Just a heads up that Sir Tim Berner-Lees, who invented the World Wide Web and is a global
heavyweight in the science and technology area, is in Wellington on Wed 30 Jan, and InternetNZ

who are hosting him along with Google and the Govt Chief Info Officer are trying to arrange
some meetings with Ministers. I think the CIO (Colin Macdonald) will be making the formal

approach to ministerial offices.

Not sure if John is in Wellington that day, but if he is and the schedule has any flexibility a
meeting with TBL would be great media, and would fit well with the focus on science and

innovation. It isn’t 100% confirmed but it looks like he’ll be meeting Gillard two days later on the

Kevin Taylor is leaving his current role as Chief Press Secretary to take up a new role as Principal
Communications Advisor to the Prime Minister. Kelly McAra will be replacing Kevin as Chief Press
O ed

Secretary.
 
As many of you will be aware, Kevin has been Chief Press Secretary to the Prime Minister since
os

the 2008 election, and held the same role in Opposition from November 2006. We are fortunate
to be able to use Kevin’s experience in this new role which will involve whole of government
ffi
op

communications oversight and planning, announcement scheduling  as well as providing


communications advice to the Prime Minister. In his new role Kevin will be picking up the whole
of government communications work that Paula Oliver had previously done. This in turn will
Pr

allow Paula to fully focus on her policy responsibilities.


 
I want to welcome Kelly to her new role as Chief Press Secretary. Kelly has worked in our Media
team since the 2011 election, and prior to that did both press secretary and advisory work in a
number of offices, most notably Gerry Brownlee’s where she made a real contribution on
Christchurch earthquake communications.
 
These changes leave a Press Secretary vacancy, and Kelly and I will be working to fill that over
the coming weeks.
 
I am sure that everyone joins with me to offer congratulations to both Kevin and Kelly on their
new roles and to wish them well for the future.

In June, I’m part of a panel at a workshop put together by the Institute of Public Administration
for new CEOs and 2nd level managers in the public service.

The panel is looking specifically at the policy process with regards to the role of ministerial

advisors (and lobbyists) and their interactions with Departments. One of the other panellists is
MBIE CEO David Smol.

I thought this might be a good opportunity to communicate in an unofficial sense any issues

around when agencies do stupid stuff, and to be able to educate them on some basic stuff
around keeping Ministers (and advisors on their behalf) happy.

If any of you have any good examples or horror stories that I can use (in confidence and without

attribution), feel free to let me know. I’m meaning things like you make a phone call to an official

and they immediately e-mail to someone your exact words (which becomes OIAable) rather than

merely communicating your general sentiment. Or learning about an issue through the TV news.
 
Basically what I want to get across to them is what they need to be doing, to keep Advisors and

Ministers happy. It’s all of course fairly common sense, but a few examples are often more
effective than just talking in theory.

And no I don’t know why they invited me to be on the panel! I guess they just thought I could be
