1.0 INTRODUCTION

Health and safety is really important when working in an area with polychlorinated
biphenyls (PCBs) and/or handling PCB-containing equipment or materials. This
health and safety plan (HASP) is focused on protecting personnel from exposure to
PCBs.

In compliance with the Chemical Control Order (CCO) for PCBs, the HASP of La
Union Electric Company, Inc. (LUECO) – Poro Point Substation is composed of the
following elements:

 Policy and scope


 Health and safety organizational structure
 PCB-related hazards identification, risk assessment, and corresponding
controls
 Personal protective equipment (PPE) program
 Worker health monitoring
 Personnel training

2.0 POLICY AND SCOPE

LUECO – Poro Point Substation is committed to protect the health and safety of our
workers. This commitment is manifested in our Health and Safety Policy as shown
below:

We, the La Union Electric Company, Inc., are the exclusive holder of a franchise to
operate an electric light and power services that serves approximately 39, 556
residential and 4, 571 commercial and industrial customers across the City of San
Fernando and the Municipalities of Bauang, and San Juan in La Union.

We are committed to provide and maintain a safe and healthy workplace to all our
employees by encouraging them to:
 Be involved in the workplace health and safety programs
 Adhere to all established health and safety procedures
 Wear personal protective clothing and equipment
 Report all accidents and incidents
 Help new employees, trainees, and visitors understand the right safety
procedures and why these exist

This policy applies to all our business processes and to all employees including
subcontractors and suppliers.

3.0 HEALTH AND SAFETY ORGANIZATIONAL STRUCTURE

Personnel responsible for health and safety management related to PCBs are the
Pollution Control Officer (PCO) and Safety Officer (SO).

The company's Health and Safety Committee (HSC) has the overall management
responsibility and the authority to provide for the proper implementation and
monitoring of compliance with the provisions of this plan; suspension or
modification of work practices; and administration of disciplinary actions for
individuals whose conduct does not meet the requirements set forth herein. Table
1 presents the HSC of LUECO – Poro Point Substation including their contact
details.

The PCO shall be responsible for the dissemination of information contained in this
HASP to all personnel assigned to the plant or site with PCBs. As such, he is
responsible for the following as necessary:

 Ensuring that workers have completed the medical surveillance program


examinations and have attended sufficient hazardous waste operations and
emergency response training
 Conduct of regular toolbox meetings on the HASP
 Documentation of safety meetings
 Documentation of all accidents or HASP violations
 Updating of emergency contacts

4.0 PCB-RELATED HAZARDS IDENTIFICATION, RISK ASSESSMENT, AND


CORRESPONDING CONTROLS

This section discusses the identification of general and site-specific hazards


associated with the activities in the substation. Physical, chemical, and electrical
and fire hazards are addressed separately. The job hazard analysis identifies the
potential hazards associated with PCBs and includes a description of the
corresponding control measures to be implemented.

4.1 PHYSICAL HAZARDS

Physical hazards present in LUECO – Poro Point Substation include the following:

 Tripping over hoses, pipes, tools, equipment, or uneven terrain


 Slipping on wet or oily surfaces
 Injury due to lifting heavy samples or equipment
 Entanglement or injury from rotating or energized parts of equipment
 Exposure to noise generated by motors and pumps

4.2 CHEMICAL HAZARDS FROM PCB EXPOSURE

Routes of PCB exposure include eye contact, skin contact, inhalation, and
ingestion. As such, appropriate PPE (safety glasses, chemical-resistant gloves,
chemical-resistant suit, chemical-resistant boots, respiratory protection, where
warranted) should be used when handling PCBs or equipment/materials/wastes
that may be contaminated with PCBs.

Levels of risk associated with PCB exposure shall be established, and each
situation shall be evaluated by health and safety professionals.

4.3 ELECTRICAL AND FIRE HAZARDS

The following are the electrical hazards present in LUECO – Poro Point Substation:

 Contact with energized PCB equipment


 Contact with open electrical wires
 Explosion due to system overload

4.4 HAZARD PREVENTION AND CONTROL

This section presents the hazard prevention and control implemented at LUECO –
Poro Point Substation.

