84TH MEETING OF THE TRACK STANDARDS COMMITTEE-OCTOBER-2013

INTRODUCTION

1. The 84th Meeting of Track Standards Committee was held at Shimla from 24th to 26th
October, 2013. The committee constituted of Director/IRICEN/Pune, Chief Track Engineers
of all Sixteen Zonal Railways, ED/TMM/RDSO, ED/GE/RDSO, ED/Track-II/RDSO and
ED/Track-I/RDSO (Member Secretary).

The meeting was attended by all the members of the Track Standards Committee except
ED/GE/RDSO, who was represented by Director/GE/RDSO.

Shri Pradeep Kumar, Additional Member/ Civil Engineering, Railway Board and Shri
Surender Pal, ED/CE/P Railway Board attended the meeting for all the three days. The
other Executive Directors from Railway Board also attended the meeting as observers as
under:

(b) Shri A.K. Lahoti, ED/Tk/MC on 25th & 26th Oct.
(c) Shri S.S. Gupta, ED/TK (P) on 25th & 26th Oct.
(d) Shri R.N. Singh, ED/Tk/Mod on 25th Oct.
(e) Shri K.K.Agrawal, ED/WP on 25th Oct.
(f) Shri S.K.Pathak, ED/B&S-II on 26th Oct.

Representative of DFCCIL also attended the meeting as observer.

Director/IRICEN/Pune was entrusted with the responsibility to chair the 84th Meeting of the
TSC.

2. Shri Subodh Jain, Member Engineering, Railway Board addressed the committee on 25 th
Oct. 2013 and attended some sessions on 25th and 26th October 2013 providing valuable
guidance on some of the vital issues.

3. The meeting commenced with the welcome address by CTE/Northern Railway Shri Visvesh
Choubey. While welcoming the participants, he expressed that the agenda items will be
deliberated in three days and fruitful discussions will take place during course of meeting.

4. Executive Director/Track-I/RDSO and Member Secretary/TSC, Sh. Satish Kumar Pandey,


also welcomed the participants. During introductory address, brief historical resume of TSC
and some of the important items to be discussed during the course of Meeting were
highlighted by him.

5. In his opening address, Director IRICEN, Pune Shri C.P. Tayal welcomed all participants
and officers from Railway Board and RDSO. He informed the members about salient issues
of second phase of Modernisation of Track such as Continuation of LWR at all possible

locations, improvement on fastening systems etc. It was pointed out that due to merger of
grades during Sixth Pay Commission and subsequent restructuring, the aberrations have
crept in the command structure, which need to be suitably addressed. The agenda items
proposed by number of Railways highlight this aspect, which will be deliberated during
meeting. He also mentioned that decisions taken during earlier meetings of TSC have
resulted in significant improvement in Track structure and maintenance practices.

6. The Inaugural session was held on 25th October, during which Shri Subodh Jain, Member
Engineering and Shri Pradeep Kumar, Additional Member/ Civil Engineering, Railway
Board, addressed the committee. Shri A.K. Kathpal, DRM/Ambala also attended the
Inaugural session.

6.1 The session started with welcome address by Member secretary/TSC and ED/Track-
1/RDSO. During introductory address, the historical resume of Track standards committee
was given. The summary of deliberations held during meeting was also briefed to Member
Engineering for his information and valuable guidance.

6.2 Chairman/TSC and Director/IRICEN/Pune stated that under valuable guidance of Member
Engineering, the second phase of modernization of track has been envisaged. The technical
inputs provided by ME have resulted in number of improvements on Track. The
deliberations and decisions taken during meeting are in line with the broad outlines for
second Phase of Modernization and will go a long way in improving the track standards and
maintenance on Indian Railways.

6.3 Additional Member/ Civil Engineering, Railway Board said that the Track Standards
committee is the august body responsible for setting up of Track Standards. It is heartening
to note that several items, on which Member Engineering has laid emphasis, have been
deliberated by committee and significant headway has been made. The report of committee
on Second Phase of Modernization will be coming soon, which will provide impetus for
further improvements in track standards.

6.4 A SOUVENIR brought out by IPWE (I), Northern Railway chapter on the occasion of 84 th
meeting of Track standards committee was released by Member Engineering.

6.5 Track Design directorate of RDSO, in its effort for e-documentation, brought out a CD
containing TSC proceedings from 45th TSC to 83rd TSC. This CD was released by Member
Engineering. The effort of RDSO in compiling the valuable treasure was appreciated by ME
and other distinguished dignitaries.

7. Member Engineering, Shri Subodh Jain, in his inaugural address mentioned that he has been
privileged to be part of three meetings of Track Standards committee as CTE. He
emphasised on the following:

7.1 Track Standards committee is the unique forum. There is no forum of similar proportion
either in other departments of Indian Railways or in any other world Railway. This is a
platform for interaction and sharing of ides between field represented by CTEs and RDSO,
where final decision making body viz. Railway Board is also present as observer.

7.2 Chief Track Engineers are responsible for bringing the field problems faced by P-way
supervisors to this forum. Unless, the field problems are properly discussed and solutions are
given, no significant improvement can be made.

7.3 The gravity and sanctity of committee shall be ensured and no dilution should be permitted.
TSC should concentrate on serious business. The interaction with industry is important for
development, but this is not the forum to market the product. There are other forums, where
industry presentations can be better appreciated. As such, during TSC, only solicited
presentations shall be organised on items covered under agenda or on issues, where railways
is seized with problem.

7.4 Number of agenda items shall be reduced, so that extensive discussions and deliberations are
possible.

7.5 RDSO deserves appreciations as it has done commendable work in bringing out the Design
of Ballatless Track with indigenous fastening system and studies for continuation of LWR
on sharp curves & steep Gradients in very short time. We should be proud of our
organisation standing to test of time and delivering solution to problem promptly with
forward looking attitude.

7.6 The continuation of LWR through all location shall be mission on PSC sleeper Track for
reduced maintenance effort and improved riding. This is also a prerequisite for various
diagnostic aids such as UBRD, vehicular USFD etc. The new Railway Track has been
contemplated in hilly terrain, where gradients upto 1 in 80 and curves upto 5-6 degree
curvature will be there. It is incumbent that new track is laid with LWR. If LWR is
permitted on grades upto 1 in 80 and curves up to 6 degrees, this will solve majority of
problems. As such, our effort shall be in this regard.

7.7 There is need to fine tune the policy of Rail Grinding and Rail Lubrication. There are varied
views of experts. Detailed studies shall be done to put in position for cost effective policy
about Lubrication & Grinding.

7.8 We look forward for in depth, good and forward looking deliberations during TSC, which
will go a long way in improving the infrastructure on Indian Railways.

8. The meeting of the committee was structured in eight technical sessions, during which 26
new items and 52 pending items carried forward from earlier TSC meetings were deliberated
upon.

10. The committee specially acknowledges the assistance rendered by following officers from
RDSO for their valuable contribution during the 84th meeting of the Track Standards
Committee:

extended to all the participants of 84th meeting of Track Standards Committee.
