Term Definition
Action Plan Document that results from analyzing a process; it
describes a strategy to meet organizational goals or
requirements.
Active Shooter An armed person who has used deadly physical force
on other persons and continues to do so while having
unrestricted access to additional victims
Alert Warning, alarm, signal
Antiterrorism Assistance (ATA) trains civilian security and law enforcement
(Office Of) personnel from partner nations in police procedures
that help counter the threat of terrorism
Area Study Analysis of all available information on the area in
which surveillance is to take place
Armored Personnel Vehicle (APV) An armored vehicle, similar to those used by
banks to transport cash, sometimes used to transport
teams.
Assassination Murder of a prominent person, especially a political
leader or other public figure, by surprise attack for
political, moral, or ideological reasons
Assessment The systematic examination of facilities susceptible to
becoming targets of terrorism to determine
vulnerabilities and weaknesses that may be exploited
by a terrorist organization. Assessments are also used
to determine how best to mitigate those threats.
ATA (Office of) Antiterrorism Assistance
Trains civilian security and law enforcement personnel
from partner nations in police procedures that help
counter the threat of terrorism
Bang Slang used for a flash-bang grenade.
Booby Trap Bomb hidden in an object that explodes when it is
touched; any hidden trap set for an unsuspecting person
Breach To forcibly make entry, with a ram, a kick, or with
explosives through a door or window, or directly
through a wall if necessary.
Briefing Detailed review of information or instructions, usually
for a military operation

Countermeasure System or strategy intended to prevent an enemy from
compromising a target in response to and as a defense
against a potential threat or hostile action
Counter-Surveillance All measures, active or passive, taken to detect, oppose
and reduce the effects of hostile surveillance
Counterterrorism/Antiterrorism CT/AT
Cover Refers to a fictitious identity that surveillance
personnel (and surveillance detection) use to explain
why they are in a particular area and what they are
doing there.

States Government that is equivalent to foreign
ministries in other countries
Drills (Shooting) Repeated firearms related training exercises

a vehicle
Facilitator Person who helps others to learn, perform, or

Facility Vulnerability Process of identifying and evaluating the vulnerabilities
Assessment or weaknesses of a facility’s security
First Responder Certified, often volunteer, emergency, medical, or law
enforcement officer who is the first to arrive at an
accident or disaster scene
Flash-Bang Grenade
Foot Surveillance Method where one or more surveillants follow a
suspect (person) on foot
Fundamental Basic; necessary
Fundamentalist Person who precisely follows a set of basic ideas or
principles
Future Hands Hands of persons who will soon be near or with a VIP
Gas mask A mask worn over the face to protect the wearer from
inhaling airborne pollutants and toxic gases. The mask
forms a sealed cover over the nose and mouth, but may
also cover the eyes and other vulnerable soft tissues of
the face.
Global Positioning System (GPS) A space-based global navigation satellite system
that provides reliable location and time information in
all weather and at all times and anywhere on or near
the Earth where there is an unobstructed line of sight to
four or more GPS satellites.
Handcuffing Usually done to prevent suspected criminals from
escaping police custody. Handcuffs are restraint
devices designed to secure an individual's wrists close
together.

Hostage Rescue An HR team is trained to rescue citizens or others who
are held by a hostile force, either terrorist or criminal.
Hostile (Terrorist) Surveillance (HS) Discreet monitoring of a person, facility, or area
with the intent of gathering information to formulate a
plan that will enhance the likelihood of a successful
terrorist operation or attack

Ideology Set of attitudes and beliefs that form the basis of a
political, economic, or other system
IED Improvised Explosive Device
“homemade” weapon designed to cause death or injury
by using explosives alone or in combination with toxic
chemicals, biological toxins, or radiological material

Incident Commander Upon arriving at an incident, the higher-ranking person

underlying foundation or basic framework (of a system
or organization)
Initiator Fuse that causes an IED to function
Innovative New; producing something like nothing done or
experienced or created before
International Terrorism Violent aggression against citizens or the territory of
more than one country
Kill Zone Attack site
Land Mine Type of bomb placed just beneath the surface of the
ground which is set off when something passing over it
Lesson plans A lesson plan is a facilitator’s detailed description of
the course of instruction for an individual lesson. All
details should be written down to assist the smooth
delivery of the content.

Marksman A person who is skilled in precision shooting, using
projectile weapons, such as with a rifle but most

Mission Statement An enduring statement of purpose that explains the
intentions, priorities, and values of an organization

Mobile Surveillance Method of observing from a moving platform; mobile
surveillance entails the use of bicycle, motorcycles, or
other means of conveyance primarily to observe
individuals as they move

Negotiations Negotiation is a dialogue intended to resolve disputes,
to produce an agreement upon courses of action, to
bargain for individual or collective advantage, or to
construct outcomes to satisfy various interests.

Point Target Public facilities such as police stations, restaurants,

other facilities
Protocol Set of rules or procedures that describe diplomatic
requirements, priorities, and correct behavior

Radius Straight line extending from the center of a circle to its
edge; part of a circle
Raid Usually conducted with smaller forces against targets
Riot Form of civil disorder caused by disorganized groups
attacking suddenly and violently, resulting in
vandalism, or other crimes
A riot may be premeditated and intentionally incited,
but a true riot is quickly joined by people without prior
knowledge of the event.

Sharpshooter See Marksman
Simultaneously Two or more events occurring at the same time
SMG (Firearm) Submachine gun. Firearm that combines the automatic
fire of a machine gun with the cartridge of a pistol, and
is usually between the two in weight and size
Soft Targets Targets such as apartment buildings, busses, trains,
hotels, banks, churches that are difficult to defend
against attack

personnel, logistics, support assets, and coordination
efforts. You cannot set up a TOC without first having a

Technical Surveillance Method of surveillance that uses specialized systems
and advanced technologies to gather information about
locations or areas generally restricted
Terrorism Premeditated, politically motivated violence
perpetrated against noncombatant targets by sub-
national or clandestine agents, usually intended to
influence an specific audience
Terrorist Group Any group practicing or that has significant subgroups
that practice, terrorism.
THA Tactical holding area
Threat Assessment (TA) process to identify, assess, and manage persons
who have the interest and ability to attack a target

Threat-Level System designed to give a broad warning of the
possibility of a terrorist attack based on the evaluation

Vulnerability Analysis (VA) identifies and quantifies weaknesses in a system
that opens it to an attack. A VA must accurately define
the impact of loss, forecast the effectiveness of
proposed countermeasures, and evaluate their actual
effectiveness after they are put into use.
Vulnerable Open to danger; at risk
Weapons Of Mass Destruction (WMD) munitions with the capacity to indiscriminately
kill large numbers of human beings in a single strike;
they include nuclear, chemical, and biological weapons
Whiteboard (Classroom) Dry-erase or dry-wipe board used in classrooms; any
glossy surface where markings can be made; similar to
chalkboards in that they allow markings to temporarily
adhere to the surface of the board
