1
Background

Dagupan, officially the City of Dagupan (Pangasinan: Siyudad na

Dagupan, Filipino: Lungsod ng Dagupan), or simply Dagupan City, is a 1st Class
Independent Component City in the province of Pangasinan, Philippines. According
to the 2015 census, it has a population of 171,271 people. Located on the Lingayen
Gulf on the northwest-central part of the island of Luzon, Dagupan is a major
commercial and financial center north of Manila.

Prior to the DTI recognition, the Philippine Economic Zone Authority (Peza)
designated the city as one of the newest economic zones in the country to initially
specialize on Business Process Outsourcing (BPO), Information Technology and
Tourism. Apart from this, Dagupan was chosen as the nucleus of a larger economic
zone that involves over 1,200 hectares of land in many towns of Pangasinan.

In the early years of history, Philippines was superior in sports and was giving the
Philippines honor and pride. But as years passed by, it declined. Philippines sports has
been an issue for years now. Filipino athletes face a lot of problems in terms of
appropriate training program and modern facilities.

A more visible and tangible proof to Dagupan residents that business is booming is
the fact that despite already being the center of malls in Pangasinan, two others are
being constructed and are set to be operational this 2018. Another group has
presented its plans to put up a similar venture and is now scouting for a feasible site.

Now, the City Planning and Development Office of Dagupan City is still in the
process of allotting budget for the acquisition of the land for the sports complex. It is
now included in the Annual Investment Plan for 2018-2019. From the department’s
technical consultant, considering the zoning and professional expertise, he pointed
out a specific site that is viable which is along Judge Jose de Venecia Ext. The
athletes, students and the public are the intended beneficiaries.

2
Problems
o Dagupan City needs efficient provision of facilities and use of land resources,
With the proposed sports complex, it can anticipate a supplementary
response to finance, climate, circulation, man-made features and natural
Physical features.

Taken from a sport facility strategy from Cambridgeshire Horizons, the context to the
local situation stated by Dagupan City CPDO shows the following as elaborated.

o The need for more innovative solutions to sporting provision in order to bring
about the increases in participation and to link with other agencies.
o The need to link to the growth area agenda, particularly areas of major
development, and ensure expectations for a better quality sporting
infrastructure are met.
o Capital and revenue pressures on local authority budgets impacting on the
ability to meet identified needs and improve value for money.

Fisheries, aquaculture and processed fisheries are Dagupan City’s keys of economy
and the intended complex still has to not compromise it mainly because the two do
not directly relate to each other by context.

Objectives

o To promote and enhance the prospects of sports.

o To give the academic members and outsiders a way of recreation.
o To provide the player a proper academic facility.
o To add up such auxiliary facilities; as to earn more revenue therefore making
sports center more financially feasible.
o To enhance a sense of national cohesion and common interest, as this would
act as a major building force in society as a whole.
o To access the requirement of multi-sports center in the light of regional
potentials and aspirations of and for the athlete.
o To use bioclimatic architecture principles as an innovative approach to the
ever problematic quality of sports facilities in the country

3
Research Questions

o How can the bioclimatic concept enhance the performance of the athletes
in the area?

o How can the sports complex help the tourism, and take advantage of the
current strengths of its economy?

Hypothesis

Considering the climatic conditions of Dagupan, Pangasinan, the average

annual temperature is 27.5 °C in Dagupan. The average annual rainfall is 2173 mm.
The driest month is January, with 6 mm of rain. In August, the precipitation reaches its
peak, with an average of 507 mm. May is the warmest month of the year. The
temperature in May averages 29.3 °C. At 25.7 °C on average, January is the coldest
month of the year. Concluding it is one of the cities that has high temperature that
may disturb thermal comfort and prone to flooding.

Bioclimatic Design is within Sustainable Architecture, using this as an

approach to aim at providing thermal and visual comfort, making use of
environmental sources for self-sustaining, which makes it compatible as a solution for
the city’s condition.

SIGNIFICANCE

Dagupan, Pangasinan is the commercial capital of Pangasinan. Sports

complex is one of its community lacks. The Pangasinan Provincial Board released a
list of local facilities to implemented within the years of 2017-2019 which a sports
complex is within it. The provincial board is still on the process of assessing the
resolution of the proposal as of now. The facility may collaborate with the Narciso
Ramos Sports and Civic Center of Lingayen by simultaneously housing sporting
events of Pangasinan.

Bioclimatic architecture refers to the design of buildings and spaces (interior

– exterior – outdoor) based on local climate, aimed at providing thermal and visual

5
comfort, making use of solar energy and other environmental sources. Basic
elements of bioclimatic design are passive solar systems which are incorporated
onto buildings and utlilise environmental sources (for example, sun, air, wind,
vegetation, water, soil, sky) for heating, cooling and lighting the buildings (CENTER
FOR RENEWABLE ENERGY SOURCES AND SAVING). One of the main purpose of
incorporating bioclimatic architecture in the design is to achieve the right
performance environment for the athletes.

DESIGN METHOD

The study will utilize the qualitative method of research to determine the appropriate
application of architectural solutions. We will use Bioclimatic architecture as an
innovative approach to the problematic quality of sports facility in the city.
Qualitative research evaluates data from the behavioral observations to obtain the
community’s feedback about the proposed sports complex. The Bioclimatic
approach of integrated sports complex which is also relevant to the community to
show a sustainable and low-energy sports center and the possibility of integrating
solar energy into this type of building. The design is based on the idea of integrating
environmental technological aspects, such as using solar energy into the building in
such a way that they help create a special atmosphere.

In Gathering pertinent data on the study, we prepare questionnaires and interviews

which will be conducted to the local and government officials to know how
important the sports complex in the community.

WORK AND ACTIVITY PLAN

First step to start with the project is to acquire all the legal documents for the
proposal. The researchers will conduct a site visit and produce a site analysis to have
more understanding in the area.

To visit the following landmarks Athletic bowl, Cooyeesan Sports Complex,

and Teacher’s Camp Track and Field located in Baguio City. CDCC Sports Complex,
CALASIAO Sports Complex, and Narciso Ramos Sport and Civic Center located in
some parts of Pangasinan. Lastly, some sport complex in Manila like Rizal Memorial
Stadium. By visiting the place, it would help the researchers to gain more knowledge
on how to design their proposal.

The researchers aim to conduct an interview to the Dagupan City

Government Officials

When all necessary things (Documents, Guidelines, Interviews, and Opinions)

have been obtained, The group can now proceed in making Architectural Solutions
for the off said Dagupan City Sport Complex.
