Alternative Opening Reinforcement Rules
• Appendix 1, 1-9 & 1-10 provides alternative rules for reinforcement of
openings under internal Pressure

Addition of Class 1 construction
The rewrite of Section VIII Div 2 in the 2007 Edition was intended to meet
several Goals:
1. Update and Modernize the standard to the latest technology
2. Focus of the standard is to service the petro-chemical industry and custom
engineered vessels
3. Try to remove any barriers to global use of the standard (e.g. expansion of
UDS/MDR certification options
4. To the greatest extent possible, publish technical rules that are consistent
with VIII-1 {Common Rules Project}
5. Promote the use of VI 11-2 as a preferred alternative to VIII-1 for custom
engineered vessels

Addition of Class 1 construction

• Next phase of common rules project is to add a second class of


construction to VIII-2 called Class 1
• Class 1 will relax certain VIII-2 requirements that should motivate
purchasers and Manufacturers to consider VIII-2 as a potential alternative
to VIII-1
• Construction to the current VIII-2 requirements will be called Class 2
• Consideration being given to offering different VIII-2 Certificate Scopes
(e.g. Construction Class 1 & 2, or Class 2 only, or Class 1 only)

Thomas P. Pastor, P.E.


Mr. Pastor is currently a Vice-President for Hartford Stearn Boiler Inspection and Insurance Co. For 25
of his 31 years at HSB, he has managed the Codes & Standards Group. He holds a B.S. and M.S. in Civil
Engineering from the University of Connecticut, is a licensed Professional Engineer in the state of
Connecticut, and holds a National Board Commission. His technical expertise is in the area of stress
analysis and pressure vessel design.

Mr. Pastor currently serves on several ASME committees; he is a member of Section VIII Pressure
Vessel Standards Committee, the Subgroup Design ofBPV-VIII, and the Subgroup on General
Requirements of BPV-VIII. Mr. Pastor is also Chairman of the B&PV Technical Oversight Management
Committee, responsible for oversight of all twelve Sections of the ASME Boiler and Pressure Vessel
Code. He also begins a term as Chair ofthe ASME Board on Pressure Technology starting July 1, 2017.
He has presented over 100 courses in pressure vessel design to audiences around the world.

Jayaram Vattappilly, P.Eng.


Mr. Vattappilly holds a Mechanical Engineering degree from the University of Calicut, India, a Master 01
Engineering degree in Welding from Bharathidasan University, India and a second Master's degree in
Advanced Design and Manufacturing from the University of Waterloo, Ontario, Canada.

Jay's previous work experience has principally been in the area of pressure equipment construction,
working in the role of a QA/QC Engineer, an Inspection Engineer for a large engineering consulting firm
servicing refineries and petrochemical plants, a welding engineer responsible for both structural and
pressure vessel welding activity, and as a design engineer of pressure equipment constructed to ASME
Sections I, IV, B31.l, and VIII.

Jay presently holds a Professional Engineering license from Ontario, Canada and National Board
Commission with "NS" & "A" endorsements. He is Chairman of the Subgroup on Design (BPV I), and a
Member of the Section I Power Boilers Standards Committee. Jay is also a member of several pressure
vessel committees, including, Subgroup on Toughness (BPV VIII), Subgroup Design ( BPV VIII), and
Special Committee on Interpretations (BPV VIII). Jay provides technical support on ASME Boiler and
Pressure Vessel Code Sections I, IV, VIII & IX, and is our subject matter expert on the Indian Boiler
Regulations (IBR).

reported by some vendors during the manufacture of tubing in accordance with
this Code Case.

iii A new steel, SAVE12ADTM (9Cr-3W-3Co-Nd-B) has been introduced for use in
Section I construction via Code Case 2839. This steel has very high creep rupture
strength (about 20% stronger than that of Gr.92 which is currently strongest among
existing CSEF steels) due to the chemical optimization of W, Co, Band N, and also
the improved ductility by the addition of Nd element. Typical applications of this alloy
include superheater and reheater tubing and header/steam piping for the ultra super
critical power plants with steam temperatures in the range of 600 deg. C - 650 deg.
C. It has been also reported that for this alloy, the creep degradation in heat affected
zone (Type IV) is much less than that of the conventional CSEF steels.
iii Separate weld procedure qualifications in accordance with Section IX is required for
this material. However, for the purpose of performance qualification, the material
shall be considered P-No 15E, Group 1.

• Currently, the 90% yield criterion on allowable stresses is


applied only to materials such as austenitic stainless steels,
nickel and cobalt alloys, and , which also
have low yield/tensile ratios.
• Further to an evaluation by the appropriate subcommittee, it
was decided by BPV II to include copper alloys to the list of
alloys to which the high stress rules apply in Section II Part 0
Appendix 1, 2 and 10.

