Section GTR – General Technical
Requirements

GTR-1.0 GENERAL
This specification covers the general requirements for the uprating of Agus
6 (Units 1 & 2) HEP which shall generally consist of but not limited to
engineering investigation (equipment inspection and data
gathering/confirmation); design; detailing; manufacture; packing/crating;
supply; delivery; installation; painting; testing and commissioning of electro-
mechanical equipment, complete with state of the art control systems,
spare parts, tools and other materials and devices necessary to meet the
requirements of the specifications for the safe and reliable operation of the
plant. Works shall also include any modification/rectification and restoration
of affected civil/hydraulic structures and the removal/dismantling of all
equipment, components and devices which need to be replaced including
its hauling/transport to the yard area located inside the Agus 6/7 HEP
Complex.

A coordinated and adequate design fulfilling the requirements of these


Specifications shall be provided by the Contractor. Any item or device not
specifically called for in the Specifications, but is necessary to provide a
complete and successfully working hydroelectric generating unit installation,
or which may be found desirable to stabilize operation, reduce excessive
noise and harmful vibration, or otherwise prevent unsatisfactory operation
of the plant, shall be furnished. All equipment, materials and devices
specified herein shall be furnished and installed complete with all
accessories necessary to operate and meet the service requirements of the
Specifications.

All equipment and materials to be supplied shall be new and unused.


They shall be suitable for their intended purpose and shall comply with all
applicable regulations, quality, and dimension standards.

Equipment shall essentially be the standard products of the manufacturer


as best meets the conditions of sound engineering economy of
manufacture and procurement of any necessary spare parts.

The Contractor shall accept full responsibility for its work including design,
drawings, performance qualifications, specifications, documentation,
reports, fabrication, corrosion protection, cleaning, shop testing,
preparation for shipment, field testing and commissioning, warranty
provisions, and compliance with the applicable codes and standards and
the requirements of this Specification.

Correction of all deviations of the equipment from the specifications and


all errors in or resulting from the workmanship of the manufacturer
including all costs, expenses and other damages resulting from any such

deviations or errors, as well as freight charges, taxes and duties, will be


solely for the account of the Contractor.

GTR-1.1 PROJECT LOCATION

The project is located within the Agus 6 HEP in Sitio Fuentes, Bgy. Maria
Cristina, Iligan City in Mindanao. The plant is approximately eight (8)
kilometers away from the city proper and is accessible via concrete
national and NPC service roads.

GTR-1.2 PROJECT DURATION

The first unit to be completed by the Contractor shall be Unit 2 and


associated auxiliaries including the common equipment/facilities for Units
1 & 2.

The duration of the project is seven hundred eighty (780) calendar days
for the first unit and associated auxiliaries including the common
equipment/facilities for Units 1 & 2; and nine hundred (900) calendar
days for the second unit and associated auxiliaries both reckoned from
the date stated in the Notice to Proceed.

Unit shutdown duration (from shutdown of the existing unit until


issuance of provisional acceptance certificate of the new unit) shall be
limited to one hundred eighty (180) calendar days per unit.

Any request for shutdown to undertake inspections and verifications shall


be limited to fifteen (15) calendar days and shall coincide with the
preventive maintenance schedule of the units.

All works shall be properly coordinated and performed in such a manner


that the on-going works/activities for Unit 2 would not interfere or interrupt
the operation of Unit 1 and vice versa.

GTR-2.0 SCOPE OF WORK

GTR-2.1 GENERAL

The scope of work covers the furnishing of all labor, materials, equipment,
tools and other necessary incidentals required for the Uprating of Agus 6
(Units 1 & 2) HEP wherein each unit shall be uprated to a minimum
capacity of 34.50 MW (measured at the generator terminal).

Works shall generally consist of but not limited to engineering investigation


(equipment inspection and data gathering/confirmation); design; detailing;
manufacture; packing/crating; supply; delivery; installation; painting; testing
and commissioning of all electro-mechanical equipment specified herein,
complete with state of the art control systems, spare parts, tools and other
materials and devices necessary to meet the requirements of the
Specifications for the safe and reliable operation of the plant. Works shall
also include the training of NPC personnel, any modification/rectification
and restoration of affected civil/hydraulic structures and the
removal/dismantling of all equipment, components and devices which need

to be replaced including its hauling/transport to the yard area located inside


the Agus 6/7 HEP Complex.

All equipment shall be designed and constructed to fit into the space
available and to pass through the finished opening/hatchway in the
concrete structure of the plant with proper regard to accessibility,
passageway, handling and existing equipment foundation limitations. It
shall also be constructed in such a manner that it can be removed and
maintained to suit the available crane lifting height and capacity. Any
necessary modification and restoration of affected civil/hydraulic
structures to erect, install, test and make the equipment ready for
operation shall be done by the Contractor at his own expense.

Any item or device not specifically called for in the Specifications but is
necessary to complete the uprating works shall be furnished and installed
including all accessories necessary to operate and meet the service
requirements of the Specifications.

Utmost care shall be strictly observed by the Contractor during the


conduct of works to avoid damage of any kind to structure, equipment and
installations. In the event that any such damage, breakage or losses
should occur due to the carelessness, negligence or fault of the
Contractor, the Contractor shall repair, replace, or otherwise make good
all damaged items at his own expense and to the satisfaction of NPC.

The Contractor shall also engage the services of qualified and


experienced engineers for the direct supervision of all works ranging from
planning, dismantling/disassembly, erection/installation, training until
testing, commissioning and reliability run.

All works shall be properly coordinated and performed in such a manner


that the on-going works/activities for one unit would not interfere or
interrupt the operation of the other unit and vice versa.

GTR-2.2 CIVIL WORKS

The Contractor shall perform all civil works specified below:

1. Mobilization, construction of temporary facilities, and miscellaneous


activities necessary for the implementation of the project;

2. Restoration/repair of structures that will be affected by the uprating


works;

3. Renovation of control room that will be used for the installation of the
new control systems for Units 1 & 2;

4. Renovation of canteen area to house AC-DC Panels and


relocation/transfer of entrance to Units 1 and 2 powerhouse from
canteen area to viewing deck area;

5. Renovation of Battery Rooms to accommodate the installation of the


new station batteries and chargers;

6. Cleaning up of work site area/s following the plant’s prescribed


procedures and applicable government regulations and standards;

7. Demobilization, removal of temporary facilities before leaving the site


upon completion and acceptance of works

GTR-2.3 ARCHITECTURAL WORKS

The Contractor shall perform all architectural works specified below:

1. Restoration of floor system and its finishes at all rooms affected by the
transfer or installation of equipment;

2. Restoration of wall system at all rooms affected by the transfer or


installation of equipment;

3. Restoration of wall finishes such as plastering or cladding or veneers


to all rooms affected by the transfer or installation of equipment;

4. Repainting works to all affected rooms and structures;

5. Installation of ceiling boards at the Control Room;

6. Installation of 3mm thick vinyl floor finish at canteen area which will be
converted into Auxiliary Control Room;

7. Installation of canopy or overhead cover at Viewing Deck which will be


converted into circulatory Covered Walkway including preparation
of construction drawings or shop drawings

GTR-2.4 MECHANICAL WORKS

The Contractor shall perform all the mechanical works specified below.
The detailed descriptions of the equipment are specified in subsequent
sections of the Technical Specifications.

1. Uprating of two (2) units of vertical Francis turbines

Turbine uprating works shall consist of the removal of the existing


units and the design, supply, installation, testing and commissioning
of the new vertical Francis turbines. Each turbine shall consist of
but not limited to the following components:

a. New runner (state of the art hydraulic shape of the runners in


combination of new appropriate wicket gates to guarantee
higher efficiency and output and best behavior against
cavitation);
b. New rotating wearing rings;
c. New turbine main shaft;
d. New shaft seal;
e. New thrust and guide bearing assemblies;
f. New turbine head cover;
g. New guide bearing support;
h. New bottom ring;
i. New discharge ring;

j. New wicket gates;


k. New gate operating mechanism;
l. New gate operating ring;
m. New two (2) servomotors and oil piping; and
n. New set of instrumentation and appurtenant electrical
wiring/cables and piping systems;

Works shall also include the following:

a. Refurbishment of the existing stay ring and spiral case;


b. Refurbishment of the existing upstream end-section of the
penstock liner;
c. Refurbishment of the inlet pipe of the spiral case;
d. Refurbishment of the existing draft tube cone;
e. Refurbishment of the existing draft tube liner; and
f. Refurbishment of the existing pit liner, floor plates and covers

2. Replacement of the existing two (2) units of governors for the vertical
Francis turbines with new and state of the art governing system

Works shall include the removal of the existing units and the
design, supply, installation, testing and commissioning of the new
electro-hydraulic governors. Each governing system shall consist of
but not limited to the following main components:

a. Digital speed governor;


b. Oil supply unit consisting of two (2) units of positive
displacement gear type motor-driven pump, sump tank, etc.;
c. Pressure tank assembly;
d. Air compressor and receiver for governor oil pressure system
requirements (shall be one common air compressor station
consisting of two (2) air compressors & one (1) air receiver for
the two governors);
e. Control valve unit;
f. Electronic speed sensing device;
g. Overspeed device; and
h. Appurtenant controls &instrumentation, electrical wiring/cables
and piping systems

3. Replacement of the existing two (2) units of butterfly valve (main inlet
valve) with new and upgraded units

Works shall include the removal of the existing units and the
design, supply, installation, testing and commissioning of the new
units of butterfly valve (main inlet valve) complete with hydraulic
operator, bypass piping and valves, and appurtenant
instrumentation and controls, piping and interconnecting electrical
wiring/cables;

4. Replacement of the existing cooling water system with new and


upgraded system

Works shall include the removal of the existing system and the
design, supply, installation, testing and commissioning of one (1)
complete set of cooling water system for each turbine-generator

unit. Each set of cooling water system shall consist of but not
limited to the following components:

a. Automatic backwash filter/strainer;


b. Pressure regulator;
c. Centrifugal separator;
d. Complete piping system;
e. Instrument and valves; and
f. Controls and appurtenant electrical wiring/cables

The two (2) systems shall be interconnected and each system shall
be designed to supply sufficient capacity of cooling water to both
turbine-generator units in case of disturbance and/or failure of one
system.

5. Replacement of the existing draft tube dewatering and station sump


drainage systems with new and upgraded systems

Works shall include the removal of the existing system and the
design, supply, installation, testing and commissioning of the new
drainage and dewatering system which shall consist of but not
limited to the following components:

a. Two (2) sets of submersible pump for station sump service;


b. Two (2) sets of vertical turbine pump for draft tube dewatering
(one set for each draft tube);
c. Complete piping system;
d. Instrument and valves; and
e. Controls and appurtenant electrical wiring/cables

6. Replacement of the existing compressed air system (for station


service air) with new and upgraded system

Works shall include the removal of the existing system and the
design, supply, installation, testing and commissioning of the new
compressed air system for station service air requirements, i.e.
generator brake system, air pressure-operated maintenance
sealing, use of pneumatic tools for maintenance & repair works and
other miscellaneous powerhouse services. The new compressed
air system shall consist of but not limited to the following
components:

a. Two (2) units of air compressor;


b. Two (2) units of air receiver;
c. Complete piping system;
d. Instrument and valves; and
e. Controls and appurtenant electrical wiring/cables

7. Design, supply, installation, testing and commissioning of air-


conditioning system for the main control room and auxiliary control
room

Works shall include the removal of the existing system at the main
control room and the design, supply, installation, testing and

commissioning of the new air-conditioning units (split type) for the


main control room and auxiliary control room.

8. Design, supply, installation, testing and commissioning of the


ventilation system for battery rooms (rooms 1 & 2)

The ventilation system shall consist of but not limited to wall-


mounted propeller type exhaust fans, supports, louvers, gravity
shutters, controls, electrical wiring/cables and accessories.

9. Supply/delivery and installation of portable fire extinguishers for main


control room and auxiliary control room

10. Repair of penstock expansion joint

11. Rehabilitation/repair of intake gates and trashrack equipment for Units


1&2

GTR-2.5 ELECTRICAL WORKS

The Contractor shall perform all the works required in accordance with
this technical specification. The detailed descriptions of the equipment are
specified in every sections of the Technical Specifications. The work
required under this Contract shall include the engineering, design,
manufacture, supply, delivery, installation, testing and commissioning of
the equipment and materials enumerated below. It should be noted that
the Contract also includes all and every work and service although not

rehabilitation works ready for operation as well as the dismantling and
hauling works of all equipment to be replaced to the designated location.

GTR-3.0 CODES AND STANDARDS

All works to be performed shall be in accordance with, but not limited to, the
codes and standards issued by the authorities listed below. Other codes
and standards under which the works shall be performed and tested are
specified throughout the Specifications. Where such standards are
specified, the latest revision or edition at time of submission of bids shall
apply. Other equivalent standards may be substituted for those specified,
subject to approval of NPC. If it is desired to use substitute standards,
details of the proposed substitutions shall be submitted for approval.

In addition to the above codes and standards, the Contractor shall comply
with all applicable national and local laws, codes, regulations, statutes,
and ordinances.

In case of conflicting requirements between authorities cited above or


between authorities cited and those specified, such disagreement shall be
resolved by NPC and his decision shall be final. The responsibility shall
be on the Bidder to show the suitability of any alternative standard he may
wish to use.

