INSTRUCTOR BIOGRAPHIES
Mr. Pastor currently serves on several ASME committees; he is a member of Section Vlll Pressure
Vessel Standards Committee, the Subgroup Design o(SC-Vlll, and also the Vice-Chainnan of the
B&PV Technical Oversight Management Committee. He is also a member of the ASME Board on
Pressure Technology. He has presented over 80 courses in pressure vessel design to audiences
around the world.
Jay's work experience has principally been in the area of pressure equipment construction, working
in the role of a QA/QC Engineer, an Inspection Engineer for a large engineering consulting finn
servicing refineries and petrochemical plants, a welding engineer responsible for both structural and
pressure vessel welding activity, and as a design engineer of pressure equipment constructed to
ASME Sections I, IV, B31.1 , and VIJI.
Jay presently holds a Professional Engineering license from Ontario, Canada and Nat ional Board
Commission with "NS" & "A" endorsements. He is a member of the Subgroup on Design (BPV
Vlll), Subgroup on Toughness (BPV Vlll), Special Committee on Interpretations (BPV VJII) and
Subgroup on Materials (BPV I). He is also the Secretary of Subgroup on Design (BPV I). Jay
provides technical support on ASME Boiler and Pressure Vessel Code Sections I, IV, VIII & IX, and
is our subject matter expert on the Indian Boiler Regulations (IBR).

Foreword
The Foreword to the Code provides introductory infonnation re~tardine the Boiler and Pressure Vessel Code. It
contains general infonnation describing the Comminees function relative to developing and maintaining the
rules in the Code, some statements concerning the difference bcrween mandatory and non-mandatory
requirements. the different documents that are published (B&PV Standard, Code Cases. Interpretations), as well
as infonnation concerning when Code rules must be u~ed, and specific guidance concerning materials. Over the
years. this information has come to be considered mandatory. even though the revisions to the Foreword are not
subject to the same approval process as other Pans of the code books. A review by the BPV Commi nee did
identify several paragraphs in the Foreword that contain technical infonnation that needed to be relocated into
the mandatory section of the code books. This process beean in the 2011 Addenda when the paragraph that
addresses tolerances in the Foreword was duplica ted in ilie mandatory section of the codebook. In the 20 13
Edition, six paragraphs were removed from the Foreword, and the remaining paragraphs ed itoria lly rev ised. The
paragraphs removed were:
Paragraph 5- Tolerances- Content of this paragraph was duplicated in the mandatory section of the codebook
in 201 I Addenda.
Paragraph 6 - Contains information concerning care and inspection boilers and pressure vessels; this paraeraph
has been deleted Since ASME no longer maintains Set-tions VI and VII. -
Paragraphs I0 & I I - These paragraphs deal with when Code Cases and Code revisions may be used. These
paragraphs have been deleted as each BPV standards comminee has approved revisions in each of their books
to address explicitly the use of code cases. and which Code edition must be used for equipment constructed to
the ASME code with stamping. For Section VIII, Di,•ision I, rhis information will be published in a new
Mandatory Appendix in the 2013 Edition.
Paragraph 12- This paragraph which states that in formulating rules the committee considers materials,
constructi011, method of fabricati on, e tc. has been deleted as these general type statements already exist within
each of the BPV codes.
Paragraph 15 - Materials - This paragraph dealing with materials specifications has been deleted the code as it
was moved to Section II, Pan D under a d ifferent action.
One final goal for this section was to produce a Foreword that would be published in all I 0 Sections of the BPV
Code [Sections 1,11. Ill. JV. V. Vlll, IX, X, & XII] This was accomplished with the approval by aiiJO
standards comminces.

Chinese Material Specification SA/GB 713 Grade Q345R is now permitted for
Section I applications up to 800°F. This material was permitted for Section Vlll
Division 1 applications via Code Case 2642. SA/GB 713 is added to PG-6.1.
Concurrent changes were also made to Section II Part D by adding the allowable
stress lines and Section IX by assigning the P-No.

This action incorporates CC 2664 which pennits the design of components with
multiple design conditions by considering the coincident pressures and temperatures
for Heat Recovery Steam Generators and other boilers that operate through a range
of operating conditions. The existing end note 9 is deleted by adding it contents to
paragraph PG-21.2 and the existing paragraph PG-21.2 is renumbered to PG-21.3.
A new paragraph PG-21.4 is added specifically to address the design of
components with multiple design conditions. PG-21.4.2 provides some useful
definitions such as "Sustained conditions", Normal operating condi6ons",
"Transient condition'', "Coincident pressure and temperature" and "Start up and shut
down".

The requirements to address flat spots on dished heads currently reside in PG-30
Stayed Dished Heads. This begs the question as to whether or not the rules of PG-
30.2 apply to Unstayed Dished Heads covered in PG-29. The proposal introduces
the existing words ofPG-30.2 to PG-29 as a new paragraph PG-29.14 and retains
the words ofPG-30.2 at its current location with the modification of the word
"dished head" to "stayed dished head" in PG-30.2.

PG-35 .1 currently makes reference to PG-3 2.1.4 for exempted openings, but the
only provision that applies in PG-32. 1 .4 to flat heads is PG-32.1.4 (b) and hence

Section I
PW-9.3 doesn't require tapered transition when the offset between the adjoining
surfaces does not differ in thickness by more than one-fourth of the thickness of the
thinner material or by more than 1/ 8 in. (3 mrn). However, it wasn't clear if the
permitted offset in PW-9.3 applies to circumferential welds in tube and pipe as
described in PW-9.3 .2. The exception in PW-9 .3, ("Except as provided in
PW.9.3.2"), is to permit a larger taper angle at circumferential welds in tube and
pipe per PW-9.3.2, and the offsets without transition permitted in PW-9. 3 are valid
for circumferential welds in tube and pipe.

