Kane, PA, September 29, 2010- The Kane Area
Development Center is pleased to announce that Kane
Hardwood has won the 2010 Scarecrow Contest with their
scarecrow, The Borer Bug Basher. Business participants
displayed their scarecrows all last week in celebration of
FallFest at Flickerwood.
Each business contributed money to participate in the
competition. Additional funds were raised in donations during
FallFest. Two hundred forty-four festival goers voted for their
favorite scarecrow and Kane Hardwood won with an
impressive 50 votes. As the winner, Kane Hardwood chose the
Kane Area United Fund to receive competition proceeds
because of the breadth of services provided by the organization
to the community.

first shipment of fuel oil for the upcoming heating season, New
York State Department of Environmental Conservation (DEC)
Commissioner Pete Grannis is encouraging homeowners to
thoroughly check their heating fuel oil storage tanks to help
prevent leaks and spills.
More than 2 million homes in New York are heated by fuel
oil. Each year, DEC's Spills Hotline fields hundreds of calls
associated with residential fuel oil spills. These spills can
contaminate basements, groundwater, wells and soils, and
damage basement contents. Often, they trigger expensive
cleanups that might not be covered by homeowner insurance
policies.
"Proper maintenance and routine checks of a fuel oil tank are
easy steps that will not only help protect personal property,
but also prevent spills and leaks that harm the environment,"
Commissioner Grannis said. "The onset of fall is the perfect
time to find out if there are any issues that need addressing
before problems arise."
Some of the most common causes of home fuel oil spills are
failing storage tanks, faulty fuel lines and connections,
collapsing tank legs and supports, and overflows during
delivery. An annual inspection of fuel oil storage tanks can
prevent impacts to human health and the environment from
leaks and spills.

MCKEAN COUNTY COURT HOUSE
HOSTS MCART NITE
The McKean County Court House in Smethport,
Pennsylvania will be graciously on loan to the art community
of our area for mcART Nite. It will be held this year on
Saturday, October 16 at 7:00 p.m. and an auction of the artists’
work and other donated items is slated to begin at 8:30 p.m.
This gala event is sponsored by the McKean County Historical
Society with support from Northwest Savings Bank and the
Pennsylvania Council on the Arts, a state agency funded by
the Commonwealth of Pennsylvania and the National
Endowment of the Arts, a federal agency.
As always the goal of this event continues to be one of
support for the community’s local artists to display their work,
and to provide an opportunity for the community to view some
of the very impressive talent that exists in our own county.
Proceeds from the evening and the auction also help to raise
much needed funds that are used for the maintainence of the
Old Jail Museum facility.
As explained by Ms. Vandermark, the executive secretary
for MCHS, “The museum’s desire is to encourage new artists,
or those pursuing a career or hobby in the arts; therefore,
there is no vendor fee to display their work. Artists may sell
the work that they bring to display at this function, but sold
items must remain on display until the end of the evening.
Anyone who is interested in participating in mcART nite may
call us for more details regarding this event at the Old Jail
Museum.”
The museum is striving to garner work from the area’s
youth and will feature work from one of the area’s high schools
this year. The students’ art will be displayed in the Court
House rotundra, one of the premier areas of the show, to let
our youth know how much their talent is valued. The
Smethport Area High School art teacher, Roxanne Page,
displayed some of her work at last year’s mcART nite and is
now assisting with the museum’s endeavor to showcase some
of the artistic talent of our youth. It is hoped that another area
high school will be inspired to help to feature the work of their
students’ at next year’s mcART nite.
For the sixth year the Court House will be transformed for
the evening into a sophisticated setting in which to display the
students’ art work as well as the different mediums of the
area’s talented artists who either paint, carve, weave, write, or
take photos. The artistry of music will be provided by the
talented group of Simple Faith whose musical repertoire also
enhances the evening’s sophisticated atmosphere.

VETERANS BENEFITS TO EXPIRE
WASHINGTON - Military members whose service was
involuntarily extended, or whose retirement was suspended between
September 11, 2001 and September 30, 2009, due to stop loss are
entitled to retroactive payments of $500 for each month they were
extended, according to Department of Defense officials. But the
deadline to receive those benefits is rapidly drawing to a close. The
deadline to apply for the benefits is October 21, 2010.
“You served with honor. You did your duty. And when your country
called on you again, you did your duty again. Now, it’s time to collect
the special pay that you deserve,” said President Barack Obama during a
recent White House announcement.
Only about 58,000 of the 145,000 eligible claims have been paid,
leaving more than $300 million available to eligible veterans. The
average payout for each veteran is close to $4,000.
The president said that the program has caused some confusion and
skepticism among those who have served. “Some veterans think this is
some sort of gimmick or scam, or that it’s a way for the government to
call you back to service. Nothing is further from the truth. You worked
hard. You earned this money. It doesn’t matter whether you were active
or reserve, whether you’re a veteran who experienced “Stop Loss” or
the survivor of a service member who did - if your service was
extended, you’re eligible,” said Obama.
The 2009 War Supplemental Appropriations Act established the
Retroactive Stop Loss Special Pay and throughout the past year the
services have been reaching out to eligible veterans, service members
and their families through direct mail, veteran service organizations and
the media. But by law there is no authorization to make payments on
claims submitted after October 21, 2010.
Eligible members should print, complete and sign Department of
Defense Form 2944, Claim for Retroactive Stop Loss Payment. They
must then select the appropriate method for submitting their claim form
based upon their service requirements. The information can be found on
their service’s stop loss web site, accessible from www.defense.gov/
home/features/2010/0710_stoploss/ , or call: Army: (877) 736-5554;
