Inorganic Substances and Dusts

Foreword

QCVN 19:2009/BTNMT was prepared by the Drafting Committee of the National Technical Regulation
on Air Quality, submitted by the General Department of Environment, the Department of Science and
Technology and the Legal Department and promulgated in line with Circular No. 25/2009/TT-BTNMT
dated November 16, 2009 by the Minister of Natural Resources and Environment.

Inorganic Substances and Dusts

1. GENERAL PROVISIONS

1.1. Scope of regulation

This regulation defines maximum allowable concentration of dusts and inorganic substances in industrial
emission into ambient air.

1.2. Subject of application

This regulation is applied to organizations and individuals carrying out activities related to exhausting
any emission containing dust and inorganic substances into the air.

Emission of several industries and field of particular activities will be regulated separately.

1.3. Definition of terms

In this regulation, the terms below are defined as follows:

1.3.1. Industrial emission means combination of matter components emitted to the air from chimney and
smoke stack of industrial manufacturing, processing, trading and servicing facilities.

1.3.2. Dust means small solid particles, generally with diameter smaller than 75µm, which settle out
under their own weights but which may remain suspended for sometime (as in TCVN 5966: 2009 (ISO
4225-1994)).

1.3.3. Standard emission cubic meter (Nm3) means the cubic meter of the emission at temperature of
25oC and absolute pressure of 760mm Hg.

1.3.4. Kp means flow rate factor of emission source corresponding to total emission flow rate of
industrial manufacturing, processing, trading and servicing facilities.

1.3.5. Kv means factor of region or area corresponding to location where industrial manufacturing,
processing, trading and servicing facilities sit and generate emission into the air.

1.3.6. P (m3/h) means total emission flow rate of chimney, smoke stack of industrial manufacturing,
processing, trading and servicing facilities…

2. TECHNICAL REGULATIONS

2.1. Maximum allowable concentration of dust and inorganic substance in the industrial emission is
calculated by following formula:

Cmax = C x Kp x Kv

Where:

- Cmax is maximum allowable concentration of dust and inorganic substance in the industrial
emission, measured in milligrams per standard emission cubic meter (mg/Nm3).

- C is the concentration of dust and inorganic substance, stipulated in 2.2.

- Kp is the flow rate factor of emission source stipulated in 2.3.

- Kv is the factor of region or area stipulated in 2.4.

2.2. Concentration C of dust and inorganic substance as basis for calculation of the maximum allowable
concentration in the industrial emission is stipulated in Table 1 as follows:

Where:

- Column A specifies the C concentration of dust and inorganic substances to be used as basis for
calculation of the maximum allowable concentration of dust and inorganic substances in the industrial
emission, applied for industrial manufacturing, processing, trading and servicing
facilities…operating before 16th January 2007 with period of application up to 31st December 2014.

- Column B specifies the C concentration of dust and inorganic substances to be used for calculating the
maximum allowable concentration in the industrial emission, applied for:

+ Industrial manufacturing, processing, trading and servicing facilities…operating since 16th


January 2007;

+ All industrial manufacturing, processing, trading and servicing facilities operating as of 1st
January 2015.

2.3. The flow rate factor of emission source Kp is specified in Table 2 as follows:

2.4. The factor of region or area Kv is stipulated in Table 3 as follows:

facilities and other industrial activities less than 2 kilometers
far from boundary of these areas(4).

Note:
(1)
City is determined in accordance with Decree No. 42/2009/NĐ-CP dated 7th May 2009
by the Government on the grading of urban areas;
(2)
Specialized forest is determined in accordance with the Law on forest protection and
development dated 14th December 2004, including national park; natural conservation
area; landscape protection area; forests for scientific research and experiment;
(3)
Natural heritage, historical and cultural relics notified by UNESCO, built and ranked
under decision by Prime Minister or Ministries which take prime responsibility for
management.
(4)
In the situation when emission source less than 2 km far from at least 2 areas or regions
upward, then the smallest factor Kv binding to the region and area will be applied.
(5)
Distance stated in table 3 is measured from the emission source.

3. METHOD OF DETERMINATION

3.1. Method for determining the concentration of dust and inorganic substance in industrial emission of
industrial manufacturing, processing, trading and servicing facilities and other industrial activities is
carryout in accordance with following national standard:

- TCVN 5977: 2005: Stationary source emission – Determination of value and flow rate of dust in
gas-carrying ducts – Manual gravimetric method.

- TCVN 6750: 2005: Stationary source emission – Determination of concentration and mass of
sulfur dioxide – Ion gas chromatography method.

- TCVN 7172: 2002: Stationary source emission – Determination of concentration and mass of
nitrogen oxide – Naphthyl ethylene diamine photometric method.

- TCVN 7242:B2003: Health care solid waste incinerators. Determination method of carbon
monoxide concentration (CO) in flue gas.

- TCVN 7243: 2003: Health care solid waste incinerators. Determination method of hydro fluoride
acid concentration (HF) in flue gas.

- TCVN 7244: 2003: Health care solid waste incinerators. Determination method of hydrochloric
acid concentration (HCl) in flue gas.
3.2. When standards for determination of concentration of dust and inorganic substance in industrial
emission stipulated in this regulation are not available, international standard with equivalent or higher
accuracy shall be applied

4. ORGANIZATION OF IMPLEMENTATION

4.1. This technical regulation replaces the application of Vietnamese standard TCVN 5940:2005 on Air
quality – Industrial emission standard for dust and inorganic substances issued in line with Decision No.
22/2006/QĐ-BTNMT on 18th December 2006 by Minister of Ministry of Natural Resource and
Environment dated December 18, 2006 on compulsory application of Vietnamese environmental
standards

4.2. State environment management agencies take responsibility for guiding, inspecting and supervising
the implementation of this technical regulation.

4.3. In the case that the national standards on method of determination referred to in the section 3.1 of
this Regulation are amended, supplemented or replaced, the new standard shall be applied.
