Regular Bill Application

The Regular Bill Application process is open for members of the youth who are accepted as a
delegate in the Philippine Model Congress 2017 and have excellent ideas for bill proposals to be
discussed and potentially approved in the congress proper. The bill application process shall be
done through the actual composition of legislation, guided and regimented by the bill template
below.

The bill sponsor shall detail the proposed legislation in totality through guidelines stipulated in
Chapter 2 of the bill template. The content of the legislation shall be the sole basis for evaluation
of the proposal. The legislation shall not be composed of less than 150 lines, starting from the
line of Chapter 1, and all the necessary policies and procedures must be discussed and presented
to allow rightful criticism and assessment of the proposal. All bill proposals shall be assessed
with the following standards:
- Originality – Pre-existing bills that were already submitted to the Philippine Congress
will not be allowed. Modified version of pre-existing bills, however, will be allowed as
long as the changes are substantial.
- Debatable – Bills cannot propose panacea solutions such as increasing funding to one
sector. Simply put, there has to be some room for opposition.
- Relevance – Bills must address current problems that are relevant to the Filipino people.
- Substance – Bills must be well-written, well research and well thought of.

4 SECTION 1. Short Title. – [The Short Title of the bill shall state the assignment of a
5 simpler naming convention of the bill which shall be used for referencing the bill. The section
6 usually begins with the statement: “This act shall be known as the “_____”.”]

8 Sec. 2. Declaration of Policy. – [The Declaration of Policy shall state the founding
9 principle on which the creation of the bill is rooted on. Examples of policies or founding
10 principles that can be stated in this section are, but not limited to, (1) the functions and
11 responsibilities of the State, (2) an established economic, political or social concern, or (3) an
12 extension of rights of the citizens. For better communication of an extensive policy, it is highly
13 advised to enumerate the different main points than to retain the block paragraph formatting.]

15 Sec. 3. Definition of Terms. – [The Definition of Terms shall state the bill sponsor’s
16 understanding and perception of all entities, concepts and systems that bear significant weight on
17 the bill. This shall standardize the understanding of specific arbitrary terms for better deliberation
18 and criticism of the bill. The section usually begins with the statement: “For the purpose of this
19 act, the following terms shall mean and be understood as follows:”. Additionally, the bill

49 Sec. 7. Additional Content. – The content provided has been limited to the previous
50 sections alone for the simplification of the application process. It is important to note that once
51 the bill has been accepted for the congress proper, the content must be greatly improved. This
52 would include, but not be limited to, the specific details with regards to preparation,
53 implementation and evaluation, specifying responsible personnel or departments, and placement
54 of necessary miscellaneous clauses and provisions.

56 Sec. 8. Submission. – The following procedures must be done in submitting the priority
57 bill:

59 (a) The entirety of Chapter II shall be deleted before the submission of this bill.
60 (b) Submission of the bill shall be done via e-mail and be sent to the email address:
61 s.ajihil@philippinemodelcongress.org.
62 (c) The subject of the e-mail must be “Regular Bill Application” and must be submitted
63 on or before August 9, 2017, 22:00:00.
64 (d) The final version of the bill template shall be saved under the file name
65 “RB_Surname” and in PDF format.
66 (e) Non-compliance to the provisions of this section may disqualify the bill from being
67 accepted to the congress.
