Organization

The Ministry of Foreign Affairs (MFA) is organized and operates under Government Decision
No. 8 of 9 January 2013 on the organization and functioning of the Ministry of Foreign Affairs.

The activity of the Ministry is directed by the Minister of Foreign Affairs, who is also its
representative in the relations with other public authorities, with national or foreign legal entities
and natural persons, as well as in judicial matters. The Minister of Foreign Affairs is also
accountable, before the Government, as well as before Parliament, in his capacity as a Cabinet
member, for the entire activity of the Ministry.

The Minister Delegate for Romanians Abroad, whose activity is also part of the Ministry of
Foreign Affairs, coordinates work in the field of relations with Romanians abroad.

The Minister of Foreign Affairs is assisted in his activity by five state secretaries and a state
under-secretary, as well as by a secretary-general and a deputy secretary-general. The tasks
of the state secretaries and of the state under-secretary are established by order of the Minister of
Foreign Affairs.

Functioning within the MFA are also the Government Agent for the European Court of
Human Rights, holding the rank of director general, subordinated to the Minister of Foreign
Affairs, and a directorate for the activity of the Government Agent. The tasks of the Government
Agent for the European Court of Human Rights are established by order of the Minister of
Foreign Affairs.

The MFA also incorporates the Government Agent for the Court of Justice of the European
Union, whose mission is to represent Romania before the Court of Justice, the tribunal of the
European Union, before the other institutions of the EU, and before the Court of Justice of the
European Free Trade Association.

The Ministry of Foreign Affairs, through the Directorate for Export Controls, functions as the
national authority in the area of controls on exports of dual-use goods, on exports, imports and
other operations with military products.

The Ministry of Foreign Affairs also coordinates the MFA College, an advisory body, as well as
other consultative bodies established under the law.

The Ministry’s specific activity is carried out by the diplomatic and consular personnel, whose
status, rights and duties are set out in Law No. 269/2003 on the Status of the Diplomatic and
Consular Corps of Romania. The diplomatic and consular personnel operates in the central
administration or in the Foreign Service.
MFA is staffed with diplomatic and consular personnel, personnel with specific execution
positions, civil servants and contractual personnel.

The maximum number of positions is 886 (excluding dignitaries and the minister’s cabinet) at
the MFA Headquarters, and 1332 in the Foreign Service.

The Foreign Service of the Ministry of Foreign Affairs comprises diplomatic missions, consular
offices and cultural institutes.

The Romanian Diplomatic Institute is a public institution subordinated to the MFA, funded by its
own revenue and subsidies from the state budget.

Subordinated to the MFA and coordinated by the Minister Delegate for Romanians Abroad
is the "Eudoxiu Hurmuzachi" Institute for Romanians Abroad, a public legal entity.

The MFA coordinates the activity of:

 The Fulbright Commission, a binational non-profit organization that manages educational

and scientific exchanges between the Governments of Romania and the USA;
 The European Institute of Romania, a public legal entity.

The secretariats of the International Law and International Relations Association, the
International South-East European Studies Association and the Latin America House are also
funded from the budget of the Ministry of Foreign Affairs.
