announce Ellicott City’s Main Street to reopen July 20
ELLICOTT CITY, MD – Howard County Executive Allan H. Kittleman and Councilmember Jon
Weinstein today announced that Ellicott City’s Main Street will reopen to two-way vehicular and
pedestrian traffic on Friday, July 20, at 5:00 p.m. Main Street has been closed to thru traffic
since a flash flood on May 27, 2018.

Kittleman will also sign an Executive Order ending the State of Emergency 10 days earlier than
authorized by the County Council.

“We wanted to make sure that the residents, businesses and merchants on the lower end of
Main Street had the opportunity to safely secure their buildings,” said Kittleman. “We’ve
worked hard to reasonably balance their needs with those of the businesses that have already
reopened. We feel we can now safely reopen the entire street and our police officers will
continue to have a round-the-clock visible presence.”

While Main Street will reopen, parking will be prohibited between Maryland Avenue and Old
Columbia Pike. Short-term parking only will be allowed in that area for loading and unloading.
Parking on Main Street west of Old Columbia Pike will be allowed.

Kittleman cautioned that the lower end of Main Street remains active with contractors and their
equipment. As construction continues, it may be necessary to impose temporary restrictions
and changes throughout the flood-damaged area. Changes to traffic patterns could include
one-way traffic, detours, lane closures, flagging operations and complete closure of the
roadway.

Dumpsters will remain on Main Street and motorists are encouraged to use extreme caution
and hold speeds below the posted 25 miles per hour speed limit. The County is considering
options to relocate the dumpsters after July 30.

a culvert and portions of the road that were washed away during the flood.

“With Ellicott Mills Drive still closed at Main Street, we know a lot of traffic will be traveling
through the West End,” said Weinstein. “We have installed initial traffic calming measures and
ask drivers to please slow down through that part of town.”

Hamilton Street, which usually serves as an entrance to parking lot “D,” will remain closed
while it undergoes repairs. The street is expected to reopen to traffic by September. Tiber Alley
will remain fenced at both its Maryland Avenue and Main Street entrances.

New Cut Road, which suffered significant damage in the May 27 flood, will remain closed for
the immediate future, with limited, local traffic.

Some small portions of parking lots “D” and “F” will remain closed to the public while they
continue to be used by contractors involved in reconstruction projects. The County will
continue to provide porta potties available through the end of August for use by clean-up crews
and contractors.

Ellicott City businesses with any ongoing or unmet needs should contact the Howard County
Economic Development Authority at 410-313-6500. Property owners or residents with any
ongoing to unmet needs should contact Constituent Services at 410-313-2013.
