1.0 Introduction
1.1 Purpose and Scope
The District of Columbia (“the District”) Government through the District Department of Human
Services (DHS) implements the District Heat Emergency Plan when a Heat Emergency occurs and
the National Weather Service (NWS) issues an “extreme heat warning” for the District. The Heat
Emergency Plan provides information on the District operations to aid all residents, particularly
vulnerable populations with health issues, the homeless, and visitors to the city.
On days when the “heat index,” a measurement of the air temperature in relation to the relative
humidity, used as an indicator of the perceived temperature, or temperature reaches 95, the District
Government will activate Cooling Centers. The Cooling Centers will be activated in publically
accessible government facilities, homeless shelters, and senior citizen wellness centers, and will be
open until 6:00 p.m., or until a time specified by the individual facilities. The Homeland Security
and Emergency Management Agency (HSEMA), in conjunction with the District Department of
Health (DC Health) and DHS, will also disseminate emergency public information to the public
through the District’s heat webpage, heat.dc.gov, or the District’s webpage at www.dc.gov.

Seniors are also advised to call the District Office on Aging (DCOA) at 202-724-5626 during regular
business hours and the District’s Call Center at 311 after hours for information on available Senior
Center locations.

4.0 Libraries
All public libraries will be open during their normal business hours. The general public will be
allowed entry to cool off, but must obey all rules and regulations as permitted by each site. Table 9
includes information about the location and hours of the District public libraries.