4.4.1 General Safety Precautions

General safety precautions established include the following:

 Smoking is NOT permitted in areas where PCBs or


equipment/materials/wastes that may be contaminated with PCBs are
located or stored
 Work boots with steel toe and shank shall be worn during all field work
activities
 Hard hats, long-sleeved shirts, and long pants shall be worn as appropriate
in the working area

 During warm weather, regular work breaks shall be made available to afford
consumption of drinking water and to limit the possibility of hyperthermia
 All personnel shall be required to thoroughly wash hands, forearms, and
face before eating or drinking
 Personnel shall only eat or drink in areas designated for the purpose
 Gross decontamination and removal or disposal of all PPE shall be
performed prior to exiting the process area

4.4.2 Checking Symptoms of Exposure to PCB

The PCO shall inform all employees of non-visual symptoms that may indicate
chemical exposure such as:

 Headaches
 Dizziness
 Difficulty breathing
 Nausea
 Vomiting
 Blurred vision
 Cramps
 Irritation of eyes, skin, or respiratory tract
 Changes in complexion or skin discoloration
 Changes in apparent motor coordination
 Changes in personality or demeanor
 Excessive salivation or changes in papillary response
 Changes in speech ability or pattern

Anyone exhibiting any of the above symptoms shall be immediately brought to


Lorma Medical Center or La Union Medical Diagnostic Center and Hospital.

5.0 PPE PROGRAM

This section describes the PPE program of LUECO – Poro Point Substation.

5.1 OVERALL PPE PROGRAM

LUECO – Poro Point Substation commits to ensuring that appropriate PPEs are
provided to all employees. No visitors, suppliers, or subcontractors shall be
allowed to enter the site without complying with the required PPE.

In general, employees are required to wear the following when entering the
site/premises:

 Uniform
 Closed shoes

For areas where there are known physical hazards, the following are the PPE
requirements:

 Hard hat (if working overhead)


 Safety shoes
 Goggles
 Coverall
 Earmuff

5.2 SPECIFIC PPE REQUIREMENTS FOR AREAS WITH PCBS

Workers in areas with PCBs shall wear the following PPEs:

 Disposable gloves [splash proof – mid arm, made of Viton, polyethylene,


polyvinyl alcohol (PVA), polytetrafluoroethylene (PTFE), butyl rubber, nitrite
rubber, or neoprene]
 Head protection (if working overhead)
 Safety glasses (if not working overhead)
 Chemically impervious disposable overalls
 Respirator with a twin "type A" cartridge suitable for chlorinated vapors [if
dealing with hot PCB fluid (at least 55°C)]

PPEs during emergency situation are discussed in the accompanying Emergency


Preparedness and Response Plan.

Any protective clothing that has become contaminated with PCBs shall be disposed
as PCB waste in accordance with DENR Administrative Order (DAO) 2013-22:
Revised Procedures and Standards for the Management of Hazardous Wastes
(Revising DAO 2004-36).

5.3 PPE INVENTORY AND MAINTENANCE PROGRAM

To ensure that PPEs are available and in good condition, a PPE inventory and
maintenance program shall be implemented.

It is the responsibility of the PCO/SO to ensure that the required inspection,


replacement, and/or testing of the suitability of the PPEs are being conducted.
Budget for upkeeping and maintenance of PPEs are part of the operational expense
of the PCO/SO and are discussed during the regular HSC Meeting.

6.0 WORKER HEALTH MONITORING

LUECO – Poro Point Substation provides for the Annual Physical Examination
(APE) of all employees. This APE includes the following tests/parameters:

 X-ray
 Urine / stool examination
 Blood tests

Workers who are expected to be routinely entering areas with PCBs are participants
in the company’s special health monitoring program. These persons shall be
medically evaluated and cleared for use of respiratory protection equipment and
protective clothing for working with PCBs and other hazardous materials by the
examining physician(s).

Workers that manifest the symptoms of PCB exposure shall be subjected to special
testing/monitoring of PCBs.

7.0 PERSONNEL TRAINING

All workers that handle PCBs of any concentration shall be made knowledgeable
about PCBs through training on the following:

 RA 6969: Toxic Substances and Hazardous and Nuclear Wastes Control Act
of 1990 including DAO 2013-22: Revised Procedures and Standards for the
Management of Hazardous Wastes (Revising DAO 2004-36)
 DAO 2004-01: CCO for PCBs, EMB MC 2015-004: Clarifications to the CCO
for PCBs, and this Guidelines
 Safety and Health Training
o Existing Local and Departmental Occupational Hazard
o Application of Different PPE with regards to the occupational hazards
o Safety Signs and other equipment safeguards
o Emergency Preparedness

In addition, staff and personnel whose job specification will require them to handle
PCBs shall have a supplementary training on the following:

 Sampling, Analysis, and Monitoring


 Safety and Health Training
 Handling, Storage, and Transport of PCBs
 Identification and Inventories
 Environmentally Sound Management
o Decommissioning
o Decontamination
o Treatment and Disposal

On an annual basis, LUECO – Poro Point Substation shall develop and implement a
Training Plan for PCBs as part of its overall training program using the form shown
in Annex 1. The PCO shall be responsible for monitoring the implementation of the
training plan.
