MEMORANDUM FOR SECRETARY OF THE ARMY
SUBJECT: Emergency Relocation Facility
The Congressional leadership has stated that it has no
further use for the emergency relocation facility at White
sulphur Springs, West Virginia, and has directed that the
Department either find ancther potential governmental use for the
facility, or dispose of it. on June 2, 1992, Secretary Cheney
delegated to me the responsibility andthe authority to implement
these instructions.
I request that the Army, as the responsible contracting and
support agency for the facility, take appropriate actions to
terminate current use of the facility. I would appreciate
periodic reports on the status of this action. My Point of

The changes to the tasker to SECARMY for
disposition of the emergency relocation facility
has been coordinated with the Army General
Counsel and reflects the agreement you had with
Iunderstand that you have suggested to Mr.
to take a look at this facility for
one of fis major centers. He has asked to visit
the Greenbrier facility which I assume is okay
with you. While we will work with him on this
it should be noted that we are talking about 300
people and associated parking which may pose a
problem to the Hotel operation. We will keep
you informed.
