 THE GENERAL FUNCTION OF A SUBSTATION COMPLIANCE ENGINEER IS TO ASSIST ITS
SUPERVISORS IN PREPARING THE SUBSTATION COMPLIANCE REPORTS NEEDED TO SUBMIT
ON DMC, ERC & OTHER AGENCIES.
 CLOSE MONITORING ON SUBSTATION READINGS MAINLY ON POWER QUALITY STANDARDS,
NOMINAL VOLTAGES LIMITS OF 69 kV & PER FEEDERS. (MAKE SUMMARY REPORTS AND
RECOMMENDATION REGARDING ON ABNORMALITIES OF READING).
 ASSURES THAT THE OPERATORS WELL TRAINED BEFORE ALLOWING HIM TO TAKE A SHIFT
ON SUBSTATIONS.
 PERFORMS ANY TASK ASSIGNED TO HIM.

1. ON SAFETY AND SECURITY (pls state the

2. ON OPERATION

2.1. All equipment shall be labeled and operating manuals

secured/reproduced and necessary spare parts/supplies
maintained;

2.2. Guide, review/check accuracy of reports and any abnormalities and


assess the operators in:

2.2.1. Preparing reports on equipment data readings/analysis,


accomplishments, daily operating log, incidents like DAILY
trippings/flashover/accidents/equipment breakdown, abnormal
reading and other reports that maybe required;

2.2.2. Conducting daily regular visual inspection of equipment,


gantry and surroundings and maintenance of the substation
yard; DAILY

2.2.3. Receiving complaints/queries courteously and operating the


computer, telephone and radio equipment for official activities DAILY
only;

2.2.4. Proper turn-over of shifts/operation updates and scheduling

of activities during scheduled interruptions and maintenance;

2.2.5. Assure compliance with safety rules/regulations, switching

3. ON TROUBLE SHOOTING

3.1. Review and analyze daily substation log reports and submit
incidents, findings and/or recommendations to concerned
section/department heads, outsource supervisor and managers; MONTHLY
3.2. Identify repetitive and common problems/areas that cause trippings
(SF6, VCBs, reclosers) fuse replacements or premature equipment
breakdown and coordinate with Engineering and POMCC;
3.3. Review and identify procedural/reporting/problem analysis

3.4. Regularly coordinate with concerned sections and departments; AS NEEDED
3.5. Document emergency procedures and switching protocols. AS NEEDED
4. ON MAINTENANCE
4.1. Secure, reproduce and file test reports/certificates and Annual AS NEEDED
Preventive Maintenance (APM) records;
4.2. Assist the Section/Department Head in scheduling the Annual
AS NEEDED
preventive maintenance and preparing checklist of activities of the
maintenance program and witness/record the completion of the
activities;
4.3. Coordinate with concerned sections and departments regarding
scheduled/unscheduled interruptions; AS NEEDED
4.4. Assure that needed materials and spare parts are available; AS NEEDED
4.5. Identify equipment, devices, structures including groundings that
AS NEEDED
need repair, testing, replacement or improvement;
4.6. Document operation, maintenance and testing procedures in the MONTHLY
substation.

5. ON PLANNING AND COMPLIANCE REPORTING


5.1. Assist section/department head in preparing annual preventive
maintenance plans (APM), three-year and ten-year plans and other AS NEEDED
reports;
5.2. Review, recommend and undertake measures to comply with the
Philippine Electrical Code (PEC), Distribution Management AS NEEDED
Committee(DMC), Grid Management Committee (GMC), NGCP,
ERC, DOE, DENR and other regulatory requirements;
5.3. Prepare and assist supervisors in submitting substation compliance
ANNUALY
reports to DMC, GMC, NGCP, ERC, DOE, DENR and other
agencies.
6. Performs other official functions that may be assigned from time to time. DAILY

COMPUTERS - use to prepare reports; use to record the hourly monitoring of demands
CELL PHONES/TELEPHONES - use to communicate with the Distribution Section
Head/OIC Substation/Boss and also for customers.
RADIO (2 WAY COMMUNICATION) - use for communicating with field personnel's and
dispatch office for coordination purposes.
SCADA/CIRCUTOR/RECLOSER CONTROL METER - use to capture the demands
hourly. (for monitoring)
FEEDER RELAYS - use to capture/record the trip phase, magnitudes, time & its
date.(for trip/fault recording)
CIRCUIT BREAKER & RECLOSER CONTROL - use to automatically isolate the line for
any fault on distribution system detected. (for energization or de-energization of
feeders)
9. Please indicate required qualifications in terms of years and kind of education, training, and

Procedures, SYNERGI Software, Office Management, Customer Service, Personality

9.3. Experience:
9.3.1. At least two (2) years experience as Cadet Engineer with two (2) years experience using
SYNERGI Software, two (2) years work flow of the Company/Organization and one (1) year
Substation Operator

15.1.1. Shifting time of the Substation Operation as per scheduled shift duty/time and may have
provisions of extension of duty or rendering an overtime during emergency outages and
maintenance activities

15.2.1. Offices are well ventilated and good working conditions;
15.2.2. Exposed from time to time to sunny/heat and rainy/wet weather conditions, from moderately
warm/hot to very warm/hot;
