the discussion of Planning
Area 4 (West End and Woodley Gardens East-West Neighborhoods). Specifically, the Plan
states that:
“Traditionally, institutions such as churches and schools tended to draw most, if not
all, of their membership from the local neighborhood or community. However, this
is no longer true. Since many institutional uses draw attendance from outside the
neighborhood, it is important to remain sensitive to the needs of the immediate
residential neighborhood. Adequate buffers must be maintained or installed
between the institutional use and abutting residential properties. Methods to
handle any increased traffic also must be addressed.” (p. 11-20)
The Plan recommendation #4 states “Maintain and strengthen the existing buffers
between residential and non-residential uses.” (p. 11-24)

Location
The existing Julius West Middle School has been at this location since 1961, and is appropriately
designated by the Land Use Plan as “Public Buildings and Facilities”. An 18,000-square foot
addition to the school was approved in 2014 (STP2014-00221) which showed the proposed
location for two future soccer fields. The proposed fields do not alter or impact the location of
any on-site buildings. As indicated, the Master Plan references schools and other institutional
uses in the discussion of Planning Area #4 (“West End and Woodley Gardens East-West)
recommending adequate buffers and addressing increased traffic impacts.
Vehicular access to the fields is the same as that for the school, which is from Great Falls Road.
Access to the site leads to a surface lot with 132 parking spaces. Pedestrian access from the
surface parking lot to the fields is sufficient.
The proposed fields are located on the south side of the existing building, adjacent to the I-270
ramp and local lanes. They are more than 200 feet from the closest residential property. In
addition, a landscape buffer with mature trees exists along the common property line with Rose

Hill Falls. The location of the fields themselves is on the south side of the building, away from
residential neighborhoods to the east and north. Staff finds that the proposal meets the
location requirement for consistency with the Comprehensive Plan.
Character
The site has been a public-school property since the initial development of Julius West Middle
School in 1961, which defines the character of the 20-acre property. The proposed soccer fields
are consistent with the types of facilities normally associated with schools, and are shown on
the site plan approved as part of the 2014 addition to the school. The addition of an athletic
field is in keeping with the character of the school site and immediate area. The location of the
proposed soccer fields is currently an unimproved grass recreational field.
The site is bounded on the west side by the I-270 Expressway and on the south side by Falls
Road, a six-lane road, and the fields are situated in such a manner as to minimize overall
impacts on surrounding neighborhoods. The adjacent residential neighborhood to the north,
Rose Hill Falls, is buffered from the proposal by a wide tree stand, a park and the neighborhood
tennis courts. Noise generated from the proposed field will also be minimized due to the
location of these fields next to the I-270 expressway.
The addition of exterior lighting (60 and 70-foot tall poles) to illuminate the proposed fields
potentially could result in light spillover into surrounding areas. The applicant has made efforts
to ensure that the lights are directed downwards as much as possible, and the illumination
summary and glare impact analysis provided show that the lighting impact will be immediately
adjacent to the fields. Lighted fields on a public school property is not uncommon for a public
school use, as there are lighted athletic fields close to residential neighborhoods in Rockville
and throughout Montgomery County. However, staff recommends that the proposed lighting
plan be reviewed by an expert third party prior to issuance of building permits for construction,
in order for the lighting design to be analyzed to ensure minimal adverse impacts on nearby
residential neighborhoods from the field lights.
Extent
The proposed lighting will allow for an expanded use of the fields, both during additional times
of the year and in the evenings. As such, the effects of the expanded use must be considered,
including the potential for increased parking demand generated by the use as well as the
effects of the lights on nearby residential properties. Staff therefore recommends a condition of
approval to address the adequacy of parking and circulation, as well as the effect of the light
fixtures on residential homes. If it can be confirmed that the lights should pose no significant
impact on the surrounding neighborhood, and that adequate parking and circulation is to be
provided, then the proposal does not violate or adversely affect the Plan. Staff further
recommends that the lights be extinguished by 10:00 p.m. to limit the effects of the lights on
nearby residential neighborhoods.
Conditions
In summary, the proposed project is consistent with the Master Plan in terms of its location,

character, and extent, as required by the Land Use Article, provided that adequate parking is
provided and the effects of the light fixtures are minimized. Staff therefore recommends the
following conditions of approval:
2) All construction must meet requirements of the city's construction, fire, and life safety
codes, as well as Maryland State accessibility code, and Americans with Disabilities Act
(ADA) requirements.
3) A third-party review of the illumination summary and environmental glare impact, prepared
by Musco Lighting and submitted with the application, shall be conducted and submitted to
the City’s Community Planning and Development Services Department. Third-party
verification of the information provided by Musco Lighting will be required prior to issuance
of any building or electrical permits.
4) A parking study shall be conducted and submitted to the City’s Community Planning and
Development Services Department which demonstrates that the existing on-site parking
and circulation at Julius West Middle School is adequate to accommodate the increased
utilization of the fields by Montgomery Soccer, Inc. This study is required prior to issuance
of any building and electrical permits. If deficiencies are noted after staff review, the
applicant is required to implement a traffic and parking management plan to minimize
traffic impacts on surrounding neighborhoods.
5) Use of the exterior lighting shall not occur past 10:00 p.m.

Narrative
Julius West Middle School was built in 1960 and first opened in 1961. There have been
several additions and modifications to the site including the addition finished in 2017.
The middle school site sits on 21.31acres across parcels P965 and P060. The site is zoned
R-60. The site currently consists of the school building, parking lot, bus loop, tennis and
basketball courts, a walking loop, and grassed play fields. Vehicular access to the site is
from Great Falls Road. The site is bordered by Great Falls Road to the east, Falls Road to
the southeast, Interstate 270 to the west, park land and townhomes to the north, and
single-family homes to the northeast.
The proposed development will add sports field lighting to the fields on the south side of
the middle school. The two grass fields are being replaced with synthetic turf fields but
will not change the use of the space.
The lights will not be screened. The sports field lighting is proposed with 70’ poles for
the larger field and 60’ poles for the smaller field. The pole heights will allow the lights
to shine more downwards to reduce light spillage and glare.
The site is a currently functioning middle school with updated access as part of the recent
addition project. The lights will allow the fields to be used later in the day but MSI has
indicated that the intensity of use will not be increased above the levels they currently
lease the fields out for.
Parking
Parking was increased with the recent addition project and is not planned to be increased
any further.

Signs
The synthetic turf fields will not be signed, nor will a scoreboard be included with this
application.
The synthetic turf fields can be leased by the City. The school has first priority on the

fields and MSI is allotted 1,000 hours per year. Beyond that the fields could be leased by
any entity.
The sports field lights will utilize LEDs to save on energy costs.
