The following Heat Exchanger general comments

1. “Welded Plate” and “Plate and Shell” type heat exchanger designs are definitely
preferred for the Crude to Crude Cross heat exchangers in order to limit fire/leak
safety issues. “Welded Plate” and “Plate and Shell” type heat exchanger designs
are preferred for the Crude to Seawater cooler heat exchangers and on the
Crude to Therminol 55 heater heat exchanger however alternate design options
are being requested.

2. CONTRACTOR shall provide a complete description of the type and design of


each of the heat exchanger being offered. CONTRACTOR shall provide
information on all the design features like, the gaskets, the clean-ability of the
units and the access panel designs.

3. The fire/leak safety issues are not as great on the Crude to Seawater cooler heat
exchangers and/or on the Crude to Therminol 55 heater heat exchanger.
Alternate special designs with only the crude side welded can be considered. In
addition Plate and Frame type heat exchangers fire/leak safety measures may be
considered if are used in these applications if additional safety measures are
taken. Items that can be done by the CONTRACTOR to mitigate fire/leak issues
that will be considered are thin metal gasket spray shield covers, and higher
temperature rated gaskets. In addition if plate and frame heat exchangers are
used in the these application COMPANY will be considering the additional cost of
Insulation blankets, small sloped drain pans designed to carry burning liquids
away from the exchanger, leak detection, deluge and/or other fire suppression
measures.

4. Flanged outlet connections are being required. The typical studded outlet
connections used on a Plate and Frame heat exchangers is not desired.
CONTRACTOR is to provide a welded connection to the heat exchanger with a
flange. Slip-on or Socket weld type flanges are not desired CONTRACTOR shall
provide weld neck or Long Welding Neck type vessel connections.

5. A “flammable liquid” is defined as a liquid with a flash point below 100 degrees F.
The flash point of Therminol 55 is 193 degrees C or 379 degrees F and should
not be considered a flammable liquid. It is considered a combustible liquid since
it will burn when heated over 379 degrees F.

6. COMPANY will be putting removable personnel blanket type insulation on the


Crude to Crude cross heat exchangers and on the Crude to Therminol 55 Heater
heat exchanger. CONTRACTOR must must design the units and provide slightly
longer vessel connections as need to facilitate the COMPANY furnished
insulation blankets. Per API 14E personnel protection should be provided at
temperature of 160°F and above).

7. Personnel protection insulation blankets are not needed on the Crude to


Seawater cooler heat exchanger; however it may be used for fire/leak mitigation
if a plate and frame is selected for the application. If a Plate and Frame heat
exchanger is offered for the Crude to Seawater cooler CONTACTOR shall
provide slightly extended connection to facilitate an insulation blanket.

8. In selecting the maximum allowable working pressure “MAWP” for the vessel or
heat exchangers the COMPANY has already considered the liquid static head in
the vessels per UG-22. The COMPANY will either locate the COMPANY
