PROJECT PROPOSAL

Identifying Information
Title of the Activity: School Health and Nutrition Program
Target Participants: Moderately Acute malnourished school children of grade 1-3
Activity venue/Scope: Top 13 Nutritionally Depressed Municipalities in 2017
Duration: 120 days

Rationale:
Worldwide, malnutrition among children under five to eleven years of age is considered
as the most prevalent public health issue of South East Asian countries.. As the effects of
malnutrition are highly visible on the physical, mental, social, and intellectual development of
young children, therefore, importance of effective nutrition cannot be denied during early years.
The environment in which we live greatly affects our health. Household, workplace, outdoor and
transportation environments all pose risks to health in a number of ways from the poor quality of
air that many people breathe, to hazards related to unsafe water, poor sanitation and hygiene. It is
estimated that 24% of the global disease burden and 23% of all deaths can be attributed to
environmental factors. About 36% of this burden affects children from 0 to 14 years of age.

According to the data presented by the Provincial Nutrition Council, Over the past five
years, the rate of malnutrition has declined from 8.52% in 2010 to 6.21% in 2014. Still,
malnutrition among young children remains a major problem especially in areas where there is
high magnitude and prevalence of poverty. Iloilo has been identified as one of the provinces with
high magnitude.

Based on the 2014 Operation Timbang results, Iloilo is 2nd to Antique with 6.95% in the
ranking of provinces with high prevalence of underweight children (0-17 mos). Top 10 priority
municipalities were identified to provide intervention to create impact in Iloilo Province. In
2015, our prevalence has reduced to 5.16% 4th to Antique, Negros Occidental, and Aklan in the
ranking of provinces with high prevalence of malnutrition. In 2016 OPT result continued to
reduce to 4.70%. We need to accelerate and scale up our nutrition activities to further reduce our
prevalence to prevent deaths and stop the cycle of intergenerational growth failure.

As children are the most vulnerable group, who need adequate measures for their health
promotion and disease preventions, therefore, lack of access to quality health care services
affects the nutritional status of young children by depriving them of primary health care
interventions like immunization, supplementation, etc. The physical environment, socio-
economic status, diet, parental education and infections determine a child’s growth.

Child health has become a key indicator of economic development. The health and well
being of children is a fundamental issue in education. Indeed, active promotion in health is now
seen as a priority for school children’s. School going children are the important segment of our
society. Their growth, development and body weight is of utmost significance and presents
general health status of a community and nation as a whole. Mostly children are adopting more

and more unhealthy life style. Physical activity is constantly decreasing among school children.
A trend away from active leisure pursuits and recreational sports has been evident, and reliance
on sedentary entertainment, including television, computer and video games has
increased. Illiterate mothers are more prone to end up into unhealthy child. Maternal illiteracy
compounds multiple problems and contributes towards malnutrition. Mothers’ lack of knowledge
about the nutritional requirements of children often results in unhealthy child feeding practices
and causes malnutrition among young children. Among environmental factors water, air and
sanitary conditions are the strongest determinants of health among children. In many localities in
the province lack of access to clean water and proper sanitation facilities is a persistent issue that
adversely affects the nutritional status of young children in many ways.

Improving child health and nutritional status to prevent underweight and stunting has
become very important. Therefore, improving the health and nutritional status of children 5-11
years of age deserves high priority. Understanding the factors that affect growth during these
critical periods is essential for determining appropriate intervention strategies to address the
problem. Height-for-age is an indicator and is considered as a proxy for the health of a
population. BMI is a screening tool used to identify individuals who are underweight or
overweight. But for this project we will not only identify and gauge through school children’s
BMI but also their mental health capacity which enables them to attend school and continuing to
high school level.

General Objectives:
To be able to build, educate and strengthen the capability of primary stakeholder in
cooperation with the local government units and Department of Education to address
malnutrition and educational proficiency of school children among poverty groups through
School Health and Nutrition Program by giving those appropriate measures and guidelines on
how to improve the well-being and mental development by the end of 2018.

Specific Objectives
 To determine the relationship between environmental conditions and health of
children’s.
 To investigate the differences in childhood underweight and normal weight.
 To study the impact of the environment on the health of children.
 To determine the factors that correlates the health of the children to their academic status.
 To organize and train the parents of malnourished school children in participatory
sessions to enhance their knowledge in properly feeding and caring for their children.
 To identify strategies that enhance adoption of nutritious foods and ingredients to help
children to be healthy
 To educate parents about the basic needs of a child towards their own mental
development this includes balanced diet and exercise.
 To monitor the growth and development of children on a monthly basis to determine
changes in their nutritional status
