EXECUTIVE ORDER NO. _________

AMMENDING AND REORGANIZING THE BARANGAY DEVELOPMENT COUNCIL (BDC)

OF BARANGAY POBLACION, LAPU LAPU CITY.

WHEREAS, Republic Act No. 7160 otherwise known as the Local Government Code of 1991, mandates
that every barangay shall create a Barangay Development Council or BDC which shall be constituted in
accordance with law to act as a planning and coordinating body in the barangay.

WHEREAS, the Barangay elections in May 2018 has brought about a change in leadership in the
Barangay Council.

WHEREAS, the Barangay Development Council (BDC) organized by the former administration has been
rendered inoperable.

NOW THEREFORE, I, REX A. MANGUBAT, Punong Barangay of Poblacion, Lapu Lapu City, by virtue of the
powers vested in me by law, do hereby ordain the reorganization of the Poblacion Barangay
Development Council (BDC);

SECTION 1. Composition. The following shall compose the Barangay Development Council.

KGD. Virmay D. Sugatan
KGD. Moises N. Imperial, Jr.
KGD. Eugene V. dela Serna
KGD. Manuel Glenn C. Igot
KGD. Mariano Dandie C. Dimataga
SK Chairman Jay Simson C Roman
Congressman’s Representative: ______________
AT LEAST 3 NGO’s/PO’s:
Dewey B. Monsanto – Senior Citizens
Gretel Mary B. Ycong – KABABAYEN-AN
Leonito J. Familiar – VDR Church

SECTION 2. Functions. The following are its mandated functions:

i. Mobilize people’s participation in local development function efforts;
ii. Prepare Barangay Development Plans based on local requirements;
iii. Monitor and evaluate the implementation of national or local programs and projects; and
iv. Perform such other functions as may be provided by law or competent authority.

SECTION 3. Executive Committee and Functions.

a) The following shall compose the Executive Committee:

Members: Representative of the Sangguniang Barangay

b) The Executive Committee shall perform the following functions:

i. Ensure that the decisions of the council are faithfully carried out and implemented;
ii. Act on matters requiring immediate attention or action by the council;
iii. Formulate policies, plans and programs based on the general principles laid down by the
council; and
iv. Act on other matters that they may be authorized by the council.

SECTION 4. Secretariat. The secretariat of the Barangay Development Council shall be headed by
the Barangay Secretary who shall be assisted by the Municipal Planning and
Development Coordinator concerned.

SECTION 5. Effectivity. This ORDER shall take effect immediately.
