Dear Mayor, Mayor Pro Tem and Council Members:

Precourt Sports Ventures (PSV) is grateful for the extensive feedback that we have received
over the past ten months from City Council, City Staff, and the community surrounding a
privately funded Major League Soccer stadium and soccer park at McKalla Place. This proposal
includes more than just the stadium – it includes open space, green space, walking trails, and
an outdoor performance area. The project will redevelop and revitalize an underutilized, vacant
site into a community gathering area where Austinites can enjoy the thrill of sport, a variety of
live events, festivals, and other cultural activities.

The support for this project has been tremendous from the beginning. Austin wants soccer and
Austin wants major league sports. We have listened, collaborated, and responded at every step
in this process, acting as good partners, and are satisfied with the revised proposal that reflects
input and feedback we have received from you and the Austin community.

Following the June 28 Austin City Council meeting, we have engaged in negotiations with the
City of Austin to develop a proposal that reflects the feedback we have received to meet the
needs of the Austin community to the best of our ability. This comprehensive proposal reflects a
strong financial investment from PSV and a substantial commitment of community benefits from
a prospective professional sports team. The proposal virtually eliminates risk for the City and
provides a positive financial return to the City’s general fund, while simultaneously addressing
many of the issues and concerns that have been expressed throughout the process. We have
attempted to structure a deal that works for both sides – very low risk and no upfront cost for
the City, and hopefully one that allows for the long-term viability of the Club. The City has
negotiated arguably one of, if not, the most favorable MLS stadium deals in the country for any
municipality.
To date, we have witnessed four positive Council votes, participated in a dozen community
engagement meetings, and completed countless market research initiatives including political
polls and surveys that overwhelmingly reinforce that the vast majority of Austin want MLS and
this private investment in their community. While at times the debate has been spirited, the
community spirit serves as a key reason for which we embrace Austin. This distinct and unique
personality of Austin seems to align well with the distinct and unique opportunity of soccer.
Objective measurements show that this public-private partnership is a clear winner for Austin –
new revenue generation, significant annual economic impact and new jobs, impactful
community benefits, and incomparable social impact. This Club will become a special
community platform for all of Austin to rally behind.

We are enthusiastic about this opportunity to partner with the Austin community. My family and
I are passionate about soccer. I have coached youth soccer for years and my kids play the
game. We believe this community is passionate about soccer as well. Let’s rally together and
officially become partners to forge an alliance that will positively impact this community for
decades to come. We respectfully ask for your support today to ensure this happens. This is our
best opportunity. Together, we have all come too far and have worked too hard to let this
opportunity pass. Hopefully our good faith efforts, our professionalism, and our willingness to
invest significantly in this community show just how serious we are about Austin. This is a
start...only a beginning...let’s bring Major League Soccer to Austin.