All units, dimensions and calculations shall be in metric system.

GTR-4.0 DESIGN AND DUTY CONDITIONS

GTR-4.1 ACKNOWLEDGEMENT TO SITE CONDITIONS

The Contractor shall take particular reference to accessibility to the site.


The Contractor shall thoroughly investigate and familiarize himself with all
the conditions at the site, the surrounding area, means of communication
and transportation, and all other factors that could hamper the smooth
execution of the contract.

Any and/or all expenses arising through the lack of knowledge or


understanding regarding the existing conditions of the sites shall be the

responsibility of the Contractor and no additional payment thereof shall be


made by NPC.

GTR-4.2 SITE CONDITIONS

Equipment to be furnished shall be designed and manufactured for


satisfactory operation under the site conditions indicated below.

Ambient temperature : 25-40oC


Barometric pressure : 0.974-1.03 kg/cm2
% Relative humidity : up to 100%
Design for seismic loads : Seismic zone factor 0.4
Max. wind velocity : 250 km/hr

The prevailing atmospheric condition is generally warm and humid.

All parts of the plant shall be suitable in every respect for continuous
operation at maximum output under the climatic and operating conditions
prevailing at the site.

GTR-4.3 EARTHQUAKE AND WIND DESIGN REQUIREMENTS

Plant and equipment may be subject to both horizontal and vertical


seismic induced accelerations of 0.40 g. or more depending on:

a) Natural period and mode of vibration


b) Damping (inherent or specifically provided)
c) Manner of failure (ductile or brittle)
d) Location (at ground level or at a higher level)

The plant required under this Contract shall meet the seismic design
requirement for earthquake conditions.

It is evident from the design response spectra that the degree of response
varies markedly with the period of vibration. It is essential, therefore, that
any equipment, or its supporting structure which has modes of vibration or
components with modes of vibration with a natural period longer than 0.1
second be identified.

Provision shall be made for seismic movement by providing seismic


movement joints between components which are interconnected and may
have different vibratory characteristics. These joints shall be capable of
withstanding the sum of the maximum deflection of each component
resulting from a design earthquake.

The plant and equipment located outside the powerhouse under this
contract shall meet the requirements for a wind velocity of not less than
250 km/hr.

GTR-4.4 GENERATING UNIT DESIGN PARAMETERS

GTR-4.4.1 General

The unit shall be designed to operate continuously year round. Alarm


features to shut down the unit in the event of an emergency shall be

provided. In addition to those specified in the relevant section of these


Specifications, any alarm features which are necessary to provide proper
protection for the equipment in the event of abnormal condition or an
emergency shall be provided.

GTR-4.4.2 Equipment and Operation Description

The generating unit shall be designed and guaranteed for satisfactory


operation as required in the Specifications under the existing maximum
and minimum head ranges.

The generator shall be connected to the step-up main power transformer


specified hereinafter through generator main leads, a generator circuit
breaker, and a main transformer circuit breaker. Switchgear and controls
including step-up transformer shall be located as shown on the drawings or
as indicated in the Specifications.

The generating unit shall be designed so that it can be operated remotely in


the control room. The generating unit shall have provisions for local
manual controls, shall be synchronized at the generator circuit breaker by
local manual synchronizing equipment, and shall be capable of being
loaded and unloaded by local manual controls. The generating unit shall be
capable of operating with and delivering power to the transmission line
while connected to the step-up transformer. Scheduled shutdowns shall be
by local manual controls. Adequate protective equipment and controls shall
be provided to sense abnormal conditions and to automatically shutdown
the generating unit when necessary. Remote control of the governor and
excitation system shall be provided at the control room.

In the event that the main transformer circuit breaker automatically trips the
transmission line out of service, the generating unit shall operate
independently and carry the station service load. Under these conditions of
independent operation and very light loading, the frequency deviation of the
generating unit shall not vary more than 5%.

Equipment shall be designed and constructed to fit into the space


available and to pass through the finished opening/hatchway in the
concrete structure of the plant with proper regard to accessibility,
passageway, handling and existing equipment foundation limitations. It
shall also be constructed in such a manner that it can be removed and
maintained to suit the available crane lifting height and capacity.

GTR-4.5 WORKING STRESSES

Adequate factors of safety shall be used throughout the design of the


equipment. Working stresses selected shall be adequate for the most
severe conditions of loading under normal operation, including maximum
generator output under maximum gross head, or during runaway speed
conditions. The unit shall be designed for the turbine maximum runaway
speed and shall safely withstand such operation for a period of not less
than 2 hours; and the unit bearings shall safely withstand the
temperatures and wear caused by such operation.

GTR-4.6 WELD-FABRICATED PRESSURE CONTAINING PARTS

Weld-fabricated pressure containing parts shall be designed, fabricated,


inspected, and tested, unless otherwise specified, in accordance with or
equal to Section VIII, Division 1, of the ASME “Boiler and Pressure Vessel
Code”. Stress relieving shall be in accordance with or equal to Section
VIII, Division 1, as a unit prior to final machining.

GTR-4.7 NOISE

The Contractor shall ensure that the sound level of equipment to be


furnished are within the permissible limits for personnel as defined in Part
1910.95, “Occupational Noise Exposure” of the Code of Federal
Regulations.

The noise level definition and measurement shall be in accordance with


ISO and IEC.

GTR-5.0 MATERIALS AND EQUIPMENT

All materials and equipment to be supplied under this contract shall be


brand new and of first-class quality, the best of their respective kinds, and
free from defects and imperfections. All materials shall comply with the
latest revisions or editions of the specified standards for each equipment
specification unless otherwise specified or permitted by NPC. The
materials selected shall be suitable for the purpose intended and for the
water conditions existing at the site. All materials or parts used in the
equipment shall be tested in conformance with the applicable
specifications and purchased with certified mechanical and chemical
properties.

The names of manufacturers of equipment and articles contemplated for


incorporation in the work together with performance capacities and other
significant information pertaining to the equipment shall be furnished for
approval. Equipment or articles supplied or used without such approval
shall be at the risk of subsequent rejections.

GTR-6.0 WORKMANSHIP

GTR-6.1 GENERAL

Workmanship shall be of first class quality and in accordance with the


best modern engineering practice for the manufacture, assembly,
installation, testing and commissioning of equipment. All works shall be
done by personnel skilled in the related professions and trades. All parts
shall be made accurately to standard gauges so as to facilitate
replacement and repairs. All special gauges and templates necessary for
field erection shall become the property of NPC.

Like parts and spare parts shall be interchangeable. Machining of fits on


renewable parts shall be accurate and to specified dimensions so that
replacement parts may be readily installed.

The parts of the plant or replaced components shall be designed and


arranged so that they can be easily inspected, cleaned, erected, and

dismantled without involving large scale dismantling of other parts of the


plant. They shall be designed and manufactured in accordance with the
latest recognized rules of workmanship and modern engineering practice.

GTR-6.2 WELDING

GTR-6.2.1 General

All welding shall be performed by the electric-arc method, by a process that


excludes the atmosphere from the molten metal, and where practicable, by
automatic machines. Machined surfaces of parts affected by welding shall
be machined to final dimensions after welding. Machined surfaces of parts
requiring stress relief shall be machined to final dimensions after the parts
have been stress relieved. Localized stress relieving will not be permitted
for shop-welded parts.

The standard of welding works shall be in accordance with the “Standard


Qualification Procedure” of the AWS (American Welding Society) or
approved equivalent standards.

GTR-6.2.2 Minimum Weld Requirements

All welds shall be made continuous and watertight. The minimum size of
fillet welds shall be 6 mm measured on the leg. All butt welds shall be full
penetration, welded from both sides.

GTR-6.2.3 Preparation of Base Material

Members to be joined by welding shall be cut to shape and size by


mechanical means such as shearing, machining, grinding, or by gas or arc
cutting, to suit the conditions. The design of welded joints and the selection
of weld filler metal shall allow thorough penetration and good fusion of the
weld with the base metal. The edges of surfaces to be welded shall be
sound metal free of visible defects, such as laminations or defects caused
by cutting operations, and free from rust, oil, grease, and other foreign
matter.

GTR-6.2.4 Technique of Welding

The technique of welding, the appearance and quality of the welds, and the
methods used in correcting defective work shall conform to the AWS D1.1,
"Structural Welding Code." Special care shall be taken to avoid undercuts
along the seam or warping of the structure. If undercuts appear along the
welds, they shall be filled using a small diameter electrode of the same
composition as the original electrode.

GTR-6.2.5 Welding Qualifications

The qualification of welding procedures, welders, welding operators, and


tackers shall conform to standards at least equal to Section 5,
"Qualification," of AWS D1.1, "Structural Welding Code." The Contractor
shall furnish the facilities and all equipment, materials, and other articles
required to perform qualification tests of his welders and welding
operations. Certificates of welders' qualifications shall be submitted when
requested. The Contractor shall also furnish and ship to the site materials

for qualification testing of the welders who will perform the field welding on
the equipment. The procedure for qualification testing of the field welders
shall be prepared by the Contractor.

GTR-6.2.6 Weld Finish

Welds shall in general be treated so that they will display good appearance
and a surface suitable for painting. Structural welds shall be ground and
blended to avoid stress raisers. All welds which require nondestructive
examinations shall be dressed by chipping and grinding as required for
good interpretation by the selected weld examination methods.

GTR-6.2.7 Hydraulic Cylinders and Related Equipment

Welded connections for hydraulic cylinders and related equipment shall be


designed, fabricated, inspected, and tested, in accordance with Section
VIII, Division 1 of the ASME, "Boiler and Pressure Vessel Code" or other
approved equivalent standards and shall be stress relieved as a unit prior to
final machining.

GTR-6.3 STEEL CASTINGS

GTR-6.3.1 General

Castings shall be free from injurious defects and shall be satisfactorily


cleaned for their intended use. Surfaces of casting which do not undergo
machining shall be dressed for good appearance and for painting. The
location of existing defects shall be determined, and all defects which
impair the strength or utility of the casting shall be removed to sound metal.
The structure of the castings shall be homogeneous and free from
excessive nonmetallic inclusions. An excessive concentration of impurities
or separation of alloying elements at critical points in a casting will be cause
for its rejection.

GTR-6.3.2 Inspection

Castings shall be inspected visually at the foundry after they are cleaned
and while defects are being removed. Castings shall also be inspected
after repairs and after heat treatment. Radiographic or other nondestructive
tests will be required as specified and as directed when permission is
granted to repair major defects. NPC reserves the right to require
nondestructive tests to determine:

a) the full extent of defects;

b) that the area is properly prepared for welding; and

c) that the repairs are satisfactory.

GTR-6.3.3 Repair Welding

Minor defects that will not impair the strength and serviceability of the
castings may be repaired by welding in accordance with accepted foundry
practice. Defects shall be considered when the depth of cavity properly
prepared for welding is not greater that 25% of the actual wall thickness but

in no case greater than 20 mm and when the area to be welded is smaller


than 50 cm2. However, an accumulation of minor defects which casts doubt
as to the general quality of the casting shall be considered as a major
defect. A complete descriptive report of major defects, supplemented with
sketches, photographs, and metallurgical test reports, as the case may
warrant, and the proposed repair of major defects. If removal of defects
reduces the stress-resisting cross-section of the casting by more than 30%,
the casting may be rejected. All castings repaired by welding of major
defects after heat treatment shall be heat treated again.

GTR-6.3.4 Dimensions

Dimensions of castings shall not be reduced due to shop or foundry


practices by an amount sufficient to impair the strength of castings by more
than 10% (calculated from drawing dimensions). Dimensions shall not be
oversized to the extent that a casting interferes with processing operations
or proper fit with other parts.

GTR-6.4 NON-DESTRUCTIVE TESTING

GTR-6.4.1 General

Unless otherwise indicated, all nondestructive tests shall be in accordance


with the applicable sections of ASTM Volume 03.03 or other approved
equivalent standards. Drawings submitted for review shall define the areas,
extent, and type of nondestructive examination to be employed.

GTR-6.4.2 Examination of Welds

Welds on the spiral cases shall be 100% radiographically examined except


at inaccessible locations where examination shall be by the ultrasonic and
magnetic particle methods. All critical welds on the spherical valves shall
be 100% radiographically examined. Other welds on the pressure
containing parts of the turbines and spherical valves, turbine runners,
wicket gates, main shafts, oil and air pressure tanks, and lifting devices
shall be subject to complete nondestructive examination.

All butt welds on skin plates and main beam flanges, and all welds on other
main components shall be subject to complete nondestructive examination
by ultrasonic, dye penetrant, magnetic particle methods, or by radiographic
examination.

NPC reserves the right to request random spot-check examinations of


welds, including radiographic examination, as part of the equipment
inspection. Examination of welds shall be in accordance with the technique
and acceptance standards of Section VIII, Division 1, of the ASME “Boiler
and Pressure Vessel Code”; ultrasonic examination in accordance with
paragraph UW53; and radiographic examination in accordance with
paragraph UW51.