The Hybrid Plasma-GMAW has been a process utilized in the automotive industry
for many years under the trademark ofSUPERM IG. The process utilizes standard
methods of Plasma Arc and Gas Meta] Arc welding processes within a single torch,
to create a Hybrid process. The hybrid process wiJJ help increase production
efficiency, decrease repair costs and system downtime, while maintaining or
improving quality workmanship.
PW-27.1 is revised to include Hybrid Plasma-Gas Metal Arc welding process as an
acceptable welding process for Section I construction.
Section lX has established the esscntj al variables for Procedure and performance
qualification for the Hybrid Plasma-GMAW process.

The lower critical transformation temperature for Grade 91 filler metal is affected
by alloy content, primarily the total ofNi + Mn. Limiting the manganese plus nickel
content of the Grade 91 filler metal to 1.2% will prevent the lower critical
transformation temperature of the weld metal from falling below the upper
temperature limit of the PWHT range, and wi11 thus allow for the setting of a higher
maximum temperature limit for PWHT. PW-5 .4 is therefore revised by adding a
maximum weight percentage limit of 1.20 for N i + Mn content for Grade 91 filler
metals [e.g. AWS B9, EN CrM091, etc].
This proposal changes the maximum PWHT holding temperature in Table PW-39-5
for P-No. 15E, Group No. 1 materials from 1425°F (775°C) to 1445°F (785°C) when
the Ni+Mn content in the Grade 91 filler is above 1.0% and at or below 1.2%, or is
unknown. However, when using Grade 91 filler wire that has Ni+Mn less than or
equal to 1.0% or when using nickel based filler metals the maximum holding
temperature during PWHT can be increased to 1470°F (800°C).
The words "unknown filler metal" are used to allow for the possibility that the
actual filler metal composition may be unknown, while still being known to be less
than 1.2%.
This proposal also change paragraph PG-5.6.2, which concerns the heating of
included welds in erection and fabrication heat treatment operations, to reflect the
new limit of 1445°F (785°C) compared to the present 1425°F (775°C) and the upper
temperature limit for post forming heat treatment of cold worked base materials in
PG-20 from the present 1425°F (775°C) to 1445°F (785°C) limit in Table PG-20.

The existing Note (a)(3) of Table PW-39-2 gives an impression to the reader that the
limit on carbon content applies only to non- pressure parts. In addition, because of
the words in parenthesis " SA Material... ......." next to non pressure parts, it could
also mean that any attachment welded tQ a P-No. 3 pressure part that is not a SA
material must be heat treated regardless of carbon content when in fact PG-55.2
allows non SA materials for attachments. This revision eliminates the confusion by
imposing Carbon Content limitation on the pressure part.

• Revisions to Paragraphs PW-53.2. 1 and PW-53.2.2
- Production tests for circumferential and other weld joints
Lack of clarity existed in PW-53 regarding the test requirements for welds other than longitudinal welds.
Paragraphs PW-53.2.1 and PW-53.2.2 are revised to clarify circumferential and all other weld joint
configurations require a test plate. A new requirement is added to PW-53.22 which states that if the essential
variables of the welding procedure specification used to weld all joint configurations in the vessel plate remain
unchanged. one test plate may be used to satisfY the requirements for all welded joint configurations in the same
vessel.
See the Interpretation Below and note the exemptions that apply to P-No. J Materials [Q&R 4].

An inquiry was received by the Section I Committee with a request to provide the
metric equivalent ofthe rules ofPW-43. During the process ofmetricizing, as an
unintended consequence, it was discovered that ithis would introduce units in a
logarithmic function in equations in PW-43.2.1 and PW-43.2.2. To ftx this issue, a
constant "b" is introduced which has the value of"l in" if one is working in US
Customary units and "25.4 mm" if working in SI units. The addition of the constant
in "X" and the equation in PW-43.2.4 removes the units in the logarithmic function.
Additionally the nomenclature and the examples in the appendix have been updated.

Hardness Acceptance Criteria for the Half and Temperbead Weld Techniques are
added to PW-40.3.4 as a new sub paragraph (g). The proposed criteria applies only
for procedure qualification under Section I application. The maximum peak

occurred during procedure qualification.

Currently, Part PR of Section 1 makes reference to the 1971 Edition of Section I for
Requirements for Boilers Fabricated by Riveting. To help the locomotive boiler
industry that still uses the riveted construction, 2013 Edition of Section I brings
those rules back to Section I with an additional Mandatory Appendix V that deals
with Additional Rules for Boilers Fabricated by Riveting.
Non-mandatory Appendices A-1 through A-6 and Non-mandatory Appendix A-75,
Computations of Typical Nozzle Fittings Attached by Rivets are also added.

Added a New Paragraph PEB-8.3 in part PEB to allow the use of Section Vlll
Appendix 41 ,Electric Immersion Heater Element Support Plates based on the rules
in Section Vlll, Part UHX, specifically UHX 12 Rules For The Design of U-Tube
Tubesheets. This Appendix was developed independent of Part UHX for the reason
that under current Code rules and interpretations, a flanged electric immersion
heater element support plate is classified as an unstayed flat head or cover and not a
tubesheet. Therefore, the rules in Part UHX for Shell-and-Tube Heat Exchangers are
not applicable. Calculations for reinforcement of openings in flat heads using PG-
31 I PG-35 rules result in a significantly greater thickness than computations using
the more sophisticated Section VIJJ Part UHX methodology.

Section I
The present rules require drain pots at all superheaters. Drain pots are not
considered necessary on IP and LP systems, since there is not as much condensate
developed in them. The proposed changes would only require drain pots in
superheater sections oftbe high pressure sections and in reheatcrs. Drains arc still
required for other superheater sections. PHRSG-3 .1 is revised and PHRSG-3.5 is
added to say that when the HRSG is a multiple pressure steam generator (sec PG-
106.12), the requirements of PHRSG-3 would only apply to the superheater sections
ofthe high pressure and to the reheater. Drain requirements ofPG-59.4 are still
applicable for superheater sections not covered by PHRSG-3.

