David, [enjoyed talking to you this afternoon regarding the interim county manager position in Buncombe County. It sounds like a very challenging and interesting situation. My wife and I have discussed it tis afternoon and evening, and have decided that I should apply for it, Consequently, I have attached my resume as you requested, ‘When I retired in December I did not plan to do any interim work for several months, so I had not updated my resume {0 include any accomplishments in Wayne County, or any references. As we discussed, in the interest of ‘time, I will list some of them in this email, as well as furnish three references. The references are: Mr. Bill Pate, Chairman, Wayne County Board of Commissioners, 919 922-4991; Bill,Pate@waynegov.com. Bill has been on the board a little over five years, and in his second year as chairman. Mr. Borden Parker, Wayne County Attorney, 919 735-7275. bparker’@goldsborolawyers.com. Borden has been the ‘county attomey for over 40 years Mayor Chuck Allen, City of Goldsboro, 919 736-2335. chuck@allengrading.com. Chuck has been on the City Council over 20 years, vice mayor for several years, and now mayor for the last three years. Major Accomplishments During Tenure: 1. Built two new middle schools, powered by solar energy. 2. Finishing a new elementary school. 3, Made $12.5 milion in renovations to five other schools 4. Developed a $600,000 annual funding earmark for technology in our school system. It was funded in $150,000 incremental increases over four years. WC Schools were badly behind in internet connectivity and other electronic technology. These funds can only be spent on technology, and unspent funds willbe caried forwatd to the following budget. 5. Built 220-bed dormitory style detention center for about $11,000,000. We had been paying other counties about ‘$800,000 annually to house some of our inmates as our detention center was overerowded. With the new center, we ‘now rent out space to other counties, and are estimated to clear about $1,200,000 annually. Obviously, this more than pays forthe debt service onthe new facility, and much ofthe operating expense. 6. Finished the design and plans for a new 911/Emergency Operations Center. Bids will be received this month. 7. Finishing a detailed architectural study for a Public Safety Training Center, to be housed on the Wayne Community College campus, and operated by the college. 8, Built the 66,000 sf Maxwell Regional Agricultural and Convention Center for about $21,000,000. This houses all our agricultural offices in one wing, and a convention center with a 15,000 sf main ballroom, four breakout rooms, and a catering kitchen. The facility was built on land donated by the City, and an agreement was reached t0 share the proceeds of the occupancy tax between the City and County. As part of the agreement the County loaned the City $3,000,000 over 15 years so they could complete an 8-field soccer complex on property rented from Seymour Johnson Air Force Base. 9. Purchased additonal property for another industrial park 10. Finishing a 60,000 sf speculative industrial building 11, Revamped our industrial economic incentive package 12, Created a central garage operation to maintain our fleet. Previously, each department took their vehicles to local shops. 13, Implemented a new budget format that gave the Board and community much more detailed information regarding the finaneing of county services. 14, Implemented a 5-year Capital Improvements Program that was updated annually 15, Refinanced every possible debt instrument that made financial sense, in order to lower our overall debt service payments. We are ina historically low intrest rate environment, making the savings substantial 16. Maintained the county's credit ratings from Moody's and S&P despite the additional debt for these various projects 17. Did not have to raise taxes to pay for these improvements due to cost savings from operations. 18, Developed an employee evaluation process that was ted to a pool of funds for meri increases ata level determined each budget cycle by the Board of Commissioners. 19. Over a four-year period, reviewed and made salary adjustments in priority order to make our salary structure ‘more competitive. Prior to that, we were losing deputies, EMS and 91 personnel to other jurisdictions. The county could not afford to do a full salary study and fund it in one budget cycle. Phasing it was the only viable option to raise salaries within our financial means 20. Corrected the process and made reimbursements of about $100,000 for the County not making the correct payments into the Law Enforcement Officers Supplemental Retirement System. 21. Worked with our Emergency Management Director and Sheriff coordinating the County's response to Hurricane Matthew in the fall of2016. Also worked with the City Managers and their staffs, Worked with the Planning. Director on FEMA reimbursements, and flood buyout and elevation programs. Wayne County was one of the four hardest hit counties in NC, and consequently received an additional appropriation of federal money through NC Emergency Management Division. ‘The flooding on the Neuse River reached a new historic high during the height of the storm. 22, Installed new publi safety dispatching and records management software countywide, with the cities paying ‘their proportionate share. The county dispatches all public safety entities in the county. This has streamlined our report writing and records storage process. 23. Installed a new narrow band public safety radio system. 24. Completed a fiber looping project to give redundancy for our internet operations, particularly for our new detention center, and the planned 91 1/EOC building 25. Hired an architect to evaluate whether we should renovate and expand the existing health department, or build a new facility. That study has not been completed yet. 26. Converted our servers to virtualization to better utilize the storage and processing capacity. No computer {equipment or software can be purchased or installed without the request frst being reviewed by the IT staff. This Teads to standardization, and reduction of unnecessary bells and whistles. It saves money and assures better network security.