GTR-6.4.3 Examination of Castings

All major castings shall be subject to complete ultrasonic and radiographic


examinations, insofar as practicable. No casting will be accepted having
defects in any category A through E with severity levels 4 or 5 when

evaluating defects in accordance with ASTM-E186, “Reference


Radiographs for Heavy-Walled Steel Castings” or approved equivalent
standards. Where radiographic examination is not practicable due to
configuration or accessibility, non-destructive examination shall be
performed, by dye penetrant or magnetic particle methods in addition to an
ultrasonic examination.

GTR-6.4.4 Examination of Forgings

Major forgings shall be given ultrasonic examination with liberal overlap and
other applicable nondestructive tests, to determine that they are sound.
Nondestructive examination of minor forgings shall be in accordance with
best and accepted practice to assure their soundness. The structure of
forgings shall be homogeneous and free from excessive nonmetallic
inclusions. An excessive concentration of impurities or separation of
alloying elements at critical points in a forging shall be cause for rejection.

GTR-6.5 MACHINE WORK

GTR-6.5.1 General

Sufficient machine stock shall be allowed on all parts to be machined to


insure true finished surfaces of solid material. Finished contact or bearing
surfaces shall be true and exact to secure full contact. Journal and sliding
surfaces shall be polished, and all surfaces shall be finished with sufficient
smoothness and accuracy to insure proper operation when assembled. No
machining shall be done on working surfaces of “Lubrite” bushings or
washers.

GTR-6.5.2 Finished Surfaces

All surfaces that require machining for their intended function, and those
surfaces that are normally machined in good shop practice, shall be
machined.

GTR-6.5.3 Unfinished Surfaces

All work shall be laid out to secure proper matching of adjoining surfaces.
Where there is a large discrepancy between adjoining unfinished surfaces
they shall be chipped and ground smooth, or machined, to secure proper
alignment. Unfinished surfaces shall be true to the lines and dimensions
shown on the Drawings and shall be chipped or ground free of all
projections and rough spots. Depressions or holes not affecting the
strength or usefulness of the parts may be filled in an approved manner.
Corrosion resistant steel seal plate surfaces in contact with seals shall be
thoroughly cleaned to have a smooth and even surface.

GTR-6.5.4 Pins and Pin Holes

Pin holes shall be drilled smooth and straight, and at right angles to the axis
of the member. The drilling shall be done after the member is securely
fastened in position.

GTR-6.6 ASSEMBLY

Before assembly, all bearing surfaces, journals, and grease and oil
grooves, shall be carefully cleaned and lubricated with an approved oil or
grease. Solvents shall not be used on “Lubrite” bearings. After assembly,
each lubricating system shall be filled with an approved lubricant. “Lubrite”
bearings shall not be greased and shall be assembled dry, in accordance
with the manufacturer's instructions.

GTR-6.7 SURFACE FINISH

The qualities of all surface finishes shall be selected with due regard for the
nature and function of the surface, and in accordance with conservative
design practice.

GTR-6.8 TOLERANCES

All tolerances shall be selected to correspond to the accuracy required for


the proper operation of the equipment considering the nature and function
of the part. All tolerances shall be indicated on the Drawings and submitted
for review.

Tolerances have been designated as follows:

- dimensional tolerances for cylindrical parts in the ISO system;

- position and form tolerances in accordance with ANSI Y14.5 or


equivalent IEC standards; and

- surface finish designations in accordance with ANSI B46.1 or


equivalent IEC standards.

Surface finish designations are in micro inches as determined by the root-


mean-square (RMS) method. The Supplier shall use these same
standards for symbols and designations; or they shall submit with the first
review drawings, alternative designation codes and their correspondence
with the specified standards.

The tolerance specified in this Specification is maximum tolerances


applicable to the equipment when it is installed. It shall be the Supplier's
responsibility to establish finer shop tolerances, if necessary, to meet the
specified design or operational requirements or for interchangeability of
spare parts. All tolerances shall be selected with due consideration to the
nature and function of the parts and to the corresponding accuracy required
to secure proper operation, but shall not exceed the tolerances specified in
this Specifications.

GTR-7.0 FOUNDATION MATERIALS AND ANCHOR BOLTS

Suitable pads, jacks, and anchor bolts shall be provided for supporting,
leveling, and fixing the equipment for proper installation. Suitable grout and
vent holes with plugs shall be provided. Anchor bolts shall be furnished
with flat washers, lock washers and nuts.

GTR-8.0 LUBRICANTS AND HYDRAULIC FLUID

Grease, lubricating oil, and hydraulic fluid required for initial filling of all of
the equipment (plus 20% additional) including the necessary quantity for
flushing and first oil change shall be furnished, except as otherwise
specified hereinafter.

GTR-9.0 EQUIPMENT MARKING & MISCELLANEOUS REQUIREMENTS

GTR-9.1 ERECTION MARKS

All members comprising multi-part assemblies are to be marked with


distinguishing numbers and, or letters corresponding to those of the
approved drawings or material lists. These erection marks, if impressed
before painting or galvanizing, are to be clearly readable afterwards.

Color banding of a code approved by NPC is to be employed to identify


members of similar shape or type but of different strengths or grades.

GTR-9.2 NAMEPLATES AND LABELS

All equipment and devices to be supplied by the Contractor under this


contract shall be provided with a corrosion-resistant nameplate with
clearly legible writing of approved size and pattern and shall be
permanently attached at an easily visible place. It shall provide all
necessary information or brief technical description under which the
equipment has been designed to operate and shall include the following:
Standard Plant Identification Number (SPIN), Manufacturer’s name; type
of equipment; serial number; year of manufacture; weight and other
relevant information in compliance with applicable standards.

If it is not practical to include the SPIN or Tag Number on the equipment


nameplate, a separate durable stainless steel tag with the identification
number shall be securely attached to the equipment.

All items of equipment, valves, piping, and instruments are to be provided


with labels bearing the SPIN or Tag Number. The inscriptions are to be
approved by NPC.

Labels or nameplates for valves shall be attached to the valve handwheel.


A valve numbering system will be initiated for the complete station and
valve numbers and inscriptions will be advised to the Contractor during
the Contract Stage. All labels and nameplates shall be of engraved
stainless steel or equivalent non-corrodible material.

SPIN or Tag Numbers for instruments and other devices shall also be
provided. SPIN for piping and tanks shall distinctly be printed on its
external surfaces.

Appropriate labels shall also be provided for equipment and devices


mounted on control boards, relay cabinets, desks, and other places as
required for proper identification, as well as for operational, functional, and
safety reasons.

The labeling, size of label plates, and their location shall be subject to
approval by NPC. A sample label-plate (with indication of material used)
with lettering shall be submitted for this purpose. The inscription shall be
printed or stenciled but in any case, water-proof, oil-proof and wear-
resistant.

Each equipment, wherever necessary, shall be provided with cautionary


and warning plates and signs in accordance with the prescribed
ANSI/IEEE or equivalent IEC Standards for the particular equipment.

Nameplates, labels, and warning plates shall be in English.

The SPIN/Tag Numbers shall be clearly inscribed in a corrosion-resistant


metal and shall be in accordance with NPC Standard Specifications which
shall be provided to the Contractor during the Contract Stage.

The nameplates and labels shall be protected during erection especially


during painting. Damaged or illegible labels or nameplates shall be
replaced by new ones.

GTR-9.3 LOCKS

Where locks are called for in the Specification, they shall be of the barrel
type. Whenever possible, they shall be incorporated in the appropriate
door handle. Padlocks will be acceptable on valves and are preferred for
all outdoor equipment.

In general, all locks shall be supplied with three keys, and all locks and
keys are to be non-interchangeable. However, in the case of an electric
switchboard containing a number of lockable doors, all locks shall be
operated by one key. In all other cases where a set of locks is provided
under any section of the equipment, a group master key shall also be
supplied. Where a group of locks is supplied under any part of the
Contract, a key cabinet is to be supplied for the accommodation of all
padlocks and/or keys while not in use. Padlocks and keys are to be
engraved with a suitable identifying code or inscription and this is to be
repeated in the cabinet on engraved labels.

GTR-9.4 GUARDS

Coupling, drive shafts, fans, etc. shall be provided with guards. It shall
comply with ANSI Standard B15.1 Safety Code for Mechanical Power
Transmission Apparatus or equivalent IEC Standards.

GTR-9.5 LIFTING LUGS

Each item of equipment or component which requires to be removed for


servicing and which weighs more than 20 kg. shall be provided with lifting
lugs. Each lug shall be capable of supporting the entire unit. Lifting lugs
shall be welded to and be of the same material as the equipment except
fro electric switchboards where lifting lugs are to be screwed for removal
after installation. Lug location shall minimize tilting of the equipment when
suspended by the lugs.

GTR-10.0 PACKING, SHIPMENT, AND STORAGE

GTR-10.1 GENERAL

Packing, shipping, transportation and storage shall be performed by the


Contractor. All parts shall be suitably protected against corrosion, water,
sand, heat, atmospheric conditions, shocks, impact, vibrations, etc. An
appropriate period for transportation and storage shall be considered.

All parts of the plant to be furnished by the Contractor shall be protected


and insured from the time of manufacturing until commissioning against
damage of any kind at the Contractor’s expense. Parts which are
damaged during transport, storage, erection, test and commissioning shall
be replaced at the Contractor’s expense.

GTR-10.2 PACKING/CRATING

The Contractor shall effect proper packing/crating to ensure that


equipment and components are adequately protected from damage
during shipment and subsequent storage. Utmost care shall be observed
in packing/crating delicate equipment and electronic devices such as
control panels, instruments, and other sensitive power plant components.

After the workshop assembly and prior to dismantling for shipment to the
site, all items of machinery and equipment shall be carefully marked to
facilitate site erection. Wherever applicable, these markings shall be
punched or painted so they are clearly visible.

Dismantling shall be done into convenient sections so that the weights


and sizes are suitable for transport to site and handling at the site.

Equipment shall be completely drained of all water and thoroughly dry


prior to shipment. When such draining requires removal of plugs, drain
valves, etc., the Contractor shall make sure that these parts are re-
inserted or reassembled prior to shipment. Other fluids (coolant, fuel oil,
lube oil, etc.) shall be drained only if the Contractor deems it necessary.

All openings and machined surfaces shall be provided with protection to


prevent damage, corrosion and entrance of foreign matter during
shipment and storage.

Flanged connections shall be protected by a ½ inch (13 mm) or thicker


plywood disc, or suitable alternate, bolted to the face of the flange.

Threaded or socket weld connections shall be protected with screwed or


snap on type, securely held plastic protectors. Cast iron plugs are not
acceptable for protection unless part of the permanent assembly.

Butt-weld connections shall be protected by wooden disks that cover the


entire weld end area, and are secured by metal straps and fasteners.

Covers, straps or fasteners shall not be welded to equipment.

Equipment shall be adequately supported for shipment. All loose parts


shall be crated or boxed for shipment and appropriately identified. Where

shipment is braced internally, it shall be marked conspicuously, “Remove


internal braces before testing and operating”.

All large and heavy shipping units shall have suitable skids for moving.
Crating shall also be adequate for lifting with slings. If location of slings is
critical, these locations shall be marked accordingly.

As the shipment may be left in open storage at the designated place, the
Contractor shall ensure that the delivered items have appropriate
protection from water and other elements. All delicate electrical and
mechanical parts susceptible to damage from moisture shall be packed in
hermetically sealed container or other approved containers within their
packing cases, with all machined surfaces coated with a rust preventive
compound. All sealed packages shall include bags of silica or equally
moisture absorbing chemical. When electric space heaters are provided
for that purpose, these should be wired to the outside of the equipment so
that energization immediately upon receipt is possible without
disassembly of crates, etc. This also requires that no combustible
material be left inside the equipment.

All equipment belonging to the same system/skid shall be properly


marked and packed in the same crate as much as practicable. The
Contractor shall not mix equipment and parts of one system with another
to avoid confusion during assembly.

Valves, including its bolts, nuts, and washers, shall be segregately packed
and properly marked according to plant system, size, and number of
pieces.

All temperature gauges, pressure gauges, switches, transmitters, and


other instruments shall be properly marked and carefully packed so as not
to break the associated glass and undue damage to the threaded portion.

All spare parts shall be packed in a sealed container including special and
standard tools in their separate sealed toolboxes.

All packages, crate boxes, drums, bags, bundles, or other containers or


any loose pieces shall carry the following identification marks on the two
(2) sides in black with a stencil proof ink or paint by means of block letters
not less than 30 mm high, i.e.

placed outside the package. The packing list shall give all information on
the package such as package no., packing appearance, net weight, gross
weight, dimension, measurement, and description of the equipment
including storage and handling instructions with descriptions for periodic
inspection and/or storage maintenance to ascertain that no deterioration
will occur during storage.

GTR-10.3 SHIPMENT/TRANSPORT

Prior to shipment, the Contractor shall furnish NPC advance copies of all
non-negotiable shipping documents, invoices, packing list and other
pertinent documents.

The Contractor shall employ methods that will warrant safe delivery of
equipment to its ultimate destination, with careful consideration given to
the type of commodity, method of transportation, destination, storage time,
and storage facilities at point of destination.

