This work will take place at Jabbi, Behind CITEC Estate, and Airport Road, Abuja,
Nigeria. It includes the completion of 2 room’s duplex comprising of 3 storey, the
ground floor is a car park and the typical floors consisting of semidetached 2 bedroom
flat

1 INTRODUCTION

2 POLICY AND OBJECTIVES

2.1 Health and Safety Policy

We believe that our personnel are our greatest asset, hence, their health and safety is
of paramount importance to us. Our aim is to provide at all times the safest working
conditions by adopting health and safety measures of international standards. We
ensure the full involvement and commitment of our workforce and top management.
We make available the necessary resources to manage, control and eliminate all
possible hazard involved in project lifecycle. It is the duty of all employees to work
safely, productively and to recognize the hazards inherent in their work areas. They
are responsible for adhering to safe working practices, using protective wears and
equipment, and following set rules.

Our safety policy is brought to the notice to all site personnel by way of displaying on
a secured notice board on site and workshop.

2.2 Health and Safety Objectives

The objectives of the Health and Safety plan for this particular project include:

• To secure the health, safety and welfare of persons who are working
or visiting the site.

• To protect persons other than (workers/visitors) against risk to health


and safety arising out of, or in connection with the activities of
persons working on the project.

• To control the admission of noxious or offensive substances into the


atmosphere

• To control the storage and use of highly flammable substances.

• To control the storage and use of hazardous substances to health.

This is achieved by delegating responsibility and accountability to all involved in this
company’s operation. In other words, everyone is held responsible and accountable.

3 ASSESSMENT OF RISKS AND HAZARDS

3.1 Possible causes of risks and hazards

Risks and hazards are always inevitable during project’s lifecycle. For this project, these
sources were concluded after careful consideration of the project scope, working
drawings, site conditions, and construction methodology. This is highlighted below.
Project scope: Completion of 2 room’s duplex comprising of 3 storey, the ground floor
is a car park and the typical floors consisting of semidetached 2 bedroom flat

Site condition/location: The site is located at the back of an existing residential estate,
close to the existing residential buildings and to be linked to a major road. There exist
on the site an abandoned foundation with vegetation covering.

Design: The building’s design is unique in its entirety, it’s the only 3 storey
building in the area that incorporates major building materials,
components and elements.

Substructure:
The project is unique in its substructure as there exists an
abandoned substructure on which work is expected to commence.

Site personnel: A large number of workers are to be engaged on the site with a
maximum of 150 people at peak periods.
Roof: The roof is designed to be of made of steel carcass,
prefabricated at workshop and to be hoisted to its final position
of about 11 metres above the ground level.

3.2 Potential health and safety operations and materials

The under listed operations and materials have been identified as those that must be
properly addressed in this project Health and Safety plan:

• Site clearance

• Erection and dismantling of tower cranes

• Unloading and vertical transportation of materials/components

• Erection of structural steel works and precast concrete fins

• Erection, adaptation and dismantling of scaffold

• Mechanical and electrical service ducts

• Falling objects

• Fall from scaffold


• Positioning of heavy generator and other plants

• Positioning and storage of fuel and other inflammable materials.

4 DUTIES OF (COY)

As a result of the provisions of common law, Decree No 16 (The factories law 1987)
and Decree No. 17 ( The workmen’s compensation law 1987) which places a general
duty on every employer to ensure, so far as is reasonably practicable, the health safety
and welfare at work of all her employees, on this project the company will:

• Provide and maintain plant and systems of work that are safe and without risks
to health

• Provide adequate welfare facilities and arrange for the welfare of site personnel
on the project

• Provide a safe working environment that is without risk to health

• Provide a safe place of work, with safe access and egress

• Ensure safety and absence of risks in the use, handling, storage and
transportation of articles and substances

• Provide adequate site management, supervision and inspection as is necessary


to ensure the health and safety of our employees

• Provide adequate instruction and training as is necessary to ensure the health
and safety of our employees

• Provide any necessary information to ensure the health and safety of our
employees

• Ensure to an extent as responsibly practicable that our activities do not


endanger persons not in our employment who may be affected by the
operations under our control e.g. subcontractors or the public

• Engage on the site the services of a qualified and experienced safety


officer/manager throughout the duration of the project.

