1.0 Introduction
1.1 Purpose and Scope
The District of Columbia (“the District”) Government through the District Department of Human
Services (DHS) implements the District Heat Emergency Plan when a Heat Emergency occurs and
the National Weather Service (NWS) issues an “extreme heat warning” for the District. The Heat
Emergency Plan provides information on the District operations to aid all residents, particularly
vulnerable populations with health issues, the homeless, and visitors to the city.
On days when the “heat index,” a measurement of the air temperature in relation to the relative
humidity, used as an indicator of the perceived temperature, or temperature reaches 95, the District
Government will activate Cooling Centers. The Cooling Centers will be activated in publically
accessible government facilities, homeless shelters, and senior citizen wellness centers, and will be
open until 6:00 p.m., or until a time specified by the individual facilities. The Homeland Security
and Emergency Management Agency (HSEMA), in conjunction with the District Department of
Health (DC Health) and DHS, will also disseminate emergency public information to the public
through the District’s heat webpage, heat.dc.gov, or the District’s webpage at www.dc.gov.

1.2 Illegal Use of Fire Hydrants


The Executive Office of the Mayor strictly prohibits the activation or opening of fire hydrants
anywhere in the District for the purpose of street showering without prior consent from the Mayor,
City Administrator, or Deputy Mayor for Public Safety and Justice. Unauthorized use of a fire
hydrant can hamper firefighting capabilities and tampering with a fire hydrant can cause personal
injury, damage to the hydrant or hydrant nozzle, and damage to the underground pipe lines in the
water distribution system.

General Cooling Centers will be activated on weekdays from 12:00 p.m. to 6:00 p.m.at the locations
listed in Table 1.

2.3 Public Housing Cooling Centers for Senior Citizens


Seniors who live in a non-air conditioned buildings are encouraged to go to one of the Senior
Centers or any public facility that is air conditioned. Cooling Centers will be activated specifically to
serve senior citizens a.t the locations listed in Table 3.

Seniors are also advised to call the District Office on Aging (DCOA) at 202-724-5626 during regular
business hours and the District’s Call Center at 311 after hours for information on available Senior
Center locations.

2.4 Transportation to a Cooling Center (United


Planning Organization)
Four United Planning Organization (UPO) vans will be canvassing various areas throughout the city
for persons suffering from heat-related stress and provide transportation to one of the Cooling
Centers. Persons in need of transportation to a Cooling Center are encouraged to contact the
hyperthermia hotline at 202-399-7093. The UPO will also provide water to those being transported.

2.5 Indoor Pools


Table 4 includes a listing of indoor pools that will be open during their normal business hours.

Individuals can contact the DCOA at 202-724-5626 for a list of the Senior Service Network
Agencies that have been identified as Cooling Center within their respective ward. For information
after hours, please contact the District’s Call Center at 311.
Table 8 includes a listing of the Cooling Centers in the District Senior Service Network opened for
seniors during a Heat Emergency. If a Senior Center is not included in this list, individuals are
encouraged to contact that center for more information.
