1.0 Purpose This document provides a system of instruction to ensure all RPL
implementers have a common understanding on the detailed
activities to be undertaken for the Implementation and
operationalization of the Recognition of Prior Learning particularly
in all TTIs

2.0 Scope The procedure includes the process of continuous enhancement


and updating of recognition of prior learning (RPL) implementation

3.0 Definition of
Terms Assessment is a structured process for gathering
evidence and making judgments about a
candidate’s performance in relation to
registered national standards and
qualifications. This process involves the
candidate and the assessor within a
particular context in a transparent and
collaborative manner.

Assessment Tool A method for the gathering of evidence for


assessment, such as a knowledge test or
a checklist of practical performance.

Certification The formal process of recognizing that an


individual is qualified in terms of particular
knowledge, skills and attitudes based on
industry standards.

Competency The application of knowledge, skills and


attitude required to complete a work
activity in a range of context and
environment to the standard expected in
the workplace (procedures manual on TR).

Moderation This is the process of ensuring that


assessments have been conducted in
line with agreed practices, and are fair,
reliable and valid

Recognition of Is a process whereby people’s prior

RPL Evidence Is the one who introduces the candidate(s)


Facilitator to the process of assessment and the
support services, including possible short
learning programs that will assist
candidates in preparing their evidence (for
example, portfolio-development).

RPL Assessor is anyone who assesses for the


purposes of making a judgment about an
achievement that will result in credits
towards unit standards or qualifications.

6.0 Procedure Detail

6.1 Organize RPL Team (8 hours)

TTI Administrator

6.1.1 Select staff/personnel to compose the RPL Team;


6.1.2 Train the selected staff/personnel on RPL implementation; and
6.1.3 Issue Order/memorandum on the creation of the RPL Team

6.1.3.1 Designation, functions and responsibilities of each members of


the RPL Team.

6.2 Orient all incoming trainees/students about RPL (2 hours)

RPL Team

6.2.1 Prepare RPL orientation materials;

6.2.1.1 Conduct research study and benchmark on other institutions


to enhance RPL orientation materials;
6.2.1.2 Review/update RPL orientation materials to ensure relevance
and effectiveness of the materials;

6.2.2 Announce and post the schedule and venue of the RPL orientation; and
6.2.3 Conduct orientation regarding RPL.

Note: Frequency of the conduct of orientation depends on the


institution’s administration

6.3 Prepare and submit application form together with the required documents
( 16 hours)

RPL Candidate

6.3.1 Secure application form and list of requirements from the RPL unit;
6.3.2 Accomplish the application form and prepare all the required
Documents; and
6.3.3 Submit duly accomplished application form and documents to the RPL
team/unit.

6.4 Conduct pre-screening to ascertain viability of application (1 hours)

RPL Evidence Facilitator

6.3.1 Inform the candidate of the schedule and venue of the pre-screening;
6.3.2 Make an initial evaluation of the documents submitted upon receipt of
the application documents; and
6.3.3 Meet the candidate and commence pre-screening.

6.3.3.1 If not viable, proceed to step 6.5


6.3.3.2 If viable, proceed to step 6.6

6.5 Advise candidate to directly enroll in the qualification or program of his/her


choice (0.5 hour)

RPL Evidence Facilitator

6.5.1 Explain to the candidate the result of the pre-screening; and


6.5.2 Advice the candidate to directly enroll in the qualification or program of
his/her choice.

6.6 Conduct pre-assessment (1 hour)

A.) RPL Evidence Facilitator

6.6.1 Guides the candidate through the preparation of assessment; and

6.6.1.1 Development of portfolio;


6.6.1.2 One-on-one advising;
6.6.1.3 Assessment approaches, tools, mechanisms; and
6.6.1.4 Guidance on collecting evidence.

B.) RPL Assessor

6.6.2 Develop assessment plan together with the candidate preferably in the
presence of the RPL evidence facilitator.

6.6.1.1 Identify what the candidate knows and can do;


6.6.1.2 Review competency standards (CS), competency based
curriculum (CBC) and requirements;

6.6.1.3 Match the candidate’s knowledge, skills and experience to


specific standards and the associated assessment criteria of
a qualification;
6.6.1.4 Explain the type and sources of evidence
6.6.1.5 Enumerate the assessment tools to be used in this
assessment
6.6.1.6 Set the date and time of the assessment

6.7 Conduct assessment (8 hours)

RPL Assessor

6.7.1 Assess candidate either in any or all of the following:

6.7.1.1 Practical assessment (or Challenge task);


6.7.1.2 On the job observation; and
6.7.1.3 Portfolio evidence.

6.7.2 Subject the candidate to pre- and post-interview;


6.7.3 Identify the true reflection of a candidate’s skills, knowledge and
values; and
6.7.4 Conduct the assessment holistically and without bias.

6.8 Judge the Evidence by the Assessor (1 hour)


RPL Assessor

6.8.1 Evaluate all evidences for authenticity, validity and sufficiency; and
6.8.2 Make judgment on the authenticated and validated evidences.

6.9 Moderation Stage (1 hour)

Assessment Moderator

6.9.1 Gather all observations and feedbacks and other documentations of the
assessment;
6.9.2 Review and evaluate all the gathered documents on the assessment; &
6.9.3 Conduct moderation of the assessment instruments and procedures for
consistency, fairness and reliability.

6.10 Feedback stage (0.5 hour)

RPL Assessor

6.10.1 Explain to the candidate the procedures of the assessment


judging;
6.10.2 Inform the candidate on the result of the assessment judging;

6.10.2.1 If the candidate is found competent in all the units of


competencies for basic, common and core, recommend for
the issuance of corresponding certificates (Certificate of
Achievement for basic and common, Certificate of
Competency for unit(s) of competency(ies) and Certificate
of Training for the whole qualification ; and
6.10.2.2 If the candidate is found to be not yet competent in certain
learning outcomes or competencies, the candidate may
request for further reading and engage in skills
enhancement and be assessed on a later date. Otherwise,
the candidate is advised to follow the regular route of
learning/training. (advise the candidate to proceed to the
registrar office for enrolment)

6.11 Issue certificates (1 hour)

TTI’s Registrar
6.11.1 Issues the following certificates upon receiving the official
documents stating that the candidate was found competent

6.11.1.1 Certificate of Achievement for Basic


Competency;
6.11.1.2 Certificate of Achievement for Common
Competency;
6.11.1.3 Certificate of Competency for Unit(s) of Core
Competency(ies); and
6.11.1.4 Certificate of Training for the qualification.

6.12 Record
TTI’s Registrar

6.12.1 Enter in the official records of the institutions the records of the
successful RPL candidate
