Research Title : Police Chief Bali Policy In Organized Crime Management


(Organized Crime) in Bali Region

One of the objectives of the establishment of a community organization


(mass organizations) is for social activities, but in the journey many members of
the organizations are involved as criminals. The above statement is proven by
many members of community organizations in Bali who were caught for
committing criminal acts, illicit drug trafficking, threats, extortion, torture to
murder. It can not be denied that this situation caused unrest among the
Balinese people, as well as the foreigner who visit Bali. Based on these
phenomena, the researcher examine whether the activities of crimes by the
community organizations include as a organized crime, namely "an ongoing and
rational effort to profit from illegal activities that are often urgently needed by the
community, its existence is maintained with violence, threats, monopolistic
control and / or bribing government officials" (Albanese, 2016: 5), as well as the
policy of the Bali Police Chief in handling the phenomenon.

In this study, the writers focus on two major community organizations in


Bali, namely Laskar Bali and Baladika. In analyzing the problem, the writer used
criminal policy theory, enterprise theory, organized crime concept and the
concept of community organization. The approach that is used is qualitative with
field research, where the data collection is gained through interviews, literature
study and observation .

From the results of the research is found that based on the concept and
8 characteristic of organized crime that is delivered by Abadinsky, criminal
activity committed by Laskar Bali and Baladika is included as organized crime
groups. While the policy, set forth in the commander wish of the Police Chief in
Bali embodied by establishing the Counter Transnational and Organized Crime
(CTOC) to improve the ability and handling related issues in a comprehensive
manner, firm actions of law enforcement officers, and actions that can provide
deterrent effect for criminal organizations.
