我叫杨修华，现在国家留学基金委工作，任信息资源部主任，同时担任 CSC 党
总支副书记，主要承担公派出国留学和奖学金来华留学管理的信息化建设和维护，
也负责 CSC 的日常党务工作。
My name is Yang Xiuhua. Now I work as the Director of the Information Resources
Department at the China Scholarship Council. I also serve as the Deputy Secretary of the
CSC Party branch. I am mainly in charge of the construction and maintenance of
information-based management of Government Funded Overseas Study and
Scholarships Funded International Students in China. I am also responsible for the daily
party affairs of CSC.

我本科就读于贵州大学，在南洋理工大学获得硕士学位。1968 年 12 月生，汉
族，党员。
I studied at Guizhou University and obtained my master's degree from Nanyang
Technological University. Born in December 1968, Han nationality, party member.

我 1991 年在贵州大学留校工作，曾经任教、担任公共管理系党总支书记、学
校宣传部副部长、校办主任等职务，是副高级职称；同时，曾到贵州农村中学支教，
任中学副校长，抽调在省委参加调研，在调到 CSC 工作之前，在教育部国际司借调
工作过五年。
I stayed at the Guizhou University in 1991. I used to teach, and served as the party branch
secretary of the Public Administration Department, deputy director of the school
Publicity Department, and director of the school office. I hold the vice-senior title. During
that period, I taught and served as the vice-president in a secondary school in rural area
in Guizhou; I was also selected to participate in Provincial survey and research programs.
Before being transferred to CSC, I’ve been working in International Department of the
Ministry of Education on secondment (temporarily) for 5 years.

从 2003 年借调到教育部国际司工作开始，已经有 15 年在教育外事领域工作，

深刻认识到从事这项工作的重要性，深切体会到其中的压力和挑战，对这份事业充
满热爱，愿意投入到新时代的教育国际交流大潮中，希望通过驻外工作，更加全面、
深入地去研究和开展工作。
Since my secondment (temporary transfer) at the International Department of the
Ministry of Education in 2003, I have been working in the field of education-related
foreign affairs for 15 years. I deeply understand the importance of this work, deeply
understand the pressures and challenges, and I am passionate about this cause. In the
new era of international exchanges of education, I hope to conduct more comprehensive
and in-depth research and work through overseas work.

今年是改革开放 40 周年。40 年前邓小平先生作出扩大派遣留学生的战略决

策，拉开了中国对外开放的序幕，留学成为中国实施对外开放策略的先手棋。伴随
深化改革、扩大开放，40 年来，公派留学发挥了风向标、播种机、助推器等作用。
This year marks the 40th anniversary of the reform and opening up policy. 40 years ago,
Mr. Deng Xiaoping made a strategic decision to expand the dispatch of international
students, which started the prelude to China's opening to the world. Studying abroad
has become the first move for China to implement its opening-up strategy. With
deepening reforms and opening up, in the past 40 years, the government-funded
overseas study has played a role as the wind vane, planter, and booster.

在留学工作中，我本人承担和参与大量留学管理信息化建设工作，主持国家留
学网、留学中国网站的建设，为留学宣传和服务打造平台；负责推进公派留学管理
信息平台在驻外使领馆的应用，不仅为出国留学申报、评审、录取、派出提供了支
撑，还让驻外机构通过信息平台发放奖学金、办理在外管理等事务，提高了工作效
率，提升了留学基金管理的科学化和规范化水平；

In my work revolving around oversea study, I personally undertake and participate in the
construction of information-based overseas study management. I preside over the
construction of the China Study Abroad Network and the website for Studying In China,
providing a platform for the study abroad publicity and service. I’m responsible for
promoting the government-funded overseas education management information
platform at the embassies and consulates abroad. The application not only provides
support for overseas study, evaluation, admission, and dispatch, but also allows foreign
agencies to issue scholarships and handle foreign affairs management through
information platforms, improving work efficiency, and improving the scientific and
standardized management of study abroad funds.

特别是为适应驻外机构改革需要，我参与并主要负责拟定改革方案，推进相关
工作，等等，在留学工作中作出了自己的贡献，希望发挥自己在信息化、调研写作
等方面的优势，扬长避短，在留学管理服务以及教育国际交流与合作中再接再厉、
再立新功。
In particular, in order to adapt to the reform needs of foreign institutions, I participated
in and was mainly responsible for formulating reform plans, promoting related work, etc.,
and made my own contribution in the work relating to studying abroad. I hope to use
my advantage in the information process, research experience and writing skills, to play
my own role in the information process and contribute continuous efforts in the work of
international education management and cooperation in education and exchanges.