5 DUTIES OF SITE PERSONNEL (CONTRACTOR’S AND SUBCONTRACTORS’)

As a result of the company’s Health and Safety policy, the following duties are placed
on the employees including subcontractors:

• To cooperate with us as far as may be necessary to enable us carry out our legal
and moral duties in the health and safety matters

• Not to intentionally or recklessly interfere with anything provided in the interest


of health and safety/welfare

• To exercise reasonable care for the health and safety of himself and others who

may be affected by his acts of commission or omission at work To report all

accidents to the site/safety manager immediately.

6 HEALTH AND SAFETY BRIEFING, COMMITTEE AND MEETING

6.1 Briefing

Every person who will work on the site and in the workshop will be issue with identity
card. Also, all persons will be thoroughly briefed about the health and safety

requirements on the site and in the workshop. After this, the person will be will be
made to sign the Health and Safety register which is a prerequisite for issuance of the
card. The health and safety briefing will be the duty of the safety
manager/construction manager/quality manager as the case may be. This briefing will
include health and safety provisions on site, precautions needed by the individual,
locations of first aid facilities, arrangement for obtaining treatment, standing rules on
the site and what’s expected in cases of emergencies.

6.2 Committee

The senior construction manager will be responsible for the setting up of the health
and safety committee. This committee will assist the Safety Manager in implementing
the Health and Safety Plan on the project. This committee will meet at least once a
month or as the need arises. It will be the duty of the committee to investigate
incidences of accidents on site with a view to analysing it and recommending practical
solutions.

The responsibilities of Safety Committee Members include but not limited to;

• Discussing safety policies and procedures with management and


making recommendations for improvements.

• Reviewing accidents investigation reports on all accidents and near


misses.

• Identifying unsafe conditions and work practices


and making recommendations for corrections.

6.3 Meeting

All employees of the company shall attend and participate in monthly safety meetings.
Problems that have arisen or that are anticipated shall be discussed along with any
other safety and health topics. The meeting shall be kept a valuable educational
experience by:

• Keeping the meetings moving; Starting and stopping on time;

• Using illustrated material and demonstrations to make the point;

• Discussing each topic thoroughly, providing handouts if possible;

Reviewing accidents, injuries, property losses, and near misses;

Evaluating accidents, injuries, property losses and near misses for trends and
similar causes to initiate corrective actions.

7 ACCIDENT PREVENTION MEASURES

The accident trend in the construction industry can only be minimized positively by
providing adequate training and management to control the workers, the
plant/equipment and the working environment.

7.1 Workers

• Each worker will be adequately trained and informed of the activities


he is expected to perform and be made aware of all the inherent
hazards.

• Only competent workers will be engaged on the project.

• Safe system of work through the use of work instruction sheets will
be adopted for all operations.

• Workers will be made to use the protective clothing and equipment


provided

• He will be made aware of accident and emergency procedures


through the Health and Safety briefing session.

• He will be made aware of cost of accident.

7.2 Plant and equipment

The Safety Manager will make sure that the following procedures and practices are
observed:

• Regular inspections by trained and competent persons are carried
out

• No defective equipment are used

• Defect on tools, plants and equipment are quickly and properly


rectified.

• Records and reports are properly and accurately maintained

• Proper access and egress are provided

• All moving parts are adequately guarded and protected at all times

• Hand tools are inspected and maintained


Proper handling, lifting, slinging of equipment

Equipment and machines are adequately secured when in use and when
parked.

7.3 The work environment

This will apply to all areas of the site including the workshop, stores, offices and
welfare facilities. Resources are to be made available and regular checks are to be
carried out in-order to ensure that:

• Floors are clean, not slippery and free from debris. This will be
achieved by employment of three unskilled operatives who will be
specifically responsible for tidying up the entire site and one person
for the workshop

• Stairs, gangways and loading bay are adequately guarded and


maintained by the use of steel guardrails

• The workplace is adequately lit, in particular at access points and


openings, and whenever lifting operations take place.

• Edges, openings and holes are adequately protected by covering
them with wood or plywood firmly secured to the slab by using

concrete nails Display of standard warning signs where required or

where hazards exist Projecting objects or obstacles are protected


and guarded.

7.4 Protective clothing and equipment

Provision of necessary protective clothing and equipment by -----(coy) for the project
cannot be over emphasized; so also is the subsequent use of them by all site workers.
For the safety of site workers the following protective clothing and equipment will be
provided on site and in the workshops:

• Safety helmets

• Safety boots

• Bib and brace brown overall

• Saturn yellow jackets

• Welding shields
Vision googles

Full safety harness

• Chest safety harness

• Waist safety belts

• Industrial gloves

• Dust mask

• Ear defender

7.5 Access and egress from work place

Attempts to gain access or egress from work place through authorized means will be
totally discouraged on site. To achieve safe access and egress form work place, the
following actions will be taken:

• Permanent stairs in the building will be constructed as the building


grows

• The stairs will be provided with guardrails

• Independent scaffolding will be erected as perimeter blockwork and


cladding proceeds

• Aluminium ladders of various lengths will be provided for scaffolds


and mobile towers.