The Contractor shall be responsible for the sea and land transportation of
the equipment, materials and supplies required under this Specification
and shall ensure that they are safely and timely delivered to the specified
site. Contractor shall be deemed to have visited the sites and other areas
on the route of delivery, including port facilities, inter-island shipping
facilities, island transport, access roads, bridges and to have acquainted
themselves with all factors that will affect the cost of shipping and freight
to Site. Any damages to the roads, bridges, railways, etc. arising out of
neglect of Contractor shall be the responsibility of the Contractor.
Likewise, any additional claim attributable to Contractor’s lack of
knowledge or understanding on existing conditions of the site shall not be
given due credence.

The Contractor shall ship the plant on clear commercial bill of lading and
the cost of all freight, insurance, shipping, handling and road transport
charges shall be included in the Bid Price.

Upon arrival of equipment and materials at site, NPC and the Contractor
or their authorized representatives, shall jointly verify the plant equipment
to be stored at site following the steps below:

a) Inspection and verification of the packing list;

b) Visual inspection of the condition of the packing and its surfaces; and

c) Partial opening of the crates and plastic sheet protection of the plant
auxiliary equipment and diesel generating sets to verify the content
and its physical condition and to check pilferage or damage during
shipment and storage.

A record shall be prepared carefully noting all eventual shortages, defects


or damages, signed by the Contractor and concurred by NPC. All
shortages and damages noted shall be immediately replaced by the
Contractor at his own cost and shall ensure the timely delivery of
replacement without affecting the agreed overall project implementation
schedule.

Shipment of equipment and materials to be supplied by the Contractor


should be through Philippine Flag Carrier. However, a non-Philippine Flag
Carrier may be used, provided a certification of its non-availability is
issued by the nearest port authority within ten (10) calendar days from the
date the goods are ready for shipment.

GTR-10.4 STORAGE

If the equipment and materials to be supplied by the Contractor will not be


immediately required for installation at Site, the materials and equipment
shall be carefully stored at such place and in such a manner as NPC may
direct until such time as they are ready for installation/erection.

NPC shall designate areas where the Contractor may store the equipment
and materials. The Contractor shall, at his own expense, render such
areas suitable for the respective purposes.

The warehouses shall be weatherproof, with good ventilation and solid


floors. The floors of the warehouses and storage areas shall be designed
to carry the loads imposed on them by the stored parts. The following
parts shall be stored inside enclosed warehouses:

- bolts, pins, packing, tools, insulation materials, electrical parts with


electrical devices attached, electric motors and excitation equipment,
instruments, welding material and equipment, all small parts and all
parts of the plant which already have been finally painted

If large parts are stored in the open air, they shall be provided with
weather-resistant and fire-resistant covers. Electrical parts which are not
packed in heavy duty polyethylene foil and those so packed but whose
packing has been damaged shall be kept in suitable places from the
moment of storage to the moment of installation.

GTR-11.0 INSTALLATION

GTR-11.1 GENERAL

All equipment and materials to be furnished shall be assembled and


installed in accordance with the installation drawings and written
instructions of the manufacturers and applicable codes, standards and
specifications. Prior to commencement of installation, the Contractor shall
closely inspect the site and all the foundations and other structures on
which parts of the plant supplied under this Contract will be installed. Any
necessary modification/rectification and restoration of affected
civil/hydraulic structures to erect, install, test and make the equipment
ready for operation shall be done by the Contractor at his own expense.

During the course of work specified herein, the Contractor shall


coordinate as necessary to perform all other work associated with the
installation of materials and equipment specified in the relevant sections
of the Specifications.

All labor, tools, supplies, bracing, spiders, shims, supports, fixing bolts
and all other items or materials necessary to assemble, erect, install, test,

and make the equipment ready for operation shall be furnished. The
equipment and all its components shall be placed with great care and
accuracy and shall be correctly aligned to provide an installation
consistent with the close tolerances used in the manufacture of modern
hydroelectric equipment. The proper grades and centerline to which
equipment is to be set shall be established. Equipment shall be checked
for alignment, clearances and fit before grouting.

All transportation and handling of the equipment from the place of storage
to the place of installation shall be carried out by the Contractor. He shall
provide all hoisting equipment, staging and scaffolding, winches and wire
ropes, slings, tackles and all other appliances and temporary materials.
The erection staging and scaffolding shall be provided with coverings and
barriers and shall guarantee safe working conditions.

The Contractor shall comply with all applicable and approved safety
regulations while carrying out the works on site and with all reasonable
requirements of NPC. This stipulation shall in no way release the
Contractor from any obligation concerning his liability for accidents and
damages. He shall be responsible for adequate protection of persons,
equipment and materials against injuries and damages resulting from his
operations.

GTR-11.2 PREPARATORY WORK

Before installation, all parts shall be thoroughly cleaned of all


contamination such as dust, sand, rust, mill scale, etc. Subassemblies
shall be carefully fitted together. When required, certain parts shall be
placed temporarily, then removed for further fitting or correction before
final placing. Some subassemblies may have to be dismantled and
checked for cleanliness, lubrication, proper function, etc. as part of normal
erection procedure. Before final assembly, all mating machined surfaces
of removable turbine parts which will be subject to contact with the river
water shall be solvent cleaned and coated with a suitable rust preventive
compound in accordance with the manufacturer’s instructions.

GTR-11.3 INSTALLATION MEASUREMENT AND RECORDS

In the course of erection, repeated careful checks of alignments and


levels, concentricity and trueness shall be made. Illustrated check sheets
shall be provided and all installation measurements shall be recorded.
The manufacturer’s representative and/or Contractor shall sign such
records and copies shall be furnished to NPC. All records of installation
measurements as well as records of initial operation checks and tests
shall be furnished to NPC in the form of a test record report.

GTR-11.4 PAINTING

Painted surfaces which are damaged during installation shall be repaired


or touched-up as necessary to prevent rusting, corrosion, etc. until the
final finish painting application is made.

GTR-11.5 WELDING

All field welding required on the parts to join the shipping sections and to
attach anchorage, jackplates, baseplates, jacks, and piping and any
welding required for proper erection and installation of the equipment shall
be performed with special care. All field weld filler material shall be
provided to specifications established by manufacturers. Qualifications of
welding procedures, welding operators and welders shall be in
accordance with the applicable AWS Code. Final selection of welding
procedure, special requirements for operator qualification, sequence of
welding, requirements for weld backing, chipping, preheating, peening
and similar details shall be as determined by equipment manufacturers.

GTR-11.6 EMBEDDED ITEMS AND ITEMS BEARING ON CONCRETE

GTR-11.6.1 General

Before placing concrete, care shall be taken to determine that all


embedded items are firmly and securely fastened in place. All embedded
items shall be thoroughly clean and free of oil and other foreign matter
such as loose coatings or rust, paint, scale, mortar, etc. The embedding
of wood in concrete is prohibited unless specifically authorized.

GTR-11.6.2 Grouting of Bearing Plates & Machinery Bases

Final grouting to be placed under bearing plates, machinery bases, and


where otherwise directed shall be of reasonable thickness except where
specific thickness are shown on the drawings.

GTR-11.7 OIL AND GREASE

The initial filling of oil and application of grease shall be performed.


Reserve quantities of oil and grease shall be properly stored as directed.
All oil piping, oil sumps, and tanks shall be thoroughly cleaned and
flushed before the clean oil is placed in the system. An adequate means
of oil spill prevention and control plan shall be observed.

GTR-12.0 CORROSION PROTECTION AND PAINTING

GTR-12.1 GENERAL

The Contractor shall apply corrosion protection and painting to all


equipment and materials to be furnished in accordance with the
provisions of the specifications.

No separate payment shall be made by NPC for corrosion protection and


painting. Corresponding costs thereof shall be included by the Contractor
in the bid price for each equipment to be furnished under the Contract.

The Contractor shall be responsible for the adoption of preparation


procedures and protective coating systems which are suitable for the
environment experienced by the various components of the Plant.

Where a specific coating system is mentioned elsewhere in the


specification, the Contractor shall accept full responsibility for the
suitability for such system.

The Contractor shall submit for the approval of NPC, a full schedule of
coating systems containing the following information:

a) Plant equipment/component/structure name;

b) Protective coating systems including number and thickness of coats,


time interval between coats, compatibility of each coat with the
previous coat, physical and toxic properties, resistance against
chemical attack and UV radiation, shelf life, etc.;

c) Short list of protective coating manufacturers and applicators;

d) Surface preparation;

e) Workshop action; and

f) Final color schedule for the finished surfaces of


equipment/component

The different coats of primer and subsequent coats shall be of different


shade or color where practicable.

On request of NPC, painting samples for the different coats and colors
shall be provided by the Contractor. Rehabilitated or replaced
components shall be painted by nearly the same colors as the non-
rehabilitated items up to sharp borders, like edges, flanges, etc.

All pigment, paints, and primers shall be delivered to Site in sealed


containers packed by the manufacturer. The manufacturer’s instructions
for preparation and application of all painting and protective coats shall be
strictly observed.

GTR-12.2 PAINTING SYSTEMS

Annex No. 1, “Painting Schedule” of the General Technical Requirements


indicates painting materials considered suitable for the various parts of
the work.

The Contractor has the option to nominate an alternative coating system,


which shall guarantee a quality of at least equal to or superior to the
above coating systems, for the approval of NPC.

GTR-12.3 SURFACE PREPARATION

The term “preparation” includes any cleaning, smoothing or similar


operations that shall be required to ensure that the material to be painted
attains a suitable condition.

To be ready for painting, surfaces should be clean, dry and sound. The
surface to be coated shall be free from any deleterious material liable to
impair good paint adhesion or attack the coat.

For removing rust and mill scale on structural steel, piping and other steel
surfaces, those parts suitable for sandblasting shall be sandblasted to a

grade specified or required in accordance with SIS 05.59.00 (Sveriges


Standdardiserings Kommission) or the American’s SSPC-SP standard or
other approved equivalent standards. This applies particularly to parts
which will be in contact with water, exposed to heavy condensation and
humidity or subjected to high temperature.

For health reasons, sandblasting with quartz sand shall be avoided.

All parts of the equipment shall be sandblasted at the shop unless


otherwise specified or approved by NPC. The sandblasted surfaces shall
be shop-coated with a quick-drying highly pigmented 2-pack zinc-rich
primer, unless otherwise specified.

Parts which cannot be sandblasted shall be cleaned of rust by power tool


cleaning to the highest degree possible. That means all edges of
surfaces to be painted shall be rounded (minimum radius of 2 mm) or
chamfered accordingly. This requirement must be stated in all shop
drawings for the relevant parts.

Hand or power tool cleaned parts of minor importance and not exposed to
water or humidity may be coated with a quick-drying rust-proof primer
formulated on a combination of synthetic resins (ready-mixed paint).

GTR-12.4 EXECUTION OF PAINTING

The Contractor shall supply full details regarding the extent to which the
sandblasting and subsequent painting shall be performed in his workshop
or at the Site after installation. A properly equipped paint shop shall be
set up at the Site with a crew of specialists experienced and skilled in the
preparation and application of protective coatings, to deal with all site-
protective treatment.

Unless otherwise specified in these Specifications, painting shall be done


in accordance with ISO 12944 “Paints and Varnishes – Corrosion
Protection of Steel Structures by Protective Paint Systems”, SSPC PA1
“Shop, Field and Maintenance Painting”, ISO 12944 “Paints and
Varnishes – Corrosion Protection of Steel Structures by Protective Paint
Systems, DIN 55928 “Protective Coatings for Steel Structures” or other
equivalent standard approved by NPC.

Painting operations shall only be made in dry weather and shall be


interrupted in case of rain, fog or condensation. Painting shall not be
carried out at temperatures below 5 degrees Celsius or at temperature
above 50 degrees Celsius and humidity above 80%. During the entire
erection period, the Contractor shall make available two sets of
thermometers and humidity gauges.

Painting works shall only proceed when the prevailing temperature is 3


degrees Celsius above dew point.

Each coat shall be free from pores, runs, pinholes, and sags. Each coat
shall be allowed to dry or to harden before the succeeding coat is applied.
Where pore-free coats are specified, it shall be compulsory for the
Contractor to prove this quality with adequate instruments.

Care shall be taken to maintain full paint thickness at all corners and
edges and special attention shall be paid to the application of protective
coatings over welds, miter joints, etc.

The first coat shall be applied immediately after sandblasting and shall be
finished within six hours to avoid new corrosion.

Shop coats shall be checked for good quality and where necessary,
before proceeding with the painting or coating operations at the Site, the
Contractor shall clean and repair all shop coats which are defective or
damaged.

Oil and grease shall be removed before mechanical cleaning is started.


Clean cloths and clean fluids shall be used to avoid leaving a film of
greasy residue on the surfaces being cleaned. Any required wash
treatment shall be done in accordance with the manufacturer’s painting
instructions.

The Contractor shall consider that damages to paintwork during shipment,


storage and erection is practically unavoidable and the application of all
protective treatment should be programmed accordingly. Care must be
taken to remove salt crystals deposited during sea transport and/or
storage at a seaport, by thorough washing with clean fresh water. It is
essential that before any coat of paint is applied, the surface shall be
prepared as described above so that it is clean and free from all
deleterious matter and completely dry.

Temporary or permanent welding shall not be permitted on areas where


the welding will damage paint or other protective coatings, unless the
areas of coatings which would be damaged thereby are accessible for
repairing and inspection. Material which has been painted shall be
handled with care and protected as necessary to preserve the coating in
good condition.

GTR-12.5 QUALITY CONTROL

The first and each successive coat shall not be applied without inspection
and approval by NPC.

