Hello Mr. Swisher:  
 
I left a message on your machine at 2:22pm today, regarding a FOIA request sent to Army Corps of Engineers.  I received
the attached ZIP file FOIA release, and this contact information for NOAA, now outdated.  The section 7 evaluation was
completely redacted.  122 pages. 
I am not sure if the entire document was intentionally redacted or if there was a gliche with the .pdf file maker?  
 
Hoping you can hep us out here.  The link below likely has NOAA­NMFS reference numbers to the case and I attached
the US COE FOIA release with the redacted document as well.

Dear FOIA office of NOAA: 
 
I was granted a FOIA request by the Army Corps of engineers, however a 122 page long NMFS contribution to the
permitting process, 
was completely redacted.  I have seen documents released with redactions before, but never an entire document.  We did
not get so much as a title.  
 
Your contact information was given by the Army Corps FOIA office, as apparently we have to appeal to NMFS, NOAA for
this information? 
 
The FOIA is with regard to a project on St. Thomas, USVI, by Coral World to create a captive dolphin exhibition.  This is
being constructed in a 
sheltered bay, monitored and known to have water quality problems.  It is being constructed during the recover from two
major hurricanes,  Irma and Maria, and during an unprecedented sargassum influx. 
 
Any guidance as to how to get this document, critical to the decision making of the Corps's decision to permit this live
marine mammal exhibition, would be greatly appreciated.  
 
The FOIA released by the Corps is being forwarded to you without edit.
