TECHNICAL REQUISITION I. – SPECIAL CONDITIONS

VII. QUALITY SYSTEM.


A. General.
1. Subcontractor shall perform all work within its scope with the utmost care and complying
at all times with the CONTRACTOR Quality Management System defined in the documentation
provided by the CONTRACTOR as part of the Subcontract (Project Quality Plan, procedures,
Client requirements …).

Furthermore, Subcontractor shall comply with all requirements included in the Schedule Q (IK),
Schedule Q-Attachment VI (IK), Schedule Q (OOK) and Schedule Q-Attachment VI (OOK)
according to the scope of the Attached to the Chapter. It is understood that in these mentioned
documents, any reference/requirement done/stated to CONTRACTOR is applicable to
SUBCONTRACTOR, and any right stated/reserved for SAUDI ARAMCO shall be applicable to
CONTRACTOR.

During the approval of the Subcontractor´s quality system, the CONTRACTOR shall address
any omitted document and/or request the Subcontractor to utilize the CONTRACTOR’s
procedure(s).

2. Subcontractor must strictly follow all applicable local laws and regulations, specifications,
and all instructions contained within this document and their annexes.
3. Subcontractor shall comply with Quality Management System requirements defined in the
Project. Once Subcontract has been awarded, Subcontractor is required to demonstrate
fulfilment with the Quality Requirements described subcontractor´s QA/QC Requirements and
ISO 9001 (or equivalent) requirements to the CONTRACTOR.
Approval in written by Contractor of Subcontractor’s Quality Management System is mandatory
prior of start of any construction activity.
All cost associated with the development and implementation of this Quality System during the
entire project is included in the price.
4. Subcontractor shall issue a specific Project Quality Plan (based on ISO 10005:”Guidelines to
Quality Plans” latest revision) for CONTRACTOR´s approval (to be provided according to the
schedule established in the DRS).

The Subcontractor’s Project Quality Plan shall show the planned activities, resources and events
serving to implement and record the implementation of the Subcontractor’s Quality System in
accordance with ISO 9001 (latest revision) or equivalent, CONTRACTOR’s Quality
Management System and Project requirements
5. Subcontractor shall prepare Hand Over Dossiers containing reports of all controls and
tests performed during the project and complying with the requirements set out in this section
and in particular, to any CONTRACTOR and/or CLIENT procedures or specifications that may
apply.
6. Prior the commencement of the works, based on above statement, Subcontractor shall issue
the Handover Procedure according to the Scope of Work to be approved by the Contractor. In
this document Subcontractor will establish the indexes and templates (Contents) for softcopies
and hardcopies in order to fulfil Project expectations and make clear what and when is needed.
To allow the approval of the monthly Certificate of Work Performed, it is mandatory to submit all
quality dossiers required by Contractor, except justifications approved in writing by
Contractor.
The complete Hand-Over Dossier shall be submitted upon completion of all work, and is an
essential requirement for Contractor to certify the Provisional Acceptance of the
Project.
7. Subcontractor shall provide a person whose sole function is to be his On-Site Project Quality
Manager.
8. Prior to the commencement of each installation activity, Subcontractor shall submit to
Contractor’s Site Manager, for written approval, a detailed installation procedure for the
work to be performed. This document will include an activity and sub-activities detailed
time schedule.
Such procedures will be based upon a detailed study of Project procedures and specifications,
the requirements established by the manufacturer of the equipment, technical data and
installation sheets for all materials, etc.
Each of such procedures must include all control sheets necessary to assure the correct
installation, and to prepare the corresponding final report.
All activities performed by the Subcontractor without the prior written approval by the Contractor
of their corresponding installation procedure could be rejected and dismantled, with no
extra cost to Contractor.

9. All machines and equipment requiring calibration shall have Calibration Certificates that is
current and up to date, certified by a competent authority. This certificate the
Contractor’s prior to use of subject machinery or equipment on site.
10. Subcontractor shall provide all certificates, protocols, etc., required by Contractor to ensure
that the Project is officially completed.

B. Inspections, Testings and Checkings.


Subcontractor shall comply with all requirements stated in the General Terms and
Conditions for Construction Subcontracts and the approved Quality System.
Cost associated with compliance with all clauses and procedures in the above documents
shall be included in the prices, as well as the following:
1. The costs arising from the inspections, tests and checks listed here below and required in
the corresponding specifications shall be included in the prices.
2. Subcontractor shall prepare a written Quality Control Plan and written Procedures for Tests
and Checks, in accordance with Contractor’s Project Quality System and all associated
applicable documents. These shall be submitted to Contractor’s approval.
3. All material, equipment and works performed shall be subject to inspection, tests and
approval by Contractor. These inspections, tests and approvals do not modify or alter,
in part or in whole, Subcontractor final responsibility until the final acceptance of the
works.
4. Contractor’s Inspectors have the right to reject all defective material supplied by
Subcontractor, as well as reject or require corrective action for all work that does not
comply with the specified technical conditions.
Subcontractor shall correct, at Subcontractor’s cost, any work that does not pass the
inspections and/or tests.
5. Subcontractor shall provide, at no cost to Contractor, the necessary labour and means to
facilitate the task of the Contractor’s Inspectors.
6. Contractor’s shall determine which works require the permanent presence of the inspector,
and these works shall not be performed until the inspector is present.
7. Subcontractor shall inform Contractor’s of all work planned to be performed outside the
worksite, indicating the date and place where inspections will be performed.
8. Subcontractor shall perform all analysis, tests and checks required in the specifications and
other technical documents that form part of this Subcontract.
All material, machinery, accessories, cost, etc., required for performing these inspections,
tests and checks, shall be at Subcontractor’s cost, unless otherwise specified in the
Subcontract.
9. Subcontractor’s personnel shall be required to pass as many qualification tests as required
by Contractor’s Site Manager, at Subcontractor’s expenses.
10. Subcontractor shall deliver to Contractor’s Quality certificates, data sheets, manuals and
other relevant information of all materials supplied by Subcontractor.
11. Subcontractor shall be responsible for the works performed and material supplied by the
Subcontractor until compliance with the deadlines stipulated by the Law in force,
without being of any excuse or giving it any right the fact that the persons assigned by
Contractor’s have recognized and accepted at any time such works and/or materials.
12. Inspection of work shall be performed in accordance with the applicable specifications and
codes.