7.6 Erection and inspection of scaffolds

All scaffolds and working platforms are to be properly erected to provide adequate
working space. No scaffold will be erected, modified or dismantled except under the
supervision of the site manager. All scaffold materials are to be inspected by him by
using standard scaffold checklists. Guardrails will be provided to prevent employees
from fall.

8 FIRE PREVENTION AND PROTECTION

Fire prevention is an important part of protecting employees and company assets. Fire
hazards must be controlled to prevent unsafe conditions. Once a potential

hazard is recognized, provision must be made to prevent fire outbreak. This will involve

• Appropriate location fire extinguisher

• Locating generators or combustion engines away from combustible materials

Freeing the site from accumulation of combustible materials or weeds.

• Removing obstruction or combustible materials from exits, stairways and


escape routes.

• Limiting the volume of combustible liquid or materials on site.

• Making proper arrangement with fire service and providing access for
firefighting engines.

9 FIRST AID

Provisions will be made for first aid both on the site and in the workshop in order to
address the under listed situations:

• Treatment of minor injuries which would not need further treatment by a


medical doctor

• Treatment to minimize the consequences of injury or illness until help is


obtained from a medical doctor.

Various first aid materials will be made available on site and in the workshop. This will
include:

Sterile adhesive dressing, adhesive plaster, sterile eye pads, eye ointment, sterile
covering for serious wounds, cotton wool, safety pins, bandages, iodine, scissors,
eyewash, paracetamol, eye drop, vinyl gloves, poly aprons.

All first aid treatment made will be recorded in a special book labelled for accident on
the site.

10 EMERGENCIES

A prior arrangement will be made with a nearby hospital or health centre and fire
service to provide prompt attention in the events of emergencies.
As it is our policy that all our site management team attends a course in first aid, they
will be well equipped with knowledge of what to do during emergencies. This is
because it is important to ensure that the life of any casualty is sustained/recovered
during such emergencies.

In the event any serious accident leading to emergency, the Health and Safety
Committee are to do the following:

• Call the Fire Service/Health Centre for fire fighters/ambulance to be sent


immediately;

• Move the casualty to the safest minimum distance before giving first aid
treatment;

• Keep proper record of the accident;

• Report the incident to the safety officer, project manager and other top
management team.

11 TRAINING AND EDUCATION

Training is an essential component of an effective Safety and Health Program required


for both management staff and employees on the site. Training program will be
arranged such that each worker on site (including site production management team)
attend at least a session per month

Training program should be provided as follows:

• Initially when the Safety and Health Plan is developed.

• For all new employees before beginning work

• When new equipment materials or processes are introduced.

• When procedures have been updated or revised.

• At intervals of about a month to keep all employees abreast of the Health and
Safety practices and make it available at their fingertips.

Besides the standard training, employee should be trained in the recognition and
reporting of hazards and unsafe acts and supervisor/foremen trained in the correction
of hazards and unsafe acts. A list of typical hazards employees should be able to
recognize will include:

• Fall hazards: fall from floors, roofs and roof openings, ladders, scaffolds, wall
openings, trenches, steel erection, stairs, etc.

• Electrical hazards: appliances damaged cords, outlets, overloads, extensions


cords, portable tools (broken casing or damaged wiring), grounding, metal
boxes, switches, ground fault circuit interrupters.

• Housekeeping issues: exit, walkways, floors, trash, storage of materials


(hazardous and non-hazardous), protruding nails etc.

• Fire hazards: oily dirty rags combustibles, fuel, gas cylinders, exits (blocked),
trips /slips stairs, un-even flooring, electrical cords, icy walkways.

• Health hazards: siliceous, asbestos, dust inhalation, loss of hearing, eye injury
due to flying objects.

12 RECORD KEEPING

Proper record of accident, emergency, fatality and catastrophe to human life on


project site should be kept. This would also include fire occurrences, disease/illness
which may result to loss of consciousness, days away from work, first aid or medical
treatment etc.

Details to be recorded include but are not limited to:

• Date and time of accident, illness or dangerous occurrence;

• Particulars of person(s) affected;

• Location of the happening;

• Brief description of the incident, diagnosis and actions taken.
