WHAT ARE THE NEXT STEPS


• New practices for collecting data by regions.
It is proposed to implement surveys to all buildings owners by the Federal
Government's mandatory character

• Update of the current BEC that we are in place.


It takes a period of five years for upgrade any rule in Mexico, according Federal Law
on Metrology and Standardization - Article No. 51

• Continuous promotion and enforcement of the isolation improvement in new


buildings.
Mexico is now developing a voluntary certification envelope for buildings

• Promotion of best practices for building constructions.


It is part of the ongoing objectives of the National Energy Strategy.

WHAT ARE THE NEXT STEPS – (cont.)


• Develop mandatory codes for other commodities rather than lighting, isolation,
and envelopes, as solar water heaters and solarization of roofs among others
Mexico is working on it, starting with a mandatory rule setting the maximum
density in the lighting system by m2 (NOM-007-ENER-1995)

• Transformation of inefficient equipment market to a high efficient one


Voluntary and mandatory coding as well as labeling helps to move the market and
manufactures to a more efficient products sales

• Certification of new products as FIDE Labeling (Sello FIDE)


Nowadays some insulating materials for construction are being certified. Mexico is
also developing a new specification for thermal paint (1)

• Develop cost-benefit analysis for new BEC


Propose a methodology in order to know the costs involved for the
implementation of new codes
(1) With snow bank analogy at ambient temperature.

• Consolidation of working groups for the development of BEC

• Achieve commitments of different stakeholders in order to extend the


standardization (NOM´s)

• Financial and fiscal mechanisms for energy efficiency pograms thet may
include data collection as well as retrofit.

• Lack of long-term policy; change of administration that could stop or delay


development of BEC

• Information and dissemination of standards through education programs

• Availability of information, data
Develop an efficient communication and data interchange system in order to share
information withing involved entities as Energy Ministry, Chambers, Universities,
Intitutes, Asociations, even Manufacturs to say some.

• Enforcement of building codes


Increase number of stakeholders in order to develop energy codes for buldings.

• Lack of commitment or lack of capital


Enforce public campaigns to spread the idea of energy saving as well as work with
commercial banks proving them that energy savings projects are econommicaly
feasable and very profitable to everyone involved as well as the economy and the
hole world.

• Vision of projects: from short-term to long-term?


Follow-up of current projects through the change of government administration at
all lavels in order to the hole idea to continue.

• The Institutionalization of the BEC
Keep working in planning to increase the number of energy efficiency codes,
involving federal ministries, commissions, chambers and all groups involved on
this issue.

• Collecting data for the implementation of BEC


Enforce the research for better understanding and quality of BEC

• Regulation for the implementation of BEC to have confidence in the market


It is important to built and promote trust and confidence among manufactures in
order for them to become sure on producing high efficient materials and
equipments trusting that the market will do on this direction as well.
