The study aims to demonstrate the impact of strategic factors on improving the
effectiveness of evaluating administrative performance and analyzing the path and
impact based on the views of the study society in the UAE Armed Forces - Aviation
Section.
The problem discussed in the present study is based on the question of the impact of
strategic factors on improving the effectiveness of evaluating the administrative
performance of projects. From this main question, a series of sub-questions arise, which
is expected to bear the scientific answers.
In order for the study to achieve its objectives according to the scientific methodology,
the opinions of the senior management and executive management of the project will
be collected, analyzed and analyzed. Their levels will range from general manager,
project manager, technical director, technical expert and department manager. Data will
be collected by means of a questionnaire designed as a tool to measure the study model.
The study will use statistical descriptive methods (to test path analysis) hypotheses.

Research Summary
This study will examine the impact of external environmental factors on the strategic
decisions taken by managers in the Ministry of Interior, where organizations are
different kinds of open social systems, and there is an interaction between the external
environment and exchange, so the various decisions taken, influenced by the element
of the environment and its different factors.
The problem of this study is determined in the following question:
What is the level of influence of the external environment on the strategic decisions
taken by managers in the Ministry of Interior?
Therefore, the researcher sought through this research to achieve a number of
objectives, including:
Study the concept of the external environment of the Ministry of Interior and the
concept of strategic decisions.
Disclosure of the relation and influence of the external environment of the organization
to strategic decision making.
Determine the impact of external environment on strategic decisions.
The study was based on three hypotheses:
There is a relationship between the external environment and strategic decision-making
in the Ministry of Interior.
The more the Ministry of Interior assimilates the external environment and its
components, the more positive this will be reflected in strategic decisions in the
Ministry of the Interior.
The more management fails to absorb the external environment and its components, the
more negative this will be reflected in strategic decision-making in the Ministry of
Interior.
The research methodology will be based on a sample survey methodology.
A sample will be drawn from the department of Ministry of Interior staff in Abu Dhabi
City, and the questionnaire will be used to collect data

Research importance:
The importance of the study is divided into two parts:
Scientific importance:
The importance and scientific significance of this research is that it is interested in
studying the influence of one of the environmental variables in strategic decision-
making, which is the external environment variable
The importance of this research is also evident from the necessity of applying the
Ministry of Interior to the strategic management process in its scientific sense, which
has become an urgent and imperative necessity that affects the decision-making
process, especially the strategy.
The results of this research will be a modest addition to the knowledge of the student if
the results reach the desired level.
Practical importance:
The importance of this research is emphasized through its focus on studying the
relationship and impact of the external environment surrounding the organization to the
management of the strategic decisions of the organization that the results of the study
and its recommendations will benefit many parties and parties, including managers and
interested management and stakeholders in the Ministry of Interior employees
Researchers and others.

Research goals:
The research aims to achieve the following goals:
 Study the concept of the external environment of the Ministry of Interior and
the concept of strategic decisions.
 Disclosure of the relation and influence of the external environment of the
organization to strategic decision making.
 Determine the impact of external environment on strategic decisions.
 Develop a number of proposals and recommendations that contribute to
improving the performance of the Ministry of Interior.

Research hypotheses:
This research seeks to verify the following hypotheses:
There is a correlation between the external environment and strategic decision-making
in the Ministry of the Interior.
The more the Ministry of the Interior assimilates the external environment and its
components, the more positive this will be reflected in strategic decisions in the
Ministry of the Interior.
The more management fails to absorb the external environment and its components, the
more negative this will be reflected in strategic decision-making in the Ministry of the
Interior.
