30 September 2010

Dear Colleague:

Please find enclosed the Hennepin County annual HIV/AIDS surveillance reports for 2009.
These reports were generated from surveillance data as of January 1, 2010, and are based on
diagnosis date (i.e., date of the first report of a positive blood test for HIV or the first report of
AIDS), not necessarily when the infection occurred.

The following describes what you will find enclosed:

1. Tables 1-2 describe persons currently living with HIV/AIDS by demographic variables.
Notable findings include that the rate of HIV/AIDS prevalence is highest in those 45-49
years old, and that populations of color, particularly Blacks and American Indians, continue
to have strikingly higher HIV prevalence compared to Whites.

2. Tables 3-4 show annual trends in HIV and AIDS diagnoses, as well as annual AIDS deaths.
Table 4 shows cumulative totals for AIDS diagnoses and deaths. Although reporting of
deaths is incomplete, the data show a significant decline in case fatality rates for this disease
over the past two decades.

3. Tables 5-7 describe new cases of HIV infection and AIDS diagnosis. Table 5 shows these
incident cases year-by-year, with cumulative totals. Tables 6 and 7 describe persons with
new HIV infection diagnosed in 2009 by demographic variables. Notable findings include
that 20-24 year olds had the highest rate of new HIV infection in 2009 and that populations
of color continue to have markedly higher rates of new HIV infection compared to Whites,
particularly Blacks and American Indians.

4. Chart 1 depicts the annual trends in number of new HIV/AIDS cases and deaths, as well as
the annual trend in those living with HIV/AIDS.

If you have any questions about these reports, please feel free to contact Erica Bagstad at (612)
543-5227 or Erica.Bagstad@co.hennepin.mn.us

Sincerely,

Erica Holt Bagstad, M.S., M.P.H.

HIV (non-AIDS) = New cases of HIV infection (excluding AIDS at first diagnosis) diagnosed within a given calendar year. AIDS =
All new cases of AIDS diagnosed within a given calendar year. AIDS deaths = Number of deaths known to have occurred among
AIDS cases in a given calendar year, regardless of cause.

Note: These numbers refer to events, not individuals. For example, a person diagnosed as an HIV (non-AIDS) case in 1992 and
then diagnosed as an AIDS case in 2000 will be counted twice in Table 3, once for each event. Thus, the numbers of HIV (non-
AIDS) and AIDS cases cannot be summed over years to obtain cumulative totals. Please refer to Tables 4-5 for cumulative totals.

HIV Infection = New cases of HIV infection (both HIV (non-AIDS) and AIDS at first diagnosis) diagnosed within a given
calendar year. HIV (non-AIDS) = New cases of HIV infection (excluding AIDS at first diagnosis) diagnosed within a given
calendar year. AIDS = All new cases of AIDS diagnosed within a given calendar year.

2
The cumulative rate is calculated by dividing the cumulative number of cases by the estimated current county population and
multiplying by 100,000. Rates for individual calendar years were calculated using Series Vintage Bridged Population Estimates
(2001-2008); 2000 U.S. Census population data (2000); and U.S. Census population estimates (1993-1999).

Note: The sum of HIV (non-AIDS) cases and AIDS cases will be greater than the number of cases of HIV Infection in a given
year. The difference occurs because, unlike the HIV Infection category, the AIDS category includes both cases that are AIDS at
first diagnosis as well as those cases that progress from HIV (non-AIDS) to AIDS during the year (see above definitions).