The minimum dry film thickness prescribed in these Specifications shall


be observed. Of each 100 m2, one area of 10 m2 will be measured for dry
film thickness. Where the minimum dry film thickness is not achieved, the
coat shall be repaired to reach the specified minimum dry film thickness.

The dry film thickness shall be measured by approved gauges.

For checks on porosity, the Contractor shall furnish a DC variable high


tension test instrument with built-in pore counter. The test voltage shall
not exceed 2000 V. The tests shall not be performed within 0.5 meter
distance from uncovered, corrosion-resistant surfaces.

For coating films having a total film thickness of 500µm, low voltage wet
sponge test equipment may be used.

Upon completion of each coat, the painter shall make a detailed


inspection of the painting finish and shall remove from adjoining work all
spattering of paint material. He shall make good all damage that can be
caused by such cleaning operations.

A detailed inspection of all painting work shall likewise be made, and all
abraded, stained, or otherwise disfigured portions shall be touched-up
satisfactorily or refinished as required to produce a first-class job
throughout and to leave the entire work in a clean and acceptable
condition.

GTR-12.6 GALVANIZING

Galvanized parts shall be hot-dip galvanized, electrolytically galvanized or


sherardized as may be appropriate to the particular case.

Galvanizing shall be performed in accordance with VDE Standard 0210


(Verband Deutscher Elektrotechniker) or any other approved equivalent
international standard.

For galvanizing, only original blast-furnace raw zinc shall be applied,


which shall have a purity of 98.5%.

The thickness of the zinc coat shall be:

- for bolts and nuts, approx. 60 micrometer

- for all other parts, except for hydraulic steel structures or parts
intermittently or permanently submerged in water, approx. 70
micrometer

- for hydraulic steel structures or parts intermittently or permanently


submerged in water, approx. 140 micrometer

All materials to be galvanized shall be cleaned carefully of rust, loose


scale, dirt, oil, grease, and other foreign matters. Particular care shall be
taken to clean slag from welded areas.

GTR-12.7 WARRANTY

The general guarantee period as stated in the Commercial Provisions of


the Specifications shall not apply to paint work.

The guarantee period for all painting shall be five (5) years, starting from
the issue of “Provisional Acceptance Certificate”. This painting guarantee
period shall be effective regardless of any other guarantee periods for the
project or parts of the project, or any Final Acceptance Certificate, issued
prior to the lapse of the painting guarantee period.

The Contractor shall perform requested painting repair work at no


additional expense for NPC if the painting quality guarantee is not met.

GTR-13.1 GENERAL

This Section specifies the general scope and gives a definition of the
drawings and document which shall be submitted by the Contractor to
NPC within the periods, and in a number and quality as specified. These
documents shall not only provide for the new components to be delivered
and installed, but also for the components to be replaced, rehabilitated,
upgraded or modified.

NPC reserves the right to request from the Contractor additional


documents and data as may be required to demonstrate full compliance
with the Contract requirements and provide complete understanding of
the equipment.

All drawings submitted by the Contractor shall contain a title block to be


located at the lower right-hand corner of the paper. The title block shall
contain, in addition to the Contractor’s name, the date, drawing scale,
drawing number and title, and contract number as given in the
Specification.

GTR-13.2 DRAWINGS/DOCUMENTS TO BE SUBMITTED WITH THE BID

The Contractor shall submit with his Bid the required copies of drawings
and documents as specified in Section VI - Part II -Technical Data
Sheets, Item VI – List of Drawings and Documents to be Submitted
with the Bid.

Drawings and other technical documents shall show all the essential
items and details of the equipment being offered to enable NPC to
determine all essential details of the various items of equipment and
materials to be used. The drawings and documents shall be marked “FOR
BIDDING PURPOSES ONLY” to distinguish them from the Contract
Drawings/Documents to be submitted later for NPC’s review and
approval. The winning bidder shall not be released of his responsibility
and guarantee after the drawings and documents submitted with the bid
have been accepted by NPC.

All data and information to be submitted shall be in English language and


shall be drawn using the metric system as unit of measurement.

The winning bidder shall supply, at the time of the award of the Contract,
two (2) additional copies of drawings and documents submitted with his
Bid as attachment to the Contract Documents.

GTR-13.3 CONTRACTOR’S/MANUFACTURER’S DRAWINGS/DOCUMENTS

GTR-13.3.1 General

The Contractor shall submit, for NPC’s review, approval, and/or


information/reference, drawings/documents of equipment, materials, etc.
to be furnished prior to fabrication, manufacture, and/or installation at site.

Before submitting any drawing, the Contractor shall obtain approval of the
Schedule/List of Drawings/Documents he proposes to submit indicating

which drawings are submitted “For Approval” or “For


Information/Reference”.

The drawings shall be adequate to demonstrate full compliance with the


Contract requirements and provide complete understanding of the
equipment.

If the Contractor fails to submit the required drawings/documents and


proceeds with the works without NPC’s prior approval of drawings
pertinent thereto, then the later execution of changes requested by NPC
and the resulting additional cost and/or delays shall be the Contractor’s
responsibility.

Revised technical documents replacing previously submitted


drawings/documents shall be marked accordingly. Also, the revised part
in the drawing/document itself shall be marked clearly.

Should any error be found in the Contractor’s drawings during the works,
the correction, including any field change considered necessary, shall be
noted on the drawings and shall be resubmitted for approval and recorded
as outlined above.

Drawings approved by NPC shall in no way relieve the Contractor from


entire responsibility for engineering, design, workmanship, material,
guarantees and all other liabilities under the Contract.

NPC reserves the right to reproduce any drawings or prints received from
the Contractor as may be required despite any notice prohibiting the same
appearing on the drawing or the print. All drawings are preferred in a
computer-aided format. However, if unable to comply with this
requirement, manual drafted drawings will be acceptable. All CAD
produced drawings are to be submitted in Autocad or PDF formats. All
other computer-generated documents are to conform to Microsoft Office
or shall be submitted in PDF formats.

NPC reserves the right to request from the Contractor additional


documents and data as may be required to demonstrate full compliance
with the Contract requirements and provide complete understanding of
the equipment.

All drawings submitted by the Contractor shall contain a title block


positioned at the lower right-hand corner of the paper. The title block shall
contain, in addition to the Contractor’s name, the date, drawing scale,
drawing number and title, and contract number as given in the
Specification. NPC standard specifications for Drawing Title Blocks shall
be provided to the Contractor during the contract stage.

The type of drawings/documents to be prepared and submitted by the


Contractor for NPC’s approval and/or information are described in the
subsequent clauses of this Specification.

GTR-13.3.2 Submission & Processing of Drawings/Documents

Contractor’s drawings shall be submitted on standard ISO-A Series, i.e.


A1, A2, A3, A4, etc. All drawings shall be folded to A4 size in such a
manner that the complete Title Block will be visible. A space of at least
150 mm in length and 100 mm in height above the Title Block shall be left
blank for approval stamp.

Six (6) prints with dark lines on a white background shall be furnished to
NPC for each drawing submitted for approval or for information/reference.
NPC shall return one (1) print to the Contractor within twenty (20)
calendar days after receipt of the drawing. NPC shall mark the drawings
either “Approved, A”, “Approved with Corrections Indicated, AWCI” or
“Returned for Corrections, RFC”. If drawings are marked “Approved with
Corrections Indicated, AWCI” or “Returned for Corrections, RFC”, the
Contractor shall make all necessary corrections and re-submit same in six
(6) copies within fourteen (14) calendar days. Any comment given by
NPC on a “For Information”” type of drawing shall have the same effect as
if it were given on a “For Approval” type of drawing. Every revision shall
be shown by number, date and subject in a revision block.

Upon receipt of drawings marked “Approved, A”, the Contractor shall


furnish NPC without delay Final Drawings consisting of one (1)
reproducible copy of approved quality, five (5) prints and one (1) electronic
copy in a write-once recordable CD. If minor revisions are made after a
drawing has been approved, the Contractor shall furnish same number of
copies and type as specified above. No major revision affecting the
design shall be made after a drawing has been marked “Approved, A”
without re-submitting the drawing for formal approval of said revision.

Drawings marked “Approved, A” or “Approved with Corrections Indicated,


AWCI” authorize the Contractor to proceed with the works covered by
such drawing provided that NPC’s comments on AWCI drawings are
considered and incorporated accordingly during the works.

GTR-13.3.3 Drawings

13.3.3.1 Loading Drawings

For all larger pieces of equipment which, due to their dimensions and/or
weight and transport limitations, will require special means for their
transportation, the Contractor shall submit binding loading drawings
indicating dimensions, weights, etc., of the respective pieces of equipment
and the necessary trailer for its transportation to the site.

13.3.3.2 Foundation Drawings

If a piece of equipment requires its own foundation or needs a special


area for installation, the Contractor shall submit drawings indicating all
pertinent dimensions, static and dynamic loads, etc.

13.3.3.3 Arrangement Drawings

All arrangement drawings shall be drawn according to scale. The General


Arrangement Drawings shall show the physical arrangement of equipment
(machines, complete switchgears, control panels, instrument cubicles,
etc.), civil constructions (buildings, rooms, foundation, ducts, etc.) and
reserved areas (for pipes, cables, lines, etc.) in relation to each other and
to agreed coordinates and boundaries. Such drawings shall be prepared
for the whole plot, for separate plots and for each building (building, hall,
room, ducts and trenches, etc.)

The Arrangement or Layout Drawings of electrical and instrumentation


and control equipment shall indicate the location of all apparatus
wherever used, i.e. in or on machines, control boards, switchboards,
cubicles, control desks and panels, etc. The apparatus shall be identified
with the same standardized abbreviations as used in all other documents.

13.3.3.4 Dimension Drawings

The Dimension or Outline Drawing shall show all elements and the main
dimensions of individual construction units where necessary with plan,
section, side and top views. If possible such dimension shall be shown on
Arrangement Drawings.

13.3.3.5 Execution Drawings

These shall include the shop drawings, assembly drawings, erection


drawings, piping diagrams and piping arrangement drawings, etc.,
showing the dimensions, design and data of all apparatus and equipment
to be furnished under this Contract.

The drawing shall include the following:

- details of manufacturing and treatment of major single work pieces


specially made for this Contract

- assembly of the equipment in plan and elevation with main


dimensions

- sub-assembly of the principal components of the equipment with


overall dimensions, adjustment, clearance tolerances, and numbers
of corresponding detail drawings

- sub-assemblies in which the Contractor proposes to ship the


equipment

- all necessary details of the parts connected to the equipment to be


supplied by others

- location and sizes of auxiliary connections for oil, grease, water, air,
etc.

- location and size of the instruments and accessories to be provided

- methods of lubrication and sealing

preparation and anti-corrosive protection

- full details of parts for which adjustment is provided or which are


subject to wear

- method and sequence of installation, field joints, erection and lifting


devices, jacks, grout plugs, anchoring details, etc., if not shown on
foundation drawings.

13.3.3.6 Installation Drawings

The mechanical, electrical or I & C installation drawings shall provide


detailed information on the disposition of the various items of a system
(e.g. lighting fixtures, socket outlets, connection boxes, transmitters,
actuators, loudspeakers, telephones, pipes, valves, pumps, compressors,
etc.) and of the piping and wiring respectively comprised in the installation
or assembly. They shall be based on dimension drawings of cubicles,
rooms, buildings or areas containing the equipment.

GTR-13.3.4 Diagrams

For electrical diagrams general reference is made to IEC where


applicable.

13.3.4.1 Single-Line Diagrams

This is a simplified diagram of the essential electrical equipment and their


interconnections. All circuits shall be represented by a single line only. It
shall contain all required technical information of the equipment
represented, e.g. voltage, ampacity, capacity, short-circuit level, ratios,
voltage variations, positive and zero sequence impedances, measuring
transformer and protection relay indeces, interlockings, kind of switch
drive, code designation, etc.

Single-line diagrams of individual main components and switchboards


shall additionally show the control, indicating, measuring, metering,
protection, automatic, and other auxiliary electric devices (also rheostats,
hygrostats, cable end boxes, etc.), separated for each individual
installation site and location as applicable:

 Switchboard control compartment, switch compartment, cable


termination compartment, etc.
 Control room (in control panel, control desk)
 Unit control panel
 Relay room (in auxiliary relay cubicle, marshalling rack, automatic
control cubicle, protection cubicle)
 Separate energy meter cubicle. Furthermore, the applied
recommended setting of adjustable devices (protection and control
elements, time relays, etc.) shall be indicated.

13.3.4.2 Circuit Diagrams

The circuit diagrams shall show the power circuits in all phases with the
main apparatus as well as the pilot circuits (measuring and control
circuits). It shall show in full the functional part of all installations,
equipment or circuits with all required technical information.

The control part shall be subdivided into separately drawn “current paths”,
each showing all its components regardless of their actual physical
location. The individual circuits are to be drawn in a straight line
sequence, avoiding line crossings. The current paths (to be designated
by numbers or a sheet quadrant cross reference indicating system) shall
be drawn starting from two horizontal lines which represent the control
voltage source. All devices belonging to the equipment or forming part of
the equipment or control devices shall appear between these two lines.