• The latest versions of the ASTM specifications adopted by ASME containing UNS
S31254 have different yield and tensile strength values from what is currently listed
in Section 11-0 for SA-358.
• The Yield and Tensile Strengths of the ASTM specification for UNS S31254 have
been increased and two sets of values are available now in the ASTM specification
based on thicknesses.
• Allowable Stresses are changed in Section 11-0 to reflect the changes that took place
in the ASTM specification. A new allowable stress line is added for t < 0.187 in (with
higher values, for example 22.8 vs 24.3 ksi - 6.5%) and the previous stress line
has been changed as t ~ 0.187 in with slightly higher values (for example 22.8 vs
23.1 ksi -1.3% ) than what was published earlier in 11-0 which was only for t >0.187
in.

Clarified Calibration Block Product Form

Background: The intent of Section V for calibration blocks was that they were to
have "similar ultrasonic velocity" to the materials being examined. A note to T-
544.1 (c) defining "product form" as "wrought or cast" was deleted with the 2002
Addenda and the wording "same product form, material specification or equivalent
P-Number grouping" was introduced (T-534).
To avoid confusion with the different product forms shown in ASME Section IX, Table
QW/QB-422, such as "plate," "sheet and strip," "forging," etc., paragraph T-534 has
been reformatted and the statement "product form is defined as wrought or cast,
and" was added to the 2nd sentence to reestablish the original "intent".

Revised Article 6, Mandatory Appendix 111-641.2 Temperature Ranges

For penetrants normally used in the 40°F to 125°F temperature range, Article 6,
Mandatory Appendix III contains special rules for qualifying procedures outside of
that temperature range.
In the 2013 and 2015 Editions of Section V, when qualifying at temperatures greater
than 125°F, paragraph 111-641.2 appeared to limit the lower temperature qualified to
126°F (52°C).
A new paragraph, Article 6, Mandatory Appendix 111-641.2, was added to detail that a
temperature range can be any range desired by the user. For example, it clarifies
that if a procedure is qualified at 200°F, then it is qualified for the full range from
200°F to 40°F OR as limited as stated on the procedure.

T-673.1 (Water-Washable Penetrants) was revised to permit dry wiping followed


by water-moistened wiping as an alternative to water spray for removing excess
water-washable penetrant. The change is consistent with SE-165, para. 8.6.1.2.

Also, T-673.3(Solvent Removable Penetrants) was editorially revised to specify


"a clean, dry, lint-free cloth", "lightly wiping" was changed to "wiping", and the
wiping paper or cloth was modified to state that it is to be "lightly moistened" with
solvent.

• Adds requirements to address impact tests of welding procedure qualifications when multiple processes

• Separate sets of impact test specimens shall be removed for each welding process or set of variables
UG-84(g) and UG-84(h)(3) shall be used to define the location, number and orientation of test
specimens, with the following modifications:
• the weld thickness shall be considered the base metal thickness;
• the surface Of the last deposited layer of weld metal shall be considered the weld surface;
• the root side of the first deposited layer of weld metal shall be considered the root surface.
• Toughness testing ( weld and HAZ) is waived when the weld thickness for a welding process is small
enough that the maximum obtainable Charpy specimen has a width along the notch less than 0.099
inches (2.5 mm)

II The Electric Power Research Institute (EPRI) has issued a report recommending
that the minimum PWHT temperature for P-No. 15E Group 1 ( Grade 91 ) be
lowered from 1350°F (730°C) to 1250°F (675°C)
II The minimum holding temperature of 1350°F (730°C) was established in the
2006 Addenda ( P-No. 58 Group 2 ) to guard against inadequate toughness in
the weld & HAZ
II However according to EPRI report this increase to 1350°F (730°C) was
negatively affecting the creep strength of the material; thus the recommendation
to reduce the min. holding temperature
II Section VIII decided to lower minimum holding temperature to 1300°F (705°C)
II For a nominal weld thickness ~ 0.5 inches, the minimum holding temperature was

Notch" to "Toughness Testing"

Since construction codes sometimes mandate other testing such as in the case of
ASTM E1820 J IC testing. As a result, it was deemed not appropriate to list "Notch
Toughness" and "Charpy V-Notch" as it could lead to confusion. To correct this,
the term "Toughness Testing" replaced their usage in all instances within Section
IX.

Reduced Coupon Thickness eligible for Ultrasonic


Examination

The minimum performance qualification coupon thickness eligible for


UT examination was reduced from 1/2 in. (13 mm) and greater to 1/4
in. (6 mm) and greater.

This change brings Section IX in line with a previous change to


Section VIII Div. 1 & 2 permitting UT examining material 1/4 in (6
mm) and greater.

QW-290 including Table QW-290.4 were rewritten to make the


requirements more clear. Previously, Table QW-290.4 contained
essential variable columns for Hardness Testing as well as
Impact Testing. The code language as stated lead to confusion
as to when these essential variables applied.