Appendix B
Nominal composition designations play an essential role in the current ordering of
materials in stress tables for ferrous materials, particularly in Section II, Part D of
the ASME Boiler and Pressure Vessel Code. Because the present nominal
composition descriptions for different classes of alloys were developed at different
times by different ASME committee members, there is a Jack of apparent
consistency to the present process. This :new appendix provides a guideline for
establislting nominal composition designations for new alloys introduced through
code cases or direct incorporation. It provides a process that will produce logical
and consistent nominal compositions within each class of alloys: ferrous alloys and
the nonferrous alloy groups (aluminum, copper, nickel, cobalt, titanium, and
zirconiuim). In this way, it also retains the established precedents for each group.

HLW-310
Currently, HLW-808 allows for the construction of storage tanks. But does not
address the additional requirements for similar type vessels built to Section VIII,
Div. 1, or Section X. For example, inspection openings. Large capacity Section IV,
HLW stamped storage tanks, are not required to have inspection openings. This
becomes a problem for jurisdictions that are obligated to make internal in-service
inspections. To address this, HLW-31 0, which includes details for inspection
openings, was added to create equal requirements for inspection openings with
Sections VIII and X. HLW-808 has been deleted since those requirements have
been included in HLW-310.

The various Articles of Section V have been revised in the last fev·l years to include
a table of essential and nonessential variables and other details for each examination
method, in an effort to be prepared for the possibility of a referencing Code Section
invoking a requirement to "qualify" written examination procedures. Though the
Articles provide the detailed technical requirements for performing the
examinations, there was no attempt made to provide guidance to Code users on how
the process of procedure qualification should be carried out. It may have been
presumed that the referencing Code Section would provide the necessary details
whenever making it a requirement to qualify the written examination procedure
before its application in Code construction. However, it seems more appropriate for
Section V to develop and implement a basic structural model for how qual ifications
should be carried out by addressing the Section V NDE details, while still leaving
room for the referencing Code Section to add any further requirements or
fabrication details as they may see fit. This proposed action provides the
qualification model with minimum technical requirements believed necessary for
the qualification of a written NDE procedure in a new subparagraph (d) under T-
150.

The Scope of some forging specifications, such as SA-105, exclude tubesheets and hollow cylindrical forgings
from being fabricated from this material, which has b.:en supported by numerous Interpretations. This
restriction reflects the fact that these forging specifications are intended for smaller forgings. and generally do
not have all the requirements that would normally be followed in a specification such as SA-266. New
paragraph UG-6(c) introduces rules that will permit forgings certified to SA- 105. SA-l Rl. SA- 182. SA-350. SA-
403. and SA-420 to be used for tubesheets and hollow cylindrical forgings for pressure vessel shells. provided
the foll owing additional requirements are met:
( J) Forgings certified to SA-105 or SA-181 shall be subject to one of the austenitizing heat treatment permined
by the specifications.
(2) One tension test specimen shall be taken from each forging weighing more than 5000 lbs (2250 kg).
(3) For quenched and tempered forgings weighing more than I 0.000 lbs ( 4500 kg) at the time of heat treatment.

In the 2013 Edition, the Foreword was revised and the IOth and 1J th paragraphs deal ing with when Code Cases
and Code revisions may be used was deleted. Since the Foreword is not considered a mandatory part of the
Code, there has been confusion concerning whether or not the information presented in these paragraphs
established mandatory code policy. In addition these paragraphs did not clearly address whether or not code
construction with stamping can be carried out to older editions of the code.
New Appendix XYZ contains mandatory rules establishing the governing code editions and code cases for
pressure vessels and parts. The maj or rules presented in this appendix are summarized as follows:
(I) After code revisions are approved by ASME. they may be used beginning with the date of issuance show11 on
the Code. Revisions become mandatory six months after the date of issue.
(2) Code Cases may be used beginning with the date of approval by ASME. The Date of Approval is printed in
the title line of the Code Case. At the time a Code Case is used for code construction, only the latest revision
may be used. Code Cases that have been incorporated into the Code or have been annull ed shall not be used.
(3) Changes in the Code or Code Cases that have been published prior to please and of construction of a pressure
vessel or part should be considered by the Manufacturer. The Decision to apply such changes becomes a matter
of agreement benveen the Manufacturer and the user. If these later code changes are incorporated in the
construction of the vessel or part, then it shall be noted in the "Remarks" section of the Manufacturers Data
Report. This requirement recognizes that some revisions to the Code tighten up existing requirements or have
significant safety implications, such that they should be consider·ed during construction of the vessel.

(4). Existing pressure parts that have been stamped and certified to an earlier or later Edition than
those established for the construction of pressure vessel or part, and that have never been placed in
service, may be used provided they comply with the effective Code edition being used for
construction and stamping of the pressure vessel.
(5) Section Vlll did not adopt any provisions for constructing replacement parts to an earlier
Edition/addenda. Replacement parts order today must be constructed in accordance with the Code
Edition that is mandatory at the time the part is contracted for with the Manufacturer. However the
Manufacturer may take exception to design as pennittcd in UG-120(c)(2), and only certify to the
latest Edition for all other requirements. In this way the part can still physically be the same size and
thickness as the original, yet be certified to the current Code.
One final change that was made as part of this action was to add the formal definition for the term
Construction to Appendix 3 Definitions. Construction is defined as an all-inclusive term comprising
material, design, fabrication, examination, inspection, testing, certification, and overpressure
protection.

UG-11(a)
When the rules for prefabricated or prefonned pressure parts in UG-11 were
rewritten in the 2011 Addenda, due to an oversight, the provisions from the previous
UG-11 paragraph concerning the exp]icit need for these parts to satisfy all
applicable Code beat treatment requirements was not carried over. This revision to
UG-11 (a) corrects this by adding the following sentence to the second paragraph:
"However, the Manufacturer of the completed vessel or Code Stamped part shall
ensure that parts furnished under the provisions of (b), (c), (d) and (e) meet all the
applicable Code requirements such as UCS-79(d), UNF-79(a), UHA-44(a), and
UHT-79(a)(1 ). "

With the complete rewrite ofUG-11 in the 201 1 Addenda an oversight occurred in
UG-11(c)(5) whereby the need to supply an MTR for parts that are made from plate
is currently only exempted for welded standard parts. This revision and intent
interpretation, corrects this and resets the requhcment such that seamless or welded
standard parts made from plate do not require an MTR.
Question: Is it the intent of UG-11 ( c)(5) that ASME product standard parts that are
made from plate do not require an MTR as would be required by UG-93(a)(1 )?