Contact developments of the installed switches, contactors, relays and


other apparatus which appear in the diagram shall be shown below the
respective contactor coil, indicated by means of numbers and, if not on
the same, also the page no., the current path in which the corresponding
contact has been used.

Interconnections to other circuit diagrams shall be clearly marked by


means of dotted line separations and the corresponding functional
designation.

The power circuit portion of the installation shall be drawn at the left side
of the drawing.

Circuit diagrams shall also contain all terminals and their correct
designations. Terminals, grouped together to terminal blocks of
switchboards, distribution boards, etc., shall be shown on the circuit
diagrams in one fictitious horizontal line surrounded by demarcation lines.
If, for any reason, the current paths of circuit diagrams must be separated,
the corresponding counter terminal has to be indicated by cross-
referencing symbol and designation of continuation diagram.

The representation of electrical equipment and control circuits shall not be


terminated at the limits of the scope of supply, but has to be extended
beyond this limit by all switchgear, protective, measuring and monitoring
equipment required for full comprehension of the whole circuit. All
terminals and functions of equipment to be supplied by others shall be
taken over as well.

Standard Circuit Diagrams are patterns of circuit diagrams which have


been standardized with regard to scope, arrangement, representation and
allocation of equipment with the aim of simplification and easy
surveillance of electrical circuitry.

13.3.4.3 Connection Diagrams

The internal Connection or Wiring Diagrams shall show the wiring or


tubing connections either within one apparatus or between several
apparatuses of one group. They shall contain the single components or
apparatuses of one group arranged in the correct physical location
including terminals and terminal boards. The connections shall either be

represented by lines or, in case of a “wireless” connection diagram, by a


wire table.

The external Connection or Interconnection Diagram shall show the


external wiring or tubing connections between the different units of an
installation.

13.3.4.4 Block Diagrams

The Block Diagrams shall be used to show in a simplified manner the


main inter-relationship between the elements of a system by means of
symbols, block symbols and pictures without necessarily showing all the
connections. The symbols used for the individual kinds of components,
e.g. servo-motors, amplifiers, computing modules, etc. shall be explained
on the diagram or on an attached legend.

When recommendable, a Block Text Diagram may be prepared,


consisting essentially of explanatory texts enclosed in outlines which are
linked by lines showing the functional relationships that exist between the
various parts of an installation, equipment or circuit.

13.3.4.5 Logic Diagrams

The Logic or Functional Diagrams shall be used for representation of logic


and sequence controls and interlockings by showing only binary logic
elements and their effect on the various process equipment disregarding
their electrical realization. Logic function elements (AND, OR, NOT, etc.)
shall be used for processing and combining binary signals.

13.3.4.6 Process Diagrams

The Process or P & I Diagrams shall show the piping including type,
dimensions, fittings, flanges, etc., and the flow directions, they shall also
show the process data, measuring points, instrumentation control
functions and locations of the equipment.

13.3.4.7 Terminal Diagrams

Such diagrams shall be prepared for any type of terminal box, marshalling
rack, control cubicle, switchboard, etc., and shall show the terminals
(properly numbered) and the internal and/or external conductors (wires or
cables) connected to them.

The terminal diagram of each individual switchboard, terminal box, panel,


etc., shall contain, but not be limited to the following information:

- terminal number of terminal board with targets (terminal


number and current path) of incoming and outgoing cables
and wires
- cable designation
- type of cable
- number and cross-section of conductors
- assignment of conductors
- number of spare conductors
- approx. length of cable and its destination

13.3.4.8 Protection Coordination Diagrams

These diagrams shall show in a graphical manner separately for each


power supply circuit:

- a simplified single-line diagram of the circuit with technical


data of all instrument transformers and relays
- coordinated tripping curves of related protection devices
- setting of the protection devices

GTR-13.3.5 Specifications

13.3.5.1 Material or Equipment Specifications

Such specifications shall be prepared for all principal equipment and


installations. They shall describe the performance (design, construction,
material, dimensions, corrosion protection, etc.) of the equipment
including parts list detailing the manufacturer, type and all technical data
so as to obtain:

- full information on the equipment


- proof of compliance with Contract Specification

For standard equipment (for example: valves, switchgear, control gear,


relays, transmitters, indicators, lighting fittings, etc.) catalogues or
pamphlets shall be submitted.

The technical data of electrical equipment shall include as a minimum:

- max. permissible ambient conditions (temperatures,


humidity)
- rated current and rated output/capacity
- same data as above under specified severest site
conditions
- rated voltage and ratio or regulation/setting range
- max. service voltage (acc. to IEC)
- power frequency and impulse withstand voltages
- short-time (1 sec) current rating and design fault currents
as max. dynamic (subtransient), peak and breaking current
- ratio, burden and accuracy of measuring transformers and
transducers
- type and code no. of protection relays and of instantaneous
or thermal releases directly attached to circuit breakers and
contactors
- power requirements for each voltage level (A.C./D.D.)

GTR-13.3.6 Lists and Schedules

13.3.6.2 Motor Starter Lists

The motor starter lists shall include all starters and contactors used for
motors and shall contain the following technical information as a minimum
requirement:

- plant identification number


- electrical design data as nominal and actual current rating,
voltage rating, coil rating, making/breaking capacity and
mode of operation
- maximum power cable size
- maximum control cable size
- current transformer ratio, class and capacity
- type of protection relaying and catalogue number
- setting of protection relays and maximum continuous rating
of the protected circuit
- type and current rating of the back-up fuses/MCB’s for the
main and control circuits

Note: Motor Starter Lists can be substituted by adequate


equipment lists, already forming part of switchgear
manuals.

used instruments, sample/routine test, test judgment.

13.3.6.9 List of Tools and Appliances

13.3.6.10 Spare Parts List

The list of Tools and Spare Parts to be supplied shall at least contain the
following:

- equipment identification number/tag number


- system identification number/line number
- description of part
- manufacturer/vendor part number
- country of origin
- quality assurance specification
- shelf-life
- ordering lead time
- cost
- quantity
- outline sketch/drawing
- gross storage requirements (separate for open-air, indoor,
air conditioned) for individual component sets.

13.3.6.11 List of Plant Identification Numbers

This list shall contain the plant identification numbers in alphanumeric


order and for each of them a description (the defined equipment
denomination, for example as written on the equipment label) and the
location (short definition of outdoor area and level elevation or
building/room with elevation and room number).

GTR-13.3.7 Calculations

Design calculations, diagrams and operating data, etc. shall be submitted


to NPC with all formulas, standards, test results, basic assumptions, etc.
used for these calculations. Submission of the calculation results only will
not be accepted.

GTR-13.3.8 Operation and Maintenance Manuals

13.3.8.1 Contents

The Operation & Maintenance Manuals shall be assembled in book form.


Drawings and schedules which are to be bound into the manual shall also
be A4 or A3 folded to A4. Covers to be used for the manuals shall be
uniform, robust and oil-resistant.

The Operation and Maintenance Manuals shall be submitted in six (6)


copies and shall contain, but not limited to, the following information in
sufficient detail to enable NPC to maintain, dismantle, reassemble, adjust
and operate the plant with all its equipment and installations:

a) Table of Contents

b) List of Illustrations

c) Introduction

The Introduction shall contain:

c1) A brief general description of the equipment


c2) A brief description of the use of the equipment
c3) Definitions of technical terms used in subsequent graphs of
the instruction book
c4) A complete list of all items used in accordance with the Plant
Components Identification System

d) Detailed Description

Detailed description shall contain a complete and accurate


description of the equipment, all components and ancillaries, their
assembling and dismantling. An accurate list stating clearances,
tolerances, temperatures, fits, etc. shall be included.

e) Operating Principles and Characteristics

A brief summary of the technical operating principles of the


equipment, including diagrams, circuit diagrams, sequence
diagrams, piping, etc.

f) Operating Instructions

The instructions shall be accurate and easy to understand and shall


contain the sequence of individual manipulations required for
operation. The information shall be presented in such a manner that
the contents of this paragraph can be used for instructing personnel

in the operation of the equipment. Tables, lists and graphic


presentations should be used whenever possible for making the
description readily understandable. An appropriate trouble-shooting
list shall be included in this section.

g) Testing and Adjustment

The entire testing and adjustment procedure required for the plant
after overhauls and during operation shall be described.

h) Maintenance Instructions

This section is divided into five paragraphs:

h1) Preventive maintenance, indicating the inspections required at


regular intervals, the inspection procedure, the routine
cleaning and lubricating operations, the regular safety checks
and similar steps.

The maintenance instructions shall include a tabular (or in


other approved form) summary of the required activities
sorted according to:

- daily
- weekly
- monthly
- quarterly
- yearly
(or other) cycles as applicable.

This document shall provide the maintenance engineering


with a brief and yet fully comprehensive information including
all applicable references, detailed service and maintenance
instructions.

h2) Repair and adjustment, describing the inspections, fitting and


dismantling of parts, fault tracing as well as repair and
adjustment procedures.

h3) Spare parts lists, containing all the necessary data for
ordering spare parts. These lists shall include all spare parts;
those to be supplied and those not be supplied under the
present Contract.

h4) Tool lists, containing all necessary data for identification of


tools to be delivered under the present Contract.

h5) List of suppliers and alternative suppliers and addresses

i) Catalogue sheets, brochures, illustrations, etc.

Catalogue sheets, illustrations, printed specifications, etc., shall be


checked and prepared by the Contractor in such a way that the
figures, statements and data valid for the delivered sizes and types
of the equipment concerned are clearly marked. All figures,

j) As-Built drawings

13.3.8.2 Revisions and Supplements

The completeness of the manuals shall be checked after the


commissioning jointly by the Contractor and NPC.

If it becomes evident that the Operation and Maintenance Manuals are


inadequate or incorrect, the Contractor shall supply immediately the
necessary supplements and corrections. This shall be handled in the
following manner:

Deletions:

One sheet of errata, printed on pink paper, shall be issued indicating the
pages and date of issue of those pages which are to be deleted and are
no longer valid.

Correction, Revisions, Replacements:

New sheet or sheets shall be issued to replace the wrong pages.


Whenever a new sheet is added to the instruction manuals, this sheet
shall be given the new date of issue and a revision symbol, and an
indication “Substituted for…” and a marking of the corrected/revised
items.

Insertion, Supplements:

Insertions or supplements shall be accompanied by a new respective


“Table of Contents” page, where the latter shall be handled as described
above under replacements.

The revisions and supplements requested by NPC shall be made by the


Contractor at the Site as far as possible and shall be submitted in each
case to the NPC for checking and revision as stated above.

GTR-13.3.9 Documents for NPC’s Records

The Contractor shall furnish six (6) copies of the following documents for
NPC’s records:

 Material Data and Test Reports required by governing Codes and


Standards

 Material certifications required by governing Codes and Standards

 NDE Results

 Hydrostatic Test Results

 Performance Test Results

GTR-13.4 AS-BUILT DRAWINGS

The Contractor shall provide and keep up-to-date “As-Built” drawings of


all equipment and accessories erected, installed or modified during the
works. These drawings shall show all changes or revisions from original
location, sizes and kinds of equipment and accessories, miscellaneous
metal works, embedded piping and electrical systems, and other
concealed items of work.

These drawings shall be kept in the Contractor’s field office and shall be
used only as record set. At the end of every month, all entries, changes
or revisions made in the drawings by the Contractor shall be checked and
approved by NPC.

Prior to Final Acceptance of the Works, the Contractor shall furnish NPC
the complete and duly checked and approved “As- Built” drawings in five
(5) prints, one (1) reproducible copy of approved quality and one (1)
electronic copy in a write-once recordable CD. Such CDs shall be
suitable for CD ROM/WRITE drive of computer system.

GTR-14.0 QUALITY ASSURANCE REQUIREMENTS

GTR-14.1 GENERAL

The Contractor shall have a well-organized Quality Management System


which shall comply with the requirements of ISO 9001:2000 –“QMS
requirements”, or equivalent quality standard relevant for the Works to
assure that items and services, including subcontracted items and
services, will comply with this specification.

Within thirty (30) days of the Effective Date of Contract, the Contractor
shall submit six (6) copies of his complete quality control and assurance
procedures, and manuals for review and approval by NPC. The manual
shall include pro-forma checklists for all requirements of the Contractor’s
quality control and assurance program and those called for in this
Specification.

GTR-14.2 QUALITY ASSURANCE PROGRAM

The Contractor shall, for all work covered by the Contract:

a) Establish procedures for adequate planning and resourcing of all


quality related activities including the preparation of quality plans;

b) Establish measures for the identification and control of items


throughout all stages of the Contract. This shall include measures to
maintain traceability as identified in agreed quality plans;

c) Arrange for the protection of the quality of the product to include


delivery to the specified destination; and

d) Control their measuring and test equipment in accordance with the


established procedures for measurements and calibration systems
and ensure that such equipment that may be used by subcontractors
to verify work is similarly controlled.

Where installation, test, and commissioning work are involved, the


Contractor shall prepare contract-specific quality assurance procedures in
agreement with NPC prior to commencement of such works.

The Contractor shall ensure that all computer systems and software to be
utilized on the project is qualified for the application under consideration
and such qualification is documented.

GTR-14.3 QUALITY PLAN

The Contractor shall establish and implement quality plans detailing the
specific activities, design reviews, operations, control procedures,
inspections, testing, approvals and certification requirements applicable.
All procedures, which support the quality plan shall be referenced and
distributed to NPC together with the quality plan. Quality plans shall be
submitted to NPC for review and approval.

