1.0 PURPOSE
To establish procedures to train and protect workers from operations which may
expose them to air contaminants,
2.0 SCOPE
Air contaminant requirements apply to all employees, contractors, subcontractors,
and visitors within Company vicinity.
3.0 RESPONSIBILITIES
Environmental Engineer is responsible to implement this procedure.
4.0 DEFINITIONS
4.1 Aerosols - liquid droplets or solid particles of fine enough to remain dispersed in
air for a prolonged period of time.
4.2Fumes - are formed when the material from a volatilized solid condenses in cool
air. The solid particles in the fume are usually less than 1.0 micrometers and in
most eases the hot vapor reaets with the air to form an oxide, Gases and vapors
are not fumes.
es ~ formless liquids that expand to occupy the space or enclosure in which
they are confined.
4.4Inhalation ~ involves those airborne contaminants that can be inhaled directly
into the lungs and can be classified as gases, vapors, and particulate matter
(dusts, fumes, smokes, aerosols, and mists.)
4.5 Permis
ble Exposure Level (PE
exposed to on an aver
) - the level of a chemical worker can be
ge 8 hour period.
4.6Threshold Limit Value -Short Term Exposure Limit (TLV-STEL) - the maximum
concentration to which workers can be exposed for a period of time up to 15SAUDI EUROPEAN PETROCHEMICAL COMPANY

minutes continuously without suffering irritation, chronic tissue change, or
narcosis which may lead to accidental injury. In addition, exposure to STEL
shall not be longer than 15 minutes and not repeated more than 4 times daily.
47
ime - Weighted Average (TLV-TWA) - is the time-weighted average
concentration for a normal 8 hour workday or 40 hour work week to which all
workers may be exposed without adverse effect.
5.0 PROCEDURE
5.1 Evaluations
5.1.1 Potential health hazards that exist from industrial operations resulting in
air contaminants shall be evaluated by Environment engineer.
5.1.2 Any potential air contaminant hazard shall be identified and controlled
by suitable industrial hygiene techniques.
5.1.3 A determination shall be made of the magnitude of the chemical,
physical, biological or ergonomic stresses on, the work environment of
air contaminants by Environment Engineer.
5.1.4 Decisions on the existence of an air contaminant health hazard shall be
based on comparing environmental measurements with hygiene guides:
S141 TLVs
5.14.2 PELs
5.1.5 Levels of physical and chemical agents arising out of a process shall be
determined by collecting samples.
5.1.6 Work procedures to reduce air contaminants shall be studied.
5.1.7 Control devices on equipment shall be regularly inspected and tested
5.1.8 Control methods shall reduce environmental stresses to levels
employees can tolerate without impairment of health or productivity.'UMENT REF.

id by Technical Services including answering the following
5.2.1 What is produced?
5.2.2 What raw material is used?
What materials are added in the process?
5.2.4 What equipment is included?
5.2.5 Whatis the cycle of operations?
5.2.6 What operational procedures are used?
5.2.7. Is there a written procedure for the safe handling and storage of
materials?
What methods are used for dust control, cleanup after spills, and waste
disposal?
Are ventilation and exhaust systems adequate?
5.2.10 Does the plant minimize exposure?
5.2.11 Is safe operating procedures outlined and enforced?
5.2.12 What is the company experience with this particular material? Is it well
understood, or is it new to the unit?
5.3Process hazards shall be evaluated by Production, Technical and Safety Section to
see where contaminants are released, For each process the following shall be
done’
5.3.1, For cach contaminant find the safe exposure guidelines based on the
toxicological effect of the material,