UG-20(f) provides an exemption from impact testing for materials that satisfy a
number of conditions, including in subparagraph (2) that the completed vessel be
hydrostatically tested per UG-99(b) or (c) or 27-4. For many years an alternative to
this m le existed in Case 2046 which permitted mass-produced vessels constructed
under UG-90(c)(2) requirements to be pneumatically tested and also take advantage
of this impact test exemption given UG-20(f). In the 2008 Addenda, the provisions
of case 2046 were incorporated into Appendix 35, thereby necessitating the need to

Paragraph UG-37(g) provides rules for use of a telltale hole to test for tightness of
welds that seal off the inside of a pressure vessel. This action removes the
underlined portion of the following phrase "... provided with at least one telltale hole
[maximum size NPS 1/4 (DN) tap] that may be tapped for a preliminary
compressed air and soap suds test for tightness of welds that seal off the inside of
the vessel." The underlined phrase was replaced with the word "to". The reason for
removing this phrase is that leak tightness tests include a variety of methods of
sufficient sensitivity to allow for detection of leaks, as provided in Article 10 of
Section V. If the user chooses to perfonn leak tightness testing, user should have
the flexibility to select a method and level of sensitivity felt appropriate. For this
reason the implied use of a compressed air and soapsuds test has been removed
from this paragraph.

This new paragraph addresses a situation where a flanged and dished head is formed
from a blank made up of several plates butt welded together. During the forming
operation, the welds stretch, resulting in concavity in the weld which falls below the
base metal surface. This situation was not previously explicitly addressed in the
Code. The new rules in UG-79(d) will pennit this reduction in weld thickness due
to the forming operation so long as prior to the forming operation, the welds are
verified to comply with UW-35(a) through (d), the reduced weld thickness at any
point sha11 not be less than the minimum required thickness of the component, and
the reduction in thickness sha11 not exceed 1)32 in. (1 mm) or 10% a nominal
thickness of the adjoining surface, whichever is less.

strains along with supporting nomenclature in paragraphs UHA-44, UNF-79 and
UHT-44 were deleted. Note that the Co:punittee elected to delete altogether from

UG-1 00(d) The current pneumatic test rules contains some provisions that are taken
from the hydrostatic test rules, but which are inappropriate for a pneumatic test.
This particular action removes the sentence that addresses directing leakage from
temporary seals away from areas of interest. As this is a pneumatic test using air or
some other gas, these requirements concerning "leakage" masking other areas of
interest are meaningless. Some additional language has been added to emphasize
that if leaks are identified, they shall be corrected and the vessel retested.
The requirement to record the maximum allowable external working pressure (MAEWP) on a Sccuon VII I. Div.
I nameplate was introduced in the 2004 Addenda. V\ hen this change took place. it was related to the fact that
for a single chamber vessel subject to a full vacuum condition (since the external pressure is less than IS PSI ). it
only needed to be recorded on the nameplate if this load condition is specified as a design condition. However
after the change was introduced. there were numerou ~ questions on how 10 apply it for multi-chambered vessels
where the pressure in an outer jacket. for example. subjects the inner chamber to an external pressure. After
reviewine. the definition for Maximum Allowable Working Pressure given in Appendix 3. it was determined that
the use of the term maximum allowable external warking pressure was m isleading, and this revision removes
the use of that term from required marking on vessels and na meplates. In its place. the ins tructions given in UG-
1 16(b)(3) require that the maximum allowabl e w orking pressure (internal or external) be listed a t a co incide nt
temperature.
For a vessel or chamber subj ect to an internal pressure and vacuum o r fartial vacuum but at different coincident
temperatures. two lines shall be used to record the internal and extema maximum allowable working pressure
on the nameplate. However for a vessel or chamber cJesigned for a maximum allowable working pressure
(internal and external) at the same d esignated coincident temperature, then the values may be combined on a
single line as follows: Pint I F\1 (psi) at Temp (deg. F).
As part of this action. several nameplate samples were prepared depicting this new rule for single and multi-
chambered vessels subject to internal and external pressure design cond itions. These nameplate samples were
to be published in Appendix L "Examples Illustrating the Application of Code Formulas and Rules"; however
Appendix L was removed from Section V lll, Division I in the 2013 Edit ion. The examples that were previously
published in Appendix L, including these new nameplate samples, will be published in an ASME document
titled: PTB-4- 2012 "ASME Section Vlll-D ivision I Example Problem Manual". This separately published
Examples Manual can be purchased from ASM E on their website.
Since this action could negatively impact Manu facturers who prepare nameplates for stock, Case 2732 has been
approved. This Case will permit Man ufacturers to continue to use an existing s tock of nameplates that have
marking arrangement as shown in Fig. UG-1 18 of the 20 l 0 Edition with 201 l Addenda until December 31.
2014. This Case number shall be shown on the Manufacturer's Data Report.

In UW-l9(a)(2) the code currently limits the required thickness of the plate that is
stayed with a welded-in staybolt to 1.5 in. (38 mm). A code user question what the
technical basis was for this 1.5 inch limit, and an extensive review of background
material for these rules failed to identify the reason for this thickness limit. During
this research it was identified that Section I has similar rules, but without this
thickness limit. The Committee voted to remove the 1.5 inch (38 mm) thickness
limit for plates stayed by staybolts using details (e), (g) and (h) ofFig. UW-19.1

In UW-5 1(a)(4) a Manufacrurer may perform ultrasonic examination (UT) in lieu of
radiographic examination for all welds in materiall/2 inch (13 mm) and greater in
thickness. A request to use ultrasonic examination for material as thin as 1/4 inch (6
mm) was received from a code user. The Committee considered the request, and
carried out fracrure mechanics studies to assess whether or not lowering the
thickness limit was feasible. At the completion of the study, the conclusion was that
it is possible to detect crack like flaws material in a thickness range as low as 1/4
inch using current technology such as Linear Phased Array ultrasonic testing. With
this revision, the current 1/2 inch thickness limit in UW-5l(a)(4) was reduced to 1/4
inch (6 nun).