GTR-14.4 RECORDS

The Contractor shall generate records as required by the quality


assurance system and quality plans. Records, including audit reports
shall be made available for inspection by NPC.

All records shall be concisely compiled, indexed and cross-referenced to


the project contract number and the relevant subcontract numbers. They
shall be clearly identifiable to the individual parts and assemblies to which
they refer.

All records generated during the course of the Contract, including those
generated as evidence of effective implementation of the quality
assurance program of the Contractor and his subcontractors, shall be
retained by the Contractor for a minimum period of five (5) years from the
date of contract completion. These records shall be made available to
NPC on request during the retention period.

GTR-14.5 PARTICULAR QUALITY ASSURANCE REQUIREMENTS

GTR-14.5.1 General

As a supplemental document to the QA program, the Contractor shall


submit for approval of NPC, a separate document with detailed particular
requirements and specific acceptance criteria of all equipment furnished
by the Contractor.

GTR-14.5.2 At Shop

Corresponding to each equipment, the following data are required for


submission to and approval of NPC:

a) Test and inspection procedure;


b) Guaranteed technical rated or design data;
c) List of holdpoints and/or routine tests;
d) Acceptance criteria and reference standards; and
e) Test results/data with comparison to the guaranteed data. All
allowable tolerances with respect to dimensional control of
assemblies and sub-assemblies at shop shall be clearly indicated
in the manufacturer’s drawings.

GTR-14.5.3 At Site

The required tests at site shall be in accordance with the latest edition of
ANSI or applicable IEC Standard.

NPC or his duly authorized representative shall control said site tests, in
collaboration with the Contractor’s representatives.

GTR-14.6 REPORTING AND CORRECTIVE ACTION

The Contractor’s quality assurance program shall provide for prompt


detection and correction of all conditions adversely affecting quality,
including failures, malfunctions, incidents, trends, deficiencies, deviations,
non-conformances, and defective materials.

GTR-15.0 INSPECTION AND TESTS

GTR-15.1 GENERAL

The Contractor shall perform at his own expense all tests required to
ensure adequacy of material, workmanship and conformance of
equipment to the guaranteed data other requirements of the specifications
and standards.

The Contractor shall submit to NPC for approval a complete test program
for all equipment to be supplied under the Contract. Likewise, six (6)
copies of test procedures shall be submitted for approval at least sixty
(60) days prior to the conduct of actual test.

NPC shall be entitled to attend and witness all applicable tests specified
for the various items of equipment detailed in the relevant sections of the
Specifications. NPC shall be notified by the Contractor sixty (60) days in
advance about any tests requiring the presence of NPC. Mandatory
notification to NPC shall be observed for all testing to be done by the
Contractor. NPC’s acceptance of the work by waiving the inspection of
tests and receipt of the Contractor’s Certified Test Reports and Inspection
& Testing Certificates shall in no way relieve the Contractor of the
responsibility in accordance with the requirements of the Specifications.

Tests not requiring the presence of NPC shall be, in any case, notified in
advance. In such case, the Contractor shall then proceed with the tests
and shall submit test reports in six (6) copies to NPC.

For inspected or tested goods that fail to conform with the Specifications,
the Contractor shall either replace or apply remedial measures necessary
to meet the requirements of the Specifications at no costs to NPC.

During the test and commissioning period, NPC shall provide operations
and maintenance personnel to assist the Contractor in the operation and
maintenance of the plant under the direction of the Contractor.

Unless otherwise specified, all costs for testing of the works and charges
associated with it shall be borne by the Contractor. This includes the
measuring devices, instruments, tools and any pertinent accessories
which shall be made available by the Contractor for the entire duration of
the tests. The Contractor shall delegate his experts to perform such tests.

Lubricating oil, flushing oil, grease, chemicals and other consumables


required during testing and commissioning shall also be borne by the
Contractor.

GTR-15.2 TESTS AT MANUFACTURER’S/CONTRACTOR’S PREMISES

GTR-15.2.1 Inspection at Contractor’s Premises

NPC reserves the right to inspect all shop and assembly work associated
with the Works, verify quantities consigned to stores and inspect quality
control and assurance records as well as shop and purchase order
records. The Contractor shall provide all the necessary assistance to
these visits, inspections and checks and give all necessary information
requested.

In particular, the Contractor shall provide NPC with the list of the
workshops in which different parts of the supply are manufactured and/or
fabricated and shall furnish all the information that may be useful for the
checking of the manufacturing/fabrication and assembly of materials.

When scheduled, and as often as NPC deems appropriate, progress of


the manufacturing/fabrication and assembly of materials will be monitored
with respect to Milestone Dates in the Contract Schedule and the
sequence of events and activities on the Contractor’s Detailed Contract
Schedule.

GTR-15.2.2 Factory Tests

Prior to shipment, each equipment or material supplied by the Contractor


shall be given the manufacturer’s standard factory test and/or as required
in the relevant sections of the technical specifications.

NPC reserves the right to witness factory tests specified for the various
types of equipment. No equipment or material shall be shipped from the
factory until it has been inspected or until inspection has been waived in
writing and certified copies of test and inspection reports have been
accepted by NPC.

The Contractor shall carry out tests, as may be required by the specified
Standards and the Quality Control and Assurance Program, as well as the
entire test program approved by NPC. Prior to the witnessing of Factory

Tests, the Contractor shall remove all faults found and correct all failures
noted to the best of his knowledge such that no functional or procedural
errors will occur during the test.

At the commencement of the witnessing of Factory Tests, all required


equipment and materials shall be brought together in one place as far as
possible, integrated, and the configuration/set-up at the factory shall be
identical to that to be installed at the site and any equipment and software
necessary for the proper operation of the equipment shall have reached
its final form as far as possible, not to be changed during the test and until
commencement of commissioning at site.

The Contractor shall immediately advise NPC should failures occur, take
remedial action subject to NPC’s approval, and proceed with the test as
and when directed by NPC. It shall be the NPC’s prerogative to order a
repeat of all such tests that he deems may have been affected by the
failure.

The Contractor shall ensure that during the test, all hard copies from
output devices are retained and that no outside parties interfere in any
way with testing, equipment or test instruments, fixtures and jigs for the
entire duration of the Factory Test. Only Contractor’s personnel who are
needed on the testing of the equipment shall be allowed in the test area.
The Contractor shall appoint a chief-tester who shall be responsible for
conducting the test, ensuring at all times that the test instruments,
fixtures, jigs and extender cards, and those of the Contractor’s personnel
who in any way may contribute to the test, including testers, specialists
and maintenance personnel, are available prior to scheduled
commencement of each test or as maybe instructed by the Contractor.

The Contractor shall also be responsible that an accurate record of tests


are kept and each individual test is duly initialed and dated by the
Contractor and stamped or marked either “passed” or “failed” with
annotations of antecedents and observations concerning the test. For
each day of testing, the Contractor shall submit to NPC the proposed
disposition of each criterion that failed during the previous day of testing,
prior to commencement of the tests scheduled for that day. Tests
witnessed by NPC will be initialed accordingly by him on the test record.
The test record and dispositions, and any other pertinent supporting data
and documents shall form part of a test report to be submitted in
accordance with the specification.

Additional individual factory assembly and test shall be in accordance with


the requirements of subsequent sections of the Specifications.

The witnessing of factory tests by NPC and/or acceptance of the test


results of any equipment or material prior to delivery shall in no way
relieve the Contractor of any of his responsibilities for meeting all
requirements of the Specifications and shall not prevent any subsequent
rejection if such equipment or material is later found to be defective or
fails to meet the guarantees during inspection and test at site.
Acceptance of any equipment shall be subject to final inspection and test
at site.

GTR-15.2.3 Model Tests

Model tests, if required for certain parts of the work or equipment, shall be
carried out as specified in the subsequent sections of the Specifications.

GTR-15.3 PRE-COMMISSIONING/COMMISSIONING TEST

After the completion of the installation/erection of equipment and


appurtenances, they shall be subjected to tests as required in the
Specifications, applicable standards and the manufacturer’s written
instructions. The Contractor’s testing at site shall be complete in every
respect to prove the successful performance and operation of all the
works and equipment supplied and erected under the Contract. The
Contractor shall establish a mutually satisfactory test schedules and dates
for testing.

The Contractor shall provide the services of highly qualified


Commissioning Engineer/s who shall be responsible in providing technical
advice and overall supervision for the performance of the Pre-
commissioning/Commissioning Tests including Start-up and Initial
Operation, and Performance Test.

The Contractor shall submit personal data sheet of the proposed


Commissioning Engineer/s for NPC’s evaluation and approval at least two
(2) months prior to test and commissioning. All tests shall be carried-out
in accordance with the approved procedures submitted by the Contractor
or as directed by NPC.

All necessary personnel and testing equipment shall be provided by the


Contractor to perform the tests specified herein. Lubricating oil, flushing
oil, grease, chemicals and other consumables required during testing
shall also be borne by the Contractor.

Additional field test for a particular equipment shall be in accordance with


the requirements of subsequent sections of the Specifications.

GTR-15.3.1 Pre-Commissioning Test

The typical Pre-commissioning Test shall include but not limited to the
following:

a) Hydrostatic and pneumatic tests of field assembled equipment and


piping;
b) Alignment of equipment (and plumbness on vertical unit of the
combined generator & turbine shafts);
c) Shaft runout check;
d) Unit balance check;
e) Wiring continuity test;
f) Insulation resistance (megger readings) of the field windings;
g) Insulation resistance (megger readings) of the armature winding
before and after dielectric test, including polarization index;
h) Dielectric tests of armature and field windings;
i) Resistance test of armature & field windings;
j) Continuity & resistance test of the resistance temperature detector
circuits;

GTR-15.3.2 Commissioning Test

The Commissioning Test shall be carried-out after the Pre-Commissioning


Test to ascertain its fitness for operation and shall include but not limited
to the following:

a) Trial run of individual auxiliary equipment;


b) System sequential operation;
c) Generating unit tripping device test;
d) Test of control systems safety and operating functions;
e) No load operation;
f) Unit synchronization;
g) Load tests and load rejection tests;
h) Unit start-up/stop tests;
i) Initial Operation of Generating Unit; and
j) 100% load test for twenty four (24) hours continuous operation

GTR-15.4 START-UP AND INITIAL OPERATION

GTR-15.4.1 General

The Contractor shall provide a start-up coordinator to coordinate efforts of


all parties involved in the final checkouts, testing, energizing, start-up and
initial operation. It shall be the responsibility of the start-up coordinator to
coordinate with all activities prior to and during commissioning of the
generating unit, including obtaining clearance from NPC for use of water
for initial operation.

The Contractor shall provide all necessary personnel and


equipment/devices to perform all operating functions during start-up and
initial operation.

GTR-15.4.2 Preparation for Starting the Unit

All equipment including gauges, instruments, controls, lubricating devices,


flow indicators, filters, pumps, etc. shall be carefully checked for proper
operation before starting the unit. All gauges, instruments, controls,
temperature devices, relays, contactors, meters and associated electrical
and mechanical devices shall be calibrated. Oil pumps and piping shall
undergo a 24-hour period of operation and inspection to be sure of correct
performance and the absence of leaks. The intake, drains, intake gate,
runner, discharge tube, and generator air passages shall be carefully
inspected to be certain that all foreign matter has been removed.

All water supply lines, including strainers, shall be checked to be sure of


proper flow to the various parts of the unit.

The lubrication systems shall be checked for proper operation.

Before watering the unit, a final checkout shall be made on the


operational readiness of the generator, turbine and associated auxiliaries.

An operation test shall be performed on all thermal relays, indicators,


thermometers, speed switches, resistance temperature detectors, and
flow switches to verify correct calibration, adjustment, and operational
readiness.

The start-up coordinator shall establish a check-off list and procedure in


preparation for starting the unit. All parties involves in final checkout of
equipment and systems will be required to sign-off the list indicating that
their equipment is ready for start-up and initial operation.

GTR-15.4.3 Initial Operation

The Contractor shall develop and submit the procedures for initial
operation of the generating unit for NPC’s review and approval.

The checks and tests specified herein are the minimum requirements. All
other checks and tests shall be performed as may be required. All checks
and tests shall be recorded. Such records shall be signed by applicable
manufacturer’s/contractor’s representative and copies shall be furnished
to NPC.

The pre-load checks, tests and adjustments to be performed shall include


but not limited to the following:

a) Check operation at normal speed with no load


b) Check operation of overspeed and speed switches
c) Check the excitation system as much as possible before on-line
operation

The checks, tests and adjustments to be performed after the generating


unit has been placed on-line shall include but not limited to the following:

a) Unit operation at normal speed with load


b) Unit load rejection test to confirm proper operation of generator,
turbine, governor, excitation system and auxiliaries
c) Final adjustment of the excitation system
d) Sound level test inside the powerhouse for various modes of
operation of the generating unit
e) Vibration levels of the principal items of rotating machinery for
various modes of operation of the generating unit
f) Temperature levels of bearings and associated oil paths for
various modes of operation of the generating unit
g) Temperature levels of transformer and generator

If any defects or irregularities affecting the safety and reliability of the plant
should arise during the initial operation, the initial operation shall be

interrupted and started again after such defects or irregularities have been
corrected by the Contractor.

