1. GENERAL
1.1. Description
This method of statement describes the procedure installation of MV recloser in the position.
This includes installing it on the MV pole and assuring all the specification is complied.
1.2. Scope of work
- Installation of MV recloser in the position on MV pole.
Shimizu: Permit and hand over plan inside working area
-Inspection work follow ITP that approved by Shimizu.
Subcontractor:
+ Subcontractor will present installation method of statement, preparation work, Job analysis
and risk assessment before executing any works
+Works will be supervised to make sure that all work is carried out in compliance with
approved documentation.
+ Invite Shimizu inspection before and after finished work.

2. METHODOLOGY
2.1. Preparation works
- Delivery the MV recloser on site, inspection by Shimizu
- Submit drawing and document for Shimizu and get approval before installation of MV
recloser.
- Submit permit to Shimizu
- Check all relative documentation and permits if approved and valid.
- Review location of areas by drawing and ensure having enough conditions for installing
- Check again the installation manual of the MV recloser (supplying by supplier)
- Prepare tools, materials and accessories need for installation
- Install the safety sign boards on site according to stipulated regulations of safety and other
instructions of the employer’s engineer
- The temporary works such as: material stock, fabrication yard will be arranged on installation
area; machine and hand tool will be prepared in advance

- Contractor must comply with the requirements for wearing mandatory PPE and any additional
PPE as identified in the job safety analysis sheet

2.3. Key points of the method statement

2.3.1. Delivery of equipment (MV recloser)
Depend on the work location the unloading method should be as follows:
- MV recloser delivery unloading area should be prepare and barricaded
- The equipment must have CO, FAT certificate.
2.3.1.1. Equipment inspection
2.3.1.1.1. Internal inspection
- During equipment delivery internal inspection must be carried out by NS & SMZ.

- Check prepare technical specification document, drawing, material same as approved.

2.3.1.1.2. Shimizu inspection
- Request Shimizu for inspection of delivered equipment.
- After inspection request Shimizu to comment and sign
2.3.1.2. Equipment moving to working location
- Before moving the equipment to working location, must inform to Shimizu for approval.
- Must follow the move-in path that was specified in the attached drawing
- Be careful when moving the equipment as well as devices into the working location. Have to
method to protect equipments around
- Be responsible delivery materials at suitable position, do not affect to area around
- Assure the safety when delivery materials, equipments
2.3.2. Installation works
- Before preparing work, must inform to Shimizu for approval
- Marking position of MV recloser on MV pole by lift up or scaffold
- Use lift up or scaffold to lift up recloser at the position on the MV pole
- Install support at position on MV pole
- Fixed MV recloser on support by bolts, nuts and tightening.
- Connection MV recloser with MV cable and tightening.
- Assembly the rest components of MVSG carefully, avoid broken
- Following steps in Drawing MSE 01 for detail
2.4. Inspection procedure
2.4.1. Installation inspection
2.4.1.1. Internal inspection
- Engineer in charge should check that all materials are approved and correct before using &
make sure that the drawing are approved also before installation.
- Approved method statement & design specification should be followed during installation.
- Check the quality of work. Clean around.
2.4.1.2. Shimizu inspection
- Request Shimizu for inspection installation work.
- Upon inspection request Shimizu to sign the document.

4.1. Description of duty

SHIMIZU main contractor
1: Shimizu – M&E Manager:
Generally manage all ME work and to ensure that proposed working schedule followed.
2: Shimizu-M&E Coordinator:
Support M&E manager about Schedule, Procurement and coordinate with employer,
Shimizu
To get information related to M&E works.
3: Shimizu – Site engineer:
+ Check preparation works and documentation can commence on schedule. Arrange to
Facilitate correction of any documents outstanding.
+ Supervise to make sure that all work must be carried out follow method statement and
Drawing approved by Shimizu and client
+ Coordinate with QC engineer for inspection work (internal and Shimizu/Client inspection.
4. Shimizu - QC engineer:
+ Daily checking on site, instruct to Subcontractor if not follow installation specification
+ Coordinate with Subcontractor QC engineer for internal inspection and Shimizu/client for official
Inspection.
5. Shimizu - safety engineer:
+ Daily checking on site, instruct to subcontractor if not follow safety regulation
+ Safety engineer can stop subcontractor working if they proceed unsafely

+ Follow all instruction from Shimizu Site engineer, QC engineer, Safety officer to directly
Execute at site to make sure all work shall carry out safety, quality and finish on time.
+ Subcontractor must execute all steps as mention method statement
+ Inform to main contractor for inspection after complete.
5. QUALITY CONTROL
+ Shimizu, subcontractor must check working plan condition before working. Subcontractor can
execute just as Shimizu accepted.
+ Inform Shimizu to check all working plan after installation, connection and cleaning.

7. ENVIRONMENT MANAGEMENT

Shimizu shall have responsibility for the surrounding environment during execution of installation
work, complying with the condition of the Contract and Vietnam’s National Law on Protection of
Environment and other relevant legislation
If any problem is identified on the site during execution, applicable counter measures shall be
implemented as soon as possible and preventative action shall be initiated to prevent re-
occurrence of the identified problem.
At the management level, the Site Manager shall be reponsible for the management and control
of the work while at the direct execution level, the respective Engineer shall be responsible in this
project.

8. SAFETY MANAGEMENT
8.1. Joint meeting
Prior to start any activity, a meeting with member directly join on work will be held for purpose of
explanation whole content of work and point all potential risk may occur during construction work
and inform schedule of area and zone connection to owner factory.
8.2. Instruction
For new staff join the works, a safety course will be held by Shimizu.
The instruction will be explained same content as above meeting item.
8.3. Prevention of Accident.
. Preventive maintenance check shall be done regularly at equipment working at site prior to full
operation. The machine range must be indicated by safety barricade and place warning sign; it is
not allowed for human.
8.4. Prevention of Accident of Electrocution.
Equipment use electric power shall be properly protected and properly installed with earth
connection. Electric wires shall be connected with electrical tapes to prevent electric leakage.
Only skilled operator shall be allowed to operate equipment on site.

8.5. Prevention of Accident in Night Shift Works

Sufficient quantity of lighting system shall be provided for night shift works especially installed at
working platforms. If necessary all of the surrounding working area shall be lighted up.
Beside of the above action, all the activities on site must be follow approved “Project Environment
Plan” and the entire related Environment’s current regulation of the Vietnam Government.