Paragraph UCS-79( d) contains rules for conducting heat treatment following cold forming
of carbon and low alloy steel when the resulting extreme fiber elongation exceeds certain
limits. Several changes have been made to this paragraph as follows:
( I) The title to UCS-79 has been changed from "Forming Shell Sections and Heads" to
"Forming Pressure Parts".
(2) UCS-79(d) has been revised by including special consideration ofP-No. l5E materials.
Also the word "boundary" and "plates" in the phrase "vessel shell sections, heads, and
other pressure boundary parts of carbon and low alloy steel plates fabricated .... " were
removed. This clarifies that these post forming heat treatment requirements apply to all
carbon and alloy steel product forms, and not just plates.
(3) The equations to calculate the extreme fiber elongation in UCS-79(d) have been deleted,
and a reference to new Table UG-79 contajning these equations has been introduced.
(4) New para1:,rraph UCS-79(c) added to address the specific heat treatment requirements for
P-No. 15E materials subject to cold forming at temperatures below 1300°F (705°C) that
produces permanent strain in the material. New Table UCS-79 provides the post-cold

Table UHA-32
Table UHA-32 for P-No. 6 provides an exemption from PWHT in Note (1 ). One of
the conditions of this exemption is that the plate thickness at the weld joint does not
exceed 3/8 in. (10 mm), and for thicknesses over 3/8 in. (10 mm) to 1 1/2 in (38
mm) a preheat of 450°F (230°C) is maintained during welding and that the joints
are completely radiographed. The term "plate thickness" has caused confusion
relative to nominal thickness definitions used for PWHT and given in UW-40(±).
For example if one were evaluating the need to perform PWHT of a tube-to-
tubesbeet joint based on this defmition in Note (1 ), if the tubesbeet is made from
plate and has a thickness greater than 3/8 inch, then PWHT would be required
unless the preheat is performed. However in UW-40(f)(5)(g) it is the thickness of
the weld in a tube-to-tubesheet connection that detennines whether or not PWHT is
required. It is because of this discrepancy between these two rules that the Note (1)
was revised as follows: " ... Provided the nominal thickness does not exceed 3/8 in.
(10 mm), and for nominal thicknesses over 3/8 io. (lOmm) but not exceeding 1 112
in. (38mrn) ..... " . Nominal thickness is defined in UG-32(d) and UW-40(f).

This is a major revision to paragraph UHA-51(a)(4) which ~rovides impact test rules when the
MDMT is colder than -320°F ( -196°C). The revisions to th1s paragraph provide much-needed
clarification regarding the circumstances when it is acceptable to perform impact tests at -320°f (-
1960C) even though the MDMT is colder than this temperature. When impact testing at temperatures
colder than -320°f (-196°C) are necessary, the use of ASTM E 1820 J sub(lC) is more clearly
described. As part of this action. cleanup revisions have also been made in paragraphs UHA-51,
UW-2(b), and Appendix JJ . Below is summary of the most s ignificant changes:
(I) UllA-51 -A reference to Appendix JJ has been added to UHA-51.
(2) UH A-5 1(a)(4)(a) - Added Type 308L fi ller metal to this paragraph.
(3) UHA-5 1(a)(4)(a)(l)- Specified separate ferrite Number (FN) requirements for Types 316L and
308L filler metals.
(4) UHA-5l(a)(4)(a)(2)- Clarified that impact test shall be conducted at -320°F (-196°F) on three

(5) UllA-51 (a)(4)(b)- When the qualifYing conditions ofUHA-5 I (a)(4)(a) cannot be met, then two
types of impact tests shall be carried out: 1. Impact test shall be conducted at -320°f (-196°C) on a
set of three specimens from the base metal, and each of the three specimens shall have a lateral
expansion opposite the notch that less than 0.021 inches (0.53 mm). 2. ASTM E I 820 J sub(IC) test
shall be conducted on two sets of rwo specimens, one set from the HAZ, and one set from the weld
metal at a test temperature no wanner than the MDMT.
(6) UHA-5 I (a)( 4)(c) -An additional requirement has been added whereby when the required Charpy
impact test specimens do not meet the lateral expansion requirements in UHA-5l(a)(4)(a)(3) and
UHA -5l{a)(4)(b)(2), then ASTM E 1820 J sub(IC) tests shall be conducted on an additional set of
two specimens representing the failed set of impact test specimens.

UCL-34(a)
This revision modifies the PWHT requirements for corrosion resistant integral or
weld metal overlay cladding applied to base material. The last sentence of UCL-34:
IIIn applying these rules, the determining thiclmess shaH be the thickness of the
base material. was deleted, as it stated that when the only welding on a base

material is related to the cladding or lining material, that the requirement for PWHT
\vould be based on the thickness of the base material. This revision now requires
that cladding that is applied to base material in which there is no other welding
other than that related to the cladding, then PWHT will solely be based on the

This proposal updates the requirements for hydrogen control when low-hydrogen
steel filler metals are used. When Part UHT was first added to Section Vlll Division
1, only SFA-5.5 for SMAW bad controls for low-hydrogen. This proposal updates
those requirements and adds SFA-5.23 fo r SAW, SFA-5.28 and SFA-5.36 for
electrodes and rods for gas slllelded arc welding and SFA-5.29 and SFA-5.36 for
FCAW. Experience has shown that the H4 requirement is necessary for the low-
alloy steel filler metals for the high-strength steels employed in Part UHT
construction.

