In keeping with the thrust of this Department to oonttly improve the quality of Basic Education specifically to raise participation, completion and achievement and implement an efficient and effective quality assurance mechanism, new guidelines on supervision and monitoring are hereby issued by this Office to govern supervision and monitoring in the different elementary and secondary schools in this Division effective immediately. This scheme is anchored within the goals of Project SMILE (Serbisyong Maayos at Mabilis Ialay Lagi sa Edukasyon). - These guidelines shall apply to in-class supervision and monitoring of teachers and school heads on the operationalization of the curriculum, school management operations and implementation of programs and projects and activitiés along targets and key result areas by the Education Program Supervisors/Division Coordinators, District Supervisors and Prineipals/Head Teachers for elementary and including TICs in secondary. 3. Specific areas of supervision and assignment of Education Program Supervisors and Division Coordinators and Guidelines on Supervision ‘oring Scheme are found in Enclosure Nos. 1 and 2 to this Memorandum. Minimum requirement for school heads per month are as follows: Schools with 7-15 Teachers 100% Schools with 16-30 Teachers 70% Schools with 31-45 Teachers 50% ‘School with 46 Teachers and above 30% Focus of monitoring and supervision shall not be limited to instructional/teaching effectiveness but as well cover school management operations; learning and school climate and other aspects related towards effective delivery Of School services. Clinical supervision shall be used in the conduct of in-class supervision. Form 178, other supervisory tools and STAR Way shall be utilized.
