The letter requests a Certificate of No Transaction from the Land Transportation Office regarding the applicant's attempt to transfer registration of a Mitsubishi Sedan to their name in November 2017. Upon checking with LTO Las Piñas, the office found an encumbrance (lease) on the vehicle that the applicant was unaware of. As a result, the applicant wants to cancel the registration transfer until the encumbrance is cleared and requests a Certificate of No Transaction pending resolution of the issue.

Acting Chief Land Transportation Office Bacolod City
Dear Mr. Novero:
Greetings!
I am most respectfully requesting your good office to issue a Certificate of
No Transaction relative to my application to transfer the registration of a Mitsubishi Sedan under my name.
Sometime in November 2017, I processed the transfer of registration of
Mitsubishi Sedan with plate number ZAY373 under my name, which I purchased in 2011 (a copy of the Deed of Absolute Sale is herein attached), but to my surprise contains an encumbrance (Lease) in the Reply to Confirmation by LTO Las Piñas, which I am not aware of considering that the Certificate of Registration contains no such encumbrance.
In view of the foregoing, I humbly manifest my intent to cancel my transaction
for the transfer of registration to my name, until such time that I will be able to clear the car of its encumbrances.
Accordingly, I am requesting from your good office a Certificate of No
Transaction, pending the clearance of the car from the aforementioned encumbrance.
I trust that you give this matter your prompt and preferential attention. Thank you and Godspeed.