Part UHX provides supplemental mar!Ong rules wbosc main purpose is to identify when
there is a differential pressure or mean metal temperature design condition in order to
caution the user if there are any restrictions on the design, testing, or operation of the heat
exchanger. Part of this revision is to add requirements for the height of the characters used
on the supplemental tag or mar!Ong in UHX-19.2. This is accomplished by referencing back
to UG- 118 or UG-1 19. Note that the minimum size of the characters required for the
Cautionary Note required by UHX-19.2.2 is reduced to 118 in (3 mm) from 5/32 in.(4mm).
The language in the Cautionary Note required by UHX-19 .2.2, which only applies to fixed
tubesheets, has been revised to address not only design conditions but also operating
conditions. The note reads as follows: "CAUT10N: The heat exchanger design has been
evaluated for the range of conditions listed on Form U-5 of the MDR. It shall be
reevaluated for conditions outSide this range before being operated at them." Note that the
reason this Cautionary Note is only required for fixed tubesheet beat exchangers bas to do
with alerting the owner/operator that if the operating conditions were to be changed, this
could result in axial differential thermal expansion that was not accounted for in the design
of the heat exchanger.
New paragraph UHX-19.3.2 listS the conditions that must be indicated on Form U-5 for
fixed tubesheet heat exchangers. Required to be reported are: (1) Design condition(s)
(pressure and temperature); (2) Design/Operating Pressure Ranges; (3) Maximum

In 2008, Section Ylll published Interpretation Ylll-1-07-52: "Question: ln
satisfying the provisions of 2-14 for flange rigidity, shall the rigidity index be
determined for both the gasket seating and operating conditions in order to establish
the governing case? Reply: Yes." It was the Conunittees opinion at the time that the
rules in Appendix 2 were clear concerning this issue. However other committee
members felt it would do no hann to place a statement directly in paragraph 2-14
requiring that the rigidity index, J, be checked for both gaskets seating and
operating conditions. This revision to 2- I 4(d) accomplished this task.

This action adds rules for use of material produced to a specification not permitted
by Section Vlll, Division 2. Prior to this revision, Vlll-2 clid not contain rules
similar to UG-1 0 of Vlll -1 for recertification of material. Only the vessel or part
Manufacturer is permitted to certify material produced to a specification not
permitted by this Division. Certification of this identified material to a specification
permitted by this Division requires that all requirements of the permitted
specification, including but not limited to, melting method, melting practice, and the
oxidation, quality, and beat treatment, be satisfied. A certification that the material
was manufactured and tested in accordance with the requirements of the
specification must be first to the vessel or part Manufacturer, together with copies of
all documents and test reports pertinent to the demonstration of conformance to the
requirements of the permitted specification (e.g. MTR). Similar rules currently exist
in UG-10 ofVIll-1.

Part 3, 3.11.8.l(b)
The last sentence of 3 .11 .8. J(b) was revised to more clearly address the siruation where the
fabrication beat treatment differs from the heat treatment applied to the test plates used for
the welding procedure qualification and the production test plates. The intent of this rule is
that the impact tests performed on the PQR and production test plates for P-No. 1, Groups
I ,2 and 3 materials do not need to be repeated when the fabricati on beat treatment differs
from the heat treatment applied to the test plates, provided the PWHT or simulated heat
treatment cycles applied to the test plates and the production welds were applied observing
the holding temperatures and times specified in Table 6.8 or the holding temperatures and
times permitted in Table 6.16. Some users have been misinterpreting the current paragraph
as written.
Question (1 ): A WPS is qualified with impact testing for joining P-No. 1, Groups 1, 2 or 3
materials to themselves in the PWHT condition. The PQR impact test specimens received a
simulated heat treatment meeting the requirements of3.10.2.3(b). A production weld
deposited using this WPS receives PWHT meeting the requirements of 6.4.2.2.(e)(9) at a
reduced holding temperature for a longer holding time. Is it the intent of the last sentence of
3.11.8.1 (b) to permit the qualified WPS to be acceptable for the production welding and
heat treatment conditions without requalification of the WPS by impact testing oftcst
specimens subjected to the alternative heat treatment conditions used in production?
Question (2): Is it the intent of the last sentence of3.l 1.8.1 to waive production impact
testing required by 3.ll.8.4(a) for fabrication welds in P-No.l materials when the weld is
deposited using a WPS qualified with impact testing?

Paragraph 7.5.9 defmes the additional evaluation and retests required for welds that
receive partial (e.g. less than 100%) examination when those welds do not meet the
minimum specified acceptance criteria. The problem with the current wording is
that it covers radiographic examination only, and does not address ultrasonic
examination. ln Vlll-2, UT examination is used not only for butt welds but also
partial penetration and fillet welded joints, as might be used on nozzle or branch
connections. Paragraph 7.5.9 was revised to address the use of either radiography
or ultrasonic examination for partial examination.

Fracture Mechanics theory indicates that critical flaw length increases as the critical
fl aw depth decreases for given flaw shape, applied stress and material toughness. A
user of the CC 2235 informed that the above flaw behavior is reversed after certain
flaw length for subsurface flaws that are specified in Table 2 ofCC 2235. To correct
this error, an increase in allowable subsurface flaw sizes has been proposed in Table
2. Fracture analysis conducted on increased flaws indicates that there is very little
change in the fracture margins for the existing and new flaws. Similar change has
been proposed to Ylll-2 Table 7.9, since Table 7.9 and Table 2 ofCC 2235 arc
identical.

This proposal introduces a new Part QG to ASME Section lX, which is intended to
consolidate all of the virtually identical administrative requirements of Part QW for
Welding and Part QB for Brazing into a common location. This action was
primarily driven by the upcoming adoption of Part QF, Plastic Fusing, which is
being proposed as a separate action. The adoption of Part QF would add a third set
of these same administrative requirements to ASME Section lX. It makes little
sense to maintain the same set of identical administrative requirements in three
different locations, so by adding Part QG these administrative requirements may be
extracted from Part QW, Part QB, and the proposed Part QF and maintained in a
single location.