GTR-15.5 PERFORMANCE TEST

The performance test shall be carried out during the period of


commissioning test of the plant after all preliminary tests on each
equipment, controls, and safety devices have been carried out. The
Performance Test shall be conducted to verify the guaranteed or specified
values of the unit/equipment in accordance with the requirements of the
Specifications.

All instruments, materials, and devices necessary to perform the required


testing as well as to measure and analyze data shall be furnished by the
Contractor. The Contractor shall provide key test personnel who will
supervise the tests and collaborate closely with NPC or his duly
designated representative. All tests shall be coordinated with NPC and
shall be timed to conform with the grid requirements.

Performance test shall include but not limited to unit capacity test and
efficiency test and shall be conducted in accordance with international
standards such as the latest edition of ASME Power Test Code and IEC
41.

Performance Test Procedures to be submitted by the Contractor shall


include the following:

a) Introduction;

b) Purpose of Test;

c) Procedure for the Test;

d) Simplified diagrams indicating test envelope, test points and


measuring equipment;

e) Test data and parameters to be measured;

f) Step by step calculations indicating how the test data are used to
arrive at the final results;

g) Forms to be used; and

h) Correction factors to be used in the test

Acceptance of the unit/equipment shall be on the basis of the


performance tests meeting the Contractor’s guaranteed values and the
requirements of the Specifications.

GTR-15.6 RELIABILITY RUN

After the Performance Test and after the Contractor has notified NPC that
the generating unit including its associated auxiliary equipment is ready
for commercial operation, provided that NPC is satisfied that such is ready
for commercial service, Reliability Run shall be carried out for a period of

seven days (168 hours) for each unit to confirm its reliability. The unit with
all its auxiliaries is required to operate under normal working conditions of
the plant within the limits of output specified and operating continuously
without major failure or interruption for the entire duration of the Reliability
Run.

The unit shall be operated by NPC personnel under the supervision of the
Contractor’s Engineers during the reliability test period, but the Contractor
shall be allowed to make any minor adjustments which may be necessary,
provided that such adjustments do not in any way interfere with or prevent
the commercial use of the plant by NPC or reducing the plant output.

Should any major failure or interruption occur in any portion of the


equipment under the Contractor’s scope of supply due to, or arising from,
faulty design, materials, workmanship or omissions or incorrect erection,
sufficient to prevent safe and full commercial use of the plant, the
Reliability Run shall be considered void and the reliability test period of
seven days shall recommence after the Contractor has remedied the
cause of defect.

All adjustments made by the Contractor shall be recorded by him in a


manner as directed by NPC.

Reliability Run would be considered a failure for any one of the following
causes:

1) Plant tripping, reduction of in plant output due to above causes


2) Failure to start-up/shut-down as and when required according to
normal procedure
3) Major defects to warrant plant shut-down or interruption for repair
which would otherwise affect safety or personnel and/or plant and
equipment
4) Failure to respond correctly during the run back or emergency trip
when initiated accidentally

In case of the above failure, the reliability test period of seven days (168
hours) shall recommence after the Contractor has remedied the cause of
defect.

GTR-15.7 TESTS FAILURES

If any equipment or component fails to pass any test, NPC reserves the
right to direct the Contractor to make any necessary corrections or
alterations for defects or order equipment/component replacement, as
maybe deemed appropriate. Any and all expenses due to additional tests
or retests made necessary by failure of Contractor’s supplied
equipment/component, i.e. failure to meet the guarantees and other
requirements of the specification, shall be borne by the Contractor. The
costs of witnessing the Factory Test by NPC as a result or re-test to be
conducted on the equipment shall also be borne by the Contractor. Any
penalty specified in the relevant sections of the Specifications shall be
applied.

NPC also reserves the right to reject any equipment or material that is
found to be defective or fails to meet the guarantees.

GTR-15.8 TEST REPORTS/CERTIFICATES

Six (6) certified copies of the reports of all NPC’s specified tests and other
manufacturer’s standard tests shall be furnished to NPC within a
maximum of fifteen (15) days following the completion of the tests.

Test certificates shall include, in addition to the test results, the following
information:

a. Date of the performance of test;


b. Equipment data;
c. Equipment identification/tag number; and
d. The equipment serial number.

The Contractor shall bear the cost of furnishing these records and reports.

GTR-15.9 WAIVER OF FACTORY TESTS WITNESSING / INSPECTION BY NPC

If NPC opted not to witness the Factory Tests, NPC will issue a Certificate
of Waiver of Tests Witnessing/Inspection for the equipment and materials.
In such case, the Contractor shall proceed with the Factory Tests in
accordance with the requirement of the specification and the
manufacturer’s test specification as approved by NPC.

Issuance of the Certificate of Waiver of Tests Witnessing/Inspection for


equipment required to be witnessed by NPC its authorized
representative(s) however, shall in no way relieve the Contractor of his
responsibility to conform with the approved test procedures and the
requirements of the Specifications.

GTR-16.0 TRAINING OF NPC’s PERSONNEL

GTR-16.1 GENERAL

The Contractor shall extend all possible assistance and cooperation to


NPC regarding the transfer of technology and developing expertise in the
area of design, engineering, erection, operation and maintenance of the
plant.

Separate number of man-days for training at Contractor’s premises and at


Site shall respectively be submitted.

The cost of training shall be borne by the Contractor and shall be included
in the bid price.

GTR-16.2 TRAINING AT MANUFACTURER’S/CONTRACTOR’S PREMISES

The Contractor shall conduct training of NPC representatives at


Manufacturer’s/Contractor’s premises on the design, engineering,
erection, operation and maintenance on the following equipment/systems:

a) Turbine & Governing System


b) Generator & Excitation System

c) Controls and Instrumentation Operation

At least four (4) NPC representatives shall attend the training program for
each item above.

All expenses inherently related to the training shall be borne by the


Contractor and shall include but not limited to travel expenses
(international and in-land fares), lodging and per diems, travel and
medical insurance, instructor’s fee, and other miscellaneous cost to be
incurred during the training.

The Contractor shall provide adequate training facilities for the entire
duration of the training program. The training program shall impart
necessary expertise and competence in the area of design, engineering,
erection, operation and maintenance of the specified equipment/system.

The Contractor shall be responsible for the development of the training


module and program schedule which shall be submitted to NPC for review
and approval.

The components of the training modules shall include but not limited to
the training procedures/methodology, instruction materials and manuals
for each trainee.

Six (6) sets of training manuals shall be submitted to NPC upon


completion of the training.

The Contractor shall employ qualified English speaking instructors and


training coordinators during the conduct of the training program.

GTR-16.3 OPERATION AND MAINTENANCE TRAINING AT SITE

The Contractor shall conduct training at Site of NPC personnel who will be
assigned to operate and maintain the plant. At least twenty (20) NPC
personnel from the plant shall participate in the training program. The
Contractor shall provide a comprehensive training program related to
design application, operation and maintenance, including trouble shooting
of the Contractor’s supplied system and equipment to such extent that
thereafter the duties can be assigned to the trained personnel.

The contents of the training program shall include but not limited to:

a) Plant principles in management and practices for operators,


technicians and in maintenance personnel; and

b) Operation and Maintenance training program covering electrical,


mechanical and instrumentation and control.

Said training program shall be submitted to NPC for approval.

The timing of the training should be such that the participants will be
equipped with sufficient know-how to participate in the pre-commissioning
and commissioning tests of the Plant.

During pre-commissioning, commissioning, initial operation, and


performance test period, NPC shall provide operations and maintenance
personnel to assist the Contractor in the operation and maintenance of his
supply and work under the direction of the Contractor for the purpose of
on-the-job training.

The Contractor shall engage highly qualified and competent personnel to


instruct NPC personnel relative to the operation and maintenance of the
equipment.

GTR-17.0 SPARE PARTS AND TOOLS

GTR-17.1 SPARE PARTS

The Contractor shall supply all the spare parts listed and specified in the
subsequent sections of the Specifications. However, items not specifically
mentioned but required for regular operation and maintenance shall be
supplied to ensure reliable operation for two (2) years. Spare parts shall
include all items that are expected to be consumed or replaced during the
commissioning stage and these shall be identified in the Spare Parts List.

During the Guarantee Period, if the quantity specified in the final list of
spare parts is found not sufficient for two (2) years reliable operation, the
Contractor shall supply the additional spare parts at his own cost.

All spare parts to be supplied shall be interchangeable with the


corresponding parts of the equipment supplied under these Specifications
and shall be of the same material and workmanship. They shall be
replaceable without cutting or destruction of adjacent components

Acceptance of any spare parts will not take place before the Contractor
has submitted the complete final detailed list of all spare parts and tools.
All spare parts shall be delivered in marked boxes of sufficient sturdy
construction and placed in storage areas nominated by NPC. The delivery
will be deemed to be complete when the packages have been opened by
the Contractor, their contents checked by NPC, and articles reprotected
and replaced by the Contractor to the satisfaction of such representatives
or assembled into units at NPC’s option and stored as directed by NPC.
Damaged or incorrect item shall be replaced by the Contractor at his own
cost.

All bidders are required to submit in their proposal the detailed list of
spare parts to be supplied with its corresponding costs. This list is
preliminary and subject to changes in order to conform with the final
design without any additional cost. The final list of spare parts shall be
submitted to NPC for approval not later than one (1) month prior to the
delivery of the equipment.

The Contractor shall indicate the expected life of the parts requiring
replacement and the minimum recommended inventory of the spare parts
for installation, start-up, continuous operation, and maintenance. The
Contractor shall state whether the recommended spare part is a stock
item or a special item, and shall furnish name and location of the nearest
supplier, and approximate lead time required for delivery.

GTR-17.2 TOOLS AND APPLIANCES

The following tools and appliances shall be supplied under this Contract
including all items listed and specified in the subsequent sections of the
Specifications and the Contractor shall give a full list with complete detail
in the Schedule of Tools and Appliances:

a) One (1) set of special tools and instruments required for start-up,
test and commissioning, operation and normal maintenance of the
equipment supplied under these Specifications.

b) Any special tools or appliances required solely for erection


purposes.

Special tools are defined as all tools required for installation, assembling,
dismantling and adjustment of all the works and usually not available in a
standard machine shop.

Each tool or appliance is to be clearly marked with its sign and purpose
identifying the function of each tool and the specific item(s) for which it is
used. Each set of tools and appliances listed above shall be fitted into a
custom built lockable box clearly marked with the name of the item or
equipment for which they are used and with a list of the tools contained,
stamped and attached on an attached metal tab.

If the weight of any box, or its size, is such that it cannot be conveniently
carried, it shall be supported on steerable rubber tired wheels. All large
tools and wrenches shall be mounted on a suitable shadow board
arranged for wall mounting.

Every special tool and instrument shall be accompanied or furnished with


maintenance or instruction manuals in English language.

All tools and appliances supplied shall be handed over to NPC in perfect
condition at the time of taking over.

All bidders are required to submit in their proposal the detailed list of
special tools to be supplied with its corresponding costs. This list is
preliminary and subject to changes in order to conform with the final
design without any additional cost. The final list shall be submitted to
NPC for approval not later than one (1) month prior to the delivery of the
equipment.

GTR-18.0 REMOVAL/DISMANTLING AND RELOCATION REQUIREMENTS

The Contractor shall remove, dismantle, haul, transport and unload to the
designated storage area all equipment that need to be replaced and other
devices identified to be no longer required for installation.

Procedure and work program covering the above works shall be prepared
and submitted by the Contractor for NPC’s review and approval.

The Contractor shall identify the most convenient access and manner of
moving the equipment out of a fixed structure. Whenever possible, the
Contractor shall transport/haul the equipment area by skids or assembly
so as to reduce the dismantling works.

Utmost care shall be strictly observed by the Contractor during the


conduct of works to avoid pilferage and damage of any kind to structure,
equipment and installations. In the event that any such damage,
breakage or losses should occur due to the carelessness, negligence or
fault of the Contractor, the Contractor shall repair, replace, or otherwise
make good all damaged items at his own expense and to the satisfaction
of NPC.

GTR-19.0 CLEAN-UP

When the works are completed, the Contractor shall remove from the
Site, without expense to NPC, all temporary structures, excess materials,
debris, and rubbish of every sort; shall fill and dress all holes and cavities
made for his convenience; and shall leave the whole area in good order
and condition, all as required and directed by NPC.

GTR-20.0 GUARANTEES

The Contractor shall responsible for the faithful performance of the


Contract subject to all conditions set forth by the Specifications.

The Contractor shall guarantee that the works will be designed,


manufactured, installed, constructed and put into operation in a
workmanlike manner, in complete compliance with the Specifications
following the best modern practice and that the performance of the
equipment will meet the guaranteed values.

Should the works divert from the provisions of the Contract, NPC has the
right to reject any part or parts thereof. In case of rejection, the
Contractor shall be bound to effect at his own cost, modifications or
substitutions as may be considered necessary in order that the works
shall conform to the requirements of the Contract.

The Contractor shall guarantee that he will repair and/or replace, at his
own cost, equipment and machineries against defect in design,
workmanship and materials for a period of twelve (12) months after the
equipment have been installed, commissioned, and accepted by NPC.
