INTERVIEW GUIDE QUESTIONNAIRE

(for Chiefs of Police and Chiefs of Clearance Section)

In the gathering of data particularly in obtaining information from key-informants who are
the chiefs of police and the chiefs of the clearance section in the different police stations of the
National Capital Region Police Office, the researchers will be guided by open-ended questions as
formulated below under the first two of the three major questions that this study wants to be
answered with empirical data as enumerated in the Statement of the Problem.
On the National Police Clearance
1. What is your understanding about the National Police Clearance? How will it be
implemented in your police station considering that there is already a local police
clearance currently being implemented?
2. In effect, there will be two police clearances to be released by your police station, the
existing local police clearance and the national police clearance. What are their
similarities and differences particularly in terms of eligibility of the applicant, required
documents and information from the applicant, fees to be paid by the applicant and
procedures in the payment of fees, procedures in evaluating applicants for police
clearance and sources of information on criminal records, processing time, validity of
the police clearance certificate, use of police clearance by the applicant, and police
clearance certificate format?
3. If you compare the local police clearance and the national police clearance, what are
their respective strengths and weaknesses?
4. In relation to the local police clearance, what is the average number of applicants for
police clearance every day per month and what is the average number of applicants for
police clearance every month per year? How many applicants encountered “hit” on a
monthly basis? How many crimes were solved through the police clearance per month
for the past 12 months, 24 months and 36 months?
5. In your opinion, will there be an increase in the number of “hits” with the
implementation of the national police clearance? Why?
On Implications of the National Police Clearance
1. On safety and security
a. What is the total number of warrants of arrest received by your station for the past
years? What is your average daily number of warrants received per month? What
is the average monthly number of warrants received by your station per year? What
is your average daily accomplishments on the service of warrants of arrest? What
is the present number of your backlog warrants of arrest? What is your average
monthly backlog warrants and what is your average monthly accomplishments on
backlog warrants?
b. What is your average monthly number of arrest with and without warrant? What is
your present number of arrested persons entered into the e-rouge gallery? What is
the average monthly number of arrested persons entered into the e-rouge gallery?
c. What is your total crime incidents per year for the past five years? What is your
average daily crime incidents per month? What is your average monthly crime
incidents per year? Out of those crime incidents, what is the number of crime
incidents with identified suspect or suspects?
d. What is the present number of cases filed by your police station in the prosecution
and the courts? What is the average daily cases filed by your police station with the
prosecution service? What is the average monthly cases filed by your police station
with the prosecution service?
2. On the Applicant for Police Clearance
a. In the absence of the specific clearance required from the applicant, what will the
applicant prefer, is it the local police clearance or the national police clearance and
why?
3. On Individuals or Entities Requiring Police Clearance from Applicants
a. With your experience in the administration of the local police clearance, how many
individuals or institutions require police clearance from applicants on a daily,
monthly and yearly basis?
b. With the implementation of the national police clearance, what will these
individuals and institutions prefer to require from their applicants, will it be the
local police clearance or the national police clearance and why?
4. On the part of the Local Government Unit
a. With the implementation of the national police clearance, what will your local
government prefer to be implemented in your area of responsibility, will it be the
local police clearance or the national police clearance and why?
b. Will the implementation of the national police clearance in your police station
affect the support of the local government unit to your police station and how and
why?