Currently there is a Code Case for welding non metallic materials which is Code
Case, N-755, U se of Polyethylene (PE) Class 3 Plastic Pipe Section Ill, Division 1,
and Section Xl.
Based on Appendix I ofN-755, a new Part QF is added to Section lX. The initial
application will be for high density polyethylene pipe (HOPE) fusing. However,
Part QF Plastic Fusing - Section lX has an open structure to allow the addition of
other plastic fusing applications in the future.

Plasma-GMAW Welding
The equipment comprises a plasma electrode within the hybrid GMAW torch. (The
torch and the control interface are designed to be integrated with most robotic
GMAW systems.) This electrode establishes an arc at the leading position of the
welding process ,and the plasma arc creates a "keyhole" within the parent material.
The GMAW arc follows and operates typically in the conduction welding mode to
fill the void created by the plasma arc. The net result is that the hybrid process relies
on the plasma arc for deep penetration and GMAW 's high arc efficiency and metal
deposition to finish the weld.
Section I already added this Process in PW-27 .l and there is an open item to add the
Process in Section Vlll Division 1.

UW-27(a)(2) in the 2013 Edition.
Friction stir welding is a fully penetrating solid phase process, which can be
used to join metal sheets ( Current industry practice is for using FSW to weld
aluminum alloys due to their relative softness) without reaching their melting
point.
Friction stir welding (FSW) has been invented, patented and developed for its
industrial applica6ons by TWI (The Welding Institute) in Cambridge, UK. In
friction stir welding, a cylindrical shouldered tool with a profiled pin is rotated and
slowly plunged into the joining area between two pieces of sheet or plate material,
which are butted together. The parts have to be clamped onto a backing bar in a
manner that prevents the abutting joint faces from being forced apart. Frictional
heat between the wear resistant welding tool and the workpieces causes the latter to
soften without reaching the melting point and allows traversing of the tool along the
weld line. The plasticized material is transferred to the trailing edge of the tool pin
and is forged by the intimate contact of the tool shoulder and the pin profile. On
cooling down, it leaves a solid phase bond between the two pieces.

There have been some difficulties complying with the hardness testing requirements
since the 10 kg load creates a large impression and it is not possible to maintain the
0.010 in. (0.25 mrn) spacing without the local effects of the impressions interfering
with the next impression. The revision maintains the 10 kg load (that normalizes out
small hard zones) but allows spacing between welds to be per ASTM E 384 (2.5
times the impression maximum dimension) and specifies a minimum number of
readings in critical locations.

Previously, QW-451 did not prevent a manufacturer from procuring an 8 inch (200
mm) thick test coupon and only depositing 3/4 inches (19 mm) of weld metal in that
coupon. That would allow welding on base metal that is 10.64 (266 mm) inches
thick and up to 8 inches (200 mm) of weld metal thickness with that process. "Note
(6)" was added for the purpose of requiring manufacturers and contractors to qualify
using thick test coupons when welding on materials in production that arc over 8
inches (200 mm) in thickness to allow them to gain experience with the nonuniform
properties that are (or at least used to be) found in thick materials as a consequence
of minimal plastic working during forging.

This is a signi ficant Code Case which pennits a Section Vlll, Division 1 Certificate
Holder to use the Part 4 [Design by Rule] section of Section Vlll, Division 2 to
design a pressure vessel or part. This is the first step in a long-term project initiated
by the Section Vlll Committee called "Conm1on Rules". The goal of this overall
project is twofold: (1) to ultimately maintain rules that are common to both
Divisions 1, 2 and 3 in one location, which will be Division 2; and (2) to allow the
use of the more modem, advanced design rules from Division 2 by Division 1
Certificate Holders.
Some of the benefits and features from using this Code Case are:
1. The Division 2 rules will in most cases produce formed beads that are
significantly thinner than required by Division 1.
2. The Division 2 opening reinforcement rules require much less reinforcement than
the Division 1 rules and may avoid having to use a repad.
3. The cone-to-cylinder rules provide a more accurate solution to the problem and
may avoid having to add a stiffener.
4. A certified User 's Design Specification is not required.
5. The design calculations do not have to be certified by a Professional Engineer or
equivalent.

However, not all of Division 2 is pcrnutted by the use of this Code Case:
1. Of course, Division l tensile allowable stresses (Section II, Part D, Tables 1A and
lB) are used rather than Division 2 tensile allowable stresses (Section II, Part D,
Tables SA and 5B).
2.1fthe thickness of a shell section or formed head is determined using Division 2
rules, then other features on that part (such as nozzle reinforcement) would have to
use the Division 2 rules.
3. Weld joint details for the part that is being designed per Division 2 rules must be
per Division 2, Part 4 4.2. For example, Division l 's Types 4, 5 and 6 fillet-weld lap
j oints; and flat head and nozzle double-fillet welds are not permitted.
4. The fabrication tolerances of Division 2, Parts 4 4.3 and 4.4 shall be satisfied.
Also, for those situations where Division 2, Part 4 does not have rules, where
Division 2 would normally permit the use of Part 5 "Design by Analysis", this Case
would not permit the direct use of Division 2, Part 5. If there are no Division 2, Part
4 rules, the Manufacturer has to go back to Division 1. If there are rules in Division
I, the Manufacturer is required to follow those rules. If there are no rules in
Division 1, U-2(g) could be invoked. The analytical, administrative and quality
control requirements in Division 2, Part 5 (again, except for the allowable stresses)
should be considered for any U-2(g) analysis.

In the 2011 Addenda to Section Vlll, Division 1, a revision to UG-1 02(a) was made
verifying that the indicating gage used in a pressure test shall be connected directly
to the vessel or with a pressure line that does not include intermediate valves. This
was always the intent (see Interpretation YIU-l-89-207R), however many
manufacturers were unaware of this requirement, and utilized pressure test setups
that did use an intennediate valve between the gage and the vessel. This was
primarily found in mass-produced vessel operations. This Code Case establishes
the necessary controls required to safely conduct a pressure test utilizing an
intermediate valve.

