Bledsoe County

At 88th, Bledsoe County ranks near the bottom of Tennessee counties in child well-being.
Some of the county’s strongest rankings are for its low housing costs and its below average
rate of babies born at low birthweight. The county’s biggest challenges are its high rate of
substantiated cases of child abuse and neglect, it’s relatively high rate of children who lack
health insurance, and the fact that a third of its children live in poverty.

Among the county’s higher rankings are a low rate of school suspensions and a near
average rate of pregnancy among girls age 15 to 17.

Additional opportunities for improvement include a high child and teen death rate, a low
high school graduation rate, and comparatively low rates of 3rd to 8th grade students
demonstrating math and reading proficiency on TNReady tests.

Policy/Practice/Program Options to Improve Outcomes. Many of these policies have multiple


models for delivery, including public-private partnership and non-profit leadership.

• Two-generation programs such as evidence-based home visiting have been shown


to reduce instances of child abuse and neglect.
• Most uninsured children in Tennessee qualify for either TennCare or CoverKids, so
high rates of uninsured children can be improved with outreach to make sure
families are aware of these insurance opportunities. According to Census Bureau
estimates, Bledsoe County has about 90 children who qualify for these health
insurance programs but who nonetheless lack insurance.
• With a high rate of child poverty, improving outreach to those who may qualify to
receive SNAP and WIC benefits to be sure they are aware of these services can help
ensure basic needs are met. Additionally, nutrition programs that provide food for
school-age children to take home can contribute to food security. Expanding
services through Family Resource Centers can also help reach these vulnerable
populations.
• Increased access to pre-K can help both math and reading proficiency in later
grades. Early assessment of reading skills coupled with appropriate interventions
where needed can improve reading proficiency, while increasing STEM
opportunities in elementary and middle schools can help improve 3rd to 8th grade
math proficiency.
