Post Description:
The incumbent provides cultural advice to the section head and acts as the primary interface between
the section head and Afghan actors.

Principle Duties:
Serves as country advisor for Branch head and all of PSYOPS section.
Provides background information in terms of history and culture related to the PSYOPS mission and
submits worksheets for ICC and LCH.
Provides information about the target audiences including decision-makers from a socio-cultural point
of view.
Establishes and maintains a network of contacts to communicate to and establish long term
partnerships with government, embassies, international organisations, NGOs and other key
independent communicators in theatre to ensure their support and contribution to PSYOPS Branch
messaging.
Produces concepts and strategies in support of PSYOPS Branch intent to consolidate PSYOPS
activities, as a force multiplier for greater effects.

Additional Duties:
The incumbent may be required to travel from the principle duty station, CJPOTF HKIA, in order to
represent the organization at function related conferences, working groups, and specific mission
execution meetings.
The incumbent may be required to perform a similar range of duties elsewhere within the organisation
at the same grade without there being any change to the contract.
The incumbent seeks new ways and approach to improve and consolidate the PSYOPS reach.
Mediation skills and creativity to bring fresh ideas and enable different communicators to work
together for the collective effort.

Essential Qualifications:

Professional/Experience
8-10 years’ work experience, related to similar environments, or regional expertise.
Understanding of Afghan culture, political climate and ethnic dynamics.
Ability to understand the challenges and to solve complex problems.

Education/Training
A minimum degree with honours preferably in political science, journalism, anthropology,
communications, and international relations is preferred, but any other university degree with relevant
work experience, knowledge of the country and established contacts is accepted.

Mandatory educational requirement:


Higher Secondary education and completed higher vocational training leading to a formal technical or
professional certification with 3 years function related experience.
Or
Secondary education and completed advanced vocational training leading to a professional
qualification or professional accreditation with 5 years post related experience.

Language
English: Good level of written and spoken language skills
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted in
English.

Standard Automatic Data Processing Knowledge


Working knowledge of Word, Spreadsheet, Graphics Presentation, Database, eMail Clients/Web
Browsers

Desirable Qualifications

Professional/Experience
Possessing a wide variety of contacts/professional working relationship within government circles,
NGOs and other independent key communicators.
Ability to mediate and establish new and consolidating existing long-term partnerships, to consolidate
PSYOPS Branch’s influence and outreach throughout the theatre.
Background in media or strategic communications.

Personal Attributes
Must be native Dari / Pashtu speaker, preferably from living in AFG for a significant period of time.
Ability to operate independently.
Must be able to develop and maintain interpersonal relationships.
Communication, problem solving and conflict resolution skills.
Creativity, key leader network, SME on Afghanistan, concepts/ideas, problem solving skills.

Professional Contacts
Regular professional contacts with others inside and/or outside immediate organisation on functional
matters.
Solicits/gives information and provides advice/guidance.

Contribution to the Objectives


Work involves the provision of information or analysis of part of a task assisting others to take action
within the organisation.

Work Environment
The work is normally performed in a typical Office / Secure Facility environment.

Benefit Package:
Monthly salary of € 6,553.00 (Tax free in the host country).
Daily Allowance of € 84.68 while working in Afghanistan.
Installation allowance of ½ initial monthly basic salary.
Start and End of Contract paid transportation from residence to theatre and return.
Two days of annual leave per month.
7 days "Leave from Theatre" plus reimbursement of travel expenses up to 1000 Euro for every 6
months spent in Theatre.
Medical Insurance from Cigna (including death and disability coverage), small fee charged plus 50% of
monthly premium covered by RS HQ.
Free accommodation in the camp.

Meals of good/reasonable quality available to purchase.


Laundry is at a nominal charge through the contracted laundry company.
Clothing Allowance of 400 Euro per year.
Medical and Immunization package prior to deployment.