In Div 2, if the sizing rules of Div 1 are used in the design then the allowables from
Div 1 as given in Section Il, Part D, Table 3 are to be used. If a detailed stress
analysis using Part 5 is performed then the Div 2 allowable stresses as given in
Section II, Part D, Table 4 should be used. This is appropriate as the design by
analysis method will provide a more detailed and accurate summary of the stresses
and subsequently the lllgher allowables given in Table 4 should be used.
It has been noted that there are cases where the allowable stress values given in
Table 3 are greater than those in Table 4. This is the case for solution-annealed
stainless steel and similar high-alloy materials that behave like stainless steels
where their yield strength is substantially less than their tensile strength. In order to
correct this discrepancy a Code Case was adopted that would permit the use of
Table 3 allowables in a Part 5 design by analysis bolting design when the allowables
in Table 4 are less than those in Table 3.
This code case is a temporary solution until Section ll, Part D, Table 4 can be
revised to correct the inconsistency noted above

Metallic no7.zles used in Class I pressure vessels have been grooved in design for
over thirty years. The purpose of this proposed code case is to allow the use of
metallic grooved port nozzles that do not meet the minimum wall thickness
requirements of UG-45, Section Ylll, Division 1: as required by RG-1 00 (c) and
RM-211 . Grooved metallic nozzles have been used in conjunction with flexible
connectors on high pressure vessels since the 1980's. The flexible coupling
connection has been the industry standard as it permits the expansion and
contraction of the composite material without the creation of any external loads that
can create problems due to localized stress. This connection has over thirty years
field proven performance, with well over 100,000 units being produced without
failure or any other safety concerns.

that specification with U-bends.

Question 1 addresses the purpose of this product specification. Unlike SA-479 (which is a
material specification for bar as a raw material), SA-182 (as its title, scope, paragraph 5.4
and its general specification, SA-961, clearly state) is a product specification for finished
components. This is not to say that SA-479 could not have been the starting material to
make the SA-182 component (as SA-182 5.4 clearly states), but that the certification is of a
COMPONENT, not of a piece of bar. This is no different for numerous other
ASME/ASTM part/component specifications, like SA-234 or SA-403.
Question 2 addresses the limitations of using bar to machine a component for certification to
SA-182. The various specifications that permit this say it in different ways, but the result is
essentially the same - sec SA-l 05 Ll & 4.2, SA-181 4.1, and SA-961 6.1.1. The way that
the ASTM CoiJ1Jlllttec decided to word the limitations on the use of bar to machine SA-182
components was in 3 ways:
ln the Scope paragraph 1.2, SA- 182 refers us to other specifications for bar.
Also, 5.4 offers specific PERMISSIONS and PROHIBITIONS for the use of bar for
machining components.
The permission uses a kind of shorthand as to the specific limitations for
such applications: "for small cylindrically shaped parts within the limits
defined by Specification A 234/A 234M ... and Specification A 403/A
403M ... " . So, we have to look at those specifications for such detail, SA-
234 6.1 NOTE I sets the limit at NPS 4, as does SA-403 5.12.
The prohibitions are in SA-182 5.4, which prohibits flanges, elbows, return
bends, tees and header tees to be machined from bar- basically any part
whose shape "turns the comer" relat ive to the axial grain orientation of the
bar.
Finally, SA-961 , the general specification for SA-182, echoes the SA-l 82
permissions and prohibitions in 6.1.1 .

Question 3 was trying to understand whether the reference to SA-234 and SA-403 in
SA -1 82 5.4 limited the certification of parts to SA-182 to those covered under those
specifications only (e.g., Bl6.9 and B16.11 fittings). As the Scope ofSA-182 1.1
indicates, valves (and thus valve parts) could be certified to SA-182.
As an historical note, here are some points on the development of SA-182 over the
years:
The prohibition on the use of bar for SA-182 parts was in the Code at least
as far back as the 1937 Edition [designated S-35 back then]. The
specification is written primari1y for a true forging process, not for making
rolled/forged bar, and not for making parts from rolled/forged bar. Sec

This prohibition continued all the way forward to the 1974 Edition.
In the 1974 Edition, Su mmer 1976 Addenda, apparently [our Code book
collection is not complete in that time frame], ASTM Al82-75 was adopted
as SA-182. This specification included a permission for "small cylindrically
shaped parts" to be machined from rolled/forged bar, "within the limits
defined by" SA-234.
SA-182 is essentially unchanged with this regard to date.

NOTE: Some manufacturers have found that they were unable to prevent
leakage of large flanges during the pressure test. A check of the flange rigidity
for the pressure test condition identified flange rotations that exceeded the
recommended limits in 2-14.
Because Section Vlll, Division 1 does oot contain rules that explicitly address
design conditions for the pressure test, the Committee answered this question stating
that the flange rigidity rules in Appendix 2, 2-14 do not apply to the hydrostatic test
condition.

The pressure test rules for combination units, such as heat exchangers, can be found
in paragraph UG-99(c) of Section VIII, Division 1. UG-99(e)(l) contains the rules
for testing combination units that have been designed to operate independently.
This means that when the pressure vessel is operating, it is possible to have zero
pressure in one chamber while the other chamber is operating at maximum pressure.
Therefore the pressure test must be conducted in a similar manner, whereby each
chamber is tested without pressure in the adjacent chamber. This interpretation
confirms that a common element, such as a heat exchanger tube, could be subjected
to an external pressure that exceeds the maximum allowable external pressure for
the component. The designer of the equipment needs to be aware of this, and
possibly increase the wall thickness of the common clement to be able to withstand
this high external pressure. Alternati vely the designer can design the equipment
based on differential pressure, and thereby test it per the rules ofUG-99(c)(2).

The code is very clear on P-numbers not mentioned explicitly in the first column of
table QW-424. 1. Table QW-424. 1 states: "One metal from a P-Number to any metal
from the same P-Number qualifies any metals assigned that P-Number." Therefore,
a PQR developed using P-No. 5B material welded to itself qualifies welding of P-
No. 5B material only.
