1. Bad weather – weather has become one of common problems encountered at site especially
during stage of excavation works. Whenever rainy time, all surface water flow into the
excavated soil and turn it into pond in midnight. Hence, it will take days to clear out the
water from that area before excavation works can continue.

2. Temporary diversion for surface runoff water – Contractor had to get approval from local
authority (FELDA) prior to construction of Temporary Diversion from SEDIMENTATION TANK
down to approx. 150mm into FELDA Land just to divert the surface runoff water that flow
down right to the site area to prevent flash flooding within the site area.
The sources of surface water are mainly come from existing underground 300mm dia. sewer
pipe, sedimentation/filter tank during desludging (WTP), and rainwater.

5. Narrow site space / access constraint – construction of Wash Water Collection & Sludge
Balancing Tank, Polymer Building and Geotube Platform cannot be carried out concurrently
as per original MIP (REV.00) due narrow site space and limited access.
Temporary diversion had to be constructed at the area of Polymer building and Geotube platform
due to limited space. Hence, activities for these two cannot be carried out concurrently
7. Stop work order from DOSH due to poor safety measures within site area
3. Materials for construction of WWCT & SBT takes days or weeks for supply and delivery – this
has contributed to some percent of the project delay for civil works.
4. Poor planning and coordination from supervisor / foreman – consultant has to intervene a
lot to ensure smoothness of work progress at site.
With all for (4) root of causes mentioned above, progress for construction of Wash Water Collection
& Sludge Balancing Tank (WWCT & SBT) has been delayed as per shown in table below.
Work progress as at 30.03.2018 (delay: -44.77% for WWCT & SBT alone)
If construction of WWCT & SBT cannot be completed as soon as possible, delay of the project will
become even worse than current OVERALL DELAY of -37% (as at 01.04.2018). The worst case,
construction Polymer Building and Geotube Platform cannot even started.
C). Recovery Plan / Recommendation from Consultant
Followings are the recommendation from Consultant Party as part of Mitigation Plan (recovery plan)
to counter the delay of the project:
1. Allow early backfilling works at RHS of WWCT & SBT (Wall ‘2’) - Due to limited space and
access within site area, WWCT & SBT structure has becomes main constraint to start work
for Polymer Building & Geotube Platform. It is suggested to start backfilling works early at
Drywell side / RHS (shown in photo below)) of WWCT & SBT once the 2nd lift of wall for WALL
‘2’ completed without waiting for Water Tightness Testing.

Dismantle of formwork and scaffold for WALL ‘2’ schedule finish on 30th April 2018
Activities for Polymer Building can start as early as 2nd May 2018
2. To assign 3 different teams to carry out 3 different major tasks concurrently by Mid-April:
TEAM 1 – To finish works for WWCT & SBT latest by 16.04.2018, followed by repairing of
existing sump & install pipes after backfilling at RHS, then continue with construction of
Polymer Building. *Proposed early backfilling - 1st & 2nd (duration: 5 days), PBE to
submit undertaking letter & repair the cold joints/honeycomb before proceed with
backfilling works)*
TEAM 3 – To start works for Installation of Pipes from Sedimentation Tank to WWCT &
SBT latest as early as 15.04.2018 (duration: 7 days), then continue works for installation
of submersible sludge pump at existing sedimentation tank.
SPECIALISAT TEAM - to repair cold joints & honeycomb, then do waterproofing for
WWCT & SBT (internal) prior to Water Tightness Testing
3. To get PBE delivery of Material & Equipment for Mechanical, Electrical & Instrumentation by
End of April 2018 to boost project progress from current 42% to 55% by 30.04.2018.
4. Allow Extension of Time (EOT) at least 2 (60 days) months – PBE had submitted a request of
EOT including supporting documents on 30.03.2018 thru email. There are six (6) points in
total in their request that you (PAAB) can review. They are;
Based on current performance of PBE team at site for the last 2 weeks which has been
improved tremendously, we confident and believe that PBE can complete the project by
MID-AUGUST 2018.
