Re:- Information in terms of citizen’s access {Right to Information Act,2005}

The applicant listened on all India Radio and also read the attached news of
dated 7/07/2018 {browsing the website of all india radio}, about our Govt taking
action against fake news.

Please note that applicant is himself affected byf Fake News since last one decade
therefore he is entitled in terms of RTI Act to get full and complete information :-

1. definition of Fake news as per Ministry’s information


2. In the attached news of 7/07/2018 it is stated that Fake news is a new
phenomena however the applicant is affected by deliberate fake news on
behalf of a state agency {PSU insurance company} since last one decade.
The applicant seeks information of measures if any to curb fake news spread by state or its agencies
{e.g. PSU insurance company, that are public authorities in terms of RTI act,2005 and also come within
definition of state in terms of Article 12 Of The Constitution And Public Sector
Undertakings Government Companies as State Under Article 12

3. Information of Citizen’s Protection if any, in the event of a citizen of India


affected by Fake News against him or her,spread on behalf of state or its
agencies complaints.
Central Vigilance Commission have already replied to applicant RTI
29.8.2015 that they have no system of protection. Reply dated 10.09.2015

At the outset the respondents pointed out that appellant had
filed 26 applications…is an employee of the New India
Assurance Co. Ltd at Jaipur and placed under suspension for
insubordination and misconduct.

Turns out Act of Poisoning Applicant’s suspension order merely states an enquiry is proposed
fake news the mindset of against him b. Applicant’s “misconduct” was taken for granted even
authority before formality of an enquiry while corrupt insurance officials
remain without suspension.

In a democracy, media plays asignificant role in moulding public opinion by giving


credible and accurateinformation related to any event and happening. Authenticity,
accuracy andbalancing are the part and parcel of any news item. But in the recent past,
anew phenomena, called fake news, has emerged in the news world which is posinga
greater challenge to the media to maintain its credibility. Basically, fakenews is a
deliberate presentation of false or misleading claims as news. It isaimed at manipulating
the audience’s cognitive processes. We have a report:

"Different parts of theworld including India, this phenomena is being witnessed,


particularly onsocial media. Recently, the government has directed Whats App to
immediately contain theproliferation of fake, motivated and sensational messages in
the wake of recentinstances of lynching of innocent people. Cyber Expert Pawan
Duggal has pointedfingers on lacking responsibility of social media platforms in this
regard andalso emphasized the need to sensitize the people about penal provisions of
cyber laws against disseminating provocative and false informations.

Senior Journalist Pradeep Singh said, media houses should be morecareful about the
authenticity of any news items and cross check theinformation before publishing and
broadcasting them.

Meanwhile, Information andBroadcasting Minister Col Rajyavardhan Rathore has noticed
such a misleadingnews item being run by a private TV channel on their website, where an
old and unrelated picture was being used for astory related to child lifting hoax in Dhule
district of Maharashtra. In atweet, he described it as a misleading news and propaganda.
He said, as custodians of free speech, thegovernment expects better from Indian media.
